1. 概要
なぜ、この世には日本人や韓国人が存在するのか。欧米の先進国では民主主義が定着す
る一方で、中東の産油国では独裁政権が持続している理由は何なのか。選挙制度と政党シ
ステムはいかなる関係にあるのか。経済発展が進めば、福祉国家は拡大するのか。比較政
治学とは、こうした問いに答えることを目的とする学問領域である。諸外国の政治を研究
する場合はもちろん、日本の政治を研究する場合にも、比較政治学を避けて通ることはで
きない。例えば、
「一党優位制」や「ソーシャル・キャピタル」など、日本政治論や行政学
で使われる概念も、元々は比較政治学の領域で生み出されたものである。
この授業は、比較政治学のフィールドセミナーである。その目的は、政治学の研究者に
必要とされる基礎知識を身につけることにある。具体的には、研究者を目指す大学院生を
対象に、比較政治学の重要なトピックに関する最近の研究動向を解説する。世界の研究者
たちの取り組んでいる重要な研究課題は何なのか。その課題に対して、どのような答えが
これまで提示されてきたのか。先行研究の問題点は何であり、どうすればその問題を解決
できるのか。こうした点に関して議論することを通じて、受講者は現代の政治学における
様々な理論や概念についての理解を深めることができるだろう。
2. 授業の進め方
毎週、複数の本の抜粋や雑誌論文を取り上げ、各トピックの重要な論点に関して議論を
行う。受講者によるレジュメの作成と報告は求めないが、課題文献に可能な限り目を通し、
内容を把握すること。
この授業で単位を取るためには、全部で 6 通のレポートを提出する必要がある。レポー

トの分量は、A4 で 2 枚以内。レポートは添削して返却するので、Microsoft Word で作成す
ること。フォントは MS 明朝、字の大きさは 10.5 ポイント、１ページの文字数と行数は 40
文字×36 行を基本とする。ただし、3 週続けてレポートを提出してはならない。
レポートを書く際は、その週の文献を読んだ上で、レポート課題の中から一つを選択し、
それに答えること。ここで要求されているのは、読書感想文ではなければ、文献の要約で
もない。必要なのは、それぞれの文献の相互の関係を示しながら、そのテーマに関する主
要な論点が何であるのかを明らかにした上で、現在の研究の到達点を提示することである。
その上で、最後の授業では受講者の研究計画の発表を求める。ここでは、先行研究を整理
し、その問題点を指摘し、自らの議論を展開することを求める。
3. 評価
受講者は全ての授業に出席しなければならない。それを前提に、レポートの内容に基づ
いて最終的な評価を決定する。
