リビア情勢(2009 年 2 月) ●政治(人権) チュニジアで拘束された 2 人の人権活動家(Viva Palestina メンバー)はリビ ア領土内で健康であることが伝えられた。 Saturday, 28 February, 2009: Two human rights activists with 'Viva Palestina' are learned to be in good health in Libya after being reportedly abducted in Tunisia. “Iranian-born Mahnaz Bahiji and British Noura Bennett are on the Libyan side of the border and under care of Qaddafi's International Charity and Development Foundation (GICDF),” said Press TV's Yvonne Ridley who accompanies the Gaza-bound aid convoy. She said the two are in good health, waiting to rejoin the convoy after it enters Libya tomorrow. Bahiji and Bennett went missing on Thursday, hours after 'Viva Palestina' crossed into Tunisia from Algeria. The two were reportedly booked without charge and forced into a van by plain-clothes police, who also briefly stopped the convoy. Shares of Calgary-based Verenex, which operates in part of the Ghadames Basin in Libya, surged C$1.75, or 22 percent, to C$9.55 on the Toronto Stock Exchange. Under the deal, CNPC's international arm will offer C$10 in cash for each share of Verenex, representing a 28 percent premium to Wednesday's closing price. The company's stock sold for C$10.52 a year ago. With the assumption of debt, the deal is worth C$499 million, the companies said. The value of the transactions was 191,473 Libyan dinar (1.300 LD = US$ 1) for 1,748 shares in 29 deals. The shares of the Sahara Bank, Al-Wihda Bank, Libyan Trade 1 and Development Bank and the shares of the company of the Libyan Stock Exchange and Libyan Insurance were the most traded. The Libyan Trade and Development Bank alone rose by 2.94 per cent of its value t o reach 12.49 dinars per share whereas the securities of the company of the Liby an Stock Exchange, Libyan Insurance, Al-Wihda Bank and the Sahara Bank fell marginally. "His health has considerably deteriorated. He is in danger of dying," Aisha Megrahi told AFP. "The disease has spread across his body." Megrahi is serving a life sentence with a minimum term of 27 years in a British prison for downing a transatlantic US airliner over the Scottish village of Lockerbie in 1988, killing 270 people. The former Libyan intelligence officer has been diagnosed with advanced prostate cancer, according to his lawyers, but a Scottish court in November refused to free him on bail because of his health. Defence lawyers say Megrahi's cancer is in a terminal phase but the Appeal Court in Edinburgh ruled that he could live for years. The International Criminal Court is expected to call for the arrest of Sudanese President Omar Hassan al-Bashir over allegations that he masterminded genocide in Sudan's Darfur region. Gaddafi, however, demanded that the Court stop its measures against Bashir: "Why do we have to hold President Bashir or the Sudanese government responsible when the Darfur problem was caused by outside parties, and Tel Aviv [Israel], for example, is behind the Darfur crisis?" Although the Libyan leader did not show any evidence that Israel was indeed behind the crisis, he nevertheless stated, “It is not a secret. 2 We have found evidence proving clearly that foreign forces are behind the Darfur problem and are fanning its fire. Technology Corner Director Hasan Zayed issued a statement saying he hopes to "bring a new approach to home improvement retailing to Libya in a convenient and effective format." The stores would be the first free-standing hardware outlets in Libya, Crain's said. Five-day gatherings had been due to finish on Sunday but can now continue on Monday, state media said. "The authorities have permitted the people to pursue the debate on Monday as some congresses needed one more day to complete 3 discussions on the oil wealth issue," said an official statement read on state radio. Gaddafi argues corruption is so deeply entrenched in the government that the only way to cure Libya of graft is to disband the ministries and hand out more than $30 billion in annual oil revenue directly to the people. Gaddafi argues corruption is so deeply entrenched in the government that the only way to cure Libya of graft is to disband the ministries and hand out more than $30 billion in oil revenue this year to its 5 million people. The outcome of the debates by Libya's Basic People Congresses (LBPCs) would be known early next month when the 300-member General People's Congress, the equivalent of a national parliament, is widely expected to announce that Gaddafi's plan was overwhelmingly endorsed. Gaddafi's supporters control the 468 congresses and the General People's Congress constitutes their umbrella. The two Ambassadors walked around the two exhibitions particularly that several American and British companies are among the exhibitors. The U.S. Ambassador expressed his happiness for attending such events, and expressed his admiration for the organization, and the efforts exerted to make this endeavor a success. Over the past few days, the works carried out by the Juridical Committee have reportedly drawn to a close.The Committee was made up not only of Libyans but also foreigners including a few Italians, and had been put in charge of assessing the legal aspects of the plan. The official announcement and the presentation of the draft are therefore expected to take place in the session of the General Congress of the People (analogous to a European parliament). The information was disclosed by the deputy prime minister of the Arab country, Imbarek Ashamikh, during meetings, in São Paulo, with 6 state governor José Serra and with the mayor of the city of São Paulo, Gilberto Kassab. Imbarek, who headed a delegation with representatives of several sectors of the Libyan government, mainly mentioned his interest in the agricultural sector. "Brazil is of great importance in South America and the delegation that is accompanying me is studying possible investment," he said. "There is political will in Libya to invest in Brazil," he announced. More than 78 percent of the money, or $39.81 billion, was invested in short-term financial instruments abroad, added the summary of the report published by Libyan newspaper Oea, which is close to Saif al Islam, Libyan leader Muammar Gaddafi's most influential son. The fund's long-term investment share was more than $8.0 billion spread into stocks of 107 firms, 65 percent of which are located in North Africa, 20 percent in Asia, with the remaining 15 percent in companies in Europe and North and South America. Why do you want to let the chance slip away from you?" state news agency Jana quoted Gaddafi as saying before the five-day gatherings. Since Gaddafi toppled the monarchy in a coup in 1969, forming political parties has been branded treason and forbidden, like the parliamentary system. In 1977 Gaddafi changed the country's name to the Great Socialist Popular Libyan Arab Jamahiriyah (State of the Masses) and allowed people to air their views at people's congresses. Gaddafi's style of grass-roots democracy was designed as an alternative to Western parliamentary democracy and Socialist single party rule. A spokesman for the state-owned General Telecommunication Authority (GTA), which currently controls the phone sector, told AFP the move was aimed at "stimulating the telecommunications market in Libya." A GTA statement said the company would grant one fixed and mobile licence for Libyan territory to one service provider. Interested parties are invited to make a bid before May 13, with the winner expected to be announced in June. The tender comes almost two years after Libya announced plans to privatise its mobile phone sector as part of a wider programme. (GNMTC) has taken delivery of two 115,000-dwt oil tankers, the Al-Qadisiyah and Al-Jala, from Cido Shipping of Japan. The Al-Qadisiyah, built in 2008 and formerly called the Pacific Fantasy, holds 835,000 bbl of oil, while the Al-Jala, built in 2007 and formerly called the Pacific Light, holds 825,000 bbl of oil. The two deliveries are part of a six-ship deal GNMTC brokered last December which also included four Aframaxes of around 115,000 dwt each, which the Libyan firm bought from Turkey's Geden Lines. "I have a great fear that your government may revisit promises made concerning the transfer of the convicted bomber back to Libya," Francis J. Duggan, president of Victims of Pan Am 103, said in a letter to Mr. Sheinwald on Friday. Mr. Duggan said he is concerned by newspaper reports that Abdel Basset Ali al-Megrahi might be included in a treaty between Britain and Libya to transfer other Libyan prisoners held in British jails to Libya. The treaty is expected to be considered by the British Parliament in April. Kadafi has urged a sweeping revision of government bureaucracy, saying the whole Cabinet system should be dismantled to free Libyans from corruption and mismanagement. His plan has run into opposition from senior 10 officials, who stand to lose their jobs in a government purge. Libyan Investment Authority Chairman Abdulhafid Zlitni also said that although talks on acquiring a stake in Telecom Italia (TLIT.MI) had ended without agreement, Libya could be willing to restart negotiations in the future. His plan to hand oil revenues directly to Libyans had run up against opposition from senior officials, who stand to lose their jobs in a government purge. Gaddafi wants to rid the state of what he says is entrenched and widespread corruption. Officials including Prime Minister Al-Baghdadi Ali al-Mahmoudi and Central Bank Governor Farhat Omar Bin Guidara had told Gaddafi in November the move could do long-term damage to the OPEC member country's economy. "Do not be afraid to take directly the oil money and the responsibility to create the right government structures that further the interests of the people," Gaddafi told representatives of Libya's Basic People Congresses (LBPCs). More than 80 gynaecologists and obstetricians, peadiatricians and laboratory technicians from the different Libyan health structures and specialists of diseases related to blood transfusion from European countries, participated in the meeting organised in collaboration with several professors and specialists from the European Union (EU). Maroni is expected to sign an agreement with his Libyan counterpart, so that the patrols of Libyan, Italian and International territorial waters, which will be made up of mixed crews, can start immediately. Italy in particular, according to the agreement which was signed in December 2007, as part of the Friendship Treaty from last August. The main state newspapers, which often reflect the thinking of government policy makers, had urged the Congresses to use the meetings to nationalise foreign oil firms in Libya, saying this would help Libya adapt better to fluctuating oil prices. Libyan leader Muammar Gaddafi, who decides oil policy, said last month that Libya and other oil exporters were discussing nationalising foreign oil firms. Gaddafi and other supporters like Senegal's President Abdoulaye Wade, have been calling for years for an accelerated process towards a union government, saying it is the only way to meet the challenges of globalisation, fighting poverty and resolving conflicts without Western interference. But they are opposed by other nations, headed by economic powerhouse South Africa, who see such an idea as a distant and impractical prospect. Gaddafi's proposal dominated a sometimes heated African Union (AU) summit in Ghana in 2007, but no deal was reached. In March 2008, Libya's National Oil Corp. signed an exploration and production-sharing agreement with ExxonMobil for offshore Area 21. Under the agreement, ExxonMobil is committed to shooting 4,000 km of 2D seismic, 2,000 sq km of 3D seismic, and the drilling of one exploration well. Gadhafi's remarks were broadcast Feb. 14 by the state-run Great Jamahiriyah TV, which aired a recording of a meeting between the Libyan leader along with secretaries and members of Libyan peoples' committees. Among other views concerning the redistribution of wealth in his country, Qadhafi discussed oil revenue, saying it needed to be looked after carefully, being the country's only resource. He said oil is the property of the people of Libya and Algeria, while in other oil-producing countries, the oil is owned by the kings and other leaders, who took most of the revenue, giving very little back to the people. Qadhafi added that the increase of oil prices "made me think that oil revenue should be given to the people." He said in Libya on the other hand, oil revenue was in the hands of its people, and he invited anyone in the world to come to Libya and check for themselves whether that was true or not. He also discussed possible systems for distributing oil wealth among the people, whether each person would get a specific amount of money regardless of the price of oil, or whether they should receive more money when prices go up and less when they go down. Qadhafi then read out some possible suggestions for ways to redistribute oil revenue. In one example, he said, people could receive 3,000 Libyan dinars/month (around $2,300), but then would be responsible for everything in their lives, paying higher bills with no government subsidies, with no free health care or education. These comments echoed earlier remarks by the Libyan leader during a televised address at Georgetown University in Washington, DC. "Switzerland really wants to find a solution" to the standoff that erupted over the arrest of another of Kadhafi's sons in a Geneva hotel last July, Seif al-Islam told Swiss television. Seif al-Islam, who did not say what the offer consisted of, met this week with Switzerland's foreign minister, Micheline Calmy-Rey, on the sidelines of the World Economic Forum in Davos.
