Friday, 31 December, 2010: ESSEN, Germany, Dec. 30 (UPI) -- German energy company RWE
said it was gearing up to form a joint venture with a Libyan company to explore for hydrocarbons
off the Libyan coast. The Middle East branch of RWE signed an exploration and
production-sharing agreement with the Libyan National Oil Corp. for two blocks in the Gulf of
Sidra. Once the agreement is ratified in Tripoli for eight discoveries in the area, RWE will move to
form a joint venture with the Libyan state-owned company to conduct operations in Libya, the
company said in a statement. The German energy company said it aims to spend $50 million on
exploration and $1.3 billion on field development in the gulf. [UPI]

work or other purposes, and that they benefit from the same treatment as their Libyan brothers,

Thursday, 30 December, 2010: LONDON (Dow Jones) - Libya's National Oil Co. has rolled over
most of its official selling prices for January term supply of its crude oil, trade sources said
Wednesday. The benchmark Es Sider crude price for January was increased by 15 cents from last
month to a discount of 25 cents against Dated Brent. All other Libyan crude grades were also
raised. For crudes calculated as an average against Russian Urals, the value of Bouri crude oil is
raised by 10 cents from December, while Al-Jurf is left unchanged at a premium of 40 cents to
Urals, the traders added. Libyan January term crude prices are quoted as follows as a differential

Thursday, 30 December, 2010: Seif al-Islam Gaddafi, regarded as a reformist among the sons of
the Libyan leader, has not been invited to the World Economic Forum in Switzerland this year.
According to the French-language newspaper La Liberté, Seif al-Islam has tried appealing to US
business leaders and Hollywood stars to intercede on his behalf, but Klaus Schwab, the founder of
the WEF, which holds its annual meeting in Davos every January, has remained firm. The paper
says Schwab has told the Libyans several times that none of their decision-makers will be invited
to Davos until relations between Switzerland and Libya have improved. The two countries have
been at odds since the brief detention in Geneva in July 2008 of Hannibal Gaddafi, another son of
Moammar Gaddafi, on charges of mistreating two servants. The Libyans took a number of
measures in retaliation, including holding two Swiss businessmen hostage, and jailing one of

Resources Abu Bakr Mabruk al-Mansuri in Libya on Tuesday. The ministry stated that Eker and
al-Mansuri had a common will to increase bilateral relations to the highest level in agricultural
cooperation and investment issues. The two officials also agreed to make intensive cooperation in
commerce and agriculture. During the meetings between Turkish and Libyan delegations, Eker
said that it was necessary to examine agriculture and investment opportunities of Libya in a
detailed way, adding that it was important for Turkish investors to know what kind of incentives

position the country as an important energy player while exploring renewable energy at home, a
panel said. Royal Dutch Shell last week announced it was examining a natural gas discovery in
Libya and British supermajor BP is gearing up to explore for oil off the North African coast. Tripoli
aims to boost its power-generation capacity while solidifying its position as a regional energy
powerhouse, the Emirati newspaper The National reports. "Libya seeks to significantly contribute
to regional and global programs in the energy sector, leveraging its well-positioned geographic

Monday, 27 December, 2010: Abu Dhabi's Al Maskari Holding is behind a US$3 billion
(Dh11.01bn) project to build an integrated "energy hub" in Libya and to develop an undersea
cable for exporting electricity to Europe. The project will include solar power and conventional
electricity generation from fuels such as natural gas, and a high-voltage undersea transmission
line from Libya to southern Italy. An agreement for the project was signed in Tripoli on
December 12, said Sirajeldean Elbadri, an official with the chairman's office of the Libyan
general board of privatisation and investment. "Libya is a source for clean energy. We can
export energy to all of Europe. When Russia does not send gas, we hope we can send this
energy to Europe by having cables under the sea from the north of Libya to the south of
Europe," Jamal Ellamushe, the Libyan minister of privatisation and investment, told an

Friday, 24 December, 2010: Libya and the UAE have launched a Dh11 billion (US$2.99bn)
joint investment fund to assist the development of both countries, in a deal that could also result
in Emirati companies managing some of Libya's ports and airports. Talks are being held
between the general board for privatisation and investment (GBPI), a government body that
attracts foreign investment into Libya, and the UAE's Ministry of Economy. "It will be investing
in both countries, in the UAE and Libya, and they will have joint investments in projects
together," said a member of the Libyan government close to the talks, who asked not to be
named. Libya has recently courted foreign investment following the end of two decades of

Monday, 27 December, 2010: Libya wants to triple its power generation capacity within a
decade to support what it hopes will be a flood of foreign investment aimed at expanding and
diversifying an economy that is heavily dependent on oil and gas exports. The government's
plan includes increasing installed electrical generation capacity to 20 gigawatts by 2020 from
about 6.2gw at present. As well as supplying the domestic market, Libya is aiming to export
power to Europe. Tripoli has also set a target of supplying 10 per cent of its energy consumption
from renewable sources, especially solar and wind power. That is more ambitious than the

UAE's 7 per cent renewable-energy commitment over the same period, but lower than targets

Sunday, 26 December, 2010: Two key OPEC ministers hailed oil prices as "fair" on Thursday,
showing little inclination to pump more crude to prevent oil prices that have rallied to more than

ministers are meeting in Cairo this weekend, just weeks after a full conference of the
Organization of the Petroleum Exporting Countries elected to make no change to an output

Saturday, 25 December, 2010: CAIRO (Reuters) - Libya does not expect to issue any new oil
concession licences in 2011, the chairman of its National Oil Corporation (NOC) said on
Thursday. Libya has not held an oil and gas licensing round for several years, although it has
signed exploration and production licenses with individual companies. Asked in Cairo if Libya
would issue new oil concessions next year, NOC Chairman Shokri Ghanem said: "No I don't
think so. For the moment, no." Foreign firms signed up to a series of exploration and production
licences in 2005, the first time they had been able to invest since sanctions on Libya, a former

Friday, 24 December, 2010: Egyptian and Libyan governments agreed on establishing a joint
industrial zone in Libya, said Minister of Trade and Industry Mohammed Rachid on Thursday.
In statements to the press following a meeting with his Libyan counterpart Mohamed al-Hweij,
Rachid said that a working group comprised of Egyptian and Libyan investors and government
officials would hold a joint meeting early January. He explained that the purpose of the meeting
was to develop a clear and comprehensive vision for establishing a joint industrial zone as well
as logistics for the storage of goods on the Libyan-Egyptian border to facilitate trade between
the two countries. Rachid said the two governments will work on encouraging the establishment
of projects in the border region and on providing new benefits to investors from both countries

said it signed a memorandum of understanding with the Libyan government to build a shipping
port and desalination plant. Eni Chief Executive Officer Paolo Scaroni signed the MOU in the
presence of Libyan Prime Minister al-Baghdadi Ali al-Mahmudi during a weekend ceremony in
Tripoli, the energy company said in a statement. The memorandum outlines the undisclosed
terms for construction of a shipping port and related infrastructure, a water desalination plant
and 1,000 houses in an area near the Gulf of Sidra. The Italian company said it signed a
memorandum in 2006 with the Gaddafi Development Foundation and Libya's state-owned
National Oil Corp. to help build an "innovative program of social projects" in the country. [UPI]

Monday, 20 December, 2010: ROME (AP) - Italian energy company Eni SpA has agreed to
help Libya build a naval port, desalinization plant and 1,000 houses in the El Agheila area along
the Gulf of Sirte. Terms weren't disclosed in the statement Eni issued Sunday. Eni, Italy's largest
natural gas and oil company, is the biggest foreign player in Libya in terms of hydrocarbon
production. Eni said the agreement was part of a 2006 deal with the Libyans to invest in social
projects such as building hospitals, preserving archaeological sites and training Libyan
graduates. Italy and Libya have long had good ties, which were sealed with a 2008 "friendship
treaty" in which Italy agreed to pay Tripoli $5 billion for its 30-year occupation. [Bloomberg]

leader Muammer Gaddafi, issued a curious statement which seemed designed to set the record
straight. “Several press reports have suggested that I’ve been involved in a power struggle with
my brothers behind the scenes . . . There is nothing of the sort,” he said. “I have an excellent
relationship with my family.” He went on to clarify that he and the secretary-general of Libya’s
council of ministers were not “two faces of the same coin” – in other words Saif had nothing to
do with the running of the Libyan government. Nor was he the owner of a media group that has
been the target of a recent security clampdown, but merely a “supporter”, he insisted. And
finally, and also contrary to press reports, Saif had not recently bought an expensive home in
London. “Like any visitor, I stay in hotels when in London, and I can only imagine that such
unsubstantiated rumours are designed to imply profligate or wasteful spending habits.”

Muammar Gaddafi has taken the unusual step of publicly denying he is caught in a feud with his
brothers, after months of speculation about a power struggle within the family. Saif al-Islam
Gaddafi has clashed publicly with conservatives in the ruling elite over proposals to reform the
country. Some analysts believe his conservative opponents have the backing of his two brothers,
Mutassim, a national security adviser, and Khamis, a senior military leader. "Several press
reports have suggested that I've been involved in a power struggle with my brothers behind the
scenes in Libya," Saif al-Islam said in a document circulated on Thursday by the charitable

part in trading at the Libyan stock market, at the end of this week, reached 3,435,380,562 dinars,
980 Libyan dirham (1.250 Libyan dinars = US$), the weekly report on the Libyan financial
market said Saturday. The composite index at the Libyan stock market closed this week up with
2.68 points, or 0.21 per cent and recorded 1274.16 points, compared to the beginning of the year.
Some 94,703 shares were traded over the past five sessions for an overall value of 1,032,703
dinars, 850 Lbyan barheim for 178 financial transactions. In comparison with the prices for 12
companies that took part in trading, eight companies increased in their values as three others

construction projects undertaken by Turkish companies in the Middle Eastern country amounted
to $2.6 billion in 2010. “Libya is important for Turkey, particularly with respect to contracting

Turkish companies have undertaken projects in Libya worth of $14.5 billion in the past five

into two to ensure that the process runs smoothly. Tensions are running high between North and

months imprisonment after they illegally entered Libyan waters in October, officials said.
Authorities confiscated both vessels involved in the illegal fishing--the Baraka Da'a
Al-Waladayn and Nur al-Mostafa Mohamed. The Egyptians will be released in January 2011,
according to Assistant Foreign Minister for Consular Affairs and Egyptians Abroad Mohamed
Abdel Hakam. Abdel Hakam urged fishermen to respect international laws and the UN Law of
the Sea Convention, in order to avoid punishments ranging from financial penalties to

strikes in the Gulf of Sidra have been set back by BP's postponement of launching a $1 billion
deep-water exploration program as the company grapples with the aftermath of the huge Gulf of
Mexico oil spill. International oil companies, lured by the prospect of hitting it big in the
Mediterranean country which has the largest proven reserves in Africa, have rushed to Libya
since U.S. and U.N. sanctions were lifted in 2004. BP was to start drilling the first of seven
wells in the Gulf of Sidra in November despite widespread concerns about safety and
environmental record following the April 20 disaster at the Macondo well in the Gulf of Mexico.

forthright rhetoric, has acquired growing influence in Africa but his ambition to build a united
states of Africa is not shared by the continent's biggest powers. "National militaries alone
cannot save countries. Africa should have one army with one million soldiers," Gaddafi said in a
speech in the Senegalese capital. He said the joint force would "guard the borders and seas,
protect Africa's independence and confront NATO, China, France, Britain and other countries."

of business relating to Libya, having established the first ever representative office of a foreign

Hijazi reviewed Turkey-Libya cooperation opportunities in environment and forestry. Eroglu
said that Turkey aimed at further developing its bilateral relations with Libya. "We are planning
to cooperate with Libya in environment, forestry and global climate change," he added. Hijazi,
on his part, welcomed recent momentum in Turkey-Libya relations. A cooperation agreement

Monday, 13 December, 2010: TRIPOLI - A foundation run by Libyan leader Moamer Kadhafi's
son Seif al-Islam released a mixed annual report on human rights in Libya on Sunday, noting
progress on some issues and failures in others. During 2010, there was "significant progress on
some issues and new failures on others," the Kadhafi Foundation said in its second such report.
The report, which is much less critical than in 2009, said it "regretted a dangerous regression" in
the treatment of civil society associations. It accused the General People's Congress, or
parliament, of "intervening directly in the affairs of unions and professional associations." The
charity said it regrets that parliament "has not respected the law" and taken illegal decisions

ruler Moammar Gadhafi called for creating a constitution for the country, warning that civil
society is under threat. Seif al-Islam Gadhafi has been actively promoting the adoption of a
constitution in Libya which currently bases its laws on the ruler's "Green Book." In its annual
report, The Human Rights Association says that civil society has witnessed a "grave
deterioration" due to the interference of the government in its affairs — often in violation of the
law. The report released on Sunday called for abolishing state security courts, putting prisons

Monday, 13 December, 2010: Italy and Libya have signed a technical and operational protocol
to fight illegal migration by sea, according to the Italian media. The agreement was signed by
Italian Home Affairs Minister Roberto Maroni and Libyan Secretary of Public Security
Abdelfattah Younis. The two parties reiterated the need for the European Union to allocate
greater funding and show stronger political commitment to countries which suffer an influx of
migration either on transit or as a destination. Italy has been repatriating to Libya all migrants
rescued in international waters, leading to a drastic drop in migrant arrivals in Italy and Malta.

Monday, 13 December, 2010: Oil and gas explorations working Libya have made three new
discoveries recently. One field contains oil and the other two fields contain both oil and gas.
Libya's National Oil Corporation (NOC) announced the discoveries on 7 December. The first
discovery was made by Turkish Petroleum (TP), on the experimental wells B1-17/3, located on
Block 147 in the Morzuk Basin in southern libya, the NOC said on its website. Preliminary
studies and sampling show that the first oil well has capacity to produce about 465 barrels of oil
per day, the NOC said. The other two wells, both for oil and gas, were discovered by a

cancer following his controversial release by the Scottish Government on compassionate
grounds in August last year, and blamed his poor health on intentional “neglect” he suffered in
prison. Col Gaddafi said his family will mount a compensation claim once the 58-year-old dies.

Spindelegger has called for greater energy cooperation between Europe and African states.
Addressing the Africa-EU summit which opened in Tripoli on Monday, Spindelegger said that
long-term energy solutions were the core of a successful fight against poverty, and for a "green
economy". Austrian firms in particular were front-runners in environmentally-beneficial
methods of production, he noted. Spindelegger stressed that African states were no longer "only
exporters of raw materials", or conversely, simple import markets for other countries' products.
