●現場からの日誌：ネパール（２）「明るい未来を待つビパナ」
6 歳のビパナは家の外で洗い物をしている。両親ともに働いているため、彼女は家事を
しなければならず、学校に通えない。NEWAH（ネパール「健康のための水」）の上級保健教
育官マナ・バラフ・ウェイグル（Mana Ballav Wagle）は、新たな水・衛生プロジェクトに
より、ビパナの境遇が改善されることを願っている。
【国際】
●第 2 次「聖なる水」 世界教会協議会、「生命の水」に関する声明を承認
世界教会協議会（WCC）第 9 回総会は、各教会及びキリスト教会の協力者に対して、水源
を過剰消費・汚染から保全・保護するために協力するよう呼びかけた。水に対するキリス
ト教会の関心を主導しているのは、「キリスト教会水ネットワーク」（Ecumenical Water
Network）である。
●「シチズンズ・アクション（市民行動）」：ウォーターエイド、権利ベースのアプロー
チで貧困層に主導権
水・衛生に対する貧困層の権利が満たされていない場合、貧困層が自らデータを集める
ことができれば、政府・事業者に対して説明責任を求めることができる。2005 年、イギリ
スに本拠を置くウォーターエイドは、貧困層のために仲介役となるのではなく、貧困層に
主導権を与える持続可能な権利ベースのアプローチ、「シチズンズ・アクション（市民行
動の意）」を立ち上げた。
●グローバルな水危機：ユネスコ、「腐敗と抑圧が重大な影響を与えている」と報告
世界的な水危機の拡大の裏には、必ず腐敗・政治的権利の制限・市民的自由の制約とい
った要因があるとユネスコは報告している。これが「第二次国連世界水開発報告」の結論
の一つである。

【アフリカ：サブサハラ地域】
●アフリカ：人口の 3 分の 1 が飲料水不足
アフリカの人口のうち、3 分の 1 にはまったく飲料水がなく、約半分は清浄な飲料水の
不足による健康問題を抱えている。これは、アルジェリアで開催された第 13 回アフリカ水
協会総会で発表された報告による指摘である。
●マラウィ：学校衛生を重視する全国衛生政策
シディク・ミア（Sidik Mia）灌漑・水開発担当相によれば、同省が策定し、マラウィ政
府が着手した新たな全国衛生政策では、学校衛生が包括的かつ明確に取り上げられている
という。
●エチオピア：WASH による提携関係の構築－－勢いを増す部門間の調整
エチオピア政府の閣僚 2 名は、「ジェンダー間の不平等を根絶し、安全な飲料水供給と
適切な衛生・手洗い施設を確実に利用できるようにするためには、政府機関・NGO・民間部
門・ドナーのあいだの連携を強化するべきだ」と発言している。
【中東及び北アフリカ地域】
●イエメン：オランダ企業がイエメン初の海外提携契約を締結
史上初めて、外国企業がイエメンの水道企業の経営を支援する。2006 年 2 月 21 日、タ
イーズ（Ta'iz、人口 65 万人）における飲料水問題に対処すべく、オランダ企業・イエメ
ン企業による提携契約が締結された。
●エジプト：鳥インフルエンザ懸念でボトルドウォーター購入騒動
エジプトの保健当局は、鳥インフルエンザに対する懸念によるボトルドウォーター購入
騒動を受けて、2006 年 2 月 26 日、カイロの飲料水供給は安全であることを国民に説得し
ようと試みた。
【アジア・太平洋地域】
●中国：新たな汚染物質漏出に市民・当局が警戒強める
中国では、2006 年 2 月中旬、この 3 ヶ月間で 2 回目の企業による水質汚染事故が発生し
たことで、市民・当局に懸念が広がった。
●ベトナム：安全な水・衛生面向上で着実な前進
ユニセフ水・環境・衛生プログラムのチャンダー・バドロー（Chander Badloe）主任に
よれば、ベトナムは、村落世帯における安全な水へのアクセスと衛生状況の改善という点
で着実かつ継続的な前進を見せている。
【ラテンアメリカ及びカリブ海沿岸地域】
●ボリビア：政府の水関連予算、プロジェクト資金、WWF 宣言に関するニュース
ボリビアで新設された水担当省は、現在、業務に必要な予算配分を待っている。
【中欧・東欧地域】
●アルバニア：飲料水浄化を米軍が支援
アメリカ欧州軍本部（EUCOM）は、アルバニア北部のジェダー村（Gjader、人口 2 万 2000
名）の水道システム再建に向け、9 万 9000 米ドルを寄付した。このプロジェクトは、国防
総省の人道支援プログラムの一環である。
●ロシア：中国とのあいだに河川監視協定を締結
ロシアと中国は、越境河川の水質を共同で監視するための公式協定に調印した。この協
定は、2005 年 11 月に発生した松花江（ロシア名：スンガリ川、Songhua River）への化学
物質漏出による越境汚染事故を受けたものである。
【西欧・北米地域】
●欧州：化学物質に関する新たな「REACH」法制により、水質処理コスト数十億ユーロの節
約
欧州委員会による新たな研究によれば、REACH 法案により、2041 年までに水質処理及び
下水処理など環境関連のコストが 89 億ユーロ節約できる可能性があるという。
これに加え
て、医療コストの節約も 500 億ユーロに及ぶと予想されている。

●米国：「カトリーナ」を機に水道当局が相互支援ネットワークを推進
2005 年 8 月 29 日に米国メキシコ湾岸を襲ったハリケーン「カトリーナ」の余波のなか、
米国の 8 つの水道当局は、相互支援ネットワークに関する共同政策宣言を発表した。

●スエズ SA、合併により世界第二位の巨大公共事業体に
スエズ SA(Suez SA)とフランスガス公社(Gaz de France SA)は、政府の仲介による 333
億ユーロ（390 億ドル）規模の合併に合意した。これによって、世界第 2 位の規模の公共
事業体が誕生し、同時にイタリア企業によるスエズに対する敵対的買収を阻止することに
なる。
●リベリア新大統領、水部門に変化
リベリアで新たに選出されたエレン・ジョンソン・サーリーフ(Ellen Johnson Sirleaf)
大統領が、水部門に変化をもたらしつつある。同大統領は、リベリア上下水道公社（LWSC）
の再編を行った。
●南アフリカ：NEPAD の水関連顧問トップ、収賄で起訴
南アフリカ「サンデータイムス」紙の報道によれば、レソトの高級官僚出身で、現在、
水関連の問題に関して「アフリカ開発のための新パートナーシップ」（NEPAD）の顧問を務
めるリアタイル・モケベレレ（Reatile Mochebelele）が、100 万ランド規模の収賄の疑い
により起訴された。
●モザンビーク：アメリコ・ムイアンガに代り、ジュリアオ・アルフェレスが DNA トップ
に
モザンビークの全国水理事会（DNA）の会長として、アメリコ・ムイアンガ（Americo
Muianga）に代り、ジュリアオ・アルフェレス（Juliao Alferes）が就任した。

●ウガンダ：「小都市・村落の成長拠点における水供給」プロジェクトに実績ベースの支
援
過去数年、ウガンダの小都市の多くでは、国内民間事業者が運営契約を通じて上水道シ
ステムの運営を行っている。
●バングラデシュ：オランダ閣僚、BRAC を通じて衛生・水プログラムに対し 5300 万ユー
ロの支援を発表
オランダのアグネス・ヴァン・アーデン(Agnes van Ardenne)開発協力相は、著名な NGO

清浄な水へのニーズに対応し、水・衛生関連の疾病の発生を予防するための専門的・学
際的スキルを与えることを重視した 3 週間の高度研修。
●水・衛生と HIV／エイズの関連性：生産的で健康なコミュニティのために
開催地：ナイロビ（ケニア）
開催期間：2006 年 9 月 18 日～2006 年 9 月 29 日
難解なテーマに関する 2 週間の完全合宿制講座。セッションは午前 8 時半から午後 5 時
まで。課程を修了した者には修了証明書が授与される。
●災害・緊急状況における水・衛生管理：実践的な介入
開催地：ナイロビ（ケニア）
開催期間：2006 年 10 月 23 日～2006 年 11 月 3 日
2 週間の完全合宿制講座。1 週間半は理論、3 日間は厳選された現場における実践的な訓
練を行う。
【新たに得られた教訓】
●エチオピア：「栄養失調を招いた」ヒトシ（Hitoshi）水プロジェクト
エチオピア南部で 1996～2000 年に行われた「ヒトシ」重力水プロジェクトは、水汲み作
業に要する時間が 1 日 6 時間から 15 分に短縮されることにより女性たちに恩恵をもたらし
た。だが新たな調査によれば、これが人口増加の引金となり、子供の栄養失調の増加につ
ながっている。
●水問題を取り上げたジャーナリストの興味深い教訓
水問題を取材しているパキスタン人ジャーナリスト、イルファン・シャーザド（Irfan
Shahzad）氏の過去 4 年間の体験から、3 つの興味深い教訓が得られた。

●第 2 回ラテンアメリカ水資源保全フォーラム（FSAGUA2006）
開催地：アルフェナス（Alfenas）（ブラジル、ミナスジェライス州 Minas Gerais）

Diary from the field – Nepal - 2: "Bipana awaits a bright future"
Six-year old Bipana sits outside her house washing dishes. As both her parents are away
working, she has to look after the house and cannot go to school. Mana Ballav Wagle,
Senior Health Educator
from NEWAH, hopes a new water and sanitation project will improve Bipana's
situation.
International
Holy water – 2: churches approve statement on “Water for Life”
The Ninth Assembly of the World Council of Churches (WCC) has called on churches
and ecumenical partners to work together to preserve and protect water resources
against over-consumption and pollution. The churches’ attention to water is
spearheaded by the Ecumenical Water Network.
Citizens’ Action: promoting a rights-based approach to empower the poor, WaterAid
By collecting data themselves, the poor can hold governments and service providers
accountable if their entitlements to water and sanitation remain unmet. In 2005
UK-based NGO WaterAid launched Citizens’ Action, a sustainable, rights-based
approach to empower the poor rather than mediate on their behalf.
Global water crisis: corruption, repression play a major role, UN report
Corruption, restricted political rights and limited civil liberties are all factors that lie
behind the growing global water crisis, says UNESCO. This is one of the conclusions of
the 2nd UN World Water Development Report.

Africa: one-third of Africans lack drinking water
One-third of the African population has no drinking water and almost half of the
African people have health problems due to the lack of clean drinking water. This was
noted in a report released at the 13th Congress of the African Water Association held in
Algeria.
Malawi: national sanitation policy emphasises school sanitation
The new national sanitation policy initiated by the Malawi Government, and developed
by the Ministry of Irrigation and Water Development, will comprehensively articulate
school sanitation, says Minister Sidik Mia.
Ethiopia: WASH partnership building, sector coordination gaining momentum
Governmental bodies, NGOs, the private sector and donors should be strengthened to
eliminate gender disparity, and to ensure the availability of safe drinking water supply,
adequate sanitation, hand washing facilities, say two Ethiopian ministers.

Yemen: Dutch sign first foreign partnership contract
For the first time, a foreign company will be helping a Yemeni water company with
management. On 21 February 2006 a Dutch-Yemeni partnership agreement was signed
to tackle the drinking water problems in Ta’iz, (population of 650,000).
Egypt: Bird flu fears spark panic buying of bottled water
Health officials in Egypt sought Wednesday 22 February 2006 to reassure the public
that Cairo's drinking water supply is safe, after fears of bird flu sparked panicked
buying of bottled water.
Asia & Pacific
China: another spill triggers action
In China a second spill in three months by a company polluting water in mid February
2006 has alarmed the public and the authorities.
Viet Nam: Firm progress in safe water and sanitation improvement
Viet Nam has made firm and continual progress in improving the safe water access and
sanitation situation for rural households, according to Chander Badloe, Chief of the
UNICEF Water, Environment and Sanitation Programme.
Latin America and the Caribbean
Bolivia: news on government's water budget, project funding and WWF declaration
Bolivia's newly inaugurated water ministry is awaiting the assignment of the budget to
fund ministry operations.
Central & Eastern Europe
Albania: US military support clean drinking water
The U.S. European Command (EUCOM), a military headquarters, contributed
US$ 99,000 to rebuild the water distribution system for the 2,2000 inhabitants of Gjadër
village in northern Albania. The project is part of the Defense Department’s
Humanitarian Assistance Program.
Russia: river monitoring pact signed with China
Russia and China have signed a formal agreement to jointly monitor the water quality of
transboundary rivers. The pact follows a cross-border pollution incident from a
chemical spill into the Songhua River in November 2005.
Western Europe & North America
Europe: new REACH legislation on chemicals could save billions in water treatment costs
The draft REACH (Registration, Evaluation and Authorisation of Chemicals) legislation
could save EUR 8.9 billion in water treatment and other environmental costs such as
sewage treatment by 2041, according to new research for the European Commission.
This comes on top of the expected EUR 50 billion in health cost savings.
USA: Katrina inspires water agencies to encourage mutual aid networks
In the aftermath of Hurricane Katrina, which hit the U.S. Gulf Coast on 29 August 2005,
eight U.S. water agencies have released a Joint Policy Statement on Mutual Aid &
Assistance Networks.

Suez SA merging into second-largest utility
Suez SA and Gaz de France SA agreed to a 33.3 billion-euro ($39 billion)
government-brokered merger that will create the world's second-largest utility and fend
off a hostile bid for Suez from Italy.
New Liberian President brings change in the water sector
Newly-elected President Ellen Johnson Sirleaf of Liberia is bringing change to the
water sector. She has reconstituted the Liberia Water & Sewer Corporation (LWSC).
South Africa: Top NEPAD water advisor charged
Reatile Mochebelele, a former top Lesotho official on the Highlands Water Commission,
now an influential adviser on water matters with the New Partnership for Africa’s
Development, has been charged with bribery involving over R1-million, reports the
Sunday Times in South Africa.
Mozambique: Juliao Alferes replaces Americo Muianga as DNA head
Juliao Alferes has replaced Americo Muianga as head of the National Directorate of
Water in Mozambique (DNA).
Projects
Uganda: Output-based aid in Water Supply in Small Towns and Rural Growth Centres
Local private sector providers have been operating water supply systems in many small
towns in Uganda over the past few years through management contracts.
Bangladesh: Dutch minister announces EUR 53 million BRAC sanitation and water programme
The Dutch Minister Agnes van Ardenne government is providing EUR 53 million for a
new five-year sanitation and water programme in Bangladesh through the renowned
NGO Bangladesh Rural Advancement Committee (BRAC).

Lessons Learned
Ethiopia: Hitoshi water project 'led to malnutrition'
The Hitoshi gravity water project in Southern Ethiopia from 1996 to 2000 benefited
women who saw their time used to collect reduced from up to six hours a day to 15
minutes. But this has triggered population growth, which in turn has led to an increase
in childhood malnutrition, new research shows.
Interesting lessons from a journalist covering water issues
Three interesting lessons emerge from the experiences in the last four years of Mr. Irfan
Shahzad, a Pakistani journalist covering water issues.
