尖閣諸島に関し、日本の主張を裏付ける内容を記した米CIA報告書
【ワシントン=佐々木類】米中央情報局(CIA)が、沖縄県の尖閣諸島を
めぐり、「領土問題は存在しない」とする日本の主張を裏付ける内容の報告書
を作成していたことが27日明らかになった。
報告書は、日米両政府が沖縄返還協定を調印する直前の1971年5月に作
成。当時の中華民国(台湾)が、米国の尖閣諸島を含む沖縄の施政権に注文を
つけたのを受け、CIAが調査を行ったもので、米ジョージ・ワシントン大国
家安全保障記録保管室に保管されていた。
66年に刊行
報告書は、中国で文化大革命の担い手だった紅衛兵向けに66年に刊行され
た地図を例に挙げ、「尖閣諸島は中国の国境外に位置しており、琉球(沖縄)
列島、すなわち日本に属していることを示している」と指摘。67年8月に北
京で刊行された一般向け地図帳でも「尖閣諸島は琉球列島に含まれる」と表記
されていると報告している。
台湾でも「尖閣海域が中国側の境界内にあると表示する地図はなかった」と
した上で、旧ソ連や無作為に抽出した欧州の地図にもそうした表記はないとし
た。
報告書は、「尖閣海域に埋蔵資源の存在が明らかになった後、中華民国が領
有権を主張し、これに中国共産党政権が続いて問題を複雑化させた」と指摘。
歴史的にも国際法上も日本固有の領土であるとする日本の主張について「説得
力があり、尖閣諸島の領有権の根拠を示す責任は中国側にある」とし、「尖閣
諸島への中国のいかなる行動も、米国を日本防衛に向かわせるだろう」と結論
付け
台湾は改竄
これとは別に、都内の財団法人「沖縄協会」の調べによると、台湾当局は7
1年、中学2年生向け地理教科書「中華民国国民中学地理教科書」で、領土境
界線を“改竄”し、尖閣諸島の呼称を「釣魚台列島」に改めていたことが判明して
いる。
70年の教科書では「琉球群島地形図」で、同諸島を「尖閣諸島」と明示し、
台湾との間に領土境界線を示す破線を入れ日本領としていた。だが、71年に
呼称を「釣魚台列島」に変更、破線を曲げて沖縄県与那国島北方で止め、領有
権の所在を曖昧にしていた。

It was clarified that U.S. Central Intelligence Agency (CIA) prepared the report of the
content that proved the insistence of Japan that assumed, "The territorial issue did not
exist" concerning Senkaku Islands in Okinawa Prefecture, on the September 27th,2013
.
The report was made in May, 1971, immediately before the Japan-U.S. governments
signed the agreement of Okinawa restoration.
In responding to the claim by the Republic of China (Taiwan) at that time telling the
administrative right of Okinawa for the Senkaku Islands, CIA conducted the research
for the territory.
The published report was kept by the national security record keeping room of the
George Washington University, USA.
The Report Published in 1966
The report pointed out , as an example, that, "Senkaku Islands is located outside the
border of China, and shows belonging to Ryukyu (Okinawa) islands, Japan" with the
map published for Red Guards who were the supporters of the Cultural Revolution in
China in 1966.
It also reports that the atlas for general people use being published in Beijing in August,
1967 ,indicates as "Senkaku Islands is included in Ryukyu islands".
In Taiwan, there was no map displayed the Senkaku sea area is in the boundary of
China. Such description was not found with any maps which were published in Soviet
Union and Europe.
The report pointed out that, "The Republic of China insists on the dominium after
the clarification of the existence of the seabed / maritime resources in the Senkaku
sea area and the Chinese Communist Party’s support for this issue complicated this
problem.”
The report concludes that the insistence of Japan that “the Senkaku Islands are
historically a traditional Japanese territory on International Law” is persuasive.
It also says that it is the China’s responsibility of showing grounds of the dominium of
Senkaku Islands.
It also concludes that "As for any action of China on Senkaku Islands, the United States
will face the Japan defense".
Taiwan Ffalsifies Map
In accordance with the research done by the Okinawa Society Foundation in Tokyo, it
was clarified that the Taiwan government authority changed the Senkaku Islands
territory borderline in the geography textbook for the second grade of junior high-school ”
Republic of China National Junior High School Geography Textbook” for 1971.
And they also changed the name of the Island as” Diaoyutai Islands.”

In the textbook in 1970, the islands were specified as “ Senkaku Islands” in the
"Ryukyu archipelago topographical map" using the short dashed line where the
territory borderline was shown between Taiwan and the Islands and it was assumed as
the Japanese territory.
However, the name was changed to "Diaoyutai islands" in 1971, and the short dashed
line was bent, and it stopped at the north of the Yonaguni Island, Okinawa Prefecure.
It aims to make ambiguous the whereabouts of dominium.
