国際協力団体 「夢追人」の支援による学校建設状況について DEFC ラオス事務所から報告と写真が
届きました。ラオスの子供達が明るく、より賢くなる姿が目に浮かぶようです。以下現地からのレポ
ートをご紹介いたします。関係者の皆様有難うございました。

資材表の訳文はまだですが、領収書と県知事許可書は英文
訳を付けてあります。
先ず先方のフォンサリー県担当者スックソムポーン女史と協議を続行してきました事務局ボー君
の報告コメントを下記に載せます。

But now is available .. for the NAM SA village is continuing the process . some materials is
already bought and keep in the warehouse, keep by Villagers.

写真はプースーン村の学校です。 先ずプースーン村の建設を先行させなくては なりません。こ
の付近は「水」事情が悪く、建設用水の手当 てがたいへんです。今現在は水は確保出来ます。 ナ
ム・サー村の建設も引き続き進行させます。既に幾つかの資材は購入済みで村民が自分の倉庫に
保管してあります。
さて、現場写真

敷地１～６を観ますと、実にフォンサリー県山間地の特徴が表 れていて、ま
ず平地というものは無く、建物を立てる場合、山や丘陵を切りまわして、何と か平地を「造成」
しなくてはならない。
その現状が良く判ります。村人は、少人数でありながらよくもここまで
「土工事」「切りまわし工事」をしたものだと思います。機械力は皆無ですからこの「切り土工
事」は全て手作業です。スコップや手工具の痕がはっきり見えます。
この作業で、図面で要求された広さを精いっぱい確保したのでありましょう。但し、問題も若干
観て取れます。「切り土」した丘陵斜面が、『勾配』がきつすぎると思います。大雨などでこの斜
面が緩んで「土砂崩落」、「土砂くずれ」などが起きる場合も考えておかねばならないでしょう。
丘陵斜面に何らかの補強を加え、且つ敷地周囲に排水用の「溝掘り」を施しておく必要があるで
しょう。
また斜面と反対側も、敷地と道路との間に「段差」「数十センチの高さ」となってお
り、敷地保護の為には、こちら側にも「土留め」の工夫が必要でしょう。折角村人が学校用に「造
成」した平地・敷地ですから「地崩れ」を起さないようもう一段の工夫と作業を加えたいもので
す。
早速、現地サイドと連絡をとって善後策なり、処置をとるよう依頼しております。
以上、当地の居森理事と事務局が協議した結果ですので、お知らせ申し上げます。
