Uit Encyclopedie
Inleiding
Zeerovers bestaan er al sinds mensheugenis. In en rond Japan en Oost-Azië kwamen zeerovers voor het eerst
als fenomeen naar voren toen ze de kusten van China en Korea plunderden in de Japanse middeleeuwen. De
zeerovers kenden verschillende bloeiperiodes, de omgeving van Japan en de kusten van China en Korea
kregen hun aanvallen en activiteiten ook in golven te voelen. Het fenomeen de Japanse zeerovers kwam ten
einde met de eenmaking van Japan. Geen verpletterende nederlaag werd geleden, maar door de eenmaking
van Japan en de strakke controle van het Bakufu werd hun basis stilaan weggenomen. Aan de andere kant
van de Japanse Zee werd Ming China steeds beter in controle en afweer.
Zo hielden de zeerovers met betrekking tot Japan als fenomeen op te bestaan. Grofweg 70% van onze
planeet heeft een wateroppervlak, daar vloeit uit voort dat 90% van al onze dagelijkse benodigdheden van
ergens over een van de zeeën komen. 90% van al het handelstransport wordt over water gestransporteerd.
Tegen deze achtergrond zijn de zeerovers als hedendaags fenomeen teruggekomen. De twee meest
belangerijke doorgangen voor de enorme handelsschepen die al onze handel (grondstoffen en olie
inbegrepen) vervoeren zijn de Golf van Aden nabij Somalië en de Straat van Malacca bij Singapore. Dat
Singapore zowat de grootste haven is ter wereld, en Somalië recent enkel bekend staat om zijn zeerovers, is
geen toeval.
Japan, als een van de grootste economieën ter wereld, alsook een eiland, moet ook zijn export door een of
allebei van deze twee doorgangen laten passeren. Het doel van deze studie van zowel de (Japanse)
middeleeuwse zeerovers die actief waren in en rond Oost-Azië, als hun moderne tegenhangers, is uitvinden
welke de politieke en militaire acties waren en zijn van de Japanse overheid. Hoe trad Japan zelf op in het
verleden tegen de middeleeuwse zeerovers, en wat is nu hun politiek standpunt, en hun militaire interventie.
Wat doet Japan aan deze moderne piraterij? Artikel 9 van de Japanse grondwet verbiedt uitdrukkelijk het
gebruik van militair potentieëel, maar Japan zal in 2010 zijn eerste buitenlandse militaire basis in gebruik
nemen, inclusief personeel van de Japanse Zelfverdedigingsmacht en vliegtuigen van militaire klasse. Deze
basis is gelegen in Djibouti, een land naast Somalië, en dus vlakbij de Golf van Aden, één van de twee vitale
doorgangen voor de wereldeconomie, en Japans export.
Dit paper zal de overheidsinstanties in Japan die zich bezigen met de zeeroverskwestie en regelmatig erover
debatteren in het Japanse parlement onderzoeken. Overheidsinstanties zoals het Ministerie van Buitenlandse
Zaken en de 海賊行為への対処並びに国際テロリズムの防止及び我が国の協力支援活動等に関する特
別委員会 (Het comité belast met Japans strijd tegen terrorisme en piraterij). Van belang zullen ook de
standpunten en het beleid van de Japanse Zelfverdedigingsmacht alsook de Japanse kustwacht zelf zijn, en,
aangezien de moderne zeerovers een voortschrijdend fenomeen zijn en allerlei militaire en politieke acties
zullen ondernomen worden, onderzoekt dit paper ook de berichtgeving erover in het nieuws.

Opzoekwerk
Ten geleide
Aangezien de 倭寇 (わこう) ook geschiedkundig kunnen bestudeerd worden nam ik ook een kijkje in de
Digitale Bibliotheek Geschiedenis. Verder hadden de 倭寇 ook met China te maken, dus gebruikte ik ook de
Digitale Bibliotheek Sinologie. Tenslotte hadden de 倭寇 ook met Korea te maken, en zocht ik daarom ook
in journals en databases die met Korea te maken hebben. Een thesis geschreven in 1993 over het onderwerp
hielp uiterraard mijn zoektocht ook een hele stap verder.
Voor de hedendaagse studie van zeerovers (海賊)　na WO II beperkte ik me tot een studie over zeerovers
met betrekking tot Japan (het Japanse beleid). Voornamelijk is het een studie over het inzetten van de
Japanse Zelfverdedigenssmacht tegen piraterij over de hele wereld, van de Golf van Aden tot Djibouti tot de
Straat van Malacca.　Japanse databanken, journals, webpaginas, bronnen en onze Digitale Bibliotheek
Japanologie werden gebruikt. Belangerijk voor dit gedeelte waren de Japanse overheidsbronnen zoals het
Japanse Ministerie voor Buitenlandse Zaken (MOFA) en het Japanse Ministerie van Defensie.
Tenslotte ging ik nog een aantal (online) boekenwinkels langs, nam ook even een kijkje in het deep web, en
zocht in het nieuws naar berichtgeving over de onderwerpen.

Tot mijn grote verbazing, bracht de lijst van hierboven vermelde deep web zoekmachines mij helemaal geen
enkele nieuwe bron. Sterker nog, er was zelfs geen enkele bron te vinden. Booleaanse operatoren blijken
hier van geen nut, en een combinatie van zoektermen eveneens niet. Blijkbaar zijn de meeste deep web
zoekmachines enkel bruikbaar om termen op te zoeken. Daar komt nog eens bij dat geen enkele
zoekmachine, met één uitzondering, japans ondersteund.

Besluit
De middeleeuwse zeerovers in Oost-Azië vielen Japan opvallend weinig aan. Maar, ten hedendage hebben
zeerovers een invloed op de globale handel, dus een laissez faire politiek kan Japan niet meer voeren.
Bij deze studie waren de overheidsinstanties van Japan van het meeste belang om de toestand en het beleid,
alsook de militaire acties in beeld te brengen. De continue berichtgeving in het nieuws blijft ook van grote
waarde, want via dit medium krijgt men continu informatie bij over recente ontwikkelingen en krijgt men
ook deeltjes te zien van het verhaal van de zeerovers zelf.
