同志社大学ITEC（技術・企業・国際競争力研究センター）では、独創的イノベーション
で起業や事業開拓をめざす方々のために、3年前から米欧の大学・ビジネススクールと
連携しながら、技術起業家養成プログラム（STEP）を実施してきました。
2004年度（第1回）は、UCLA（カリフォルニア大学ロサンゼルス校）、USC（南カリフォ
ルニア大学）、UCI（カリフォルニア大学アーバイン校）各ビジネススクールと連携して、
米国ロサンゼルスで行ないました。
2005年度（第2回）は、フランスのビジネス教育で最も定評のあるグランゼコール
EDHEC (école supérieure de commerce et de management)と連携して、フラン
ス・ニースで実施するとともに、ソフィア・アンティポリスに集中する日米欧のハイテク企
業研究所を多数見学しました。これらの受講者の中から、多数の起業家が輩出されるに
至りました。
2006年度（第３回）は、ケンブリッジ大学IfM (Institute for Manufacturing) で行ない
ました。ケンブリッジ流のMOT（技術経営）および起業家養成プログラムを学びました。
さらには、ケンブリッジ現象とでも呼べるベンチャー企業のクラスタリングの現状を見学
するフィールドワークを、ケンブリッジ・サイエンスパークなどで行ないました。
今年度（第4回）は、2007年7月29日（日）より8月4日（土）までUC Berkeley（Haas
School of Business）とシリコンバレーで行ないます。ハース・ビジネススクールではア
ンドリュー･アイザックス教授やヘンリー・チェスブロー教授らからの講義を受けます。ま
た、シリコンバレーでは、ピクセラ社ほか多数のハイテク企業を訪問し、創業者たちと対
話をします。
