The persons with disabilities in Japanese coal industry between the wars
本研究の目的は、日本石炭産業における障害者の実態と産業障害扶助政策を探ることであ
る。第 1 節では、産業障害者の特徴を提示する。とりわけ本研究では、第 2 節、第 3 節に
おいて、大炭鉱の事故数を減らした安全運動における鉱夫の言説を分析し、障害者観につ
いて考察する。第 4 節、第 5 節では、政府・大企業の障害者扶助について探る。第 6 節で
は、戦間期日本が所得再分配よりも産業の成長を優先させていたことを明らかにする。
The purpose of this study is to explore the actual conditions of persons with
disabilities and the policy of industrial injuries disablement benefit in Japanese coal
industry between the wars. Section 1 presents the characteristics of industrial disability.
In section 2 and 3, especially this study analyzes the coal miner’s statements in the
safety movement which reduced the number of large-scale coal mine accidents, and
examines the view of disability. Section 4 and 5 seek the disablement benefit of
Japanese government and large-scale coal mining company. In section 6 we show that
industrial development preceded income redistribution in Japan between the two world
wars.
