There is no charge for ambulance service, but use it only when necessary for sudden
illness or serious injury.

Fees: You must pay applicable fees for initial examinations, late-night examinations, or
holiday examinations.
Home visits by medical staff are not possible.

City Clinic for Late-Night Medical Emergencies.

holidays, you can be treated at the Fukushima City Clinic for Dental Emergencies on
Holidays.

Resident Registration
住民基本台帳制度について
① Foreigners intending to stay in Japan three months or longer must complete Resident
Registration at their local municipal office. Applications must be submitted within 14
days of moving to a new address in the municipality, within 14 days of the birth in
Japan of foreign national children, and within 14 days of a change of residence.
Completing Resident Registration entitles you to various government services.
日本に３カ月以上滞在する外国人は、自分の住んでいる市町村に「住民登録」をすることになっています。申請期間は、市区町村に新た
に住所を定めた日から14日以内、日本で生まれた外国籍の方は14日以内です。また、居住地に変更があった場合は、14日以内に市役所に
届出することになっています。「住民登録」をすることにより、行政サービスが受けられるようになります。
② Notifying family registration changes
You must notify the City Office of changes in Japan, such as when your child is born or
you get married.
Birth: Father or mother should register the birth within 14 days.
Death: Survivors should register deaths within 7 days.

Health care for Mothers and Children
母子の健康管理について
① If you become pregnant 妊娠したら
Notify the Citizen Division, city branch office or the Children's Policy Division in the
Health and Welfare Center. You will be issued a Boshi Kenkou Techo (Mother and
Child Health Handbook). Please bring your handbook when taking prenatal classes, and
when you or your baby receive medical examinations or vaccinations. Please keep
detailed notes about your child in this handbook. Foreign language versions of the
Boshi Kenkou Techo can be provided upon request.
市民課か各支所、保健福祉センター内こども政策課に届け出て下さい。母子健康手帳が配布されます。母親学級に参
加したり、妊婦さんや赤ちゃんが健診や予防接種などを受ける場合、必ず持参してください。赤ちゃんに関する事をこの
手帳に細かく記入しておきましょう。外国語版（中国語、英語など）も用意していますので申し出てください。
② When your baby is born 赤ちゃんが生まれたら
Notify the Citizen Division, city branch office or the Children's Policy Division in the
Health and Welfare Center of your child's birth. You will receive a Sukoyaka Techo, a
handbook required for infant checkups and vaccinations. It is recommended that your
child receive checkups and vaccinations as noted in the handbook.

National Health Insurance
国民健康保険について
Japan’
s National Insurance System is based on mutual assistance. Members of the system
pay a premium proportional to their income. As a general rule, policy holders are
required to pay 30% of medical costs incurred. Foreigners are also required to join the
National Health Insurance System unless they fall under categories 1 or 2 or 3 below.

National Pension Program
国民年金制度について
The purpose of this program is to provide basic support for the elderly and disabled.
Residents of Japan of ages 20 through 59 are required to join this program regardless of
nationality. Employees who participate in a company pension plan do not need to join.

Long-term Care Insurance
介護保険について
This system is for persons of ages 40 and over staying in Japan for more than 90 days.
The insurance premium is proportional to income and must be paid by all who apply.
(Persons of ages 40 through 64 pay with their health insurance premium.)
Persons of ages 65 and over can receive necessary nursing care service and support
after they are certified as requiring it.

この制度は、日本に90日以上滞在する人で40歳以上の人が対象になります。

universities also offer assistance.

Eligibility qualifications:
① Having family members live with you.
(People living alone may be accepted under certain circumstances.)

⑤ Not being a member of a criminal organization.
⑥ Having a cosigner.
⑦ Never having been delinquent paying rent for municipal housing. Never having been

Shisei-dayori is a public information bulletin with information about city government
administration, news from City Office and other relevant city information. It is published
on the first day of each month and is available at city branch offices, community centers,
the City Library and other places.

Garbage collection days are different for each area.

Please observe the following rules.
① Put garbage out by 8:30 am on the collection day.
(Do not put it out the night before.)
② Put garbage in the specified collection place.

Banks are open 9:00-15:00, Monday-Friday (ATM hours vary).
① Opening an account
When opening an account, banks require identification (They may require you to have
your passport, health insurance certificate, authorization of resident eligibility, seal
registration certificate, drivers' license and name stamp.).
② Deposits, Withdrawals, Transfers
・At the counter
When making withdrawals, you need your personal seal (inkan) or signature.
・ATM (Automatic Teller Machine)
If you have a cash card, you can deposit, withdraw and transfer money at an ATM.
・Transferring money
Money can be transferred to other accounts for a fee.
③ Payment of public utility bills
Bills for utilities such as electricity, gas, water and telephone can be paid at banks in
the following two ways:
・Payment in cash each month
・Automatic payment
銀行の営業日時は、月-金曜日の9:00-15:00までです（ATMの時間帯は各コーナーによって異なります）。
①口座の開設
口座を開設する場合、身分を証明できるものの提示を求められます（パスポート、保険証、在留資格認定証明書、印鑑登録証明書、運転
免許証、はんこなど、銀行によって異なります）。
②預金、引き出し、振り込み

引き出しの際、印鑑か署名が必要です。

Neighborhood Associations
町内会
Neighborhood associations are independent organizations run by area residents with the
objective of creating pleasant communities. They promote good communication and
cooperation. Members organize neighborhood sports events, festivals, crime and fire
prevention activities and cleaning campaigns. Joining the association is voluntary.
However, being a member is a good way to be friendly with your neighbors, learn local
rules and get information about local events. During disaster and other emergencies,
members more easily obtain cooperation from other members, check on each other and
help with evacuation. To join, inform the chairman of the neighborhood association. If
you do not know who the chairman is, ask one of your neighbors or inquire at the

町内会は、自分たちの地域を快適で住みよいものにするため、そこに住む住民が集い、自ら活動する地域の自治組織です。
町内会では、日ごろから近所同士コミュニケーションを取り、困った時にはお互いに助け合いながら、スポーツ行事やお祭り、防犯・防災・
清掃活動などを行っています。
加入は任意ですが、活動を通じて、近所の人たちと親しくなれるだけでなく、地域社会のルールを学ぶことができたり、地域のイベント情報を
得やすくなります。
また、災害などの有事の際には、近所同士で声を掛け合い避難を行うなど、地域の人たちの協力を得やすくなります。
なお、加入するときは町内会長に申し出が必要です。

We sponsor various projects to promote friendship, goodwill, and mutual understanding
among different peoples and cultures.
○ Free counseling regarding everyday life in non-Japanese languages is available in
person and over the phone.
・In English and Chinese: Tuesday-Saturdays, 9:00-17:15
・In Tagalog, Portuguese, and Korean: Thursdays, 10:00-14:00 (Appointments required
for 4th and 5th Thursdays.)
○ Consulting and interpreting services are free, but may incur telephone fees.
Three-way call interpreting service (Trio-phone) is available to all foreigners in
Fukushima. When calling governmental offices or schools, an interpreter is available
for phone communication. For consultation: TEL 024-524-1316
○ We also offer a wide variety of other services. Please call the Fukushima International
Association to ask about these.

Preparing for Natural Disasters 災害に備えて
① Prepare for natural disasters by deciding where your family will evacuate and how
family members should contact each other.
避難先や連絡手段（※1）について家族で話し合っておく。
② Prepare your emergency kit (drinking water, food, valuables, clothing, medical needs,
a radio, flashlights, and other necessary items).
非常持ち出し品（飲料水、食料品、貴重品、衣類、医療用品、ラジオ、懐中電灯など）を準備する。
③ Prepare for an earthquake by using metal fittings or other devices to fix furniture and
large appliances to walls to prevent them from falling.
地震に備えて、家具類は金具などで固定し、倒れないようにしておく。
④ Use the refuge map to confirm the nearest evacuation area/shelter, and how to get there.
During a disaster, if it is not safe to stay in your home you should seek shelter in the
local elementary or junior high school, or evacuate to a park. Confirm the places of
refuge close to your home.
Shelter (Hinanjo): A building in which you can shelter.
Evacuation site (Hinanbasho): An open space to where you can temporarily evacuate.

大きな災害が起こって自宅にいることが危険な場合には、地域の小・中学校や公園などが避難所、避難場所となります。自宅近くの避難所、
避難場所を確認しておきましょう。
