ＪＩＣＡ地方自治研修の参加者の出身国である東南アジアやアフリカ諸国では、日本では当然に行われて
いるような課税・徴収管理の知見が十分に蓄積されておらず、日本における運用実態について非常に高い
関心が寄せられている。近年、現年度徴収実績上位を維持している国分寺市を訪問し、納税課職員から徴
収管理や滞納整理の実務について説明を受けた。
In the countries of the south-eastern Asia and Africa, where the trainees of the training in local government in
collaboration with JICA come from, knowledge of taxation and tax collection have not been accumulated
sufficiently. Therefore, there is a great interest from those countries in their implementation in Japan. The
trainees visited Kokubunji City government, which maintains results of current fiscal year of collections high rank
recent years, to hear about practices of tax collection and delinquency coordination in the city by a local tax
payment division staff.

Creating an opportunity for an interview
by visiting all the defaulters at their
homes, numbering about 1,000 in April
and May.
About 70 homes are visited per day.
