渡邊会長あいさつ
新しい年は、大きな吹雪、雪崩に襲われたかのような様子で始まりました。行き過ぎた資産証
券化への反省、金融機関の不良債権の処理、毀損された資本の修復、金融行政の見直し、投資
ポートフォリオの再構築など、相当タフな見通しです。
金利水準、流動性のアベイラビリティ等が国際的に再調整されるので、当然為替市場にも、こ
れから変化が起こると思われ、実体経済への影響と合わせ、吹雪はまだ止みそうにありませ
ん。
とは言え、今年は米国大統領選、北京オリンピック、洞爺湖サミット等々、変化が予感され、
人類共通の課題への前向きな取り組みが期待される各種のビッグイベントも催されます。

中でも、洞爺湖サミットは、私たちULIジャパンのメンバーにとっても極めて身近な影響をも
たらす催しだと思います。いかにして、地球環境保護に資する街づくり、建物づくりを実現す
べきか、そしてそのコンセプトを促進する金融、税制、法制等の仕組みが作れるのか、サミッ
トを契機により真剣な取り組みが、期待されるところです。

そして、この取り組みにおける世界のベストプラクティスとして、どこに、どのようなモデルがあるのかを探

ULIジャパンは、このような意識のもとに、会員相互の価値観と情報を共有しつつ、世界中のULIの会員達との交
流をも目指すことが出来る極めてユニークな集まりだと思います。今年もまた、ULIは、有用な情報を皆様にお届
けするべく、各種プログラムの充実を図りますので、ご支援とご協力をお願いいたします。

Greeting from Council Chairman Watanabe
With the kick off of the New Year we have been hit with rather grim forecasts of major snowstorms and avalanches:
reflection of excessive asset securitization, processing of bad loans by financial institutions, restoration of damaged
capital, review of financial administration and reconstruction of investment portfolios. The interest rate level
and availability of liquidity will undergo an international readjustment, and naturally a change is expected in
the exchange market. Combined with the effects on real economic activity, the stormy weather shows no signs
of abating.
However, many changes are foreseen this year and various major events in which proactive approaches to the
issues affecting us all are anticipated – the U.S. presidential elections, the Beijing Olympics, the Toyako Summit
and such will be held.
Among these, I feel the Toyako Summit will have a large and immediate effect on ULI Japan members. My hope is
for earnest approaches, based on the momentum of the summit, toward how we may achieve urban development
and construction that contribute to protecting the global environment. In addition, we need to figure out how
we can create financial and taxation systems, and legislation to support such endeavors.

ULI Workshops on Demand
Have you ever participated in one of ULI’s Online Workshops? The well-conceived series offers all
the material provided in a live workshop, while affording you the flexibility of participating when
your schedule permits. The workshops are divided into segments, each of which is viewable up to

Basic Real Estate Finance
This seven-hour course introduces students to basic real estate finance principles,
terms and concepts including income-producing real estate, net operating income,

return, mortgage financing and leverage.
If you are in the process of collecting real estate finance experience, ULI
encourages you to take this course before attending more advanced workshops.
Non-financing real estate professionals and public agency officials interested in
gaining an understanding of real estate finance concepts and calculations will no
doubt benefit from the wealth of information offered by this course.

Financing and Investing in Real Estate Projects
A 12-hour workshop, it is designed to convey many of the ways developers, pension
funds, REITs, commercial banks, and other investors and lenders finance and invest
in multimillion-dollar projects in today’s marketplace. Become familiar with the
sources of financing currently available and how to access them.
This workshop will greatly benefit those who want to borrow, lend or invest in
multimillion-dollar projects such as real estate professionals, lenders, institutional
investor officers and private investors, as well as developers, financial specialists,
REIT officers and public agencies actually involved in these projects.

ティスへと発展し、地域レベルでの開発において、ますます適用されるようになっています。
過去数年においては、地域開発プロセスを自然環境と組み合わせる実践的な手法も確立されつ
つあります。持続可能な地域開発は、費用対効果が高く、市場性という点からも大きく注目を
集めています。
ULIのワークショップは内容を一新し、持続可能な地域開発の定義、地域レベルでの持続可能な
開発プラクティスの整備、持続可能な開発の採算性、持続可能性の評価方法などをカバーしま

Sustainable Development:
Principles and Practices for Green Communities
ULI Workshop (Phoenix, Arizona) - April 14–15, 2008
Sustainable or “green” development has steadily evolved from scattered demonstration building
projects to more mainstream development practices increasingly applied at a community level.
The last several years have seen the emergence of an expanded body of practical experience for
integrating the process of community development with the natural environment. Sustainable
community development is rapidly proving itself as both cost-effective and highly desirable in
the marketplace.
This newly redesigned ULI workshop will cover areas including: Defining sustainable community
development; developing community-level sustainable development practices; the effects of
sustainable development on the bottom line; measuring sustainability, and more.

国連の「持続可能な開発委員会」は、｢地球サミット｣として知られる国連環境開発会議（UNCED）
の効果的なフォローアップを目的として、1992年に国連総会で設立されました。同委員会は、年
1回ニューヨークで会合を開き、2年サイクルで特定のテーマと横断的な問題を討議します。今年
の第16回会合では、農業、農村開発、土地、干ばつ、砂漠化、アフリカを中心テーマに取り上げ
ます。

CSD-16 Review Session – May 5-16, 2008

The United Nations Commission on Sustainable Development (CSD) was established by the
UN General Assembly in December 1992 to ensure effective follow-up of the United Nations
Conference on Environment and Development (UNCED), also known as the Earth Summit. The
CSD meets annually in New York, in two-year cycles, with each cycle focusing on clusters of
specific thematic and cross-sectoral issues.
As the Review Session of the third implementation cycle, CSD-16 will focus on the following
thematic issues: agriculture, rural development, land, drought, desertification, and Africa.

EAROPH姫路・兵庫世界大会2008が、兵庫県姫路市と淡路市で開催されます。世界遺産である姫
路城がある姫路市は、歴史・文化財の保護に努めています。また淡路市は1995年の阪神・淡路
大震災から地域および経済の復興を果たしました。両市が開催する本大会は、加盟国が活発な
意見交換を行うことにより、各国の発展に寄与することを目的としています。

The 21st EAROPH World Congress and Mayors’ Caucus will be held in Himeji and Awaji cities in
Hyogo Prefecture, Japan. As home to Himeji Castle – a world heritage site – Himeji is committed
to city development by preserving its invaluable historic and cultural assets. Awaji is reviving its
community and economy from the devastating Great Hanshin-Awaji Earthquake of 1995. Hosted
by these two cities, the objective of the 21st EAROPH World Congress and Mayors’ Caucus is to
contribute to city development in respective member countries of EAROPH by holding lively
discussions on these subjects.

1月24日、昨年と同じく六本木のブラッセリー・ヴァトゥにて第2回キャップマークYLG新年会が開催されました。不
動産業界関係者約120名が参加する大盛況のイベントとなりました。
Ｊ・マイケル・オーエン氏（ULIジャパン ディレクター）の挨拶に続き、スポンサーを務めたキャップマークジャ
パン株式会社のジェフ・クラム氏（マネージング・ディレクター）が乾杯の音頭を取りました。次いでYLGコミッテ
ィの新会長に選出されたポール・モリス氏が、YLGステアリング・コミッティメンバーを紹介したほか、2008年度に
予定しているイベントについて案内しました。新旧メン
バーが交流を深め、2008年の幕開けとなる素晴らしいイ
ベントになりました。
また、YLG上海スタディツアー開催に向け、会場から総額
54,378円の募金が寄せられました。ご協力いただいた皆
様に心より御礼申し上げます。
YLGでは今後も質の高いイベントを開催していきます。次
回のイベントは3月27日（木）で、著名な建築家である光
井純氏を講演者に迎える予定です。

新年会でのネットワーキング / Networking at the Shinnenkai
The atmosphere was lively on the evening of January 24th, as members of the real estate community came
together for the Second Annual Capmark YLG Shinnenkai.
Brasserie Va-Tout, site of the previous year’s Shinnenkai, once again provided the backdrop for a standing
room only crowd as over 120 participants came to celebrate the New Year. The night started with the
mingling of new acquaintances and old, followed by brief remarks from ULI Japan Director, J. Michael
Owen, as well as a toast from Geoff Crum, Managing Director at Capmark Japan, who generously provided
sponsorship for the event. The newly elected YLG Committee Chair, Paul Morris, introduced the 2008 YLG
Steering Committee and provided updates on future events. The festivities continued on late into the brisk
winter night, setting up a terrific start to 2008.
A word of thanks also goes out to all who generously contributed to the YLG Shanghai Study Tour, which raised
54,378 yen throughout the evening.
The continuous growth of YLG membership is due in large part to the quality of the event line up, and 2008
promises to be no different with the upcoming March Speaker Event featuring renowned architect Jun Mitsui
on Thursday, March 27th.

We must look for and research global best practices for such approaches to ascertain what types and where
such models exist, improve them and make such information known. I believe it is essential to establish such a
process.
I feel that ULI Japan is an extremely unique body that can aspire to an exchange with ULI members across the
globe through the mutual sharing of values and information based on this awareness. Again this year, as ULI works
to provide helpful information to everyone, we will attempt to enrich our programs. We humbly ask for your
