DR. TATSUJIRO SUZUKI is an associate vice president of the Central Research Institute of Electric Power Industry in Japan； a senior research
fellow at the Institute of Energy Economics of Japan; and a visiting professor of Graduate School of Public Policy, the University of Tokyo. He has
a Ph.D from the University of Tokyo in 1988. He was an associate director of MITʼs International Program on Enhanced Nuclear Power Safety
(1988-1993) and a research associate at MITʼs Center for International Studies (1993-95). He was appointed as a member of the Working
Group on International Affairs of the Japan Atomic Energy Commissionʼs Long Term Planning Committee and now is a member of the Ministry of
Economy, Trade and Industryʼs Advisory Committee on Energy.

DR. BARRY R. POSEN is Ford International Professor of Political Science at MIT, and director of the MIT Security Studies Program. He is also
currently a Wilson Center Public Policy Scholar. In addition to numerous articles related to security, he is the author of two books: Inadvertent
Escalation: Conventional War and Nuclear Risks and The Sources of Military Doctrine, which won the American Political Science Association's
Woodrow Wilson Foundation Book Award, and Ohio State University's Edward J. Furniss Jr. Book Award. He has been a Council on Foreign Relations International Affairs Fellow; Rockefeller Foundation International Affairs Fellow; guest scholar at the Center for Strategic and International
Studies; and Transatlantic Fellow of the German Marshall Fund of the United States.

オバマ政権は、
「核のない世界（A World Free of Nuclear Weapons）
」
を
めざし、アメリカがその牽引役となるという政策目標を打ち立て、世界の
注目を集めています。しかし、核廃絶への道筋は容易なものではなく、アメ
リカの同盟国に対する拡大抑止（Extended Deterrence）とのバランスを
はじめ、核セキュリティなど、日本とアメリカの間で議論を深め、コンセン
サスを構築して、グローバルな広がりをもった協力を強化すべきテーマは
数多く存在し、
両国のより一層の連携が求められる局面にあるといえます。
そこで、笹川平和財団では、ワシントンDCに拠点を置くウッドロー・ウィ
ル ソ ン 国 際 学 術 セ ン タ ー（Woodrow Wilson International Center for
Scholars)と協力し、オバマ政権における核軍縮政策立案の中心的人物の
一人であるウィリアム・ペリー (William Perry)元米国国防長官・現スタン
フォード大学教授をはじめ、日米両国の専門家を招き、核軍縮・不拡散
（Nuclear Disarmament and Non-proliferation）の世界的潮流を踏まえ
たうえで、日米に今後課される役割について議論したいと考えます。
President Obamaʼs proposal for global nuclear disarmament has reenergized the vision of “a world free of nuclear weapons." Yet the path
to abolition of nuclear weapons is far from simple. Many issues, such as
improved security for nuclear weapons materials, and the balance
between the credibility of U.S. extended deterrence and the promotion
of nuclear disarmament, require further discussion between the United
States and Japan on how to reach the goal of “a world free of nuclear
weapons.”
In light of this situation, the Sasakawa Peace Foundation, in cooperation with the Woodrow Wilson International Center for Scholars, has
invited Former Secretary of Defense Dr. William Perry, a pivotal figure
in crafting nuclear disarmament policy under the Obama administration, and who currently serves as the Michael and Barbara Berberian
Professor at Stanford University, as well as other distinguished experts
from Japan and the United States, to discuss the roles of Japan and the
United States in global nuclear disarmament and non-proliferation.

日米同盟の存在が日本の安全保障にとって最重
要のテーマであることは疑いの余地がありませ
ん。日米両国は、流動的な世界情勢の中で緊密
に意見交換を行うことが必要であり、ウッドロ
ー・ウィルソン国際学術センターも私どもと意
見を同じくしていることを意義深く思います。
このたび、同センターと共同で、日米を取り巻
く問題は勿論のこと、グローバルな問題について議論を重ねてゆくこと
とし、ここに第一回日米共同政策フォーラムを開催する運びとなりまし

There can be no doubt that the Japan-U.S. alliance is crucial for Japanʼs
national security. It is, I believe, highly significant that the both we
and the Woodrow Wilson International Center for Scholars believe that
it is vital for Japan and the United States to maintain channels for a
constant exchange of opinions amidst dynamic global shifts. This
opportunity for discussion of not just the issues that affect Japan and
the United States, but those affecting the world as a whole is extremely

AMBASSADOR YUKIO SATOH is a member of Japanʼs National Commission on Public Safety and also vice chairman of the Board of
Trustees of the Japan Institute of International Affairs (JIIA). Previously, he was the president of JIIA (2003-2009). While in the
Japanese foreign service from 1961 to 2002, he served as the permanent representative of Japan to the United Nations (1998-
2002), Japanese ambassador to Australia (1996-1998) and to the Netherlands (1994-96). His Ministry of Foreign Affairs postings
included director-general, Intelligence and Analysis Bureau and director-general, North American Affairs Bureau. He studied law at
the University of Tokyo (1958-61) and history at Edinburgh University (1961-63). He was a research associate at the International
Institute for Strategic Studies (IISS) for 1980-81 and the Chief of Prefectural Police of Miyazaki Prefecture for 1985-86. He has
written numerous articles on Japanese foreign and security policy.

AMBASSADOR SHOTARO YACHI is a professor of Waseda University; a former vice-minister for the Ministry of Foreign Affairs; and
a special envoy of the Government of Japan. He earned an M.A. in Law & Politics from Graduate School of the University of Tokyo
and entered MOFA in 1969. He served as a director of Legal Affairs Division of the treaties bureau, counsellor of the Embassy of
Japan in Washington, D.C., consul-general of Japan in Los Angeles, director general of the treaties bureau, assistant cabinet secretary, and as a vice-minister from 2005 to 2008. He was appointed as a special envoy in January 2009. He has been in the current
position since 2008. He is also a professor at Keio University and the University of Tokyo.

MR. RYUICHI TESHIMA is a journalist and writer. He is also a former U.S. Washington bureau chief of Japan Broadcasting Corporation (NHK). He was responsible and is known for the 11 day continuous live coverage of 9.11 terrorist attacks against the World
Trade Center and its influence in the immediate aftermath. He became independent in 2005. His works include Days of Wine and
Bullets (Kodansha, 2008), Ultra Dollar (Shinchobunko, 2006), Lion to Kumonosu (Gentosha,2006), Gaiko Haisen (Shinchobunko,
2006), Tasogareyuku Nichibeidomei (Shinchobunko, 2006). He makes numerous contributions to newspapers and magazines, TV
documentaries in Japan through his writings or commentaries. He is a professor in Graduate School of System Design Management (SDM) of Keio University.

Institute of International Affairs. He is also a visiting lecturer at Japanʼs National Defense Academy. He is the author of numerous publications,

DR. CHARLES D. FERGUSON is the Philip D. Reed senior fellow for science and technology at the Council on Foreign Relations. He is also an
adjunct assistant professor at Georgetown University and an adjunct lecturer at the Johns Hopkins University. He is an expert on nonproliferation, nuclear and radiological terrorism, U.S. and international nuclear policies, arms control, and nuclear energy. He was previously the
scientist-in-residence at the Center for Nonproliferation Studies of the Monterey Institute of International Studies, and has worked on nuclear
safety issues in the Nonproliferation Bureau at the U.S. Department of State. He is the recipient of the Robert S. Landauer Memorial Lecturer
Award for outstanding scientific achievement toward improving the security of radioactive sources.

MR. KATSUHISA FURUKAWA is a fellow of the Research Institute of Science and Technology for Society (RISTEX) in Japan Science and Technology Agency. He is in charge of research projects on counter-terrorism and homeland security of Japan. He earned an M.A. from the Kennedy
School of Government at Harvard University. Prior to coming to the RISTEX, he was a senior research associate with the Center for Nonproliferation Studies (CNS) of the Monterey Institute of International Studies in Washington, D.C. and a research associate of the Council of Foreign
Relations. He also worked at the American Enterprise Institute and the Pacific Forum CSIS as a visiting fellow, and at NHK Japan Broadcasting
Corporation. He also has joined various study groups of the Japanese government.
