This guide book provides foreign residents with general information, laws, and
procedures of this city. People who reside in Yamato can find details on how to deal
with necessary matters encountered in daily life. This guidebook also introduces the
procedures of some Yamato City office sections and other organizations. Please refer
to the relevant offices for further details. (Usually, Japanese will be used at any
facility.)

Police Office
① Dial 110 for the police office in case of emergencies, such as accidents or crime.
② You may dial 110 at any time and place 24/7 for free.
③ Report when, where, and what happened and also your address, name, and telephone number
to the police officer.
*If you do not speak Japanese, ask someone around you to call 110.
◇交番 (Koban)
Police Box
① Police boxes are spread throughout the cities of Japan and officers are on duty in each box.
② Officers' duties include ensuring the safety and well-being of citizens. For example, they give
directions to people who are lost, handle lost articles, consult about troubles citizens face,
patrol the area, keep in contact with residents, control traffic, and are dispatched in
emergencies to pursue or arrest criminals and handle traffic offenses.
③ If you lose your resident card or passport, you may report it to an officer in a police box.
*Boxes can be identified by signs such as “KOBAN” or “Police Box”.

Fire
① Dial 119 for firefighting or ambulance services for fires, accidents, or sudden illnesses.
② Clearly explain the service required to the offices: fire (kaji in Japanese) or ambulance
(kyukyusha in Japanese)
③ Give the location of the fire (address details such as XX-chome YY-ban ZZ-gou, Yamato City)
and landmark buildings near the fire.

④ In the case of an accident or illness, give an outline of the accident or illness, name, place
(address), and nearby landmarks. You may ask someone else nearby who can speak Japanese
fluently to call for you.
⑤ Provide first aid to the ill or injured person if possible before the ambulance arrives.
⑥ Prepare your health and insurance cards or examination card, if available.
⑦ Guide the ambulance to the scene once it arrives. The ambulance will be using a siren.
*If you do not speak Japanese, ask someone around you to call 119.

Earthquakes occur often in Japan. Do not panic during tremors and remember the following:

Important Notes
① Check the earthquake-safety of your belongings at home.
② Prepare and maintain fire extinguishers and learn how to use them.
③ Prepare an emergency pack for earthquakes and other emergencies.
④ Have disaster prevention meetings with the members of your household.

Participate in Disaster Prevention Drills
① Can you conduct yourself calmly when an earthquake strikes? Remember that staying calm in
emergencies depends on being prepared through disaster training and cooperation with your
family members and local residents.
② Our city organizations and volunteer disaster prevention bodies provide useful training for
disaster prevention.
③ Please advise all household members to join disaster prevention meetings to cope with major
disasters and to act in a safe and well-organized manner.

① You may become confused by disaster information after a major disaster occurs. The city
announces current news and information to citizens by the following methods: outside loud
speakers, the city website, police cars, automatic voice response devices (toll free dial:

0120-112-933) and the local radio station ”FM Yamato”
② Announcements from loud speakers might not be heard clearly if you are inside a tall building,
or due to noises or wind direction
◇避難するには (Hinan suru ni wa)
Evacuation
① Evacuate in a group with your local disaster prevention body.
② Evacuate to a temporary local shelter when a disaster occurs, then watch your surroundings
to keep safe.
③ If you are near a spreading fire, escape quickly to a wider evacuation place.
④ When there is no place to stay due to fire or the collapse of your house, schools and other
facilities will be opened as designated evacuation places.
*Continents on the earth’s surface move about on tectonic plates (large sheets of rock).
*Japan lies precisely on junction where four different plates meet.
*Earthquakes occur frequently as one plate slides underneath another.
*Following the Hyogo-ken Nanbu Jishin (the Great Hanshin-Awaji Earthquake) of 1995, there
have been a series of large tremors: the Tokachi Undersea Earthquake (2003), the Niigata
Chuetsu Earthquake (2004), an undersea earthquake west of Fukuoka (2005), the Noto Hanto
Earthquake (2007), the Niigata Chuetsu Undersea Earthquake (2007), and the Tohoku Pacific
Coast Earthquake (2011).
*In Kanagawa there are also faults that have possibility to cause tremors in the future, so please
be prepared for an earthquake in your daily life.
◇台風 (Taifu)
Typhoon
*Typhoons come to the Japanese archipelago from summer to autumn.
*Typhoons cause heavy rain or strong wind. It is important to prepare to prevent damage.
*As typhoons come closer, TV's and radios broadcast the movement of typhoons and warnings, so
please pay attention to that information.

⇒In case of ①, medical insurance will be generally applied; however, in case of ②, it will not

Resident Card, Special Permanent Resident Certificate, Alien Registration Certificate
Starting July 9, 2012, the Alien Registration Certificate has been changed to the following two
types of cards.
① A “Resident Card” for medium to long term residents
② A “Special Permanent Resident Certificate” for special permanent resident
With the introduction of a new residency management system, foreign residents have become
eligible for the Basic Resident Registration System. Specifically, mid- to long-term residents
with permission to stay for 3 months or more and a registered address will be eligible for the
system. The change of address under the New Residency Management System can be
processed at the same time when submitting moving-in and out notifications under the Basic
Resident Registration System. In principle, the person him/herself should submit these
notifications, but an agent can be entrusted by a letter of proxy.

Medical Insurance
(1) Applying for Medical Insurance
① To provide for unforeseen sickness or injury, you must have medical insurance. Once you get
insurance, you must pay the insurance tax. However, you only pay 10% to 30% of any medical
expense.
② Householders can receive benefits at the time of childbirth (a lump sum allowance for
childbirth and child rearing). A chief mourner can receive a lump sum funeral allowance at
the time of death.
③ When you pay a large amount of money for medical care, any amount over the bench mark
will be refunded.
Specified and Longevity Check-ups
At the end of May every year, the city sends coupons for physical checkups to anyone 40
years old or older with national insurance or the latter-stage elderly people’s insurance.
These coupons are valid from June through September. Please make good use of them to
maintain your health.
(2) Those Without Medical Insurance
If you see a doctor without medical insurance, you will be responsible to pay the entire medical
bill. Please be prepared to pay a large amount, more than 100% of the fees.
(3) Health Insurance Systems in Japan
① There are three categories of public health insurance systems in Japan. One is the
employee health insurance system for those working for a company and their dependents.
Another is the national health insurance system promoted by municipalities such as cities,
wards, towns, and villages. There is also the latter-stage elderly people’s insurance
generally for those 75 years old or older.
② Those working for a company should be included in its employee health insurance system, if
there is such a system.
③ Those who cannot be included in the employee health insurance system and younger than
75 years old should apply for the national health insurance system.
④ Those aged 75 years or older can apply for the latter-stage elderly people’s insurance system.
However, it may be possible for disabled people 65 years or older and people younger than
75 years to apply.

(1) Those Who Are Qualified
Foreign nationals who are admitted to stay in Japan more than three months. (excluding those
with a medical visa)
(2) Those Who Are Not Qualified
① Those who have the employee health insurance from their workplace
② Those who have the employee health insurance system as a dependent of a family member
working for the company
③ Those who receive the social welfare from the city
④ Those with a short term stay visa, planning to stay in Japan less than three months, or with
an invalid visa

(3) Applying for National Health Insurance
In one of the following situations, process your application at the insurance and pension section

(5) National Health Insurance Tax
If you get national health insurance, you have an obligation to pay the insurance tax. Insurance
tax will be incurred starting the month you become qualified for the insurance, not the month
you apply. Therefore, if you apply late, you still have to pay for the months you were not insured.
(6) How to Determine the National Health Insurance Tax Amount
The national health insurance tax during the fiscal year 2014 will be the sum of the following:
the medical insurance benefit (every household should pay), the latter-stage elderly people’s
insurance subsidy, and the long-term care insurance benefit (only households consisting a family
member between 40 and 65 years old with national insurance should pay). (Note: 810,000 yen is

(7) Terms of Payment
① You can pay the tax in 10 parts through the year, June to March of the next year, on the
installment plan.
② Those who applied for insurance in the middle of the fiscal year should pay the tax every
month starting the next month after being insured until March the next year.
(8) Suspension of Insurance Benefits
If you have not paid the tax within the designated period of time, your insurance may be
suspended or you will be requested to return the insurance certificate to the city. If you are
unable to pay the tax on time, please be sure to consult with the Hoken-nenkin-ka (Insurance

◇後期高齢者医療制度 (Kouki-koureisha iryo seido)
The Latter-Stage Elderly People’s Medical Care System
(1) Those Who Are Qualified for Registration
① Foreign nationals 75 years and older who are admitted to stay in Japan for more than three
months (excluding those with a medical visa)
② Foreign nationals admitted to stay in Japan for more than three months (excluding those
with a medical visa) who are between 65 and 75 years of age and have a disability and also
wish to register in this medical system
(2) Procedure to Join
No specific application for the Latter-Stage Elderly People’s Medical Care System is necessary,
nor is cancellation of your current insurance.
Before your 75th birthday, your insurance card will be sent to you by registered mail.
※Foreign nationals between 65 and 75 years of age who have a disability and wish to register in
this medical system should consult the National Health Insurance and Pension Section.
(3) Insurance Premium of the Latter-Stage Elderly People’s Medical Care System
If you join the Latter-Stage Elderly People’s Medical Care System, you will be required to pay
the premium. Pay the premium as stated in the “Notice of Latter-Stage Elderly People’s Medical
Care Insurance Premium”, which will be sent to you from the city office.
Parity Portion: An even rate to be paid by each of the insured. 42,580 yen
Income-Induced Portion: (Total income of the previous year - Basic deduction rate of 330,000
yen) x tax 8.30%

age are required to join. It is essential to pay the insurance premium for a certain number of
years in order to receive a pension from the Japanese government in the future. This plan is
very important for the stability of your future.

●What is the “Long-term care insurance for the elderly” (Kaigo Hoken) program?
This program began in April 2000 to support elderly residents who require long-term care and
their families.
●Program Outline

Long-term care insurance for the elderly program is operated by individual municipalities.

Foreign nationals, 40 years and older, who have been registered as a foreign resident in
Japan for at least one year must enter the insurance program. (Diplomats, consul
generals, military personnel, and those between 40 and 64 years of age and without
enrollment in the national or social insurance program are ineligible.)

Application for this insurance will be automatically processed according to resident
registration of the municipality.

Those 65 years and older who are entitled to long-term care due to illnesses or injuries and
have received certification of need for long-term care from their previous municipality may
utilize this service.

Those 64 years and younger are only eligible if they require long-term care due to specific
diseases related to aging.
●Certification of Need for Long-term Care and Utilizing Long-term Care

An application for certification of need for long-term care is necessary to utilize the
long-term care service.

Upon receipt of the application for the certification, a committee organized by each
municipality determines each individual’s level of necessity into one of seven different
levels. Also, renewal of certification is necessary before the expiry date, in case you wish to
continue long-term care.

There are two types of long-term care services. One is a home-based service by helpers
when bathing, going to toilets, or having meals, and the other service is a facility-based
service for when a certified elderly person is having difficulty living at home.

Long-term care services are based on a care plan created through consultation with care
specialists.
●Premiums and Expenses

Each municipality determines the insurance premium for those 65 years and older, and

such premium is based on an individual’s income or conditions of taxation for each
household’s residence tax. Premiums are paid to the municipality. (People receiving a
pension above a fixed amount will have the premium deducted from their pension.)

Premiums for those 40 to 64 years of age are calculated individually and will be paid
currently with medical insurance premiums.

When services are utilized, in principle, 90% of the cost is covered by the insurance and the
remaining 10% is billed to the recipient. Those using facility-based services will be also
charged for meals and other living costs in addition to the 10%. (Starting in August 2015,
those earning certain incomes must pay 20% of the medical cost.)

Delay of an insurance premium payment may cause an increase of the cost for the recipient
or limit care services.

threshold income, must pay taxes. Taxes are divided into two main groups. One is collected by the
national government (national taxes), and the other is collected by prefectural, municipal, town,

●Municipal Tax for Individuals
This tax is calculated based on the previous year’s income and includes earning-based and
equity-based portions. This is collected with the prefectural tax. Those who live in Yamato as of
January 1 and have more than the threshold income of the previous year are liable to tax.

to the Kodomo Soumu ka of Hoken-fukushi Center. Once the submission is made, a pocket book
called “Boshi-Kenko-Techo”, in which progress of pregnancy is to be recorded, and supplementary
coupons for 14 free medical check-ups will be provided.

Child Allowance
A child allowance is provided to a guardian raising a child living in Japan before finishing
junior high school (except overseas education), depending on the income of the guardian and
age of the child.

There are 4 public nursery schools, 29 private nursery schools, 1 authorized facility “kodomo-en”,
and 2 small-scale nursery facilities in Yamato. These schools or facilities look after children
ranging from 8 weeks old to the age before entering elementary school whose parents are working
or suffering from an illness.

national holidays) If you need over-time nursing, please contact the respective nursery school for

C Nursing Fee
Nursing fee is determined based on your municipal and prefectural tax, and it meets a bench

Kindergartens are for children to receive an education before they enter elementary school. There
are 17 private certified kindergartens in Yamato.
Nursing Fee
If you get benefits for private nursing care, each kindergarten determines the nursing fee. If you

Part of the entrance and nursing fees will be exempted for parents or guardians whose children
go to a kindergarten authorized to receive subsidies from the city. Those who are registered

Subsidies for students
Some money may be provided to the parents or supporters of such students for the cost of school
supplies and lunches. The subsidy is for parents and supporters who bear relatively high school
expenses in their household.

The Education System
○Compulsory education consists of six years of elementary school and three years of junior high
school, for a total of nine years (ages 6 to 15).
○This may be followed by high school (3 years) or technical school (5 years), which in turn may be
followed by such forms of higher education as university (four years), community college (two
years), or trade school (one year).
○Most student continue on to high school or other advanced studies after completing their
compulsory education.
○The school year generally begins in April and ends the following March, with commencement in
April and graduation in March (some universities and other institutions may start the school
year in September).

Money necessary for finalizing a rental contract:
① Rei-kin (Key money)
Rei-kin is the money given to the property owner when a contract is made. The amount is
usually 1-2 months’ rent and is not refunded when the tenant vacates the residence.
② Shiki-kin (Security Deposit)
Shiki-kin is the money deposited with the property owner when a contract is made. The
amount is usually 1-2 months’ rent.
If there is any money remaining after certain deductions, it is returned to the tenant.
③ Chukai-tesuu-ryo (Agency Commission Fee)

Chukai-tesuu-ryo is the sum of money paid to the estate agent who introduced you to the
owner of the rental property. Usually, it is about 1 month’s rent. In total, you need to pay a
sum equal to 4-6 months’ rent including an advanced payment of one month’s rent.
※The terms of a contract are usually for two years. When you renew the contract, you need to
pay a handling commission to the relevant real estate agent. Also, when you want to cancel
the contract before it expires, you must give the owner one month’s notice. In addition to
house rent, some landlords may demand special terms on the contract, such as fees for
“Kanri-hi” (management fee), using heating appliances, keeping a pet, etc.

(5) Total monthly family income does not exceed the following limits. (Please see the application

General household: less than 158,000 yen
Sairyo-kaisou: less than 214,000 yen
※Sairyo-kaisou (special approved household) is a household with seniors, handicapped people,
war victims, radiation victims, returnees from overseas, leprosy patients who have been
hospitalized at a facility, or children before entering an elementary school. Please see the

(6) Public housing is available for those who have difficulties with their housing situation, such as
below. You must satisfy at least one condition from the list below to become qualified.
① You are sharing a kitchen or toilet with their household members (excluding family
members).
② Your house is too small ( four tatami mats per person or less).
③ You are living in a place not intended for accommodation.
④ Your current rent is higher than that of municipal housing you will apply for.
⑤ You cannot live with your family because you have no place to live in.
⑥ You are engaged to marry, but there’s no place to live in (excluding the case where you live
with your parents in their house).
⑦ You are requested to evict from the landlord for a legitimate reason according to tenure law
(a certificate of eviction is necessary.).
(7) Local residents can apply to enter low-rent public housing on the condition that they have never
failed to pay taxes, including national health insurance tax and current rent.
(8) Applicants and/or roommates are not members of an organized gang.
(9) Applicants and their families must live peacefully with others within the precincts, abiding by
the rules set by the municipal housing community.
●Prefectural Housing (Table B)
(1) Anyone who owns a home cannot apply.
(2) The applicant must be aged 20 years or over.
(3) The applicant must have one relative currently living or intending to live with him/her as of the
proposed date of occupation (Single persons apply for “Single-Person Housing”)

City Gas and Propane Gas
There are two kinds of gas for household use. They are city gas and propane gas. Make sure your
appliance can use the type of gas supplied. “City gas” is served by Tokyo Gas, which is type 13A.
“Propane gas”. Please ask your agent or landlord which gas company serves your accommodation.

To Connect or Disconnect Gas
Before you start using gas, please contact the gas company. A service man will switch on the gas
and check the gas outlets and the appliances that are being used.
Contact the gas company two or three days before you move out. You must notify the gas
company, so that any remaining charges can be calculated, and ask for the main gas valve to be
closed. A gas man will be sent that day to turn the gas off.

When You Notice a Gas Leak
① Turn off the gas valve.
② It is dangerous to ignite anything. So do not use any sources of fire or touch switches on
electric appliances.
③ Before starting use, call the gas company, and they will turn on the gas valve and confirm
there are no more gas leaks or abnormal combustion. When moving out, contact the gas
company 3 or 4 days in advance and ask to shut down the line and also clear the payment.
④ Open all doors and windows for ventilation.
⑤ Contact the gas company immediately to check.

Sewage Service Charge
This is the charge for the part of the fee for maintenance of sewage pulp and for handling sewer
water, which means generating clean water and releasing it into the river, and of the construction
fee. It is calculated from the point you start discharging house or office sewage and drainage into
public sewers.
The fee for public water sewage services is the actual usage rate plus the water pump-up volume.
Sewage and water charges are collected together. It is recommended that consumers use
automatic transfers (standing order) from bank or post office accounts for the water bill.

① Automobiles and motorcycles operate along the left side of the road. When you drive an
automobile, you are required to fasten your seat belt. When you drive a motorcycle, you must
wear a helmet.
② Driving under the influence of alcohol is severely punishable by law.
③ Automobile owners are required by law to have automobile safety inspections every two or
three years. Also, they have to buy an automobile insurance against accidents.

Let’s ride after confirming safety and keeping five rules for bicycle safety. The following five
rules are the minimum we must observe:
① As a general rule, ride on the street, not the sidewalk.

③ Give pedestrians the right of way. Slow down and move out of their way.
④ Keep the safety rules.
・Riding while drunk, ride double, and translation (spreading on roadways and sideways,

associated hospitals in Kanagawa with the cooperation of the Kanagawa Doctors’ Association,
Kanagawa Hospitals’ Association, Kanagawa Dentists’ Association, and Kanagawa Pharmacists’
