International Exchange
The Northern Territories are an Integral Part of Japan
北海道では、
気候・風土が類似している北方圏地域（米国北
部、
カナダ、
北欧、
ロシア極東、
シベリア地方、
中国東北部など）
と互いに発展を図ろうという
「北方圏構想」のもと、
カナダ・アル
バータ州や中国・黒竜江省、
アメリカ・マサチューセッツ州と姉
妹友好提携を結び、最も近い隣国であるロシア連邦極東地
域とは、
サハリン州と友好・経済協力提携を結ぶなど、幅広い
分野で交流を進めています。また、北方圏地域に共通する課
題の解決に取り組む「北方圏フォーラム」にも積極的に参加し
ています。
さらに、北方圏地域とアジア・太平洋地域とを結ぶ拠点として
の地理的条件を活かし、
韓国をはじめとする東アジア地域など
近隣諸国を中心に、
多彩な国々との交流を進めています。
Hokkaido has sister city affiliations with Canada's Alberta
Province, China's Heilongjiang Province, and the USA's State of
Massachusetts. These relationships are based on the "Northern
Regions Cooperation Initiative" that stresses the mutual
development of northern regions with similar meteorological
conditions (the Northern USA, Canada, Scandinavia, Far East Russia,
Siberia, Northeastern China, etc.). Hokkaido promotes exchanges
in various fields with Russia's far east, which is our nearest
neighboring foreign region, especially through the establishment
of an affiliation for friendship and economic cooperation with
Sakhalinskaya Oblast. We take part in the "Northern Forum," in
which we discuss solutions to shared issues in the northern
regions.
In addition, we take advantage of the geographical strengths that
link us to northern and Asian-Pacific regions, and promote
exchanges with various countries, particularly our neighboring
countries such as South Korea as well as other East Asian regions.
日本とロシア連邦との間には、第二次世界大戦の終了後６０年
以上にわたって、
未解決の領土問題−これを私たちは「北方領
土問題」
と呼んでいます−が存在しています。
「北方領土」
とは、
択捉島、
国後島、
色丹島及び歯舞群島のことです。
北方領土は、
日本国民が父祖伝来の地として受け継いできた
もので、
いまだかつて一度も外国の領土となったことがない日
本固有の領土です。日本政府は、
これまでの諸合意及び諸文
書に基づき、北方四島の帰属の問題を解決して平和条約を
早期に締結するため、
ロシア政府との交渉を精力的に行って
います。
私たちは、
日本とロシア連邦との両国関係が飛躍的に進展す
るためにも、
一日も早く北方四島の帰属の問題が解決され、
平和
条約が締結されることを強く望んでいます。
A territorial issue has remain unresolved between Japan and
Russia over the 60 years since the end of World War II. We call
this issue the "Northern Territories Issue." "The Northern Territories"
are the four islands of Etorofu, Kunashiri, Shikotan and the
Habomai Islands.
The Northern Territories are inherent territories of Japan, having
been handed down from generation to generation by the Japanese
people, and have never been territories of another country. The
Japanese government is engaged in vigorous negotiations with
the Russian government under a consistent policy of concluding a
peace treaty at an early stage. They hope to do so by resolving
the attribution issue of the four islands of the Northern Territories
based on previous agreements and documents.
We do hope that a peace treaty will be concluded through the
resolution of the issue of which country the four islands of the
Northern Territories belong to at the earliest possible date, and
that it will dramatically advance Japan's relationship with its
neighbor the Russian Federation.
