（３） 保険
選手団は全て出国前に自国の適切な賠償責任保険に必ず加入すること
主催者は日本滞在中に発生した事故ならびに疾病に対する補償は一切行いません。
INSURANCE
All the teams must join an appropriate liability insurance of the home country before you leaves the
country.
The organizer will not indemnify for the accident and the disease that occurs while you are in Japan.
（４） チームカーについて
【日本チーム】
競技規則に従い、各チーム1台のチームカーの参加が許可されます。
・チームカーを持込むチームは、11月14日（土）9：00～14：00の間に車に無線を取り付けますので、大会本部
のある菊鹿町役場までチームカーを持ち込み下さい。
・チームカーには競技規則上必要な表示ステッカーを貼っていただきます。車両のチームスポンサー広告に対する
主催者からの制約はありません。
・チームカーのあっせんを必要とするチームは主催者まで10月19日（月）まで申し込むこと。
あっせんするチームカーの渡しは11月14日（土）14：00に大会本部、返却はレース終了後同じ場所になります。
【海外チーム】
・11月14日（土）14：00～大会本部でチームカーを渡します。返却はレース終了後に同じ場所になります。
・日本国で有効な国際運転免許証を持つドライバーのいるチームにのみ貸与します。
ABOUT TEAM CAR
【Non Japanese Team】
・The organizer will rent a team car at 2:00pm on Nov. 14 (Sat) at the head office. Please return it after
the race at the same place where we hand over.
・We will rent a team car on the condition that somebody of the team has the appropriate driver’s license
in Japan.
（５） 公道での走行について
選手団の到着後の移動または練習目的での公道の走行に関しては、 全て自己責任において行うものとし、
日本国の交通規則を遵守するものとします。
CYCLING ON PUBLIC ROADS IN JAPAN
Regarding the cycling on the public road for the purpose of the transportation and the practice after you
arrive, it is assumued to be all things done in the self-responsibility and to observe a traffic rule of
Japan.

The KUMAMOTO INTERNATIONAL ROAD RACE 2009 is one of the international races registered in the Asian
Cycling Calendar of the UCI (Union Cycliste Internationale).
This event is held as a class-2 one-day race registered to the UCI Asia Tour. This race should be highly
evaluated as an event where UCI ranking points, which are important for qualifying to World Championships, are

熊本国際ロード2009は，UCI（国際自転車競技連合）のアジア大陸競技日程に登録した国際競技大会である．
この大会は，UCIアジア・ツアーのワンデイ・レース・クラス2として実施するが，世界選手権参加資格獲得に重要なUCI
ランキング･ポイントの付与される大会として，評価されるものである．
B．Vehicles for Each Team / 各チームのための車両
1)The organizer will lend one car for team which cannot prepare own team-car. These cars are used for
transportation between hotel and venue, and join the race motorcade. These cars must be returned undamaged
to the designated place by the designated time after the end of event.
主催者は，チームカーを用意できないチームに対して車両１台を指定地において指定時間に貸与する．この車はホテル
，会場間の移動およびレース中に使用できる．この車は競技大会終了後指定地に指定時間内に原状に復して返却しな
ければならない．
2)All stickers and advertisings on team vehicle should follow with specific regulations separately stipulated,
except those put by organizer.
この車両に主催者が表示するチーム名称等以外の表示類については，別に定める要領による．
3)Only registered team officials and riders can ride in a team car. Riders and team officials who do not take part
in this event are not allowed riding in a team car.
チームカーには登録したチーム役員のみ乗車できる．競技に参加しない競技者，チーム役員は乗車できない．
4)Driving a team car and taking care of the car is the responsibility of the manager of each team. Drivers must
hold driver's licenses effective in Japan. Should mechanical trouble or an accident occur, the team manager
must report to the person in charge. In principle, the people using the car will accept any due responsibility for
accidents.
これらチームカーの運転および車自体に関する責任は各チーム監督に委ねる．運転にあたるものは日本国内で有効な
運転免許証を所持していなければならない．機械上の故障，あるいは事故が生じた場合，チーム監督はただちに担当
者に報告する義務がある．事故についての責任は原則として使用当事者にある．
5)When parking at the starting/finishing area, all drivers in charge must respect instructions of race
administration and commissaires, officials and organizing persons.
スタート／フィニッシュ･エリアでの駐車については，競技運営の指示，コミセール，役員，運営担当者を尊重しなければ
ならない．
6)Place and time of fuel supply will be indicated at the team managers meeting. Teams are required to show a
fuel supply card, which will be provided by the organizer, at designated stations within designated hours to have
fuel supplied for free.
チームカーの燃料補給の場所と時間の指示は監督会議で示す．指定給油所で，指定時間内に主催者から提供される
給油券を提示すれば，無料で燃料を補給できる．
7)Plates or stickers will be attached to each of various cars in the motorcade in order to clearly indicate the car’s
role.
各種の随行車両は，そのキャラバン内での役割を明確にする標識を付ける．
8)About any questions and requests concerning transportation of teams, please ask officials in charge of teams.
チームの移動に関する各種の問題は，主催者側のチーム担当者に問い合せること．

C. First Aid Measures / 救急措置
The organizer will provide first aid on the scene during the event. Participants will be responsible for any
further treatment.
競技中の負傷疾病については，現場における応急措置は主催者にて用意するが，以後の措置については参加者
自身の責任によって行うこと．
D. ID Card and Access Restriction / ＩＤカードおよび出入りの制限
All persons who accompany the event must carry their ID cards in order to identify themselves and to be
admitted into controlled places, such as the areas around the starting and finish lines and the
Headquarters. ID cards will be handed out at the place designated by the organizer.
The ID cards will be classified by color as follows:
White:
Technical Officials (OFFICIAL)
Yellow:
Guests and Officials (VIP)
Green:
Press Personnel (PRESS)
Blue: Riders and Team Officials (TEAM)
すべての競技随行者は，IDカードを所持しなければならない．競技随行者はその身分を明らかにするため，また
管理された場所（スタートおよびフィニッシュのために囲まれた地域，部等）へ立入るためにＩＤカードを常時身に付
けていなければならない．IDカードは主催者の指示した場所で受け取ることになる．
これらのＩＤカードは，次のように色分けする．

Part 2 Technical Aspects / 第2部 競技事項
ARTICLE 1. Organization / 主催者
The KUMAMOTO INTERNATIONAL ROAD RACE 2009 is organized by Japan Cycling Federation under
the regulations of the International Cycling Union. It is to take place from November 15, 2009 as an one-day
race.
この熊本国際ロード2009は，国際自転車競技連合（UCI）の規則の下に，（財）日本自転車競技連盟により開催さ
れる．当大会は2009年11月15日にワンデイ･レースとして行われる．
ARTICLE 2. Participation and Invitation Conditions / 参加および招待条件
The KUMAMOTO INTERNATIONAL ROAD RACE 2009 is open to UCI registered teams, national teams,
regional team/club teams which consist of Elite/U23 men riders as per article 2.1.005 of the UCI
regulations. The maximum number of riders per team is 6 and minimum number of riders per team is 4 the
as per article 2.2.003 of the UCI regulations.
The participating teams should meet the conditions stipulated in Article 2.1.005 of the UCI Regulations,
recommended by the Japan Cycling Federation.
Teams selected to take part in the event should select riders and team officials and register the team by
June 7, 2008 at the latest.
Each team must consist of 6 riders, maximum 2 substitute riders, 3 team officials and maximum 2
substitute team officials, and must register these personnel with the organizer not later than June 7.
この熊本国際ロード2009には，UCI 規則第2.1.005 条に従い，エリート/U23男子競技者で構成された，UCI登録
チーム、ナショナル･チーム、地域／クラブ･チームが参加できる．UCI規則第2.2.003条に従い，各チームの最多
競技者数は6名，最少競技者数は4名である．
参加チームは，UCI規則第2.1.005条に適合した，日本自転車競技連盟が推薦する招待チームとする．
当競技に参加が認められたチームは2009年10月23日までに競技者とチーム役員の選考を行い，チーム登録を
行う．
各チームは競技者6名，補欠競技者最多2名，チーム役員3名，チーム役員補欠最多2名で構成し，2009年10月
23日までに主催者に登録しなければならない．

ARTICLE 3. UCI Rankings / UCI ランキング
The event is in UCI Asia Tour class 1.2 and, in accordance with article 2.11.014 of the UCI regulations, points
will be awarded as follows for the UCI individual rankings:

40, 30, 16, 12, 10, 8, 6 and 3 points to the 8 first riders of the final classification.
当大会はUCI アジア・ツアーのクラス1.2 であり，UCI 規則第2.11.014 条に従い，UCI 個人ランキングのために下記
のポイントが付与される：

ARTICLE 4. Race headquarters / 大会本部
Location of Headquarter will be provided in the official program.
The race headquarters shall be open 7:30, and it shall be open when Commissaires completes his duty.

ARTICLE 5. Information and Communiqué / 各種情報とコミュニケ
Communiqués will be issued by Headquarters to transmit competition results, various information, and
directions to team officials, press personnel and technical officials.
Press must follow the directions for coverage stipulated in the official program.
競技の結果と，各種情報，指示事項をチーム役員，プレスおよび競技役員に伝達するためのコミュニケは，大会本部
から発行する．
取材方法に関しては公式プログラムに示される取材要領に従わなければならない．
ARTICLE 6. License Control / ライセンスコントロール
Licence control is opened from 13:30 to 14:30 on June 20 at Kikuka branch of Yamaga city． Body
numbers/frame plates may be handed to licence-holders representing the teams at the licence control.
ライセンスコントロールは11月14日13：30から14：30の間，山鹿市菊鹿支所で受付ける．ゼッケンはライセンスコント
ロール時にチームを代表するライセンス所持者に配布される．
ARTICLE 7. Manager’s Meeting / 監督会議
The team managers' meeting, organized in accordance with article 1.2.087 of the UCI regulations, in the
presence of the Members of the Commissaires Panel, is scheduled at 15:00 on June 20 at Kikuka branch of
Yamaga city.
チーム監督会議は，UCI 規則第1.2.087 条に従い，コミセール・パネル・メンバー出席の下に，11月14日15:00から山
鹿市菊鹿支所で開催される．
ARTICLE 8. Radio Tour / ラジオ・タワー
Race information will be broadcast on the "Radio Tour" frequency 154.57 MHz/Tone Squelch 71.9 Hz
レース情報は，周波数154.57 MHz/トーンスケルチ71.9 Hzの”ラジオ・タワー”により放送される．
ARTICLE 9. Assembly at the Starting Area, Start of the Race / 召集・出発
Riders must sign the Start Sheet by 10 minutes prior to the start of the race. The Start Sheet sign-in table will
be located near the Start line.
選手のスタート署名は、スタート10分前までに、スタート・ライン近くにおいて行なわなければならない．
Race Start will be at 9:00 am on 15 November, 2009, at the Kikuchi Castle Site Ceremonial Start line.
スタートは2009年11月15日，鞠智城跡のスタート・ラインで9時に行なわれる．

ARTICLE10. Refreshments / 補給飲食料
In principle, Riders should receive refreshment and drinks from their team staff only at feeding zones indicated
by signboards. There are cases in which these feeding zones will not be established for such reasons as
weather alternatives. Only team staff may provide these supplies.
Supply of food and drinks should always be conducted under the supervision of the organizer.
As supply of refreshments aims to protect the safety and health of riders, avoidance of dangerous actions or
situations in feeding zones, which would undermine the aforementioned objective, should take priority over
feeding.
飲食料の補給は，競技者は，標識によって示された区間で，飲食料の補給をチーム役員より受けることを原則とする．
この補給はチーム役員によってのみ行うことができる．
いかなる場合にも飲食料の補給は主催者の監督下において行われなければならない．
補給は，競技者の安全と健康状態を守るために行うことが目的であり，補給地域においてこれらを損なうような危険な
行為・状態を避けることは，補給に優先する．
ARTICLE 11. Mountains / Climbers' classification / 山岳賞順位
The first rider passed the Mountain summit during each of the 3rd, 6th, and 9th laps will be presented with
special Mountain Summit prizes.
第3周回目，第6周回目，第9周回目に山頂を第１位で通過した選手にはそれぞれ山岳賞（賞品）が与えられる．
ARTICLE 12. Prize list and special primes / 賞および特別賞
Prizes will be presented according to the UCI Financial Obligations 2009 (on the attached sheet). The local
prize will also be presented during the Closing Ceremony.
2009 UCI 財務規則に従い賞を用意する．また閉会式において地元賞を贈る．
ARTICLE 13. Anti-doping tests / アンチドーピング検査
The anti-doping tests will take place at the facilities installed near the finishing points. In Japan, there is not the
local anti-doping legislation in 2009.
アンチドーピング検査は，フィニッシュ地点に設けた施設において行う．日本において2009年に適用されるアンチドーピ
ングの法律はない．
ARTICLE 14. Official ceremony / 公式式典
Each team shall attend Team Presentation as official ceremony.
The following must attend the official awarding ceremony: the first 3 of the event and the winners of the
Mountain climber’s Prize.
すべてのチームは，公式式典であるチーム紹介に参加しなければならない．
下記の者は公式表彰式典に出席しなければならない：フィニッシュ順位における上位3者と，山岳賞の勝者．
ARTICLE 15. Penalties / ペナルティ
The penalties will be in line with the UCI regulations.
ペナルティはUCI 規則による．

2. Particularity for races Men Elite class 2. Women Elite every classes, Men Juniors every
classes, Women Juniors every classes:
The athlete's contribution to the Council for the Fight Against Doping (CFAD) id included on the
calendar fee of those races.
In consequence, the organisers of those races are authorized to collect those 2% of minimum
prizes to the prizes money paid to the riders.
