使命
米国議会研究グループは米国元連邦議員協会（FMC）が実施している独立的かつ非唱道的な交流活動であり、過去３０
年近くにわたり現職米国議会議員および上級スタッフと他国の国会議員やスタッフ、さらにはハイレベルの学術、経済、
外交の各界代表との会合を実現してきました。米国議会日本研究グループは６０人以上の米国議会議員から構成されて
おり、１９９３年以来戦略的な日米同盟に影響を及ぼす全ての課題について率直な対話を促進してきました。
プログラミング
日米関係は常に変化する課題と挑戦の中で、これまでになく必要不可欠になっています。プログラムにおいては、タイム
リーかつ重要性の高い課題についての実質的な討議を中心にした円卓会議およびパネル討論会を米国議会で行うこと、そ
して米国議会議員および上級議会スタッフ両方に研修/視察の機会を提供することに焦点を当てています。日米のこれま
での繋がりは安全保障、軍事問題にかなりの焦点を置いたものでしたが、両国の現在の多くの共通関心分野の中には、エ
ネルギー、商業、貿易、技術革新、新技術等も含まれています。
第１１３議会中に実施した主なプログラムには、次のようなものがあります：
「２０１３年における日米関係の持続」、米国議員１７人のために佐々江賢一郎駐米日本大使が主催、大使公邸にて。
「環太平洋経済連携協定に向けての機会と挑戦」、デメトリオス・マランティス米次席通商代表を囲んで。
「福島原発事故から２年後の日本」リサ・マーカウスキー上院議員（CSGJ 共同議長、上院エネルギー天然資源委員会共
和党筆頭委員）の個人的見解についての共有。
「生産的な未来の構築：自動車製造がどのように雇用拡大に拍車をかけ米国経済を活性化するか」、シェリー・ムー
ア・カピト下院議員（共和、ウェストバージニア州）、オサム・ナガタ氏（ウィル・ジェームズ・トヨタ・ケンタッキ
ー社長）、エド・ルース氏（ファイナンシャルタイムズ紙、司会者）を囲んで。
「日米経済関係」 パネリスト： CSGJ を代表してダイアナ・デゲット下院議員、ジョン・アンダーソン商務次官
補代理（米商務省）、エベレット・アイゼンスタット氏およびブルース・ハーシュ氏（上院財政委員会）、フレッ
ド・バーグステン博士（ピーターソン研究所）、カレン・バティア大使（GE）、フレッド・ハイアット氏（ワシン
トンポスト紙、司会者）。
国会議員山口那津男氏（公明党）を囲んでの討論会、山口公明党代表、遠山清彦、上田勇・両衆議院議員が参加。
米倉弘昌経団連会長（住友化学株式会社）率いる経団連と長谷川閑史経済同友会会長（武田薬品工業株式会社）率い
る経済同友会との円卓討論会。
２０１４年１月１８～２５日―上級議会スタッフの東京研修/視察、上院・下院の議員シニアスタッフ８人が参加。
２０１４年２月 15～22 日―米国議員代表団東京訪問、CSGJ 共同議長ダイアナ・デゲット下院議員が団長。

 安全保障：サイバーセキュリティー、基地問題、領土紛争、中国、北朝鮮との関係。
 エネルギー： 福島原発事故後の世界における世界エネルギー政策、米国のエネルギー革命。
 貿易： 環太平洋経済連携協定（TPP）交渉、貿易促進権限。
 特別プロジェクト：労働力における女性、移民政策。

米国議会日本研究グループの活動は、組織パートナー２団体と研究グループの経済諮問委員会（BAC）を構成する企業
により支援されています。支援団体・企業は、笹川平和財団米国（SPFUSA）、日米友好基金（JUSFC）、米国ホンダ、
三菱東京 UFJ 銀行、東海旅客鉄道株式会社、日立製作所、丸紅アメリカ、三菱インターナショナル・コーポレーション、

MISSION
The Congressional Study Groups are independent, non-advocacy legislative exchanges, conducted by the U.S. Association of Former
Members of Congress (FMC), that have brought current Members of Congress and senior staff together with their peers, as well as
high-level representatives of the academic, business, and diplomatic communities, for almost thirty years. With over 60 Members of
Congress, The Congressional Study Group on Japan has facilitated frank and candid dialogue on all issues that affect the strategic
U.S.-Japan alliance since 1993.
PROGRAMMING
The U.S.-Japan relationship is as compelling as ever with constantly evolving issues and challenges. Programming focuses on
substantive, discussion-driven roundtable and panel events on Capitol Hill about timely and relevant issues with study tour
opportunities for both Members of Congress and senior congressional staff. Where the past bonds were heavily focused on security
and military matters, many of today’s areas of common interest also include energy, commerce, trade, innovation, and new
technologies.
