Note: • No vehicles are allowed to enter the halls after The 2nd day of Move-in at 12:00pm. Be sure to finish moving in all the large machinery / luggage before 12:00pm. •Removal of exhibits and dismantling of stands are strictly prohibited before The last day of exhibition at 6:00pm. • All displays must be dismantled and completely evacuated before The last day of exhibition at 10:00pm. In case of overtime work is arose, additional cost for overall exhibition halls will be charged on the exhibitor. • Be careful for any possible accidents while moving out. Booth dismantling takes place simultaneously for all exhibits. • Keep your PCs, business cards and other valuables safe and secure on your own responsibility. The west outdoor parking lot is temporarily closed due to the ongoing renovation at Tokyo Big Sight. -3- I. Basic Information of Exhibition Rules and Regulations On-site 6. Rules and Regulations On-site 1) Attending Your Booth You MUST stand at your booth all the time during the exhibition. The following acts are strictly prohibited as they project unprofessional images: - coming late / leaving early - packing / carrying out exhibits during the show hours - leaving your booth unattended Make sure to be at your booth during the entire show period. 2) Smoking Prohibited Tokyo Big Sight is a smoking free venue. Smoking in the exhibition halls, including inside your own booths, is prohibited for the entire show period as well as move-in / out days. It is only permitted in designated smoking areas outside the building. Make sure that your contractors as well as your own staff do not smoke. They may be asked to leave the halls if they are found smoking inside the building. 3) No Photography / Filming / Video-taking Only the official photographers and accredited press, wearing press badges issued by Show Management, are permitted to film and / or to take photographs / videos in the exhibition halls. All photography, filming and / or video-taking outside your own booth is strictly prohibited. Contact Show Management if you need to take photos or videos for business purpose. When you are asked for press interviews, your cooperation would be deeply appreciated. 4) Responsibility for Exhibits and Insurance Exhibitors are responsible for securing their own booth, display and products. Neither Show Management, Tokyo Big Sight, the contractors, nor any of their officers / agents / employees are responsible for loss, damage or theft of property. Exhibitors are strongly advised to insure against their exhibits and take every precaution to protect exhibit products and personal belongings. It is recommended not to leave expensive items at the booth each night after the show. 5) No Sales Outside Stands Sales activities (such as handing out pamphlets and questionnaire, etc.) are permitted only within your booth. Placing them outside your booth (hall entrance / exit) without permission of Show Management is prohibited. 6) Removal of Crates, Garbage and Other Wastes It is exhibitors' responsibility to remove or store all crates, boxes and plywood properly. Any crates, boxes and plywood left after the show will be disposed and its cost will be charged to the exhibitor. Note that disposal of large volume wastes does cost additional fees. Contact the official contractor, Big Sight Services Co., Ltd. (refer to the contractor list in the APPENDIX), if you request for cleaning service. There is no storage space for empty cases, crates and boxes, and Show Management will not provide any. Contact the official forwarding agent, Nippon Express Co., Ltd. (refer to the contractor list in the APPENDIX), or your own contractor in advance for storage service (charged). 7) Preventing Accidents from Demonstrations Be sure to take a precaution against any damage, loss, fire disaster, etc. that may be caused by demonstrations. Especially, make sure that beam, hot air, dust, gas, odor, vibration, etc. that you produce do not harm other exhibitors. 8) Securing Aisles If you hold presentations or demonstrations of machines and products in your booth, in order to secure the stream of visitors and the aisles, you must keep enough room inside your booth for your audiences and arrange personnel to keep aisles clear for other visitors. 9) Exhibiting Heavy Products In case of bringing heavy products (total weight 5t or more), additional consultations about placement of them are required.Please contact Show Management in advance. 10) Limit of Sound Level at Exhibiting and Demonstrations If you hold demonstrations with real machines, be sure to keep the volume lower than 80 decibels at 2 meters away from your booth. You must provide soundproofing or volume controller in case there is a possibility to exceed the limit. 11) Copyright Show Management has no copyright responsibility in respect of any exhibitors. Exhibitors are reminded that third party copyrights should not be infringed. Should any copyright dispute arise, Show Management may require the exhibitor to make changes in its exhibits. -4- I. Sound Level and Prohibited Activity Regulation (1) Sound coming from your booth (including presentations, demonstrations, narration, etc.) must be lower than 80 decibels. If you hold demonstrations or presentations inside your booth, be sure to keep the volume lower than 80 decibels at 2 meters away from your booth. Show Management will warn you to turn down the volume on demonstrations / presentations if you do not comply with the regulation. Send out invitation tickets thoroughly to visitors in order to bring as many visitors as possible to your booth. You are able to request as many tickets as you need from Show Management for free. ■ Send out all invitation tickets by beginning of April at the latest! Apply via Exhibitors Website 2. Invite Your Important Customers (Free) Your important customers who are of senior positions (president, manager, etc.) which you register through the online form will be issued a VIP Invitation Ticket on-site. VIP Invitation Ticket will be once sent it to you, so please send them out to your guests with an invitation letter to your booth! ■ Privileges for VIP visitors 1. Free registration to one EDIX seminar (Japanese language only) 2. Express registration at the exclusive VIP registration counter 3. How to Make the Most of the Show Prepare for the Language Barrier 3. Prepare for the Language Barrier To succeed at trade shows in Japan, you should be aware of the language barrier. Since not many Japanese, including businessmen, communicate effectively in English, the majority of Japanese visitors are much more comfortable walking into a booth which has Japanese speaking staff or an interpreter. Advertise Your Company 1) Official Show Website Banner Advertisement The official show website will get more and more access from the visitors and press toward the show. You can insert your company banner on the official show website and draw special attention from industry professionals before the show. The banner will be linked to your company website. <Image> *Layout is subject to change. 2) Floor Map Advertisement Show Management is offering exhibitors advertisement space on the floor map, available to all visitors that pass through the exhibition doors. Floor map advertisement offers you the chance to make a strong impact and sharpens your exposure and ensures that visitors know exactly where to find you. Advertisement space is limited and will be sold strictly on a first-come, first-served basis. Use vehicles corresponding to the width of the aisles. Show Management must be informed the details of exhibitors' booth constructing company through the online form "Booth Contractor Registration". 1. Regarding Booth Construction 1) All stands must be furnished with at least decorations below. -Carpet -Back & Side Walls (2.7m - 3.6m height) -Company Name board (which should be displayed prominently) These decorations are not included in raw space charge. 2) The limit of total stand height including stand decoration is 3.6 meters (without setback). This rule applies to all types of construction including storage / stockroom, information counter, business meeting rooms, waiting rooms, etc. Any platforms for demonstrations should not exceed the height of 1m. Construction of bridge or any kind of archway is also prohibited. 6) Carpet in the stand may only be laid using double sided adhesive tape. Using glues or adhesive bonds is prohibited. 7) Stand construction is confined to the contracted stand space only. Any signboards, arches, flags, furniture or exhibits should not protrude into the aisles nor extend beyond the rented space. It is also prohibited to spray any mist outside your booth. Contact Show Management for the location of firefighting equipment. 11) Ceiling construction and shielding curtains are prohibited in principle. Any exhibitors planning to have a ceiling construction or shielding curtains are required to submit Form 11 and 2 copies of documents below by Apr. 5 (Wed). -flat / elevation plan of your booth (with location of shielding curtains, fire extinguishers clearly indicated) -detailed booth plan with description of ceiling construction 2. Fire Regulations Local fire officials will carry out inspections of the exhibition halls on May 16 (Tue) and 17 (Wed). Fire officials have final authority on all safety and fire regulations, and can order exhibitors to remove any materials that are not met with the regulations or dismantle a booth where the construction materials are not met with the regulations. Tokyo Big Sight is designated as a fireproof building, according to the eighth article of the fire laws. Therefore, please use anti-flammable decorations at the exhibition. 1) Panels for booth construction Panels or any wall materials i.e. plywood board and printed plywood board, used for booth construction or for other furniture including decorations and reception counters, are required to be soaked in an anti-flammable liquid in advance and should be labeled as anti-flammable accordingly. Booth Construction Regulations for Booth Construction (II) Fireproof materials *Nonflammable materials, prescribed in Article 2-9 of the Building Standard Act *Quasi-nonflammable materials, prescribed in Article 1-5 of the Order for Enforcement of the Building Standard Act *Plywood which is considered as a flame-retardant material, prescribed in Article 1-6 of the Order for Enforcement of the Building Standard Act 3) Anti-flammable label for each fireproof material -The label must be attached at a place that can be seen most easily from surrounding area. -The label must be properly attached on the materials, so that it will not come off easily. 4) Materials without fireproof capacity Refrain from using plastic materials such as artificial flowers, urethane, acetate fiber, polyester, coolite or isolite, acrylic, nylon, etc. It is hard to apply fireproof finish to these materials. 5) Use of materials with domestic anti-flammable labels *Foreign goods under the flame retardancy requirement, described as in 1) and 2) above, must have domestic anti-flammable labels in order to meet the domestic regulations. *Foreign goods without anti-flammable labels must have the authorization from the Japanese qualifying activity. 6) Any actions that cause fire Gas welding and any actions that cause fire are strictly prohibited unless pre-approved by Show Management. Please note that you must contact Show Management in advance, and must have a fire extinguisher by your booth when you use fire. 3. Notes and Precautions 1) Confirm where your electric mainline would appear in advance. Although it would be arranged to a place where it would not stand out, covering the request of all exhibitors would be difficult. Before you design your booth, contact the official contractor, SHOHODENKI Co., Ltd.. 2) Vehicles may be restricted temporarily from entering the exhibition halls for the purpose of safety and adjustments. Please also note that vehicles may be required to wait outside. 3) Exhibitors must not damage or alter in any way the exhibition facilities, including electrical lines, lights, water facilities, stand decorations or exhibits of other exhibitors. In case of damage, exhibitors must return any damaged objects to their original state regardless of any reasons. 4) It is not allowed to paint directly on the pillars, or stick posters with adhesives or adhesive tapes. Building panels around the pillar or covering it with cloth without using adhesives are permitted. There may be fire extinguishers by the pillar. In such cases, please be sure they are not covered or hid away. For details, please contact Show Management in advance. 5) In case of using a drum-type cord reel, be sure to pull the wound cord completely off from the reel. 6) Booth construction and demolishing should be done inside your contracted space. Any materials cannot be left in the aisle or other space. 7) Redecorating your booth during the show period is prohibited in principle. 8) There is no storage space in the exhibition halls. Provide the stock space in your own booth if necessary. 4. Removal of Trash E xhibitors are responsible for the removal of all trash. Any items including catalogues, books, etc. remaining in stands will be regarded as trash, and exhibitors will be charged for its removal. Special permission from the Fire Department of Japan is required for any of the below activities. Also, be sure to notify your own contractor of the regulation to avoid any trouble. Handling Dangerous Materials • The use of products causing fire or smoke and the transportation of hazardous material are prohibited by fire regulations. Special permission from the Fire Department of Japan is required for any of the activities below. If you do not receive any contact from Fujiya Co., Ltd. in one week after the application, please contact them to avoid any oversights. 1) Application Guidelines for Using Fire (I) Naked flame *Materials which generate flame or a spark, or equipment which heating unit is exposed outside, with the use of gaseous, liquid and solid fuel *Equipment with electric heat, which heating unit looks scorching (excluding hotplates, hair dryers and ovens), or which might set fire when the heating unit touches surrounding things (more than 400 degrees surface temperature). (II) The Use of Fire The use of fire is prohibited, except when it is necessary for display and demonstration. In order to use it at the exhibition hall, the permission from the Fire Department is required, and the energy consumption or the installation criteria will be limited. The use of candles and alcohol lamps as decoration is not permitted. *A consultation in advance is necessary in order to use gas. Therefore, please contact the official booth constructor for details. *When the use of fire or gas is permitted by the Fire Department as a special case, it might be obliged to install fire protection equipment in a booth. (The exhibitors must bear the expenses for the installation.) *The Fire Department will issue a permission, when the guidance above is followed and there is no problem after the inspection. During the inspection, the inspector will demand the explanation for the use of fire or gas. Therefore, a person in charge of the booth construction should always be stationed. If there is no attendance, a permission will not be issued. (III) Installation and Safety Measure No flammable materials must be placed within 100 cm above and 15 cm side and back of an equipment using fire. If it is not possible, the equipment should be separated from the surrounding flammable things, by using fireproof materials. In this case, the equipment should not be attached to partition walls. e.g.) separation using double asbestos cement slates more than 1.5 cm thick *Equipment using fire must have a fall prevention measure for earthquake and a safety device for fire prevention. - 33 - V. Booth Construction Precautions against Hazard *Equipment using fire with gas must have a gas leak alarm. *During the use of fire, a person in charge must always be stationed nearby. *The user must take measures to easily stop the use of naked flame. *A container of liquefied petroleum gas must be a cartridge type. *The length of flame should be kept lower than 10 cm. *The user must take measures to avoid any harm to visitors, while using naked flame. *Fire should not be used for any other purposes. *The user must check up before use and after fire extinction. *An ABC fire extinguisher (type 10 or more) must be installed in a booth. 2) Application Guidelines for Dangerous Materials (I) Dangerous Materials *Gasoline, inflammable liquid such as gas oil, oxidizing solids or liquid under the Fire Services Act *Specified combustibles are flammable liquid and solids under the fire prevention ordinance (Tokyo Regulation Article 65) *Flammable gas such as propane, acetylene, ammonia gas, and hydrogen prescribed in the general high pressure gas safety regulations *Gunpowder, explosive, priming materials, and fireworks prescribed in the explosive control law (II) Exceptions to Dangerous Materials The materials described below can be considered as exceptions. -Exhibits, which do not require any demonstrations and are tightly covered in containers -Fuel and lubricant in tanks of displayed vehicles -Lubricant, used in displayed motors and hydraulic machines -Animal and vegetable oil for cooking, used for frying pans and hot plates (excluding fries) *It might not be permitted as exceptions, when the total amount exceeds the regulation. Ceiling Structure Ceiling Construction 1) Exceptions for Obstacles of Water Sprinklers and Sensors Anything other than below are considered as obstacles of water sprinklers and sensors regardless of its size. If you have things that are not included in those, please submit Form 11 and must provide wireless sensors or packaged fire extinguishing systems for possible disaster prevention. *Louvers and nets (both should be open more than 70%) *Those fulfilling A-C below all A. The ceiling construction has only pillars with all surfaces opened. B. The height of the ceiling is between 3m and 3.6m from the floor. C. In any such case, Nippon Express will make all reasonable effort to ensure delivery before the exhibition opens; however, no guarantee can be given. SHIPPING INSTRUCTIONS 2.1 CONSIGMENT INSTRUCTIONS (Sea / Air)Bill of Lading must be issued separately by commodity categories. Nippon Express never become your consignee either your shipper. The signed commercial invoices must be on shipper’s (exhibitor’s) letter-head and bear the following information: Number of packages, itemized description of goods, itemized harmonized code, itemized value, total CIF value indicating currency code, total number of packages, total net weight, and country of origin. If itemized H.S code is not mentioned in invoice/packing list, JPY1000- per item will be charged additionally. Giveaways, brochures, catalogues, magazines, printed matters, etc are dutiable on final basis and must be given a value based on CIF basis. Do not indicate ‘No Commercial Value’ or ‘Zero’ on the invoice. Failure to comply with documentation and accuracy will result in delay and undue inconvenience, storage and other dues which shall be for account of the exhibitor. The acceptance of the shipping documents is subject to the sole discretion of the Japan customs as per their defined parameters. NOTE : Japan Customs are strict and thorough in their examination of goods. All packages can be expected to be opened and contents checked against the Commercial Invoice & Packing List. Customs fines will be imposed on the exhibitor in cases of Undervaluation, Non-declaration, and Erroneous declaration. In such cases, Nippon Express shall not be responsible for any delay in customs clearance. Customs fines and extra expenses incurred shall be borne by the exhibitor. (i)Goods to be cleared through ATA Carnet and; (ii)Goods to be cleared as permanet importation - sold, given away, partially or completely consumed goods. Different categories should not be packed in a same package and be packed dividedly. In case that return items and consumable items are mixed in a same package, we shall be forced to sort out the cargo in different packages by categories – (i) and (ii). 2.4.2 Strong, Returnable type, and Waterproof Exhibitors are advised to provide strong packing cases for the transportation of the exhibits. The packing of the exhibits are to withstand external elements as well as movements during full transportation and handling. For main exhibits, we recommend sturdy returnable type of cases to be used for return or onward transport. Return cargo should be packed in re-usable crates. Easily removable lids or side panels, secured by bolts or clips (removable by hand) are essential. Packages can be placed outdoors several times, before delivery inside exhibition halls, or after closing : exhibitors must take necessary precautions against rain. Cardboard cartons should be avoided if they are intended for return shipping. Nippon Express will not be responsible for damages and claims arising out of improper packing. Japan Customs shall often require inspection. In this case, any packages have to be opened accordingly. To prevent damage to the contents, be certain to interpose suitable cushioning material between the contents and the carton top so as to prevent the contents from being cut by a razor knife when the box is opened. If you pack a cardboard carton, be certain to interpose a “housing” material of some kind around the contents. This extra step will minimize a possibility of damage at the time of cargo inspection by Customs. - 65 - 2.5 FUMIGATION All cargo containing wood into Japan must have been fumigated in the country of origin. This regulation concerns packages such as crates, pallets, frames, drums, etc. Treated packing materials must clearly display the mark as shown below. Approval to use this mark is issued by the National Plant Protection Organization (NPPO) of an exporting country or by an organization officially recognized by the NPPO. 3. CUSTOMS REGULATIONS 3.1 ATA CARNET For exhibits to be totally re-exported only. Exhibitors are strongly advised to ship exhibition goods using the ATA Carnet System in order to shorten the processing time of documents for temporary importation. Your freight forwarding agent in your country can advise on the benefits and procedures involved in using the ATA Carnet. 3.2 PERMANENT IMPORTATION All goods under permanent import, such as brochures and giveaway items are permitted entry into Japan, but duties / taxes will have to be paid by the exhibitor. 3.3 TEMPORARY IMPORT BOND SYSTEM We don’t have Temporary Import Bond system in Japan. Exhibits have to be cleared by either ATA Carnet or Permanent Importation. 3.4 SPECIAL LICENSES & PERMITS Foodstuff, Beverage, Cosmetics, Medicines & Medical equipment are parts of controlled items. To be clear import customs it requires certain time to have licenses or permits. The applicant must be an importer in Japan. Nippon Express never become the applicant. Administrative fees will apply for application and endorsement of licenses/permits from relevant Japanese Government departments (Ministry of Health, Labor and Welfare (MHLW), and etc.). There are some cases that we can’t get an import approval of MHLW and etc. In such case, exhibitor must accept to give up the import. (Exhibitor may choose abandonment or return, and have to pay the cost.) Chemical products using in the booth,we highly recommend to purchase them in Japan. (washing gel,silicon spray etc.) Material safety data sheet (MSDS) is required to make customs clearance. 3.5 POWER OF ATTORNEY All exhibitors have to sing and submit The Power of Attorney to Nippon Express. The Power of Attorney allows Nippon Express to create or alter documents that relate to your shipment on your company’s behalf. In order for Nippon Express to be Japan Customs compliant it is mandatory that this form be completed. - 66 - 4. AT BOOTH 4.1 DELIVERY / COLLECTION The responsibility and liability of Nippon Express ends once the goods have been delivered to the stand, irrespective of exhibitor’s or his representative’s presence on the stand. When written instructions fail, goods may be delivered/collected to/at the stand commencing on the last day and the day before the last day of the official delivery/ on the last day of official collection period between 9:00 and 17:00. The onsite unloading/loading schedules are coordinated by Nippon Express. If you wish to appoint specific delivery/collection day/time, additional fee will be required. 4.2 DAMAGE CLAIM Externally recognisable damages must be stated on the work order/delivery order sheet on delivery of the goods. Any claim can only be treated when made in writing and presented to Nippon Express on the delivery day. Verbal claims only will not be accepted 4.3 STORAGE OF EMPTY CASES Empty cases will be stored within the exhibition site if space is available. Please contact Exhibition Organizer. If the organizer can’t provide storage service and you will re-ship exhibits in your cases, empty cases can be stored by Nippon Express with your expense. 4.4 DISPOSAL OF PACKING MATERIALS When you do not need to keep your packing materials (cases, pallets, box and etc,), please contact Exhibition Organizer. Nippon Express can’t provide you of disposal services. 5. RETURN SHIPPING 5.1 RETURN INSTRUCTION It is imperative that all exhibitors complete and sign the Return Shipping Instruction. Exhibitor should contact Nippon Express at the earliest opportunity to complete the return instructions. If there is any amendment to the return instruction, the exhibitor will have to provide Nippon Express with the revised instruction immediately. If the exhibitor has sold their exhibits to a 3rd party during the event, it is the SOLE responsibility of the exhibitor to oversee the collection of their exhibits. 5.2 UNATTENDED CARGO AT CLOSE OF EVENT The responsibility and liability for return freight at the close of the exhibition starts only with the collection from the stand during the official dismantling period with attendance of exhibitor. The acceptance of return shipping does not constitute any admission of responsibility or liability for freight which has not yet been collected from the stand. If the exhibition booth has been left, without the shipment being collected, shipment remains on the booth at exhibitor’s risk. - 67 - 5.3 RE-EXPORT TIMEFRAME After the close of the exhibition, re-export formalities may take at least 2 weeks from the close of the show depending on the region and space availability in airlines or shipping lines. It will be required storage charges. For urgent re-export, surcharges will apply. 6.
