The papers were also fined 100,000 dirhams ($12,410) each for "attacks on the character and the dignity of a head of state", Moroccan official news agency MAP reported. Defence lawyers said the case was flawed because Gaddafi is not formally head of state in Libya but is known simply as "Brother Leader and Guide of the Revolution". "This (trial) is a blow for press freedom in Morocco and an attempt to execute the press," Morocco's National Press Union said in a statement ahead of the verdict. The Libyan embassy pressed charges against Al Massae, Al Jarida Al Oula and Al Ahdat Al Maghribiya newspapers for criticising Gathafi and Tripoli's rights record. Several gathered outside the court in Casablanca brandishing anti-Gathafi placards. "Gathafi behaves like a lion in front of Arabs and Africans but is like a rabbit when he faces Westerners," a placard said. Ali Anouzla, one of three journalists named in the libel suit, said: "I wrote in February in an article that there is no democracy in North Africa, including Libya. I stick to this stand." "President Ravalomanana will 1 continue to work closely with all parties interested in finding a peaceful and lasting solution to the crisis in Madagascar," said a statement. The ex-president of the Indian Ocean island, now living in exile in South Africa, was toppled three months ago following street protests that saw opposition leader Andry Rajoelina take power with the army's blessing. "He will meet with heads of state to discuss the crisis in Madagascar" in Sirte, where African leaders start a three-day summit on Wednesday. The north African country last year pulled out SFr5.6 billion ($5.2 billion) of its SFr5.75 billion deposited in Swiss banks, according to statistics by the Swiss National Bank. The Swiss foreign ministry said it had no detailed figures on Libyan assets in Switzerland, but a withdrawal had no little economic impact. In 2007 Libyan assets made up 0.3 per cent of all foreign assets in Swiss banks. Relations between the two countries have been strained since one of the sons of the Libyan leader, Moammar Gaddafi, was 2 arrested in Geneva last July, charged with assaulting two domestic employees. Tim Cejka, Exxon's head of exploration, said in an interview with the Wall Street Journal that the deepwater exploration program would start in the next couple days. Exxon, the world's largest publicly traded oil company by market value and output, won exploration rights in licensing rounds three years ago and was also awarded another exploration block directly by the government. With about 44 billion barrels of proven oil reserves, the eighth most in the world, Libya is an enticing region for Western oil companies. Exxon, based in Irving, Texas, first discovered oil there in 1960 but left the country in 1986 when Washington prohibited U.S. oil companies from investing there. The U.S. ended its official designation of Libya as a terrorism sponsor in 2006. As the situation has become intolerable regarding the huge number of illegal workers in Libya which is estimated to be at more than one million, Libya is undertaking concrete measures whereby Law no 6 of 1987 would be put into effect, JANA reported. The law regulates the presence of foreign workers in the country. General Yunis explained to the Egyptian minister the pattern of procedures followed by Libyan authorities and the need for full cooperation on the part of Egypt in this regard. Meanwhile, Libyan officials have extended the deadline for foreign workers until 30 July instead of 30 June to get their legal status in the country sorted out. The extension is publicly directed only to benefit Egyptian workers. The participants stressed the importance to sensitise citizens on the disease and decided on non-medical preventive measures. The new rules do not allow tourists to pick up their visa directly in the airport, as used to happen before. Now it can only be released by Libyan embassies and consulates located in the countries of origin, and a lot of paperwork is also needed. For example, a six month passport visa requires a bilingual stamp, health insurance worth 30,000 euros, a bank statement covering the past 6 months, an invitation by a local travel agency, a hotel reservation and a return airline ticket. Once the mentioned paperwork has been submitted, the request will be processed in 10 to 12 days. However, the Libyan embassy in Rome and the consulate in Milan are hard pressed to meet demand (partly because of limited office hours) and many have had to change their travel schedule. In a statement, the company said it had entered into a Memorandum of Agreement (MoA) with General Desalination Company (GDC), the commercial arm of the Libyan Ministry of Utilities. Under the MoA, both sides would undertake to conclude negotiations and reach agreement for the establishment of a number of joint venture companies to develop the two plants in Tripoli and Benghazi. The Tripoli plant will have the capacity to desalinate 500,000 cubic metres of seawater per day, while the Benghazi plant can process 400,000 cubic metres per day. The company said similar to the seawater desalination plants under current construction by Hyflux, the plants in Libya would use Hyflux’s ultra filtration membranes and process technology. The aim is to clear the air between the two countries. Relations have been strained since Gaddafi's son and his wife were arrested in Geneva last July and charged with assaulting two domestic employees. Swiss Foreign Minister Micheline Calmy-Rey revealed the behind the scenes efforts to set up a meeting in a meeting with journalists. She did not specify whether a date had already been agreed. Discussions are ongoing and "we are making all possible and imaginable efforts and are being very creative in those efforts", Calmy-Rey said. Merz confirmed he was approached by a high-ranking personality during a recent visit to the United Arab Emirates and agreed to meet the Libyan leader. Following his arrival Salva Kiir Mayadrit held a meeting with the Libyan Secretary General of the General People’s Committee (Prime minister) Al-Baghdadi Ali Al-Mahmudi. The meeting was also attended by the Libyan ministers of foreign affairs, finance, the directors of Libyan foundation for investment and the Secretary for cooperation. The talks dealt with ways to strengthen the joint cooperation in areas of economic development and investment in agriculture projects and natural resources. (TSX:VNX) of improperly bidding for exploration rights in the North African country four years ago - allegations that further complicate the company's planned sale to a Chinese firm. Libya's NOC sent two letters last week accusing Verenex of being improperly pre-qualified to bid for the Area 47 oil property acquired in 2005, Verenex said Monday. "It seems very coincidental, the timing of this ongoing investigation," said Verenex chief financial officer Ken Hillier in an interview. Verenex and China National Petroleum Corp. have been waiting since February for the Libyan government to allow their $499-million, or $10-per-share, takeover deal to go ahead. (VNX.T) shares fell 23% Monday after the company said Libyan authorities were investigating the Calgary-based oil and gas company for improper bidding. The news further complicates the company's proposed sale to China National Petroleum Company 7 International. Verenex is involved in oil-and-gas exploration and production in Libya's Ghadames Basin. Last February, Verenex announced that CNPCI had entered into an agreement to acquire the company at C$10 a share. The sale was contingent on approval from the Libyan National Oil Company (NOC), which has yet to sanction the deal. Verenex said the NOC sent the company two letters last week that alleged the company was illegally pre-qualified for a 2005 bid in which it won the rights to Area 47 in Libya. The launch occurred during the historic first visit of Libyan leader Muammar Kadhafi to Rome earlier this month. Kadhafi's visit seals a major rapprochement since Italy signed a deal with its former colony last August pledging US$5 billion over the next 20 years as compensation for colonising the North African country from 1911 to 1947. The Libyan-Italian deal became effective in March with Italy's Prime Minister Silvio Berlusconi's visit to the Libyan town Sirte and his formal apologies for colonialism. The strategic partnership was launched under a treaty on friendship, partnership and cooperation. It includes bilateral agreements to boost scientific and technical cooperation in sea resources, student exchanges and scholarships for Libyan students. Col Gaddafi - dressed in full military regalia and heading a 200-member entourage - was given a red-carpet welcome by Italian Prime Minister Silvio Berlusconi at Rome’s Ciampino airport. Col Gaddafi met his visitors in his Bedouin-style tent which was set up in the park of a 17th Century Roman villa where he was staying. This is the Libyan leader's first visit to Italy since he took power in a coup in 1969. Two hours after the scheduled time for his arrival on Friday, Gianfranco Fini, the speaker of Italy's Chamber of Deputies, decided enough was enough. "This delay is not justified," Fini told the waiting deputies. "In line with full respect for institutions, I hereby cancel the meeting and assume total responsibility," he said, to a round of applause from the deputies, the ANSA news agency reported. There was confusion at first as to why Gaddafi had failed to turn up to what should have been his last official engagement in his visit to the country... Libya, he added, "will not favour other countries at Italy's expense" and, since Italy "really needs Libya", his country will not provide gas and petrol to other countries "at Italy's expense" until the pact of friendship and collaboration is put into effect". Gaddafi made a single warning to Italian companies: do not seek to corrupt Libyan companies otherwise you will be sent away. "The Libyan people revolted against colonialism, but also against corruption. With regards to this, we are very sensitive". CNPC's takeover of Verenex - agreed earlier this year - requires the consent of both Libya's National Oil Corporation (NOC) and the General People's Council. Consent to the deal has not yet been granted, with NOC saying it may exercise its pre-emption rights and take control of the Canadian company itself. It now appears 10 that until the investigation is completed, there can be no progress on the Verenex takeover. Verenex said in a statement issued today that it had asked CNPC to agree to extending the outside date for closure of the takeover until 24 August. However, Verenex added: “Investors are cautioned that there can be no assurance that consent to the offer by CNPC will be received soon from Libyan authorities, or that a sale transaction will be concluded on the terms contemplated or at all." In the statement, Verenex said the authorities are looking into allegations it was improperly pre-qualified to bid in the 2005 EPSA round, in which it won Area 47. “Verenex considers these allegations to be without merit and vigorously denies them,” the company said. No specific improprieties or details of the allegations have been provided to Verenex.” Verenex pointed out that the allegations are being made four years after the award and coincide with its request for consent for the sale of the company. The company said that during talks held with NOC ahead of CNPC's offer, NOC had indicated that it required an approval bonus in return for agreeing to Verenex's takeover. The Canadian player said that , based on indications from NOC, it estimated the bonus would be about C$46.7 million (US$41.1 million). Verenex added NOC had indicated that payment of the bonus would speed up the approval process, with formal consent being granted within three to four weeks. "Since the execution of [the agreement with CNPC] in February 2009, Verenex has actively sought NOC's consent to the transaction. However, to date NOC has continually refused or failed to provide such consent," Verenex said. The deal, signed 11 in November, would allow Abdel Basset Ali al-Megrahi, 57, to apply to be transferred to Libya, the Foreign Office said. But al-Megrahi would have to agree to drop the appeal against his conviction before being eligible for transfer. Scottish government officials would also have to approve the move. It wasn't immediately clear whether al-Megrahi, who has repeatedly vowed to clear his name, would seek to take up the opportunity. The former Libyan secret agent is terminally ill with prostate cancer. Mr MacAskill will also have discussions with representatives of British and American families and hear the views of the Libyan government. But any decision on whether or not to transfer Abdelbaset Ali Mohmed Al Megrahi from his Greenock jail to Libya will be taken on judicial grounds alone, a statement said. A request by the Libyan authorities for Megrahi to be moved to Libya was made last month. The meeting outlined the broad basis of a national plan that enables the role of women in the Libyan society. Ridha Kilani, manager of the Tunisian civil engineering company, Kilani International, told PANA that during the trade show, Libyan and Tunisian economic operators developed sound partnerships and set up instruments serving as support to their activities to overcome obstacles. "We are going to begin negotiations with Libya and see how we can lead this country to respect its international obligations. We must be firm on this point," said EU Justice Commissioner Jacques Barrot. "There is a paradox when asylum seekers have to pay traffickers to have any chance that they be recognised as aslyum seekers," he told reporters in Luxembourg, after talks with EU interior ministers. Oil prices were mostly below $50 a barrel in the first quarter of 2009, but have since risen close to $70 a barrel, sparking fears higher crude could derail any economic recovery. Speaking to ArabianOilandGas.com in an exclusive interview that will be published in full in both Petrochemicals Middle East and Oil and Gas Middle East, Dr Ghanem underlined Libya’s commitment to its hydrocarbons industry. “The budget of LNOC is about this $7 billion this year dedicated to development, oil companies are also going to invest between $1-2 billion. In the next five years we plan to invest a total of $42 billion in development and exploration,” Dr Ghanem said. Currently, Libyan oil production is about 1.5 million barrels per day (bpd). Boutwell is the first U.S. military ship to visit Libya in more than forty years. During the ship's three-day port visit, the crew will conduct various training and leadership exchanges with Libyan maritime enforcement personnel and also participate in several cultural exchanges. Libya could help these enterprises make profit." Ms Tymoshenko noted that the privatization of OJSC Odesa Port-Side Plant is currently underway and suggested Libya could participate in this process. She said that the enterprise's location on the Black Sea coast and a large volume of mineral fertilizers which it produces could be of interest to Libyan partners. Following its recent decision to collaborate more closely with Italy and take back immigrants who had left from its shores, Libya is now piling pressure on the EU to provide it with boats, helicopters, trucks and other equipment in an attempt to patrol its borders. In its efforts to offer tangible help to Malta and Italy to curb these migration flows, the EU is more inclined to offer assistance once Libya has started to show more collaboration.
