中教審「我が国の高等教育の将来像」
平成17年1月
• 国際的通用性のある大学教育または大学院
教育の課程の修了に係る知識・能力の証明
としての学位の本質を踏まえつつ，今後は，
教育の充実の観点から，学部や大学院と
いった組織に着目した整理を，学士・修士・博
士・専門職学位といった学位を与える課程中
心の考え方に再整理していく必要があると考
えられる。

中央教育審議会諮問
「中長期的な大学教育の在り方について」
• 2008年9月11日
• 去る７月１日に閣議決定された「教育振興基本計
画」は，現下の教育をめぐる課題と社会の変化の動
向を踏まえ，「教育立国」の実現に向け，総合的か
つ計画的に取り組むべき施策が示されている。その
中では，計画期間中である平成２０年度から２４年
度までの「５年間を高等教育の転換と革新に向けた
始動期間と位置づけ，中長期的な高等教育の在り
方について検討し，結論を得ることが求められる」

（１）社会や学生からの多様なニーズに対応する大
学制度及びその教育の在り方について
• 第一に，社会や学生からの多様なニーズに対応する
大学教育の在り方についてです。
大学教育の水準の維持・向上を図りつつ，様々な
ニーズに適応する大学教育の実現の方策について，
学生本位の視点に立った御検討をお願いいたします。
• 第二に，多様なニーズに対応する大学教育を実現す
るための「学位プログラム」を中心とする大学制度及
びその教育の再構成についてです。

• 学生本位の視点を重視する観点からは，学生が，卒業後に社
会人として必要な教養や専門知識を身につけられるよう，各学
位課程における教育が体系的に行われなければなりません。
• 平成１７年の中央教育審議会答申「我が国の高等教育の将来
像」において，「現在，大学は学部・学科や研究科といった組織
に着目した整理がなされている。今後は，教育の充実の観点
から，学部・大学院を通じて，学士・修士・博士・専門職学位と
いった学位を与える課程（プログラム）中心の考え方に再整理
していく必要がある」との提言をいただいております。
• そこで，国際的・歴史的に確立されてきた大学制度の本質，と
りわけその団体性や自律性を踏まえつつ，一人ひとりの学生
のニーズに応じた大学教育が提供され，その質保証がよりき
め細かく行われるよう，「学位プログラム」を中心とする仕組み
の導入の是非について，人的・物的環境の在り方を含め，御検
討をお願いいたします。
