ナ ローズ ムナバーンズ）氏とともにパラオでパラオの Remengesau（レメンゲサウ）大統

PREPARING FOR A PANDEMIC TAKES MORE
THAN A PROCLAMATION…IT TAKES PLANNING!
Hagåtña - Taiko Pharmaceuticals and Mochigase Corporation, joined Senator Tina Rose Muña-Barnes, of
Guam, in Palau to discuss with President Remengesau an affordable, effective plan that could save thousands
of lives in the event of a pandemic in the region. Taiko Pharmaceutical Chief Operating Officer and Vice
President, Shibata Takashi, MD. Ph.D. and Kazuo Wakabayashi, president of Mochigase Corporation detailed
for the president and senator an effective 3-tier strategy to combat an outbreak.
According to Shibata, “Of course, we first start with simple preventive measures, then environmental
clean-up and containment; and finally, treatment solutions. It is possible for governments and businesses to
prepare for an affordable solution that is easy to implement.” Wakabayashi, of the Mochigase Corp.,
described a key element to their plan. “Dolomite. It’s a natural mineral that we process into a variety of uses.
As a filter and protective agent, dolomite can make transmission risks negligible when it comes to air-borne
viruses like Avian Influenza or deadly tuberculosis.”
Muña-Barnes is keen to prepare her island for the event of a pandemic. “Preventing, containing, and
treating a problem that, once out of hand, could wreak havoc throughout our region, before spreading around
the world, is very important. I think Guam is very vulnerable,” Muña-Barnes explained. “So are the islands and
nations of Micronesia. Scientists and health experts are watching our region closely with great concern. I
think it is important to begin regional discussions immediately; before it’s too late.”
Last week, while in Palau, Muña-Barnes, concluded another day of talks with the President of Palau,
Tommy Remengesau, the island nation’s Minister of Health, a Palau-based representative of the Japan
International Cooperation Agency (JICA), and representatives from these Japanese companies with the idea
of forming a strategic plan for addressing the possibility of a region-wide pandemic.
“President Remengesau and I talked about plans to develop a regional strategy so Micronesia is able
to handle the possible outbreak of Bird flu or other pathogenic diseases. Right now, protocols for preventing
or containing a pandemic outbreak in our region are inadequate,” according to Muña-Barnes. “As Vice Chair
of the Guam Legislature’s Committee on Health, Human Services & Homeland Security,” she said, “I was
deeply disturbed by research that indicates there has been little progress within this government to address
head-on the very real threat of H5N1 or Bird Flu on Guam. More deeply disturbing was that there seems to be
no coordinated strategy among the island nations of the Western Pacific either. With the human infections –
and death from Bird flu – having already occurred in Indonesia and in other countries, it is important that plans
be made now and not later, after Micronesia is impacted by an outbreak.”
Muña-Barnes said her sense of urgency for a Preparedness Plan was re-awakened after the recent
deaths of four people in Chuuk from a drug-resistant form of tuberculosis. “To the East of us, there is this
deadly tuberculosis; to the West, Indonesia and ongoing cases of H5N1. We are surrounded by the potential
for disaster that will stagger our economy and our society. Someone has to get this discussion started so we
can prepare for these serious risks. We cannot afford to merely ‘react’ to a pandemic, when it happens.
“We must plan ahead in order to avert catastrophe. We can’t wait. We must be pro-active and plan
now before it’s too late. By working with regional leaders like President Remengesau of Palau, I hope that we
can form a team effort among our neighbor islands, Southeast Asian countries, and their respective health
ministries, to look at an approach that is being quietly, but quickly integrated into the protocols for more than
300 of Japan’s leading corporations, municipalities, prefectures and organizations like Japan Red Cross.”
With the president of Palau, Senator Muña-Barnes would like to make a presentation at a regional
conference this fall where island executives and regional leaders will gather to discuss issues of vital concern
to the communities and nations of the Western Pacific. “It is important to not only tell people about this, but it
of vital interests to all our peoples to have in place protocols to combat the menace of pandemic and to do so
as a region, in order to make any strategy affordable and accessible to everyone,” she concluded by adding,
“We must get a protocol together that will work and we must do it now! And doing it together makes it more
economical for all our governments.”
