インド発ヘルスケア産業におけるイノベーション
近年、注目されるインドのメディカル・ツーリズムの市場規模は現在約7億ドル（700億円）で、世界の医療ツアー市場に占めるイ
ンドの比率は1.2％程度と推定され、現状では決して大きくありません。それでもインドを訪れる外国人患者は2002年以降、毎
年24％以上のペースで伸びており、昨年末までには延べ50万人以上が入国したとされます。世界的に見てもインド人医師の水
準は高く、外国で活躍するインド人医師の数は 6万人に上ります。英国では外科医の40%がインド人医師で占められており、米
国においても 10％超える外科医がインド出身者とされます。
インドのヘルスケア産業は、サービス・技術水準の高さを背景とした利用し易さと先進諸国と比較すると十分の一以下といわれ
る安価なコストによって特徴付けられます。インドのヘルスケア企業は、グローバル最先端水準のサービスの提供を最小コスト
でより多くの患者へ提供する為に継続して事業変革に取組と共に、その潤沢な経営リソースを次世代の医療サービスや技術
の開発に積極的に投資しています。
この事業モデルの先導者とされるのが、Fortis Healthcare社の名誉会長であるハーパール・シン氏となります。グローバル10カ
国において76の総合病院を経営する世界最大の病院チェーン企業であるFortis社は、インドにおける医療インフラの普及と共
に次世代医療サービス事業モデルの開発に取組んでいます。本フォーラムでは、Fortis Healthcare社の ビジネスモデルの現
状と次世代医療サービス事業モデルに対する展望についてディスカッションします。

ディーパ ゴパラン ワドワ（在日本インド特命全権大使）
1979年、インド外務省に入省。外交官として北京での駐在経験は2回（83年～87年と92年～94年）。80年
代後半にはインド外務省のパキスタン・デスクに勤務。多国籍機関における経験も豊富で、国際連合
（UN）では人権、非武装化、環境・社会問題を担当。2001年、国際労働機関（ILO）傘下の児童労働撲滅
計画（IPEC）のニューデリー事務所長に就任。外交官として香港、ジュネーブ、ハーグに赴任した後、イン
ド外務省国連経済社会局局長。その後、駐スウェーデン・ラトビア大使、駐カタール大使を歴任後、2012
年8月に駐日本インド特命全権大使として来日。

シン（
現在、Fortis Healthcare社、Religare Enterprises社、Fortis Clinical Research社、HealthFore
Technologies社、及びSRL Diagnostics社の取締役として活躍。その他、Impact Projects社とImpact
Agencies社の会長も兼務する。TATA Administrative Services（タタ財閥のトップリーダー育成研修
プログラム）修了後、35年以上にわたり多様で重要な職務を経験。インド政府委員会の委員としても幅
広く活躍。現在は、国内学校教育ラウンドテーブルの委員、パンジャーブ州首相諮問委員会委員。デ
リー大学セント・ステファン校にて経済学学士。
森田 弘一（経済産業省 商務情報政策局 ヘルスケア産業課長）
1989年4月、通商産業省入省。2001年、独立行政法人新エネルギー・産業技術総合開発機構（NEDO）
研究業務課長。2003年、神戸大学経済経営研究所政策研究リエゾンセンター助教授。2006年、経済産
業省化学物質安全室長などを経て、2009年7月、NEDOバイオテクノロジー・医療技術開発部長。2013
年より現職。1989年、京都大学大学院工学研究科修了（工業化学）。
ヘルスケア産業課では、高い技術を有する医療サービス・機器・システムが一体となった海外展開を推
進するとともに、医療国際化の基盤である外国人患者の受入環境整備等を行う。
布施 達朗（セコム医療システム株式会社 代表取締役社長 / セコム株式会社 取締役）
1982年、日本警備保障株式会社（現 セコム株式会社） 入社。1999年、医療事業部企画部長。2002年、
セコム医療システム株式会社取締役、その後、常務取締役、専務取締役を歴任後、2009年より現職。
2010年 セコム（株）医療事業担当執行役員。2013年、セコム（株）取締役（現職）。1982年、慶應義塾
大学商学部 卒業。1985年、米ノースイースタン大学経済学部修士課程修了。
2013年末に、インド初となる、日本企業と現地企業が共同運営する総合病院を、南インド南西のカル
ナータカ州の州都であるバンガロールに開業予定。
アフターブ・セット （ＮＰＯ法人日印パートナーシップフォーラム理事長）
2007年、NPO法人日印パートナーシップフォーラムを設立。 2004年、慶應義塾大学グローバルセキュリ
ティ研究所教授（初代所長）。 1968年、インド外務省入省後、在日インド大使館員を振り出しに、在ベイ
ルート一等書記官、在カイロ一等書記官、在ハンブルグ総領事、在ジャカルタ首席公使、在カラチ総領
事を務める。アテネ、ハノイ、東京に於いて大使を歴任したほか、外務省報道官として連日の記者会見
を取り仕切ったベテラン外交官。1963年、慶應義塾大学に交換留学。1964年、デリー大学首席卒業（歴
史学）、1967年、オックスフォード大学にて修士課程を修了。1993年、法学博士号取得。

“Innovation in Healthcare from India:
efforts by Fortis Healthcare”
Today, estimated market size of medical tourism in India is about $ 700 million and is about 1.2% share in global
market which is not much significant yet. However, since 2002, foreign patient who visit India is growing at a
pace of more than 24% annually and so far more than 500,000 patients visited the country till today. Globally the
skills of Indian doctors is high enough and, in fact, today over 60,000 Indian doctors play key roll out of India.
Health care industry in India, is characterized by low cost, which is said to be less than one-tenth cost as
compared with the developed countries and ease to visit which because of their high level of service standards
and medical skills. Now, Indian companies are looking to utilize that capital to invest in new services and
technology, the next-generation of healthcare services, while at the same time, continuing to adjust their
business model to ensure world class service at the lowest cost to the greatest number of patients.
One of the pioneers of this business model has been Mr. Harpal Singh, Mentor & Chairman Emeritus, Fortis
Healthcare. Fortis is the largest chain of hospitals in the world which manager over 75 hospitals in over 10
countries and has been at the forefront of the development of India’s healthcare system as well as the push
towards the next-generation of healthcare services.
Mr. Singh’s discussion will focus on the development of Fortis’ business model in healthcare industry and process
of transforming that business towards the next-generation of healthcare services.

Ambassador Deepa Gopalan Wadhwa (Ambassador of India to Japan)
Ambassador Wadhwa joined the Indian Foreign Service in 1979 and has served twice in Beijing. She
has also worked on the Pakistan Desk in the Ministry of External Affairs, and has extensive experience
with issues such as human rights, disarmament, and environmental issues and social issues in the UN.
She has done postings in Hong Kong, Geneva, and The Hague. She served as Head of UN division in
the Ministry of External Affairs and thereafter was appointed Ambassador of India to Sweden & Latvia.
Prior to taking up her charge in Japan, she was Ambassador of India to the State of Qatar.
Mr. Harpal Singh (Mentor & Chairman Emeritus, Fortis Healthcare Limited)
Mr. Singh is a member of the Board of Directors of Fortis Healthcare Ltd., Religare Enterprises Ltd.,
Fortis Clinical Research Ltd.; HealthFore Technologies Ltd. and SRL Diagnostics Ltd. He is also
Chairman of Impact Projects Ltd. and Impact Agencies Ltd. Starting with the TATA Administrative
Service, he has had a diverse and wide-ranging experience of over 35 years in the Corporate Sector.
He has been a member of several Government Committees and is presently a Member of the National
Round Table on School Education and a Member of the Punjab Chief Minister’s Advisory Committee.
He is an (Hons.) Graduate in Economics from St. Stephen’s College, Delhi.
Mr. Hirokazu Morita, Director, Healthcare Industries Division, METI
Mr. Morita joined Ministry of International Trade and Industry (today called as METI) in 1989. In
2001, Manager, Research Administrative Division, NEDO. In 2003, Assistant Professor, Research
Institute for Economics and Business Policy Research Center, Kobe University. In 2006, Chief,
Chemical Safety Office, METI and later, in 2009, Director, Biotechnology and Medical Technology
Development, NEDO. He holds current position since 2013. He graduates Graduate School of
Engineering, Kyoto University (Industrial Chemistry) in 1989..
Mr. Tatsuro Fuse, President, SECOM Medical System Co. Ltd.
Mr. Fuse joined SECOM Co., Ltd. in 1982. In 1999, he served as Senior Manager, Medical Services
Planning Department. In 2002, he was seconded to SECOM Medical System Co., Ltd. as Director and
later assumed the position of Executive director and Senior Executive Director. Since 2009, he serve
as President and Representative Director, SECOM Medical System. He also holds the position of
Director, SECOM Co., Ltd. since 2013. He earned a B.A. in Commercial Science from Keio
University in 1982 and an M.A. in Economics from Northeastern University, the USA, in 1985.
