SAILING INSTRUCTIONS
1. RULES
1.1 The Beijing 2008 Olympic Games Sailing
Competition will be governed by the rules as defined
in The Racing Rules of Sailing.
1.2 The Olympic Charter of the International Olympic
Committee (IOC) will apply.
1.3 No national authority prescriptions will apply.
1.4 The Beijing 2008 Olympic Games Sailing
Competition Measurement Regulations
will apply.
1.5 Addendum P of these sailing instructions [was
referred to as Appendix P in the notice of race]
will apply as changed by instructions 16.1 and 16.2.
1.6 Addendum Q of these sailing instructions will
apply to the medal race.
2. ADDITIONAL IDENTIFICATION
2.1 Each day while racing, the first, second and
third boats in series scores at the beginning of the
day shall display a yellow, blue and red sticker
respectively.
The organizing authority will supply the stickers
and instructions for their use at the team leaders'
meeting.
2.2 Athletes are required to wear bibs provided by
the organizing authority.
Bibs shall be worn as the outer layer of clothing
(over any other item of clothing or equipment).
A hole for trapeze/hiking devices may be made.
3. CAMERAS AND ELECTRONIC EQUIPMENT
Boats may be required to carry cameras, sound
equipment or positioning equipment as specified by
the organizing authority.
4. NOTICES TO COMPETITORS
Notices to competitors will be posted on the
official notice board located in front of the
Regatta Office Building.

5. CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be
posted before 0900 on the day it will take effect,
except that any change to the schedule of races will
be posted by 2000 on the day before it will take
effect.
6. SIGNALS MADE ASHORE
6.1 Signals made ashore will be displayed at the
official flagpoles in front of the boat park.
When a signal is displayed over an area or event
flag it applies to that area or event only.

1. 規則
1.1 競技を帆走する北京2008オリンピック大会は、セーリ
ング競技規則に定義されるような規則によって管理されま
す。
1.2 国際オリンピック委員会(IOC)のオリンピック憲章は
当てはまります。
1.3 各国協会規定は当てはまりません。
1.4 北京2008オリンピック大会帆走中競技計測規則
当てはまります。
1.5 付属文書、P、これら、帆走指示書[レース公示中のP
付則と呼ばれた]指示16.1および16.2によって変更される
ように当てはまります。
1.6 これらの帆走指示書の付属文書Qはメダル・レースに
当てはまります。
2. 補足識別
2.1 毎日、レースをしている間、その日の初めのシリーズ

5. 帆走指示書への変更
レースのスケジュールへのどんな変更もその日にその前に
2000年までに記入される以外は、それが効果を現わす日の

6. 陸上で発する信号
6.1 陸上で発する信号は艇公園の前の公式旗竿で表示され

6.2 When flag AP is displayed ashore, '1 minute' is
replaced with 'not less than 30 minutes' for racing
area A, with 'not less than 60 minutes' for racing
areas B and C, and with 'not less than 90 minutes'
for racing areas D and E in the race signal AP.
6.3 When flag Y is displayed ashore, rule 40.1
applies at all times while afloat.
This changes the Part 4 preamble.
7. FORMAT OF RACING
7.1 The regatta will consist of an opening series
and a medal race.
7.2 The ten boats ranked highest in the opening
series will be assigned to compete in the medal
race.
7.3 Assignments to the medal race will be based on
the ranking available at 0800 on the day of the
medal race.
The jury may extend the time limit.
8. SCHEDULE OF RACES
8.1 Racing is scheduled as stated in Attachment 1.
8.2 Eleven races are scheduled for each event except
for the 49er class, for which 16 races are
scheduled.
Of the 11 (16) races, 10 (15) are scheduled as
opening races and one as a medal race.
8.3 Two races per day are scheduled for each event,
except for the 49er class, for which three races per
day are scheduled.
8.4 The scheduled time of the warning signal for the
first race each day is 1300.
8.5 On the last scheduled racing day for each event
in the opening series, no warning signal will be
made after 1600.
On scheduled medal race days for each event, no
warning signal will be made after 1630.
8.6 To alert boats that a race or sequence of races
will begin soon, an orange flag will be displayed
with one sound for at least four minutes before a
warning signal is displayed.
8.7 Reserve days before the scheduled medal race day
will be used to try to complete the opening series
even if 6 races have been completed.
8.8 If 6 races have not been completed by the day of
the scheduled medal race, the medal race day and
following reserve days will be used to constitute an
opening series (6 races).
The medal race may be sailed on the same day or may
be scheduled on a remaining reserve day.

8.9 If a medal race can not be raced on the
scheduled day, the following reserve days will be
used to complete the medal race.
9. EVENT FLAGS

10. RACING AREAS
10.1 The racing areas will be within an exclusion
zone described in Attachment 2.
While a boat is racing no part of her shall cross
the boundary of the exclusion zone.
The boundary ranks as an obstruction.
10.2 Attachment 2 shows the approximate location of
racing areas.
Medal races will be raced in area A in the vicinity
of the breakwater, unless the location is changed by
instruction 10.3.
10.3 Events are assigned to racing areas as shown in
Attachment 1.
The organizing authority may reassign an event to
any location within the exclusion zone, but not
later than 3 hours before the scheduled warning
signal.
However, when flag AP is displayed ashore (see
instruction 6.2) the racing area may be changed
until 15 minutes before the AP is removed.
11. THE COURSES
11.1 The diagrams in Attachment 3 show the courses,
including the course signals, approximate angles
between legs, the order in which marks are to be
passed, and the side on which each mark is to be
left.
11.2 Mark 3 is shown as a gate, 3s and 3p, and Mark
4 is shown as a gate, 4s and 4p.
One or both gates may be replaced by single marks,
Mark 3 and Mark 4 respectively, to be left to port.
When there is a gate, boats shall sail between the
gate marks from the direction of the previous mark
and round either gate mark.
11.3 The 49er and Tornado classes will sail
windward-leeward courses only.
11.4 Courses will not be shortened.

12. MARKS
12.1 (a) Marks 1, 1a, 2, 3, 3s, 3p, 4, 4s and 4p
will be cylindrical inflated buoys.
With the exceptions stated for the Tornado class
below, their colours will be as follows:

10. 部分のレースを
10.1 レースをする部分は、付属2に述べられていた排除2
艇身ゾーンの内にあります。
艇がレースをしている間、艇のの一部は、排除2艇身ゾー
ンの境界を横断してはなりません。
境界は障害物に数えられます。
10.2 付属2は、部分をレースをする近似の位置を示します
。
もし位置が指示10.3によって変更されなければ、メダル・
レースは防波堤の近くに部分Aの中でレースをされます。
10.3 大会は付属1に示されるような部分のレースをに割り
当てられます。
主催団体は、予定された予告信号の前に排除2艇身ゾーン
の内の任意の位置へ、だが3時間より遅くではなく大会を
再び委託することがあります。
しかしながら、AP旗が陸上へ(指示6.2を参照)表示される
場合、APが切除される15分前まで、レースをする部分は変
更されることがあります。
11. コース
11.1 付属3中の見取り図は、コース信号、レグ間の近似の
角度、マークが通過されることになっている命令、および
マークがそれぞれ離れられることになっているサイドを含
むコースを示します。
11.2 マーク3はゲート、3sおよび3pとして示されます。ま
た、マーク4はゲート、4sおよび4pとして示されます。

12. マーク

For the Tornado class, Mark 1 and Mark 1a will be
yellow.
Mark 1a will be an offset mark used for that class
only.
(b) Marks S1, S2 and S3 will be pink cylinders.
12.2 New marks, as provided in instruction 14.1,
will be of the same shape and colour as the original
marks.
12.3 The starting marks will be the race committee
signal boat at the starboard end and another race
committee boat at the port end.
Both boats will display orange flags with the text
'START'.
12.4 The finishing marks will be race committee
boats.
Both boats will display orange flags with the text
'FINISH'.
12.5 A race committee boat signalling a change of a
leg of the course is a mark as provided in
instruction 14.2.
13. THE START
13.1 Races will be started by using rule 26.
13.2 The starting line will be between staffs
displaying orange flags with the text 'START' on the
starting marks.
13.3 Boats whose warning signal has not been made
shall avoid the starting area during the starting
sequence for other races.
13.4 A boat starting later than four minutes after
her starting signal will be scored Did
Not Start without a hearing.
This changes rules A4 and A5.
13.5 If a boat fails to start or breaks rule 30.3,
the race committee will point flag X at her, make a
sound signal and display her national letters.
The boat shall immediately retire from the race.
If she fails to do so she will be disqualified
without a hearing and her score will not be
excluded.
This changes rule A5.
14. CHANGE OF THE NEXT LEG OF THE COURSE
14.1 To change the next leg of the course, the race
committee will lay a new mark (or move the finishing
line) and remove the original mark as soon as
practicable.
14.2 Instead of flag C, a board in the pattern of
the flag may be used to signal a change of the next
leg of the course.
When the change applies to one class only, Beijing
Organizing Committee for the Games of the XXIX
Olympiad (BOCOG) 5 the class flag will be displayed
concurrently.
This changes rule 33 and Race Signals.
14.3 Except at a gate, boats shall pass between the
race committee boat signalling the change of the
next leg and the nearby mark, leaving the mark to
port and the race committee boat to starboard.
This changes rule 28.1.
15. THE FINISH
The finishing line will be between staffs displaying
orange flags with the text 'FINISH' on the
finishing marks.
16. PENALTY SYSTEM

16.1 For the 49er and Tornado classes rules 44.1 and
44.2 are changed so that only one turn, including
one tack and one gybe, is required.
16.2 If in the medal race a boat is penalized for
breaking rule 42 a second or subsequent time during
the regatta, her penalty will be to immediately
retire from the race.
If she fails to retire she will be disqualified
without a hearing and ranked tenth in the regatta.
If there are two such boats, they will be ranked
ninth and tenth, in order of their opening-series
ranks, etc. 17.
TIME LIMITS AND TARGET TIMES
17.1 Time limits and target times in minutes for the
opening series are as follows:

17.2 Boats failing to finish within 30 minutes (15
minutes for the medal race) after the first boat
sails the course and finishes will be scored Did Not
Finish without a hearing.
This changes rules 35, A4 and A5.
18. PROTESTS AND REQUESTS FOR REDRESS
18.1 No boat, regardless of her hull length, need
display a red flag.
This changes rule 61.1(a).
18.2 Protest forms are available at the protest
desk, which is located in the Regatta Office
Building.
Protests shall be delivered there within the protest
time limit.

18.3 For each event, the protest time limit is 90
minutes after the last boat has finished the last
race of the day.
18.4 Notices will be posted within 30 minutes of the
protest time limit to inform competitors of
hearings in which they are parties or named as
witnesses.
Hearings will be held in the jury offices.
18.5 Notices of protests by the race committee or
jury will be posted to inform boats under rule
61.1(b).
18.6 A list of boats that under Addendum P have been
penalized for breaking rule 42 will be posted.
18.7 Breaches of instructions 2, 3, 10.3, 13.3, 20,
21.1, 21.2, 21.3, 23, 24, 25, 27 and 28 will not be
grounds for a protest by a boat.
This changes rule 60.1(a).
Penalties for these breaches may be less than
disqualification if the jury so decides.
18.8 On the last day of the opening series a request
for reopening a hearing shall be delivered

(b) no later than 30 minutes after the requesting
party was informed of the decision on that day.
This changes rule 66.
18.9 On the last day of the opening series a request
for redress from a jury decision shall be delivered
no later than 30 minutes after the decision was
posted.
This changes rule 62.2.
18.10 Decisions of the jury will be final as
provided in rule 70.4.
19. SCORING
19.1 Rule B8 is deleted.
19.2 Six races are required to be completed to
constitute an opening series.
If the series is not completed as scheduled, it will
be extended.
19.3 One race is required to be completed to
constitute a regatta.
19.4 (a) Except for a race score excluded under
instruction 19.5, a boat's series score for the
regatta will be the total of her race scores from
the opening series and the medal race.
(b) For the medal race, rule A4.1 is changed so that
the points are doubled, and rule A4.2 is changed so
that the scores are based on the number of boats
assigned to compete in that race.
19.5 (a) When fewer than five races have been
completed, a boat's series score will be the total
of her race scores.
(b) When five or more races have been completed, a
boat's series score will be the total of her race
scores excluding her worst score.
(c) The score from the medal race will not be
excluded.

(d) For boats assigned to compete in the medal race,
ties in the regatta score are broken by the
medal-race score.
Any remaining tie will be broken by using the tied
boats' opening-series scores.
This changes rule A8.
19.6 The boats assigned to compete in the medal race
will be ranked highest in the regatta except for a
boat disqualified from the medal race under rule 5
or 69.
19.7 A boat assigned to compete in the medal race
shall make a genuine effort to start, sail the
course and finish.
A breach of this instruction will not be grounds for
a protest by a boat.
This changes rule 60.1(a).
The penalty for this breach will be ranking the boat
tenth in the regatta.
If there are two such boats, they will be ranked
ninth and tenth, in order of their opening-series
ranks, etc.
19.8 To request correction of an alleged error in
posted race or series results, a boat shall complete
a scoring enquiry form available at the protest
desk.

19.9 The scoring abbreviation for a discretionary
penalty imposed under instruction 18.7 will be DPI.
20. SAFETY REGULATIONS
20.1 Check-In:
All boats shall check-in on arrival at the racing
area by closely passing the race committee signal
boat on port tack.
Boats not leaving the harbour for any of the day's
racing shall so inform the race office.
20.2 A boat that retires from a race shall notify
the race committee as soon as possible.
The boat shall complete a retirement declaration
form at the protest desk on return ashore.
21. EQUIPMENT AND MEASUREMENT
21.1 After boats, spars and sails have passed
measurement and been marked accordingly with
stickers or stamps, they shall not be removed from
the venue, including the racing areas and the waters
leading to them, without prior written permission
of the organizing authority.
21.2 Replacements Ashore:
Requests for substitution of damaged or lost
equipment shall be made to the measurement
coordinator for consideration by the measurement
committee.
Permission will be given only when the committee is
satisfied that the item of equipment is severely
damaged, not deliberately mistreated, and cannot be
repaired satisfactorily.
A request shall be made at the first reasonable
opportunity on a form available at the protest desk.
21.3 Replacements Afloat:
When an item of equipment is damaged or lost shortly
before a race and is replaced, the boat shall
notify the race committee before the warning signal.
As soon as practicable after coming ashore, the boat
shall comply with instruction 21.2 and the replaced
item shall be presented to the measurement
coordinator.
If the measurement committee decides that the item
could have been used in the race or had been
purposely damaged by anyone associated with the
boat, the measurement committee may request action
under rule 69.1(a).
21.4 A boat or equipment may be inspected at any
time for compliance with the class rules,
measurement regulations and sailing instructions.
When instructed to do so by a measurer on the water,
a boat shall proceed immediately to a designated
area for inspection.

23. SUPPORT BOATS
Team leaders, coaches and other support personnel
are required to comply with the Beijing 2008 Olympic
Games Sailing Competition Coach Boat Regulations.
24. TRASH DISPOSAL
Boats shall not put trash in the water.
Trash may be placed aboard support and race
committee boats.
25. BERTHING
Boats shall be kept in their assigned places in the
boat park or harbour.
26. HAUL-OUT RESTRICTIONS
There are no haul-out restrictions.
27. DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or
their equivalent shall not be used around keelboats
between the preparatory signal of the first race and
the end of the regatta.
28. RADIO COMMUNICATION
While on the water, a boat shall not carry equipment
capable of making radio transmissions or receiving
radio communications, except for equipment provided
by the organizing authority.
This restriction also applies to mobile telephones.

29. PRIZES
Prizes will be given to each event's first, second
and third boat.
30. DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at
their own risk.

liability for material damage or personal injury or
death sustained in conjunction with or prior to,
during, or after the regatta.
31. INSURANCE
Each participating boat shall be insured with valid
third-party liability insurance with a minimum cover

P1 SIGNALLING A PENALTY
A member of the protest committee or its designated
observer who sees a boat breaking rule 42 may
penalize her by, as soon as reasonably possible,

When a boat is penalized a third or subsequent time
during the regatta, she shall promptly retire from
the race.
If she does so her penalty will be disqualification
without a hearing and her score will not be
excluded.
If she fails to do so her penalty will be
disqualification without a hearing from all races in
the regatta, with no score excluded, and the
protest committee will consider calling a hearing
under rule 69.1(a).
P3 POSTPONEMENT, GENERAL RECALL OR ABANDONMENT
If a boat has been penalized under instruction P1
and the race committee signals a postponement,
general recall or abandonment, the penalty is
cancelled, but it is still counted to determine the
number of times she has been penalized during the
regatta.
P4 REDRESS LIMITATION
A boat will not be given redress for an action by a
member of the protest committee or its designated
observer under instruction P1 unless the action was
improper due to a failure to take into account a
race committee signal or a class rule.
This changes rule 62.1(a).
P5 FLAGS O AND R
(a) If the class rules permit pumping, rocking and
ooching when the wind speed exceeds a specified
limit, the race committee may signal that those

Q1 CHANGES TO RACING RULES
Q1.1 Changes to the Definitions and the Rules of
Part 2
(a) The definition Finish is changed to A boat
finishes when any part of her hull, or crew or
equipment in normal position, crosses the finishing
line in the direction of the course from the last
mark, either for the first time or after completing
any penalties or, under rule 28.1, after correcting
an error made at the finishing line.
(b) Add to the definition Proper Course:
'A boat taking a penalty or manoeuvring to take a
penalty is not sailing a proper course.'
(c) When rule 19.1 applies, the following arm
signals are required in addition to the hails:
(1) for 'Room to tack', repeatedly and clearly
pointing to windward;
and (2) for 'You tack', repeatedly and clearly
pointing at the other boat and waving the arm to
windward.
This instruction does not apply to boards.
Q1.2 Changes to Rules Involving Protests, Requests

as possible, take a voluntary penalty by promptly
making one turn including one tack and one gybe (for
a board one 360° turn with no requirement for
tacks or gybes).
(2) When a boat takes a voluntary penalty at or near
the finishing line, she shall sail completely to
the course side of the line before finishing.
(e) Rule 64.1(b) is changed so that the provision
for exonerating a boat may be applied by the umpires

instruction Q1.2(d) and in the same incident has
broken rule 31.1, she need not take the penalty for
breaking rule 31.1.
Q2 PROTESTS AND REQUESTS FOR REDRESS BY BOATS
Q2.1 While racing, a boat may protest another boat
under a rule of Part 2, except rule 14, but only for
an incident in which she was involved, or under
rule 31.1.
To do so she shall hail 'Protest' and conspicuously
display a red flag at the first reasonable
opportunity for each.
She shall remove the flag before, or at the first
reasonable opportunity after, a boat involved in the
incident has taken a voluntary penalty or after an
umpire's decision.
However, a board need not display a red flag.
Q2.2 A boat that protests as provided in instruction
Q2.1 is not entitled to a hearing.
Instead, a boat involved in the incident may
acknowledge breaking a rule by promptly taking the
voluntary penalty provided in instruction Q1.2(d).
If no boat takes a penalty, an umpire will signal a
decision as provided in instruction
Q3.1
Q2.3 At the finishing line the race committee will
display each boat's sail number and her finishing
place or scoring abbreviation.
After this has been done for all boats, the race
committee will promptly display flag B with one
sound.
Two minutes later flag B will be removed with one
sound.
Q2.4 A boat intending to (a) protest another boat
under a rule other than instruction Q3.2 or Q4.2(a)
or a rule listed in instruction Q2.1, (b) protest
another boat under rule 14 if there was contact that
caused damage or injury, or (c) request redress
shall hail the race committee during the display of
flag B.
The same time limit applies to consideration of
redress under instructions Q5.2 and Q5.3 and to
protests under instructions Q5.7 and Q5.8.
The protest committee may extend the time limit if
there is good reason to do so.
Q2.5 The race committee will promptly inform the
protest committee about any protests or requests for
redress made under instruction Q2.4.
Q3 UMPIRE SIGNALS AND IMPOSED PENALTIES
Q3.1 An umpire will signal a decision as follows:
(a) A green flag or a green and white flag with one
long sound means 'No penalty'.
(b) A red flag with one long sound means 'One or
more boats are given an imposed penalty.'
The umpire will hail or signal to identify each boat
to be penalized.
(c) A black flag with one long sound means 'A boat
is disqualified.'
The umpire will hail or signal to identify the boat
disqualified.

Q3.2 (a) A boat given an imposed penalty under
instruction Q3.1(b) shall, after getting well clear
of other boats as soon as possible, take a penalty
by promptly making one turn including one tack and
one gybe (for a board one 360° turn with no
requirement for tacks or gybes).
(b) When a boat takes an imposed penalty at or near
the finishing line, she shall sail completely to the
course side of the line before finishing.
(c) A boat disqualified under instruction Q3.1(c)
shall promptly leave the course area.
Q3.3 When a boat intends to take an imposed penalty
for breaking a rule of Part 2 as provided in
instruction Q3.2 and in the same incident has broken
rule 31.1, she need not take the penalty for
breaking rule 31.1.
Q4 PENALTIES AND PROTESTS INITIATED BY AN UMPIRE;
ROUNDING OR PASSING MARKS
Q4.1 When a boat
(a) breaks rule 31.1 and does not take a penalty,
(b) gains an advantage despite taking a penalty,
(c) commits a breach of sportsmanship, or
(d) fails to comply with instruction Q3.2 or to take
a penalty when required to do so by an umpire, an
umpire may penalize her without a protest by another
boat.
The umpire may impose one or more penalties, each
being one turn including one tack and one gybe (for
a board one 360° turn with no requirement for tacks
or gybes) and each signalled by displaying a red
flag and hailing the boat, or disqualify her under
instruction Q3.1(c), or report the incident to the
protest committee for further action.
Q4.2 (a) A boat shall not round or pass a mark on
the wrong side.
If she does so, she may correct her error as
provided in rule 28.1 only if she does so before she
rounds or passes the next mark or finishes.
(b) When a boat breaks instruction Q4.2(a) and fails
to correct her error before rounding or passing the
next mark or finishing, an umpire may disqualify
her under instruction Q3.1(c).
Q4.3 An umpire who decides, based on his own
observation or a report received from any source,
that a boat may have broken a rule, other than
instruction
Q3.2 or Q4.2(a) or a rule listed in instruction
Q2.1, may inform the protest committee for its
action under rule 60.3.
However, he will not inform the protest committee of
an alleged breach of rule 14 when there is no
damage or injury.

Q5.1 No proceedings of any kind may be taken in
relation to any action or non-action by an umpire,
except as permitted in instruction Q5.2.

Q5.2 (a) A boat may not base a request for redress
on a claim that an action by an official boat or
helicopter was improper.
The protest committee may Beijing Organizing
Committee for the Games of the XXIX Olympiad (BOCOG)
15 decide to consider giving redress in such
circumstances if it believes that an official boat
or helicopter, including an umpire boat, may have
seriously interfered with a competing boat.
The race committee may request the protest committee
to consider this.
(b) A boat may not base a request for redress on a
claim that an action by an umpire acting under
Addendum P was incorrect.
The protest committee may decide to consider giving
redress in such circumstances, but only to the
extent permitted by Addendum P.
Q5.3 A boat may not request redress under rule
62.1(a).
The protest committee may decide to consider giving
redress under that rule if it believes that an error
may have been made.
The race committee may request the protest committee
to consider this.
Q5.4 A boat may not base an appeal on an alleged
improper action, omission or decision of the umpires
or the protest committee.
In rule 66 the third sentence is changed to 'A party
to the hearing may not ask for a reopening.'
Q5.5 (a) Protests and requests for redress need not
be in writing.
(b) The protest committee may take evidence and
conduct the hearing in any way it considers
appropriate and may communicate its decision orally.
Q5.6 The race committee will not protest a boat
except for an alleged breach of a measurement rule.
Q5.7 The protest committee will not protest a boat
for breaking instruction Q3.2 or Q4.2(a), a rule
listed in instruction Q2.1, or rule 14 when there is
