17 years ago to take advantage of upscale domestic markets as well as exciting new market opportunities just across the border in the United States. In 1989, Nisshin purchased Rogers Foods Ltd.,
of Armstrong, British Columbia, a local miller known for its quality flour and natural whole grain
cereal products. Initially, Nisshin supported the expansion and modernization of the Armstrong mill.
But, that wasn’t enough to meet growing demand for its products. In 2005, Rogers opened a new
250-tonne-per-day mill in Chilliwack, B.C. that has allowed it to expand flour sales to bakery and
food processing markets in Vancouver and the U.S. West Coast.

detailed study analyzing food processing
business costs in nine countries, including the United States, Canada, Britain,
France, Germany, Italy, the Netherlands,
Japan and Singapore.

Columbia—highly

who do business
the right way.
What to do
when you hire
a contractor
in B.C.
Unfortunately not all contractors
play by the same rules. Some cut
corners to offer lower prices. They
promise a “good deal” as long as
nothing is written down and you pay in cash.
Cash deals mean a lot of risk for you. Contractors who
don’t do business properly don’t protect you from
accidents or their mistakes. If there is a work-related
injury or damage to your home, you could face lawsuits and financial loss. You could be responsible for
your contractor’s unpaid bills. And you could be stuck
with work that is incomplete or badly done.
Although these risks are serious, they are easy to
avoid. Before you hire a contractor, follow these
three simple steps:
• Know Who You’re Dealing With
• Make Sure You’re Protected from Risks
• Always Get it in Writing! ®
Step One
Know who you’re dealing with
Good contractors have satisfied customers. Ask for
customer references for projects similar to yours and
call these homeowners. Was the work done properly,
on time, and on budget? Was follow-up work needed
and, if so, was it done satisfactorily? Would they hire
the contractor again?
If a contractor is not willing to provide references,
don’t hire them.
• A contractor’s Business Number or GST or PST
number can be used to verify if the contractor is
registered to charge federal Goods and Services
Tax (GST) or Provincial Sales Tax (PST). Contact the
Canada Revenue Agency at 1-888-490-8220 to
verify GST registration, and the Consumer Taxation
Branch at 1-877-388-4440 to verify PST
registration.
• British Columbia’s lien regulations specify that you
must hold back 10% of the contract value for 55
days following substantial completion of the work.
This protects you if your contractor fails to pay
suppliers or subcontractors.
Step Two
Make sure you’re
protected from risks
When a contractor works on your home, you need
to be protected. Risks exist whether you are hiring
someone for a simple home repair, a large renovation
project, the construction of a new home or cottage,
or to work on a rental property you own.
Here are some things you should know:
• A contractor’s business liability insurance can
protect you if your home is damaged through your
contractor’s fault, or if the contractor causes damage
or injury to third parties, like your neighbours.
• Your contractor may need to
register with the Workers’
Compensation Board of
British Columbia. If you hire
a contractor who should be
registered, but isn’t, you could
be held responsible for the
contractor’s unpaid premiums,
and for the entire cost of the
claim, if a worker is injured
while working on your property. To protect yourself
against liability, be sure to request a letter of clearance from the WCB of BC. You can get one quickly
and easily online at www.WorkSafebc.com.
• In B.C., contractors hired to construct a new
home or undertake applicable building envelope
renovations must be licensed by the Homeowner
Protection Office and arrange for third-party home
warranty insurance. You should check to see if your
contractor is licensed and get more information
online at www.hpo.bc.ca or phone 1-800-407-7757.
• Written receipts for all deposits and payments you
make to a contractor provide proof that you have paid.
It’s also important that your project complies with
local building codes. Even minor changes to the
structure of your home require a building permit.
Step
Three
Get it in Writing!
It’s essential to have a written contract. It helps
protect you in the event of accidents, work-related
injuries, or damages to third parties. Even for small
projects, it’s important to make sure you’re protected.
The size of the job does not limit the liability you
face if an accident occurs, and accidents can happen
even with the simplest home repairs.
• How much you will be charged
for the work and when you
will have to pay
• The amount of payment you
will hold back as required by
B.C. lien legislation
• The contractor’s warranty
detailing what is covered
and for how long
• A certificate from an insurance company proving that
the contractor carries business liability insurance
A written contract helps protect
you from other potential
problems such as loss of deposit
or overcharging. Also, without a
contract and a written warranty,
there is little you can do about
poor quality or incomplete work.
• A clearance letter from the WCB of BC confirming
A contract needn’t be complicated.
For simple repairs, it may only be
a page long. For bigger projects, information such as
drawings and specifications will also be needed.
Although the following list is not comprehensive, it
outlines information that should be in all contracts:
• The contractor’s licence number
the contractor is registered and paying WCB premiums. You should obtain the letter before work begins,
and again before you make the final payment to
the contractor
• The contractor’s Business, GST
or PST number, and
issued by the Homeowner
Protection Office if they are
constructing a new home or
undertaking applicable building
envelope renovations.
• The name, address and telephone number of
the contractor
• A full description of the work and the materials
and products to be used
• When the work will start and be completed
Professional contractors always
work with a proper written contract.
Review the contract and don’t
sign it unless you are satisfied that it
includes all the necessary information
and accurately represents what
you have agreed to.
Inform your home insurance company before any
work begins. Some homeowner policies don’t cover
construction-related risks or theft of building
materials. Call your home insurer to make
sure you have adequate coverage.
