国务院国资委近日正式公布了中央
企业2007年度经营业绩考核结果，宝钢
集团公司等40家中央企业被评为A级，
这也是宝钢连续第三年获此评级。
从2004年开始，央企全面实行年度
考核和任期考核相结合的经营业绩考核
制度。该制度的推行对中央企业落实科
学发展观、深化改革、加强管理、增强
核心竞争力、实现全面协调可持续发展
有着重要的导向、激励和约束作用。
据悉，此次共有152家中央企业参
加了2007年度国资委业绩考核和测试评
价。经过对利润总额、平均净资产收益
率、平均总资产报酬率、资产总额、平
均资产负债率等重点指标的综合考核，
共有40家企业被评为A级，82家企业被
评为B级，28家企业被评为C级。在A级
企业中，冶金企业共有4家。
自2004年国资委在宝钢开展董事
会试点工作以来，宝钢在经营管理、技
术研发、改革创新等方面进步显著，
尤其是在原燃料价格和运费上涨、国内
钢铁产能过剩、国际市场竞争日趋激
烈等严峻考验面前，宝钢坚持走科学发
展之路，不断优化管理流程，调整产品
结构，大力挖潜降本，经营业绩不断刷
新，连续三年被国资委评为A级企业。

Baosteel held the energy saving and
environmental protection conference, in which
the managements of each level are required
to build up the consciousness of hardship,

Since this year, Baosteel has carefully
fulfilled the responsibility of energy saving and
environmental protection and further enhanced

breaking down the targets and strengthening
the publicity, education and training; Baosteel
has taken effective measures to promote
the implementation of a lot of key energy
saving, emission reduction and environmental
protection projects and has accomplished the
targets for energy saving, emission reduction
and environmental protection in the first half
of the year, among which, the comprehensive
energy consumption per ton of steel, energy
consumption per 10,000 yuan output value,
atmospheric dust fall in plant area, total
emission of sulfur dioxide and total emission of
COD are better than the planned targets.
As energy saving and environmental
protection are implemented more stringently
and social requirements for enterprises
become higher, in addition to the adjustment
and optimization of production scale and
product mix of main steel business, Baosteel
will be confronted with a grimer situation
for energy saving and emission reduction in
future and will encounter many difficulties in
accomplishing the annual target. Therefore,
each unit of Baosteel will further strengthen the
input and management of energy saving and
emission reduction projects, and the tracking
management of energy consumption indicators
so as to minimize the impact of product mix
adjustment on the indicators while ensuring
the decrease of unit consumption indicators of
each process step; enhance the organization
and coordination to complete the review and
acceptance of national environmental friendly
enterprise for Baosteel Co., Ltd.; fulfill

Chairman Xu Lejiang of Group
Corporation pointed out that the fulfillment of
the responsibility for energy saving, emission
reduction and environmental protection relates
to the survival and development of Baosteel,
and wished that the management of each level
build up the consciousness of hardship, not to
be blindly optimistic, regard the work of energy
saving, emission reduction and environmental
protection from the height of transforming the
developmental mode, and attach importance
to energy consumption and environmental
indicators just like sales revenue and profit
indicators. The management department should
set out from the assessment system, re-orient
the work of energy saving and environmental
protection and always put safety and energy
saving at the top priority; the management of
each level should further transform the concept,
pay more attention to the combination of
product with energy saving, emission reduction
and environmental protection while stressing
the combination of production with market,
and establish the assessment system combining
energy saving and environmental protection
with market, production, sales and purchase
as soon as possible. Xu Lejiang emphasized
that energy saving, emission reduction and
environmental protection are not just the
responsibility of the main steel business, other
business units should lay stress on them as
well. Good behavior and habits should be
cultivated in combination with the activities of
study and practice of the scientific outlook on

Baosteel Co., Ltd. Published the
Results for First Half of Year 2008
——Net Profit Grew by 18.2% y-o-y
Baosteel Co., Ltd. published the operational
results for the first half of year 2008: The
operating revenue reached RMB 103.642 billion
yuan, representing a y-o-y growth of 10.1%;
the net profit reached RMB 10.109 billion
yuan, representing a y-o-y growth of 18.2%, the
earning per share was RMB 0.55 yuan and the
rate of return on net assets was 10.10%.
Since this year, Baosteel Co., Ltd.
overcame the negative impacts of soaring cost,
depressed stainless steel market and tight supply
of outsourced billets, strengthened market
exploration, enhanced the system operation
capability, and promoted the integrated synergy,
so that each unit was running smoothly and
main technical and economic indices improved
steadily; the output was rising and the product
mix was further optimized. The key projects
were progressing as expected and the overall
operation was fine. In the first half of 2008,
Baosteel Co., Ltd. sold 12.39 million tons
of commodity billets, made achievements in
opening up proprietary and leading product
markets and optimizing the product mix,
reached the sales target of high strength coldrolled steel, hot-rolled proprietary and leading
product, steel for battery, welded tube and wire,
high brand and high efficiency electrical steel.
The sale of advantageous products amounted
to 4.6 million ton, accounting for 55.1% of the
annual plan.
Taking advantage of the operation of new
production lines, Baosteel Co., Ltd. stressed
on opening new market and developing new
product, in the first half of 2008, the new
product sales accounted for 19.9%. The
silicon steel line of No.5 Cold Rolling Project
produced the first coil of qualified grain oriented
silicon steel on May 15 which was a major
breakthrough in the independent R&D for new
silicon steel products. The products have been
sent to 6 clients for trial use and 3 of them have
used such steel for transformers which are sold
to the market; Baosteel Co., Ltd. passed the
review of first batch of National Innovative
Enterprise and completed the initial process
validation of 1470MPa cold-rolled martensitic
steel of highest strength grade; became the first
enterprise to pass the appraisal of X80 pipeline
steel for the second line of west-east natural
gas transmission project; the stainless steel
SUS444 for water treatment was qualified for
the material for all the water tanks in the world
expo village; Baosteel Co., Ltd. also completed
the test of 300M multiple batches of new
airplane undercarriage.
While achieving good operational results,
Baosteel Co., Ltd. made progress in key
projects. In the first half year, the No.5 cold
rolling project, the cold-rolled stainless steel
strip project etc, were under control in schedule,
quality and investment. The large diameter
longitudinal welded pipe product, No. 4 power
generator set and other projects that were put
into production recently have good performance
in “reach the targets in 4 aspects” and the
benefits of these project gradually emerge.
Besides, Baosteel Co., Ltd. adheres to the
concept of “green operation” and “sustainable
development”, and promotes energy saving and
environmental protection projects in an orderly
way. By now, 19 key environmental protection
projects, such as the addition of desulfurizing
device for No. 1 set of power plant of Baosteel
Branch, and 22 key energy saving projects such
as the combined use of BF gas of Stainless Steel
Branch have been advancing as scheduled.
In the Assessment of the Operational
Performance of Central Enterprises
Baosteel is Rated Grade A for 3
Consecutive Years
The SASAC under the State Council
recently published the assessment results
of the operational performance of central
enterprises for year 2007 officially, in which 40
central enterprises including Baosteel Group
Corporation are rated Grade A, and it is also
the third year for Baosteel to get this rating
consecutively.
Since 2004, the operational performance
assessment system combining annual
assessment and tenure assessment has been
implemented for the central enterprises. The
implementation of this system is of significant
orientation, encouragement and restraint
effect for central enterprises to implement the
scientific outlook on development, deepen the
reform, strengthen the management, enhance
the core competitiveness and coordinate the
sustainable development in an all-round way.
It is learnt that 152 central enterprises took
part in performance assessment and testing
evaluation held by SASAC. Through the
comprehensive assessment on such key indexes
as gross profit, average rate of return on net
assets, average rate of return on gross assets,
total assets, average asset-liability ratio, etc, 40
enterprises were rated Grade A, 82 enterprises
were rated Grade B, and 28 enterprises were
rated Grade C. Among Grade A enterprises, 4
are from metallurgical sector.
Since SASAC launched the pilot work of
board of directors in Baosteel in 2004, Baosteel
has achieved significant progress in terms of
operation management, technological R &
D, reform and innovation, etc. In particular,
confronted with the harsh tests such as soaring
prices of raw material and freight, overcapacity
in domestic steel industry and intensifying
international market competition, Baosteel still
persists in the road of scientific development,
continuously optimizes the management
process, adjusts the product mix, taps the
potential and cuts down the costs energetically
so that the operational performance records are
refreshed continuously and Baosteel has been
rated Grade A for three consecutive years by
SASAC.

Tower in the World
The “height” of Baosteel plate will be
displayed in Guangzhou: Recently Huning
Steel, who undertakes the construction of the
project of the new TV tower of Guangzhou,
signed a contract with Baosteel to purchase in
total 245.8 t high strength weathering heavy
plate, to be used in the fabrication of the
antenna pole of the highest tower in the current
world. It is the first time in China to fabricate
antenna pole with such high grade heavy plate.
The Guangzhou new TV tower, with a
total height of 610 m, will make television
relay for the Guangzhou Asian Games 2010.
The construction of this project was started in
2005. It is scheduled to finish the construction
in September 2009, upon when the new tower
will become the landmark architecture of
Guangzhou.
The whole TV tower construction comprises
the main tower and the antenna pole. The 60 m
long antenna is the top and the most kernel part
of the whole project. According to the design
standard, the plate for the antenna shall be top
architectural structural steel with extremely
high comprehensive property, including
strength, tenacity, weldability and lamellar
tearing resistance. Due to the humid climate
and the frequent acid rain in Guangzhou, the
plate must be highly weathering resistant. This
type of plate could only be produced by foreign
enterprises in the past.
Baosteel got involved in the project
in advance. Early this year, Baosteel Co.,
Ltd. Sales Center organized a team for the
World Expo Garden are designed for the first
time in China to use the structures to resist
earthquake of over magnitude 8. The key steel
of this design, low yield point series dedicated
for earthquake resistant architectures, was
successfully developed in Baosteel as the first
one in the nation. Now the production has been
finished and handed over for use.
Low yield point steel for earthquake
resistant architecture involves strict requirement
on the fluctuation range of the yield strength,
elongation, impact tenacity and weldability. In
case of earthquake, the structures fabricated
with such steel can effective absorb earthquake
wave energy, keeping the main structure of the
architecture safe and stable in the earthquake.
This steel grade has been widely used in foreign
countries, but domestic demand of such product
relied on importation for a long time.
Baosteel Research Institute started the prestudy of low yield point steel for architecture
in 2005. Since 2007, the Institute started indepth exchange with Tongji University, East
China Architecture Design Institute and other
science & research institutes. They worked
out the target of the product development.
Baosteel production, sales and research sectors
cooperated to tackle the key problem; they
successfully fulfilled all the contracts to supply
low yield point steel for the World Expo
Center projects by July this year. According
to the inspection, this steel grade reaches the
supply standard and material level of same
kind of product produced abroad in various
performance indices.

Baosteel Fulfilled Increased Efficiency with
Lowered Cost Amounting to RMB 1.8 billion
yuan in the First Half of the Year
Since this year, Baosteel has been carrying
out the emulation drive with the theme
of “energy saving & emission reduction,
environment friendly, increasing efficiency
while lowering the cost, upgrading of indices
and synergetic effect”. As a result of paying
attention to the differences, focusing on the
short board and constant innovation, Baosteel
has fulfilled increased efficiency with lowered
cost amounting to RMB 1.825 billion yuan,
which accounts for 66.2% of the annual target.
This is a piece of news from the recently held
Working Conference of the Trade Union of
Baosteel Group.
In the recent years, the procurement cost
of raw materials and fuels has been growing
constantly. The steel market trend sees more
fluctuation. Facing the severe market situation
and the demand of starting a new undertaking,
Baosteel Group Trade Union made and issued
early this year the guiding notion of carrying
out the theme emulation drive of “energy saving
& exhausts reduction, environment friendly,
increasing efficiency while lowering the cost,
upgrading of indices and synergetic effect”. The
branches and subsidiaries responded actively.
The emulation program was established. There
are more than 1300 competition items, among
which 599 items are at branch or subsidiary
level, 420 items plant level, 295 items shift or
team level, to ensure successful completion of
the emulation target.
Paying attention to the differences, focusing
on the short board, constantly promoting the
overall manufacturing capacity of the company
is one of the objectives of the emulation drive.
For this purpose, while making an overall
summery of the benchmarking and upgrading
work of last year, various units of Baosteel
Group focused on analyzing the “short board”
indices, and prepared solutions to carry out
pertinent emulations. In 219 indices, more than
100 indices were fulfilled.
In order to deepen the emulation drive,
various units combined the emulation drive
with the activities of the Employee Economic
and Technical Innovation Team, and gained
good effect. Based on the statistics, totally 776
Employee Economic and Technical Innovation
Teams of Baosteel Group participated in
the emulation. They made 279 items of
breakthrough achievements and gained RMB
52,541,200 yuan economic benefit. While
steadily pushing forward the emulation items,
various units actively organized the massive
employees to participate in the activity of
rationalization proposal. Up to now, more
than 60,000 rationalization proposals were
put forward; more than 55,000 proposals were

adopted; 46,000 proposals were implemented,
which has brought RMB 670 million yuan
economic benefit.
Another key objective of the emulation
drive is to enhance the consciousness of
environment protection of the whole staff and
to improve the work level of energy saving
and environment protection so as to promote
sustainable development. Integrating the
benchmarking & upgrading 3-year plan and
the multi-plant same-section benchmarking
labor emulation, focusing on ensuring the main
energy saving and environment protection
indices, the steel makers established 10
specialized groups, who worked out programs
and constantly pushed forward the energy
saving and environment protection work. In the
first half year, the comprehensive steel energy
consumption per ton reached the annual budget
object; the fresh water consumption per ton steel
reduced by 0.57 m3 compared with the annual
budget object; in the five key emission indices
for environment protection, the atmospheric
dust fall in the plant area decreased by 2.86%
over the same period of the previous year; the
total waste water and total COD discharge
decreased by 19.45% and 38.85% respectively
over the same period of the previous year.
Refined management was adopted for blasting
of blast furnace, oxygen maker and other big
power consumers to reduce power consumption
as much as possible under the condition of
satisfying production consumption of the main
body. For example, the operation system for
shutdown is adopted for temporary damping
down of the blasting of the blast furnace; the
optimal operation mode of the oxygen maker
is under active exploration to compromise
between stable production and the flexible
demand. The current power consumption per
cubic meter of oxygen has decreased by 9%
compared with 1998.
Decreasing losses through reducing gas
flare is an effective way to save energy and
reduce consumption during processing and
energy conversion by the energy system.
Through optimizing air separation operation,
improving production process and organizing
production strictly in accordance with the
consumption, the oxygen flare rate of Baosteel
Branch is decreased to the current 1.7%
from 17% in 1998. As a result of technical
innovation, the capacity of burning BF gas
as a fuel by the power plant was gradually
improved. New BF gas users were successfully
developed; and the service efficiency of BF gas
was improved. The flare rate of BF gas was
5.47% 10 years ago. At present, zero flare is
basically fulfilled.

the plates and tubes from Baosteel contribute
25% of SECPG’s total steel consumption. “We

after Baosteel’s 5m heavy plate mill was put
into operation, and help it to grow up just like
parents nurturing their baby. The new products
developed by Baosteel filled the blank in China,
broke the monopoly of foreign enterprises and
satisfied our demands.” Zhang said, “We have
full confidence in Baosteel, our workers hope
more material to be supplied by Baosteel as

service, and punctual in delivery. We expect that
Baosteel can master new technologies and new
equipments as soon as possible, break through
the bottleneck in production and supply more

the point: "CSSC is looking forward to more
profound cooperation with Baosteel." This year,
the shanghai base and Guangdong Longxue
base of CSSC will need 1.60 million tons of
shipbuilding plates among which Baosteel will
supply 0.6 million tons. "Our cooperation is not
only reflected in the quantity of supply", Shao
said, "CSSC has 4 shipping building bases of
million-tonnage-level, 3 of them (Waigaoqiao,
Hudong, Jiangnan) are located in Shanghai,
geographically near to Baosteel. A long and

the geographical and resource advantages and
a competitive logistic chain, the cooperation
will have a firm foundation and is bound to be
advantageous."

R&D: aiming at the need of clients
Researching and developing new products
to meet the need of clients is not only the
demand of market, but also the responsibility of
Baosteel.
SECPG will generate 30 million KW power
this year. As Chinese nuclear power generation,

Baosteel’s Oil Well Pipe Finds a
Ready Market in Sinopec
By the end of July, 2008, Baosteel has
supplied 145,000 tons of drill pipes, casings and
premium joints to Sinopec, surpassing last year’
s total supply by 31.8%.
Sinopec is the second biggest petroleum
and natural gas producer in China that has
undergone great development in recent years. Its
total consumption of oil well pipes last year is
340,000 tons in which Baosteel products make

の電磁鋼板ラインは5月15日に一本目の方
向性電磁鋼板の合格製品を産出し、電磁鋼

もらって、その中の3社が宝鋼制の方向性電
磁鋼板をトランスに加工し、市場で販売し

高強度等級1470MPa冷延マルテンサイト鋼
板上工程の認定を完成した。宝鋼株式は西

ン鋼板の最初認定企業となった。水処理用
SUS444は万博村水槽の供給材として認めら
れた。新型飛行機離着陸機構用300Mを数ロ
ット試作した。
宝鋼株式は良い経営実績を収めた同時
に、重大プロジェクトの建設を順調に進め
ている。上半期に、五冷延プロジェクト、
冷延ステンレス鋼プロジェクトなどの重大

した。営業収入は1036.42億元、同期比
中央直属企業の経営業績考査に於いて
宝鋼連続三年Aランクに
国務院国家資産委員会は中央企業に対す
る2007年度経営業績考査の結果を正式に発
表し、宝鋼集団公司など40社の中央企業を
Aランクに評価した。これは宝鋼が連続三年
目にこの格付けを獲得したことである。
2004年から、中央企業は年度考査と任期
考査と結ぶつけた経営業績考査制度を全面
的に実施してきた。この制度の推進は中央
企業が科学的発展観の遂行、改革の深化、
管理の強化、核心競争力の増強、全面的な
調和且つ持続可能な発展の実現に重要な指

知っているところでは、今回152社の中央
企業は2007年度の国家資産委員会の業績考

世界最高テレビタワーアン
テナ製造に使用
宝鋼鋼板の“高さ”は広州で展示されること
になる。最近、広州新しいテレビタワーの
工事を受け負った滬寧鋼機公司は今世界最
高テレビタワーのアンテナ製造に使われる
トータル245.8トンのハイ・ストレングス耐
気候性厚板の購入契約を宝鋼と締結した。
このハイグレード厚板でアンテナを作るの
はわが国に於いて初めてである。
広州市新テレビタワーはそのトータル高
さが610ｍ、2010年広州アジア競技大会の
テレビ中継を担当する。この工事は2005
年に建設が始まり、2009年9月に終わる予
定、完成後広州市のシンボル建物となる。
テレビタワーの建設はメインタワーと
アンテナの二つの部分に分けられる。その
中、トータル長さ約60mのアンテナはその
工事のハイエンドで、一番重要な部分であ
る。設計標準により、アンテナに使われる
鋼板はハイエンド建築構造用鋼で、強度、
強靭性、溶接性及び耐ラメラテヤーなどの
総合性能に対する要求が非常に高い。広州
の気候がじっとりし、酸性雨が集中するの
で、鋼板は強い耐気候性を持たなければな
らない。今まで、この種類の鋼板は海外の
企業しか製造できなかった。
宝鋼はこの工事に早期介入し、今年の初
めに、宝鋼販売センターが厚板製造販売チ
ームを作り、工事状況を把握するため現地
に入り、オーナと工事担当会社に技術交流
と製品PRを行い、鋼板の選択と溶接材料の
選定などに技術サポートをしました。これ
によって、彼らの肯定と信頼を得た。
鋼板総合性能に対する要求が厳しいか
ら、製品の研究開発がいろいろな試練に臨
んでいる。厚板製造販売チームは自主的な
イノベーションから発足し、相乗効果の強

輸入品に取って代わり震度8耐震
上海万博センター宝鋼ハイ
ストレングス鋼を採用
上海万博ガーデンの永久的な建物には
国内で始めて8M以上の耐震構造設計を採
用された。この設計に使用される重要な鋼
材――建築耐震用低降伏点シリーズ鋼は宝
鋼が国内で初めて成功に開発し、既に製造
完了、使用に納入した。
建築耐震用低降伏点鋼は降伏強度の変動
範囲、伸び率、衝撃強靭性、溶接性などに
要求が厳しい。当該製品で加工された構造
物は、地震の時に地震波のエネルギーを有
効に吸収し、地震時の建物主構造の安全と
安定を守る。この鋼種は海外で既に普及さ
れ、大量に使用されているが、わが国が長
期に渡って輸入に頼ってきた。
2005年、宝鋼研究院は建築用低降伏点鋼
の事前研究を始めた。2007年から、宝鋼研
究院は同済大学、華東建築設計院などの研
究所と細かく交流を行って、製品開発の目
標を定めた。宝鋼の“製造、販売、研究”は共
同で開発に没頭して、今年7月に万博センタ
ー向けの工事用低降伏点鋼の供給契約を全
部済ませた。試験により、この鋼種の各性
能指標は全部国外同類製品の供給基準と実
物水準に達した。

半期に原価削減による利益増加が18.25億
元、年度指標の66.2％に達した。これは最
近集団公司労働組合の業務会議で分かった
情報である。
近年来、原料、燃料の購入コストは上昇
しつつあり、鋼材市場の変動は一層厳しく
なる。厳しい市場情勢と宝鋼の二回目創業
要請に応じて、集団公司労働組合は今年の
初めに“省エネと排出削減、環境に優しい、
原価削減による利益増加、指標水準の向
上、協力の相乗効果”をテーマとする労働競
争の指示書を作成、配布した。各分公司、
子会社は積極的に応え、労働競争活動を着
実に遂行し、労働競争アイテムを1300余り
設けた。その中、分公司、子会社レベルの
アイテムは599、工場レベルのアイテムは
420、班レベルのアイテムは295項があっ
て、労働競争目標の円満完成を確保した。
見比べ上の相異に注目、その不足を絞
り、公司全体製造力を持続向上させること
は今回労働競争目的の一つである。そのた
め、集団公司各部門は去年見比べのベンチ
マークアップ作業を全般的にまとめた同時
に、“その不足”の指標を重点に分析、解決案
を作成し、その指標の達成に向かう労働競
争を展開する。219項の指標には、100余り
目標を達成した。
労働競争の活動を深めるために、各部門
は労働競争を従業員の経済技術イノベーシ
ョンチームの活動と密接に結びつけ、良い
効果を収めた。集計によると、集団公司に
は全部で776個の作業員経済技術イノベーシ
ョンチームが労働競争に参加したが、難題
の解決により収めた成果が295項、上げた経
済効果と利益が5254.12万元。労働競争の活
動を着実に推進していると同時に、各部門
は広範な社員が合理化提案活動に参加する
ことを手配した。今のところまで、提出さ
れた合理化提案の件数は6万件、採用された
件数は5.5万件、実施された数は4.6万件、実
現された経済利益は6.7万元。
全員環境保護意識の強化、省エネと環
境保護水準の向上、持続可能な発展の促進
は、今回の労働競争もう一つの重要な目的
である。鉄鋼主産業は見比べのベンチマー
クアップ三年計画と各工場に 马 跨る同工程
のベンチマークに対する労働競争に結びつ
け、主な省エネと環境保護指標の確保を重
点として、10の専門チームを設立、方案
を制定し、省エネと環境保護活動の続行を
推進しようとする。上半期、トン当たり粗
鋼の総合エネルギー消耗量は年度の予定目
標に達し、トン当たり粗鋼の用水は年度の
予定目標より0.5ｍ3下がり、五つの重点環
境保護排出指標の中には構内大氣粉塵落下
量は同期比2.86％下がり、廃水排出全量と
COD排出全量は同期比それぞれ19.45％と
38.85％下がった。
労働競争を展開製造力を向

今年以来、宝鋼は“省エネと排出削減、環
境に優しい、原価削減による利益増加、指
標水準の向上、協力の相乗効果”をテーマと
する労働競争を着実に遂行している。見比
べ上の相異に注目し、その不足を絞って、
イノベーションを続行することにより、上
エネルギー供給時に省エネ忘れず、エ
ネルギー消耗量年々下がり

宝鋼分公司のエネルギー転換系統は10年
間放散の削減、エネルギー転換効率の向上
により、標準石炭を27万トン節約した。そ
れは8億KW/ｈの電力を発電でき、宝鋼分公
司1月の電力消耗に相当。
分公司のエネルギー転換系統には固体燃
料の輸送、貯蔵、蒸気、ガス、水、酸素、
送風などエネルギーの加工、CDQ発電と自
家発電所などのエネルギー転換、及びユー
ティリーティの放散と損失などを含んでい
る。その消耗の総量が巨大。
1998年以来、分公司のエネルギー転換
系統は系統ランニングを絶えずに最適化し
たことにより、安全且つ安定な供給を保っ
ている上、省エネと消耗削減を実現した。
2001年、宝鋼分公司はエネルギーセンター
に技術改造を行い、エネルギーの管理を一
本化して、集中配分技術水準を大幅に高め
た。そのために、エネルギーの利用率もそ
れに伴って向上された。近年来、分公司は
ユーティリーティ配管のメンテナンスと管
理を強化し、“逃げ、溢れ、滴り、漏れ”と
いう現象を杜絶した。技術進歩により、自
家発電所とCDQの発電量を高めた。高炉ブ
ロワー、酸素生成など電力消耗量の多い設
備に対して、綿密な管理を行い、主体生産
用エネルギーの確保を前提に、電力の消耗
量を最大限に削減しようとする。例えば、
高炉ブロワーに対する臨時休風2時間以上の
停止作業制度を実施することと、酸素発生
器に対する安定生産と弾性需要との最適ラ
ンニング方法を積極に模索することなど。
1998年と比べると、今酸素1ｍ3あたりの電
力消耗量が9％下がった。
ガスの放散削減と消耗削減は、エネルギ
ーシステムがエネルギーを加工、転換する
時の有効手段である。空気分離機の運転を
最適化し、生産プロセスを改善し、使用量
に応じて生産を手配することなどにより、
宝鋼分公司の酸素放散率が1998年の17％か
ら現在の1.7％に下がった。技術イノベーシ
ョンにより自家発電所燃料用高炉ガスの能
力が逐次に向上された同時に、高炉ガス新
ユーザーの開発により高炉ガスの使用率が
向上された。10年前に、高炉ガスの放散率
は5.44％、今は殆ど零放散となった。
新規設備の稼動にもかかわらず、自家発
電所の発電機、高炉ブロワーなど主要エネ
ルギー転換設備の老朽化と超負荷運転によ
り、エネルギー消耗量の増加に至ったが、
エネルギー転換系統の原単位が近年引き続
き下がっている。1998年から今まで、公司
の原単位総量を占めるエネルギー転換系統
の原単位総量の割合は5.44％から3.2％に下
がり、トン当たり粗鋼の総合原単位が元の
ベースから標準石炭を26kg減らしたことに
相当する。

―――戦略的客先の代表二人が宝鋼の厚板
の生産、販売と研究開発を語る

中国船舶工業集団公司と上海電気発電所
集団は宝鋼厚板の代表的な戦略ユーザーで
す。造船と発電設備の製作、発電所工事建
設業界のリーディングカンパニーとして、
それなりの急速な発展を迎えました。ここ
数年来、生産能力は日増しに高め、生産高
も持続的に向上しています。けれどもそれ
と同時に、原材料価格の上昇とコスト急騰
の圧力も直面しています。こんなチャンス
とチャレンジの前に需要家両社が宝鋼の厚
板製品にどんな要望を持ってるのでしょう
か、先日、宝鋼国際宝山公司の客先との座
談会において、中国船舶工業集団公司物資
部の副主任邵家宝と上海電気発電所集団調
達処張海清処長は宝鋼に生産の規模化、新
製品の開発とユーザーサービスの面で引き
続き革新し、ユーザのために価値を創出
し、さらに双方の互恵有利、共に進歩ウイ
ンウインの発展を実現することを期待して
いると表示しました。
生産：資源の供給を強化
“宝鋼と上海電気発電所集団は相互依存
の関係にある戦略的なパートナーです”。双
方の協力と言いますと、張海清氏は宝鋼に
深い親しみが現れました。彼は上海電気発
電所集団がかつて宝鋼に冶金設備を納めま
したが、今は毎年宝鋼の鋼管、板材などの
製品を使用しています、それは鋼材総重量
の20％ぐらいを占め、宝鋼５メータ厚板ラ
イン立ち上げてから、われわれは熱心に製
品の試作に関与し、赤ちゃんを加護するよ
うに共に生長、熟成させることに援助しま
した。その替わりに宝鋼が開発した数多く
の新製品が国内の空白を埋め、外国企業に
よる独占を打開し、われわれの需要を満た
してくれたと紹介した。更に“私達は十分に
宝鋼を信頼し、オペレータの皆さんがより
沢山の貨物を宝鋼に発注してほしい、とい
うのは宝鋼の製品品質は優れたばかりでな
く、サービスも良い、納期も約束通りでし
た。宝鋼の皆さんはより速やかに新プロセ
ス、新設備を把握したうえに、生産のネッ
クを貫通させ、より多くの資源を提供でき
るように”と語りました。
てきぱきする邵家宝氏は“中国船舶工業集
団公司が宝鋼とより高いレベルの協力を期
待しています”、今年、中国船舶工業集団上
海地区と広東竜穴の船用鋼板の需要量は160
万トンで、中には宝鋼製品の注文は60万ト
ンになっています。さらに“中国船舶工業集
団には百万トン級以上の造船所本拠地４社
あり、中に外高橋、 沪 東と江南造船所は上
海にあり、宝鋼との位置が接近しているの
で、われわれの協力は納入数に留まるのみ
ならず、双方の立地、資源のメリットを生
かせ、物流と輸送のコストを低減すること
によって、長期的、安定的な協力を図り、
このような協力はベースあり、優位性もあ
る”と本題に単刀直入しました。
販売：付加価値のあるサービスを提供
宝鋼の販売とサービスに邵家宝氏と張海
清氏は宝鋼が業界のベストワンといずれも
親指を立てて褒めました。懇談中には、宝
鋼の“信用度”の価値観に高い評価を与えまし
た。
宝鋼の信用度はサービスの専業性の
面では、関係要員は定期的に客先の生産ラ
インを訪問し、生産に使用される様子を伺
い、技術的によくコミュニケーションする
ことによって、問題の解決案を提出してい
ます。契約履行の面では、宝鋼は約束通り
に納品し、ユーザーの安定生産を確保しま
した。情報の公開性の面では宝山公司は第
三者に委託してユーザからのアンケート調
査を行い、且つ、誠意を披瀝してフィード
バックしています、出来ない条項について
客先によく説明して、真面目に改正し、客
先からの理解と信頼を得ました。
生産コスト上昇の圧力に面して、造船企
業が宝鋼サービスへの要望は一段と高くな
り、邵家宝氏は造船工業に船用鋼板の需要
が大きくて品種も多い、中国船舶工業集団
公司は宝山公司が宝鋼及びその他の鉄鋼工
場の船用鋼板の資源を統合して、船舶業界
のユーザにワンストップの納品サービスと
全般的な船用鋼板資源を解決案を提供する
ことによって、配達能力を引き上げ、ユー
ザのためにコストを低減させ、付加価値の
あるサービスを提供しています。宝鋼がこ

研究開発：ユーザーの需要をターゲット
に
ユーザーの必要に適応する新製品の研究
開発は市場の需要のみならず、宝鋼の責任
でもあります。
上海電気発電所集団の今年発電設備の生
産高は3000万KWです。わが国の原子力発
電所、風力発電所、火力発電所の発展及び
海水淡水化のプロジェクトを実施すること
によって、当該集団のビジネス量は大幅に
拡張になるでしょう、厚板製品の生産量、
需要品目の拡張で、厚板、耐高温ステンレ
スパイプなどの新材料の需要が非常に差し
迫ってきています、“われわれは宝鋼新製品
の研究開発に全力で協力し、独占を打開し
て、輸入にとって代え、私たちが品物の三
者見比べることと最良の製品を選べるよう
にしてほしい”。
中国船舶工業集団の今年の造船トン数は
1000万トンを上回り、また、毎年の造船量
は20％のペースで増え、遠くない将来に世
界一の造船グループになります。ユーザー
企業の莫大な発展の潜在力は宝鋼にビジネ
スチャンスをもたらしてきました。宝鋼は

宝鋼油井管中国石油化工集
団公司に盛んに販売
2008年7月末まで、宝鋼が既に中国石
油化工集団公司（以下：中石化という）に
ドリルパイプ、スリーブ、油井管ジョイン
トなどの各種鋼管製品合計14.5万トンを納
め、去年合計重量の31.8％を上回りまし
た。
中石化はわが国で二大目の石油と天然
ガスを生産する会社で、ここ数年来、ずっ
と良好な発展ぶりが続いています、年間油
井管の使用量は約34万トン、去年宝鋼の
製品合計11万トンを使用していました。
中石化への供給能力を増強するために、鋼
管品種管理部の指導の下で宝鋼国際商貿公
司は積極的な営業策を用いて、大口客先サ
ービスの代表制を遂行し、中石化などの重
要な戦略的ユーザーの発展歩調に合わせて
います。それと同時にサービスの役目を前
方に移転し、勝利、中原、江漢などの中石
化所属の三大油田に客先代表を派遣して駐
在させて、現地フォローサービスをしてい
ます。鋼管の生産、販売、開発部門が合同
協力して、お客様に必要な各鋼管製品を開
発、生産しています。
今年の初頭、わが国の南地区では雪災害
に見舞われ、鋼管製品の物流輸送に重大な
影響を及ぼしました。この時、勝利油田に
は急遽油井管の必要が出て、もし適時に納
入できなければ、勝利油田は生産停止にな
りますので、宝鋼鋼管の生産、販売、開発
一本化チームが積極的にそれに応じて、自
然災害でもたらした困難を乗り越えて、短
い期間内に3000トンの油井管を勝利油田に
仕向け、ユーザーの焦眉の急を解決した、
中石化からの高い評判を得ました。今年に
入ってから、勝利油田は既に宝鋼の鋼管5万
トンを使用し、去年の全量より1.5万トンを
上回りました。

2008年7月29日午後、集団公司総経理何
文波氏が宝鋼大廈でDeloitte Heayong大中華
地区製造業の共同経営者洪廷安氏一行と会
見しました、会見には集団公司副総経理馬
国強氏が同席でした。
Deloitte Heayong会計事務所は世界四大会
計事務所の一つで、主なサービス項目には

Arbeit der Energiesparen und Umweltschutz

sowie Staubmenge, Schwefeldioxidemission,
CSB-Emission besser als die geplanten Ziele.
Die Energiesparen und
Emissionsreduzieren sind weiter vertieft.
Die Gesellschaft hat auch immer höhere
Anforderung an den Unternehmen. Deshalb ist
die künftige Aufgabe von Energiesparen mit
den Anpassung und Optimierung der Kapazität
und Produktmix der Eisen- und Stahlindustrie
schwerwiegender und die Jahresziel schwer
zu vollenden. Zu diesem Zweck wird Baosteel
einschlägige Projekte besser investieren und
verwalten und Befolgen der Energieverbrauch
verstärken. Baosteel wird versuchen,
den Beeinfluß des Produktmixänderns
möglicherweise zu verniedlichen, während
die Durchführung des einzelnen Ziels
gewährleistet werden kann. Die Organisation
und Koordination soll intensiviert werden, um
die nationale Überprüfung und Akzeptanz der

als Motivation gesehen werden solle. Der
Jahresplan solle ernsthaft durchgeführt
werden. Alle Indikatoren sollten periodisch
befolgt, verbessert und beurteilt werden. Die
Umweltschutzarbeit solle mit Vetopower

Bei Umweltschutz ist die Innovation der

durch berufliche Bildung. Die Arbeit von
Energieeinsparung und Umweltschutz seien
ernsthaft zusammenzufassen und schätzen. Die
Umsetzung der Verantwortung und Maßnahme

Verminderung, Wiederbenutzen und Recycling
“ gespart werden.
Der Vorstandvorsitzender von Baosteel
Group Corporation Xu Lejiang wies darauf
hin, dass die Umsetzung des Energiesparens
und Umweltschutz lebenswichtig für
Baosteel ist. Die Verwalter könnten nicht
zu optimistisch sein. Sie sollten auf Krise
vorbereiten. Die Arbeit des Energiesparens und
Umweltschutz hätte viel mit die Konversion
der Entwicklungsmodell zu tun. Es ist genau
so wichtig wie den Umsatz und das Gewinn.
Die Verwaltung solle von dem Beurteilsystem
ausgehen und die Sicherheit und Umweltschutz
als die wichtigsten Punkte beachten. Der
Produkt solle sich nicht nur an den Markt
sondern auch an Umweltschutz anpassen.
Ein Beurteilsystem in Zusammenhang mit
Umweltschutz, Markt, Umsatz, Produktion und
Purchasing ist zu errichten. Xu Lejiang betont,
Umweltschutz sei nicht nur die Aufgabe
von der Eisen- und Stahlindustrie. Andere
Einheit solle auch darauf achten und die gute
Gewohnheit des Verhaltens durch das Studium
sowie die Prakxis der wissenschaftlichen
Entwicklungsanschauung gebildelt werden.

Betriebsergebnis des ersten Halbjahres 2008
bekannt: Der Betriebsertrag erreichte RMB
103,642 Milliarden Yuan, was ein Wachstum
gegenüber Vorjahr von 10,1% darstellt. Der
Nettogewinn machte RMB 10,109 Milliarden
Yuan aus, was ein Wachstum gegenüber
Vorjahr von 18,2% ist. Der Gewinn pro Aktie
betrug RMB 0,55 Yuan und die Nettorendite
auf Vermögen wurde 10,10%.
Baosteel Co., Ltd überwand die negativen
Auswirkungen der steigenden Kosten,
gedrückten Edelstahlmarkt, engen Versorgung
der outsourcten Brammen usw. Baosteel Co.,
Ltd erkundete den Markt aktiv, erhöhten die
Betriebsfähigkeit, förderte die integrierte
Synergien, so dass jede Einheit wurde
reibungslos laufen und sich die wichtigsten
technischen und wirtschaftlichen Indizes
stetig verbessern. Die Produktion stieg und
die Produktmix wurde weiter optimiert.
Die wichtigsten Projekte waren voran als
erwartet und die gesamte Operation war
in Ordnung. In der ersten Hälfte von 2008
verkaufte Baosteel Co., Ltd 12,39 Mio.
Tonnen Brammen, wobei sie das Erkunden der
proprietären und führenden Märkte und die
Optimierung des Produktmix gut fertiggestellt
und das Umsatzziel von kaltgewalztem Stahl
hoher Festigkeit, warmgewalzt proprietäres
und führendes Produktes, Stahl für Batterie,
geschweißter Rohre und Drähte, Elektroband
hoher Marke und hoher Effizienz erreicht hat.
Der Verkauf von günstigen Produkten belief
sich auf 4,6 Millionen Tonnen, was 55,1% des
jährlichen Plans betrug.
Unter Ausnutzung der Vorteile des
Betriebs von neuen Produktionslinien betonte
Baosteel Co., Ltd auf Erschließung neues
Markts und die Entwicklung neuer Produkte.
In der ersten Hälfte von 2008 macht das
neue Produkt 19,9% ganzes Umsatzes aus.
Das Projekt für die Siliziumstahllinie im
Kaltwalzwerk Nr.5 produzierte das erste Coil
der qualifizierten orientierten Siliziumstahl
am 15. Mai, was ein großer Durchbruch in der
unabhängigen Forschung und Entwicklung für
neue Siliziumstahlprodukt ist. Das Produkt
wurde an 6 Kunden für Versuchszwecke
verwendet und 3 von ihnen hatten solchen
Stahl für Transformatoren verwendet, die
auf den Markt verkauft wurden. Baosteel
Co., Ltd hat die Überprüfung der Nationale
Innovative Unternehmen bestanden und die
Grundqualifikationsprozess der 1470MPa
kaltgewalzten martensitischen Stahl von
höchster Festigkeit vollendet, wurde das erste
Unternehmen, der die Beurteilung der X80Rohrstahl für die zweite Stufe der ErdgasProjekt bestanden hat. Der Edelstahl SUS444
für die Wasserbehandlung wurde für das
Material der allen Wassertanks in der World
Expo qualifizieren. Baosteel Co., Ltd hat auch
die Prüfung der 300M für das Fahrgestell von
Flugzeug fertiggemacht.
Während die Erreichung eines guten
operativen Ergebnisse macht Baosteel Co.,
Ltd Fortschritte in wichtigen Projekten. Im
ersten Halbjahr waren das Kaltwalzwerk Nr. 5
und das für Edelstahlkaltwalzwerk in Hinsicht
von Zeitplan, Qualität und Investitionen unter
Kontrolle. Das längsgeschweißte Rohrprodukt
großes Durchmessers, Kraftwerk Nr. 4 und
andere Projekte, die neulich in Produktion
gesetzt wurden, hatten vor kurzem gute
Leistungen in der "Erreichung der Ziele in
4 Aspekten" gezielt und die Vorteile dieser
Projekte entstehen nach und nach. Daneben
hält sich Baosteel Co., Ltd an das Konzept
des "grünen Betriebs" und "nachhaltigen
Entwicklung" und fördert das Energiesparen
und Umweltschutz in einem geordneten
Weg. 19 Schwerpunktumweltschutzproje
kte in Baosteel Branch sowie zusätzliche
Entschwefelungsanlage für das Kraftwerk
Nr. 1 und 22 Schlüsselprojekte für die
Energieeinsparung in Edelstahl Branch wie
die kombinierte Nutzung von Hochofengas
wurden wie geplant vorangetrieben.

die Kooperationen. Aufgrund der früheren
Erfahrungen analysierte und verbesserte das
Team die Auslegung des Bestandteils, damit
ihr Produkt den Standard der besten Funktioen
erreichen kann. Durch die Anstrengungen des
Teams erzielte sie innerhalb eines Monats
den durchbrechenden Erfolg, der für die
Unerzeichnung des Vertrags eine Basis schuff.

Bei der Bewertung der Operationsleitung von
den staatseigenen Unternehmen
Baosteel wurde in den
aufeinanderfolgenden drei Jahren
mit der Klasse A bewertet
SASAC gab neulich das Prüfungsergebnis
der Operationsleistungen von den
staatseigenen Unternehmen in 2007
bekannt. Baosteel Group und die anderen 39
staatseigenen Unternehmen wurden mit der
Klasse A bewertet. Das ist also in den drei
aufeinanderfolgenden Jahren für Baosteel,
diese Bewertung bekommen zu haben.
Seit 2004 wurde das Prüfungssystem der
Operationsleistungen aufgebaut, das durch den
Zusammenschluß der jährlichen Prüfung und
der Prüfung während der Amtszeit durchgesetzt
und dient den staatseigenen Unternehmen
der Umsetzung der wissenschaftlichen
Entwicklungsanschauung, dem Vertiefen der
Reform, dem Verbessern des Managements
und dem Verstärken der Konkurrenzfähigkeit,
sowie sich auf die Umsetzung der nachhaltigen
Entwicklung positiv auswirkt.
Dem Vernehmen nach nahmen insgesamt
152 große staatseigenne Unternehmen an der
Operationsleistungenprüfung in 2007 teil.
Durch die vollständige Prüfung, die solche
wichtige Kennziffer umfasst, beispielweise
den Bruttoprofit, die durchschnitliche Brutt
overmögensproftisrate, die durchschnltliche
Ertragsrate der Gesamtvermögen, das
Gesamtvermögen und die durchschnitliche
Vermögensbilanz, wurden insgesamt 40
Unternehmen mit Klasse A, 82 mit Klasse
B, und 28 mit Klasse C bewertet. Unter
den A-Klasseunternehmen gibt es nur 4
metallurgische Unternehmen.
Seit der Durchsetzung der Pilotarbeit von
der Aufsichts-und Verwaltungskommission
für Staatsvermögen bem Vorstand Baosteels in
2004 hat Baosteel im Bereich des Betriebs und
Managements, der Forschung und Entwicklung
der Technik sowie der Reform und Innovation
einen beträchtlichen Fortschritt gemacht.

Die „Höhe“ des Grobbleches Baosteels von Baosteel gewählt
wird in Guangzhou gezeigt: Zur Zeit
unterzeichnete das Unternehmen Huning Steel
Equipment Co., das den Aufbau des neuen
Fernsehturms in Guangzhou übernimt, mit
Baosteel den Vertrag zum Einkauf von 245.8
Tonnen hochkräftigen und wetterbeständigen
Grobbleche, aus denen der Antennemast des
höchsten Fernseturms auf der Welt hergestellt
werden. Zum ersten Mal werden solche
hochrangigen Grobbleche in China benutzt,
den Antennemast herzustellen.
Der neue Turm mit einer Höhe von 610
Metern in der Stadt Guangzhou übernimmt die
Aufagbe zur Übertragung der Guangzhouer
Asian Sportspiele in 2010. Dieses Projekt
begann in 2005 und wird im September 2009
wie geplant in Betrieb genommen werden.
Dann wird er ein neues Stadtzeichen in Stadt
Guangzhou.
D e r g a n z e Tu r m b e s t e h t a u s z w e i
Teilen, und zwar dem Hauptturm und dem
Antennemast, der mit einer Höhe von 60
Metern der fortschrittlichste und wichtigste
Teil des ganzen Projekts ist. Nach den
Auslegungskriterien müssen die Grobbleche
zum Herstellen des Antennemasts die
Forderung nach Streckfestigkeit, Zähigkeit,
Schweißbarkeit sowie Reißbeständigkeit
erfüllen, deshalb sind sie optimaler
Aufbaustahl. Angesichts des feuchten Klimas
und Sauerregens müssen die Grobbleche
über große Wetterbeständigkeit verfügen.
Aber früher könnten solche Grobbleche nur
in ausländischen Unternehmen hergestellt
werden.
Baosteel nahm an diesem Projekt
im Voraus teil. Am Anfang dieses Jahres
organisierte die Vertriebabteilung von Baosteel
Co, Ldt das Grobblechteam zur Forschung,
Herstellung und Verkaufen . Sie gingen auf die
Baustelle zum Inspizieren der Grundlage und
hatten mit den Inhabern und Montagefirmen
den Technikaustausch, empfahlen ihnen
die Produkte und berateten entsprechenden
schweißmaterialien. Zum Schluß gewann
Es war das erste Mal in China,
dass die ständigen Gebäuden in dem
We l t a u s s t e l l u n g s p a r k d i e s t r u k t u r e l l e
Entwerfung verwendet haben, die
Erdbebenstärke bis 8 Magnitude aushalten
konnte. Der Schlüsselstahl dieser Entwerfung,
der „spezieller erdbebensicher Bau-Stahl
mit niedriger Fließgrenze“ heißt, wurde
von Baosteel in China zuerst erfolgreich
entwickelt, fertig hergestellt und geliefert.
Der spezielle erdbebensiche Stahl mit
niedriger Fließgrenze hat für die Schwankung
der Streckgrenze, die Reißdehnung, die
Schlagzähigkeit und die Schweißbarkeit eine
sehr strenge Anforderung. Die Einzelteile, die
aus solchem Stahl verarbeitet sind, können
die seismischen Wellen im Erdbeben gut
absorbieren und die wichtigsten Struktur
des Gebäudes im Erdbeben in der Sicherheit
und Stabilität beibehalten. Im Ausland wird
diese Stahlsorte schon überall verbreitet
und gebraucht während im Inland gibt es
langfristige Abhängigkeit von Einfuhren.
Im Jahr 2005 fing das Forschungsinstitut
von Baosteel an, den Bau-Stahl mit niedriger
Fließgrenze vorher zu forschen. Ab 2007
hat das Institut zusammen mit der TongjiUniversität, dem archtektonischen DesignInstitut Ostchina, usw intensiv ausgetauscht
und Produktentwicklungsziel ausgearbeitet.
Baosteel hat die Abteilungen der „
Erzeugung, des Verkaufs und der Forschung
“ zusammengebunden und diese schwere
Aufgabe gelöst. Im Juli dieses Jahres hat
Baosteel alle Lieferungsverträge für ExpoProjete erfolgreich vervollständigt. Nach
Prüfung konnten alle Leistungsverzeichnisse
dieser Stahlsorte die ähnlichen ausländischen
Produkten schon erreichen.

Facharbeitswettkämpfe
durchführen, die Erhöhung

voranzutreiben, die Energie zu

reduzieren
Im ersten Halbjahr hat Baosteel mehr als
1.8 Billionen RMB dadurch erreicht, die
Selbstkosten zu senken und die Effektivität
zu erhöhen
Im abgelaufenen Jahr hat Baosteel die
Arbeitswettkämpfe mit dem Thema der „
E n e rg i e s p a r u n g u n d R e d u z i e r u n g d e r
Ausstoßung, Umweltschutz, Senkung der
Selbstkosten und Erhöhung der Effektivität,
Zifferbeförderung und koordinierten Wirkung
“ intensiv durchgeführt. Baosteel hat die
Differenz mit großem Interesse verfolgt, sinen
Schwachpunkt fokussiert und sich ständig
entwicklt. Im ersten Halbjahr hat Baosteel
schon 1.825 Billionen RMB dadurch erreicht.
Die Informationen kammen aus der letzten
Arbeitssitzung der Gewerkschaft der Baosteel
Group, wonach betrug diese Anzahl schon
66.2% des Jahresziels.
In den letzten Jahren stieg sich ständig
der Einkaufskosten des Rohmaterials und
Brennstoffes sowie die Stahlmarktschwankung
verschärften sich. Angesichts der
schwierigen Marktbedingungen und des
Entwicklungsbedarfs der zweiten Schaffung
der Unternehmensleistung von Baosteel hat die
Gewerkschaft der Baosteel Group am Anfang
dieses Jahres die Leitgedanken ausgearbeitet
und ausgestellt, die Facharbeitswettkämpfe
mit dem Thema der „Energiesparrung und
Reduzierung der Ausstoßung, Umweltschutz,
Senkung der Selbstkosten und Erhöhung
der Effektivität, Zifferbeförderung und
koordinierten Wirkung“ durchzuführen. Alle
Zweigstellen und Tochterfirmen haben sehr
positiv reagiert, Wettkampfsplan umgesetzt
und mehr als 1300 Programme eingestellt, um
das Wettkampfsziel befriedigend zu erreichen,
davon gab es 599 Wettkampfsprogramme auf
der Ebene der Tochterfirmen und Zweigstellen,
420 auf der Ebene der Abteilungen und
Fabriken und 295 auf der Ebene der
Arbeitsgruppen.
Das ist eins der Ziele der
Arbeitswettkämpfe, die Differenz mit großem
Interesse zu verfolgen, die Schwachpunkte
zu fokussieren und die gemeinsame
Produktionsfähigkeit voranzutreiben.
Deswegen haben allen Einheiten der Baosteel
Group nicht nur die Arbeit der Verbesserung
durch Vergleich vom letzten Jahr umfassend
zusammengefassen, sondern auch die „
Schwachpunkte“ als Schwerpunkt analysiert,
Lösungen gefunden und Wettkämpfe mit
Zielstrebigkeit durchgeführt. Insgesamt mehr
als 100 aus 219 Ziffern erreichtete die Ziele.
Ein anderes wichtiges Ziel dieser
Arbeitswettkämpfe ist, das Bewusstsein
der Umweltschutz zu verstärken, die
Energiesparung-und Umweltschutzfähigkeit
zu erhöhen und die nachhaltige Entwicklung
voranzutreiben. Im ersten Halbjahr erreichte
der zusammengesetzter Energieverbrauch(/t
Stahl) schon das jährliche Haushaltsziel und

der verbrauch des Frischwassers(/t Stahl)
war 0.57m3 niedriger im Vergleich zu dem
jährlichen Haushaltsziel. Zwischen den 5
wichtigsten Ziffern der Ausstoßung gegen
Umweltschutz sind die Menge von Staub in
der Atmosphäre innerhalb des Werkgeländers,
die Abwasser-Emissionen und die COD
Emissionen jeweilig 2.86%, 19.45% und
38.85% niedriger im Vergleich zum Vorjahr.

Nach dem zehnjährigen Einsatz des
Umwandlungssystems hat Baosteel durch
Verringerung der Enerigeemission und
E r h ö h u n g d e s Wi r k u n g s g r a d s b e i d e r
E n e rg i e u m w a n d l u n g 2 7 3 , 0 0 0 To n n e n
Kohle gespart, mit denen 800 Mio. kW/h
Strom erzeugt werden könnten, was dem
einmonatigen Stromverbrauch von Baosteel
Branch entspricht.
Das Energieumwandlungssystem
von Baosteel Branch arbeitet mit
Feststofftransport und Feststofflagerung,
mit Verdampfung, Verbrennungsstoffen,
der Wasserversorgung, der Luftzerlegung
svorrichtung, Gebläsevorrichtungen und
E n e rg i e u m w a n d l u n g e n v o n d e r C D Q Stromerzeugung und dem Kraftwerk, sowie
die Emission des Mediensystems und der
Medienverlust, was zu einem beträchtlichen
Energieverbraucher zählt.
Seit 1998 konnte das Energiesystem
von Baosteel Branch durch die ständige
Optimierung des Systemablaufs auf Basis
der sicheren und stabilen Energieeinspeisung
einen solchen Grad an Energieeffizienz
erreichen. Im Jahr 2001 hat Baosteel Branch
das Energieüberwachungszentrum technisch
umgebaut. Das Niveau der einheitlichen und
umfassenden Energieressourcenkontrolle und
-verteilung hat sich außerordentlich erhöht,
was dazu führt, dass der Energiebenutzung
swirkungsgrad sich deutlich erhöht hat. In
den letzten Jahren hat Baosteel Branch die
Kontrolle und Wartung des Energiesystems
verstärkt und das Auftreten von Leckage
verhindert. Durch die technische Verbesserung
ist die Stromerzeugungsmenge im Kraftwerk
und CDQ angestiegen. Für die großen
Energieverbraucher, wie z.B. die Hochofengeb
läsevorrichtung und die Luftzerlegungsanlage,
wird ein raffiniertes Management
eingeführt. Unter Berücksichtigung des
Herstellungsbedarfs wird der Stromverbrauch
so gering wie möglich gehalten, wie z.B. ein
zweistündiger vorläufiger Stillstand der Hoch
ofengebläsevorrichtung sowie die Forschung
nach Optimierungsmethoden zwischen der
stabilen Produktion der Luftzerlegungsanlage
und ihrer Flexibilität des Laufs. Im Vergleich
zum Jahre 1998 ist die Sauerstoffverbrauchsm
enge für jeden Kubikmeter um 9% abgesenkt
worden.
Den Ausstoß von Abgasen zu
vermindern und den Energieverlust gering
zu halten, ist eine wirksame Maßnahme der
Energieeinsparung bei der Bearbeitung und
Energieumwandlung des Energiesystems.
Durch die Optimierung des Systemablaufs,
die Verbesserung der Verfahrenstechnik und
die Kontrolle über die für die Herstellung
benötigte Verbrauchsmenge, wurde die
Emission von Sauerstoff von 17% 1998 bis
auf jetzt 1,7% abgesenkt. Durch technische
Innovation ist das Verbrennungsverhältnis des
Hochofengases für das Kraftwerk nach und
nach angestiegen und damit nutzbar für neue
Verbraucher. Das Hochofengasgebrauchsverhä
ltnis ist somit erhöht worden. Vor zehn Jahren
lag die Ablassrate bei 5,47%, heute ist keinerlei
Ablass mehr feststellbar. Trotz dieses Projektes
steigt der Energieverbrauch wegen der
Alterung und Überbeanspruchung der Energie
umwandlungsvorrichtung an der Hauptlinie im
Bereich den Aggregate im Kraftwerk und der
Gebläsevorrichtung für den Hochofen ständig
an. Nichtsdestotrotz sinkt die Abnutzung des
Energieumwandlungssystems seit Jahren
ständig. Der Anteil des Energieverbrauchs
am Gesamtenergieverbrauch ist seit 1998 von
5,44% auf 3,2% runtergegangen, was dem
Verbrauch pro Tonne Stahl im Vergleich zu
vorher um 26 Kilogramm abgesenkt hat.
