6-1 関連施策調査
ここでは、我が国における「キャリア段位」制度の導入・普及への参考情報として、諸外国の関連施策を
調査する。対象国は、下表に示す英国、EU、豪州、米国とする。

各国・地域の選定理由と関連施策の概要は以下のとおりである。
（１） 英国
英国は、本調査の公募要綱にも参考資料が添付されているとおり、NVQ（National Qualifications
Framework）から現在のQCF（Qualifications and Credit Framework）移行に至るまで、一貫して職業資格と
学術資格を包含する新しい資格の枠組み導入が進められている。
（２） EU
EUでは、EQF（European Qualifications Framework for lifelong learning）を 2007 年 11 月に制定、2008
年 4 月に欧州議会および理事会で承認している。同フレームワークは、生涯教育推進およびEU圏内の人
材流動性向上を目的に、欧州各国の資格制度を相互にリンク可能にすることを目指しており、EU加盟国は、
2010 年までに自国の資格制度をEQFに関連づけて、職業資格に係る透明性・比較可能性や互換性を促
進するための枠組みへと再構築することとしている。
2009 年 6 月には、EU議会および理事会において、職業教育訓練システムと職業教育訓練プロバイダー
の質の向上を目指すEQARF（European Quality Assurance Reference Framework for Vocational Education
and Training）に関する勧告が採択され、2011 年 6 月までに加盟各国が職業教育訓練の品質保証システ
ムを改善するように求めている。
（３） 豪州
豪州では、AQF（Australian Qualifications Framework）と呼ばれる教育資格システムに基づき、中学・高
校から大学院まで、職業教育と普通教育の両方を含んだ学習段階において共通の資格を付与する、豪州
全体を対象とした資格認定制度を導入している。AQFに基づき、中学・高校、職業教育・訓練機関、大学
等国内すべての教育機関における学位・資格が全国的に統合され、学生は現在の教育機関から、異なる
教育機関の上のレベルのコースに速やかに進学することが可能となっている。
AQFの特徴としては、「スキル」と「資格」を分離して策定する枠組みとすることで、異業種間での細分化
されたスキル定義の再利用が可能としていること、教育・訓練を実施する機関との連携を重視しながら「トレ
ーニング・パッケージ（教育指導要綱）」を策定・提供している点が挙げられる。

（４） 米国
米国は 1994 年 3 月に成立したNational Skill Standards Act（全米スキルスタンダード法）に基づき職業分
野毎のスキルスタンダードを開発・促進させるための政策を推進してきている。
全米レベルのスキルスタンダードを推進するための団体としてNSSB（National Skill Standards Board）が
設立されているが、NSSBは産業別に経営者団体、労働者団体、教育関係団体、市民団体などの指導者
から構成され、民間主導で推進されていることが特徴である。
職業スキル基準の設計だけでなく、制度の運用（評価・認定）に至るまで、すべて産業別に進められてお
り、15 の産業分野を対象としてスキルスタンダードの策定を進めてきている。なお、2003 年時点で実際に
策定されたのは、「製造業」「販売・サービス分野」「情報・通信技術分野」「教育・訓練分野」「接客・観光分
野」の 5 つの産業分野である。

6-2 英国QCF
6-2-1 概要と特徴
Qualifications and Credit Framework（QCF）は、英国のイングランド、ウェールズ、北アイルランドで導入
されている、スキル・資格の認証制度である。習得するスキル等の最小学習単位を「unit」として細分し、複
数の「unit」の特定の組み合わせを達成すると一つの「qualification」となる。これら「unit」や「qualification」
の修了に関し、「credit」が授与され、その累積・組み合わせにより認証につながる仕組みとなっている 1 。
個人が習得した内容は、一生涯、「Personal Learning Record（PLR）」と呼ばれるサービスに登録される

。
6-2-2 目的と経緯
英国では、1986 年に全国共通の職業資格として National Vocational Qualifications（NVQ）が導入され
た。それまでは、職業能力認証は民間レベルで行われてきたが、NVQ をもって、職業技能に関する全国
共通到達度枠組みを業界横断的に設定することとなった。
1992 年には、主に一般・普通教育と職業教育訓練との隔たりを埋めることを目的に、アカデミックな資格
と職業資格とを統合した新しい資格として、General National Vocational Qualification（GNVQ）が導入され
た。その後、GNVQは 2007 年 10 月までに廃止された 3 。
1997 年からは、一般的資格・職業資格全般を含む、National Qualifications Framework（NQF）が実施さ
れてきた 4 。
現在、NQFの職業資格に関する多くの部分が、Qualifications and Credit Framework（QCF）に移行され
ている 5 。NQFでは各資格に難易度を示す尺度として、「Entry（入門）」から 8 までのレベルを設定していた
が、QCFでもこのレベルの定義は基本的に同じものが使われる。QCFではさらに、資格のサイズ（学習量、
取得までの平均所要時間を示す尺度）を認識できる「credit」を基盤にした仕組みを取り入れた。「credit」の
累積・組み合わせを利用することにより、個人の事情等に合わせて学習を進めたり、既に取得した資格の
一部を他の新たな資格に組み入れたりできるというように、より柔軟性が高い制度となっている 6 。

6-2-3-1 対象としている分野
QCFにおいて認められた資格は、全てThe Register of Regulated Qualification（Register）に登録されて
いる。Registerに掲載された対象分野には、表 6-2のようなものがある。但し、分野の設定はされているが、
QCFとして登録された内容がないものもある。

6-2-3-2 認定の対象
QCF 自体は個人を対象としている。
資格認定機関の認定はOfqualが行っている 1 。
6-2-3-3 体系や関連文書
QCFでは、一定の学習成果の最小単位を「unit」（学習単位）とし、複数の「unit」を特定の組み合わせで
取得することにより、一つの「qualification」（資格）を形成する。これら「unit」や「qualification」には相当の
「credit」が設定されており、修了すると定められた分量の「credit」が授与される。1 creditは、学習時間 10 時
間に相当する 2 。

取得したunitは、「unit data bank」に登録・蓄積される。Unit data bankは、Office of Qualifications and
Examinations Regulation (Ofqual; 当該組織については6-2-3-4で後述)が管理しているが、資格認定団体
が直接個別データを書き込むことができる。資格認定団体は、蓄積されたデータをもとに、あらかじめ定め
られた組み合わせに従って資格を構成し、資格の認定を行う。各ユニットの評価、creditや資格の授与は、
資格認定団体に責任がある 3 。

各 qualification には、次の 3 つの観点の情報が設定される。
• レベル（難易度）
• サイズ（学習量：修了までの平均的所要時間）
• 内容
レベルは難易度を示し、「Entry」（入門）から始まり、1 から 8 の 9 段階に分かれている。Entry の次がレベ
ル 1 となり、数字があがるにつれ上級になる。さらに「Entry」レベルには「sub level」として 3 段階が設定され
ている。
サイズは、平均的な学習者が、対象となる unit または qualification を修了するのにかかる時間を示す。
授与された credit 数により、次の 3 段階が設定されている。
• Awards（1～12 credits)
• Certificates（13～36 credits)
• Diplomas（37 credits 以上)
レベル：難易度を表す
（レベル8 = 博士相当）
サイズ： 所要時間を表す
（1 credit = 10時間相当）

必ずしも全ての資格に対し、上記のような 3 段階のサイズ、9 段階のレベルの設定がされているわけでは
ない。例えば、QCFで認められた資格が登録されている「The Register of Regulated Qualifications」から、
QCFにおける「林業」に関する資格として資格名称に「forestry」を含むものを検索すると、表 6-21のように、
レベルは 2 および 3 のみが見られる。サイズについては、レベル 2、3 ともに「Award」の設定はなく、
「Certificate」、「Diploma」のみである。レベル 2 には一般の「Certificate」よりも学習量は多いが「Diploma」に
は満たない資格として「Extended Certificate」の設定がある。また、レベル 3 には「Diploma」の前後にそれぞ
れ「Subsidiary Diploma」、「Extended Diploma」の設定がされている。

6-2-3-4 実施体制
（１） 監督機関
資格認定団体となるには、監督機関である Ofqual、DCELLS、または CCEA の認可が必要である。
（ア） Office of Qualifications and Examinations Regulation
Office of Qualifications and Examinations Regulation（Ofqual）はイングランドにおける一般的資格及び
職業資格、試験、評価、及び北アイルランドの職業訓練資格を管理する独立機関で、QCF の監督機関を
務める。学位(degree)に相当する資格は管轄対象外となる。また北アイルランドに関しては、中等教育修了
までの資格は Council for the Curriculum, Examinations and Assessment (CCEA; 後述)が担当する。
2010 年 4 月 1 日 Apprenticeships, Skills, Children and Learning Act 2009 により、イギリス議会
（Parliament）および北アイルランド議会（Northern Ireland Assembly）に直接報告する、non-ministerial
government department（大臣が置かれず、直接立法府に報告する政府機関）として正式に発足した 1 。

（イ） Department for Children, Education, Lifelong Learning and Skills
Department for Children, Education, Lifelong Learning and Skills（DCELLS）はウェールズにおけるQCF
の監督機関である 1 。
ウェールズでは、2008 年 11 月にQCFへの参加が決まった。それまでは、Credit and Qualifications
Framework for Wales（CQFW）が使用されてきたが、QCFはCQFWの一部として実施される 2 。
（ウ） Council for the Curriculum, Examinations and Assessment
Council for the Curriculum, Examinations and Assessment （CCEA）は、北アイルランドにおける公立学
校および継続教育機関（institution of further education） 3 でのカリキュラム、試験、評価についての政府へ
の助言、地域内で発行される資格や試験の質・水準の管理、主にGCSE等の中等教育修了までの資格授
与を行う機関である。QCFについては、北アイルランドにおける学校教育関連の範囲について、監督して
いる 4 。
（２） Qualifications and Curriculum Development Agency
Qualifications and Curriculum Development Agency（QCDA）は、もともとQualifications and Curriculum
Authority（QCA）として 1997 年に発足し、イングランドにおける教育・訓練の向上が役割とされた。旧
Department for Innovation, Universities and Skills（DIUS）よりイングランドにおけるQCFの実施を任された。
2007 年 9 月、QCAによる監督機能を独立させてOfqualが、残りの業務はQCDAが担うこととなった 5 。QCDA
は、主に、QCFの実施に向けての準備、European Qualifications Framework（EQF；後述）との関連づけ作
業等を担当した。
2010 年 5 月末、政権交代にともないQCDAの廃止が発表された。業務の一部は終了し、一部はOfqual
等に引き継がれる。2010 年 9 月から 2011 年 3 月にかけて閉鎖・業務引き継ぎの準備がされる 6 。
（３） Sector Skills Councils
Sector Skills Councils（SSCS）は、雇用主の需要にあったスキル構築を目的とした、雇用主主導の独立
機関である。現在、分野別に 23 機関があり、イギリスにおける産業の 90%をカバーしている 7 。QCFにおい
ては資格の評価機関となっている 8 。
SSC は 5 年程前から設立が始まり、イギリス政府や各種行政機関、訓練提供機関、訓練活動への資金配
分機関、その他スキル関係の利害関係者等と強い協力関係を築いてきている。主な目標としては、スキル
ギャップ（ミスマッチ）や不足の低減、生産性・サービスの向上、スキル・生産性向上の機会拡大、学習の供

（４） 資格認定団体
Ofqual、DCELLS、または CCEA の認可を受けた団体が資格の認定を行うことができる。
その資格の内容については、分野等に該当するSector Skills Council（SSC；前述）の認可を受ける必要
がある 1 。
認定団体は、「The Register of Regulated Qualifications」に登録・公表されている。現在、QCFの認定団
体には 125 団体が登録されている 2 。
その中で、介護・ライフケア、環境・エネルギー、食・観光に近いと思われる分野の資格を認定している団
体には、次表のような団体が含まれる。

6-2-3-5 高等教育との関係
（１） イギリスにおける教育制度の概要
イギリスでは、教育に関する権限は、各地方（イングランド、ウェールズ、スコットランド、北アイルランド）に
委譲されており、それぞれ別個に制度が設計されている 1 。それぞれの制度は類似してはいるが若干異な
るため、ここでは特に中等教育修了までの学校教育についてはイングランドの制度を中心として概要に触
れる。
イングランドにおける教育制度では、初等教育から中等教育までの学校教育は 5 歳から 18 歳までであり、
そのうち 16 歳までが義務教育期間とされている。
通常、14 歳から 16 歳（第 10 学年から 11 学年）になると、GCSE（General Certificate of Secondary
Education：中等教育修了一般証書）という中等教育レベルの統一資格を取得する。生徒が選択したコース
（一般的には 7 から 10 科目）を受講し、その後試験を受けて評価がされる。その成績は、就職や進学の際
に選考基準として重視される 2 。科目によっては「foundation」（基礎）の 2 段階が設定されている。試験の結
果、AからGのグレードが付けられるが「higher」の場合はAからD、「foundation」の場合はCからGのグレード
となる 3 。
義務教育修了後の教育には、「Sixth form」、「further education（FE）college」、「tertiary college」などがあ
る。「Sixth form」は、一般教育・学術的教育に重点が置かれ、一部職業教育科目や応用科目も行われる。
「FE college」は、職業教育により重点が置かれている。「tertiary college」は「sixth form」と「FE college」の機
能とを組み合わせた形式であり、一般教育、職業教育の双方が提供されている 4 。

“Sixth form”に進んだ生徒は、一般的に、16 歳から 18 歳（第 12 学年から第 13 学年）の中等教育の最
後の 2 年間でGCE A-Level（General Certificate of Education – Advanced levels：中等教育修了証書 上級
（Aレベル））と呼ばれる資格を取得する。GCSEでグレードAからCの取得が受講要件とされている。2 年間
のうち 1 年目はAdvanced Subsidiary（AS）Level、2 年目はA2 と呼ばれている。AS Levelのみで完了し、A2
には進まないという選択肢もある。各年、それぞれ 3 から 4 科目を選択して授業を受講し、年度末に試験を
受験する 1 。
高等教育に関しては、イギリス全般において、学位や資格は国家ではなく、各大学等の教育機関が独
自に授与している。そのため、資格やその名称は授与を行う機関によって異なっている。ただし、イングラン
ド、ウェールズ、北アイルランドでは、Quality Assurance Agency for Higher Education（QAA）が共通の枠組
みとしてFramework for Higher Education Qualifications（FHEQ）を示しており、一貫性のある資格名称の利
用が推進されている 2 。
FHEQ での高等教育のレベルには、5 段階が設定されており、そのうち最初の 3 段階が “undergraduate”、
残りの 2 段階が“postgraduate”とされている。この 5 段階には、レベル 4 からレベル 8 までの番号付けがさ

FHEQで示された資格の名称は典型的な例であり、今後の変化や新たな必要性が生じた場合に柔軟に
対応できる形の枠組みとなっている。QAAでは、例えばボローニャプロセス等に合わせて、資格説明の追
加・修正の必要がないか常に検討を続けている 1 。

QCFのレベル 2 は、GCSEのグレードAからCまでに、レベル 3 はGCE-Aレベルに相当する。QCFは高等
教育に関する枠組みであるFramework for Higher Education Qualifications（FHEQ）にも関連づけられてお
り、QCFのレベル 4 がCertificates of Higher Education（CertHE)、レベル 8 はPhDに相当する 1 。

護・ライフケアに近いと思われるものを抜き出したが、必ずしも全て網羅しているわけではない。

評価方法は、Entry Level および Level 1 はコースワークのみである。Level 2 以降は、聞き取り試験、コー
スワーク、E-アセスメント、多項選択式試験、口頭試験、各種書類等（エビデンス）、実技、実地試験、タスク
ベース評価（task-based controlled assessment）、筆記試験による評価が行われる。
「Health and Social Care」の資格のうち、Level 2 の構成を例示する。「Health and Social Care」のLevel 2
における資格には、Certificate、Extended Certificate、Diplomaの 3 種類が設定されている。それぞれに必
要な単位（credit）数、必要科目（ユニット）の概要を表 6-15に示す。また、同レベルに関する学習ユニットと
それぞれのcredit数を表 6-16に、その内容（学習成果及び評価基準）を表 6-17に示す。表 6-15最右列
の「必要科目」に示したグループは、表 6-16の最左列に示した「科目グループ」を指す。
「Health and Social Care」のレベル 2 のCertificate を取得するには、表 6-16の科目グループAとBからそ
れぞれ 1 科目（計 2 科目）、あるいはグループAのみから 3 科目を選択し修了する。同レベルでさらに上の
サイズであるExtended Certificate や Diplomaを目指す場合には、さらに科目数を追加して学習する。

6-3 EU EQF/EQAVET
6-3-1 概要と特徴
6-3-1-1 European Quality Assurance Reference Framework for Vocational Education and Training
European Quality Assurance Reference Framework for Vocational Education and Training（EQAVET） 1 は、
EUで品質管理の共通の仕組みを持つことで、職業教育訓練システムと職業教育訓練プロバイダーの質の
向上を目指す制度である。EQAVETは、EU加盟国において透明性、相互信頼、能力・資格の認識を高め
ることにより、労働力の流動性を促進し、職業教育・訓練の質向上を図ることを目的としている。EQAVETに
より、各国で多様な教育制度を尊重しながらも、生涯学習戦略やEUの労働市場の統合を支援し、あらゆる
レベルでの品質向上を促進していくこととされている 2 。
6-3-1-2 European Qualifications Framework
European Qualifications Framework（EQF）は、欧州の各国で異なる資格制度を共通の枠組みで関連づ
けをする仕組みである。EQF を利用することにより、個人や雇用主が各国の資格レベルや教育・訓練制度
に関し、より理解を深め比較可能にすることを目的としている。
従来、EU 各国では国毎に異なる資格制度を有してきたことから、雇用の際、同じ EU 内の他国出身者の
能力水準を認識することが困難であった。EQF の導入により、各国の資格が比較可能となる。
EQFは初等・中等教育から、高等教育、専門教育、職業教育に至るまで、あらゆる種類の教育・訓練・資
格に対応している。EQFを採用することで、従来のように学習量（時間の長さ）や学習機関種別といった「学
習インプット」に着目した制度から、「学習成果（アウトプット）」に重点を置く制度へと移行される。さらに、非
公式教育についての認証を進めることで、生涯学習の奨励にもつながる 3 。
6-3-1-3 European Credit system for Vocational Education and Training
European Credit system for Vocational Education and Training（ECVET）は、EU において、自国外での
滞在時や様々な状況下において取得した、職業関連のスキルや知識の効力認証、認識、蓄積を容易にし、
様々な国や学習環境を移動しやすくすることを目的とした取組である。欧州全体で実施されている職業教
育訓練や資格の互換性向上を目指している。
ECVET の開発は、2002 年、コペンハーゲンプロセスにおいて職業教育訓練の単位交換制度の必要性
が強調されたことを機に開始された。2012 年までに学習成果の単位（ユニット）の面で資格を説明する技術
的枠組みの構築がされる予定である。
ECVET では、各学習ユニットに対し、共通の水準に基づき設定された点数（フルタイム 1 年間の職業教
育訓練により達成される学習成果に対し、60 点）を配分する。これにより、異なる資格制度間で単位
（credit）の移行が可能となり、学習者は、国や状況が変わっても必要な学習成果を蓄積できるようになる。
この制度を活用して、今後、職業教育訓練資格の共通の評価基準が構築できる可能性がある。
また、EUにおける高等教育の単位交換制度であるEuropean Credit Transfer and Accumulation System

6-3-2 目的と経緯
EUでは、成長と雇用に焦点を当てたリスボン戦略が 2000 年に採択されて以来、教育・訓練政策に関す
る取組が活発化していった。2001 年 5 月には、欧州委員会（EC）がEuropean Forum on Quality in VET を
発足させ、職業教育・訓練の品質保証に関して加盟国や利害関係者等が協力する持続可能な基盤の構
築が開始した。2002 年からは、加盟国等の職業教育訓練担当大臣による承認を受けコペンハーゲンプロ
セスが開始し、欧州における職業教育訓練に関する協力強化を図ることとなった 2 。
加 盟 国 の 要 請 を 受 け て 2004 年 か ら 共 通 の 資 格 枠 組 み の 検 討 が 開 始 さ れ た 。 EQF （ European
Qualifications Framework for lifelong learning）が 2007 年 11 月に制定され、2008 年 4 月に欧州議会およ
び理事会で承認された。同フレームワークは、生涯教育推進および EU 圏内の人材流動性向上を目的に、
欧州各国の資格制度を相互にリンク可能にすることを目指しており、EU 加盟国は、2010 年までに自国の
資格制度を EQF に関連づけて、職業資格に係る透明性・比較可能性や互換性を促進するための枠組み
へと再構築することとしている。
2009 年 6 月には、EU 議会および理事会において、職業教育訓練システムと職業教育訓練プロバイダー
の 質 の 向 上 を 目 指 す EQAVET （ European Quality Assurance Reference Framework for Vocational
Education and Training）に関する勧告が採択され、2011 年 6 月までに加盟各国が職業教育訓練の品質保
証システムを改善するように求めている。

EQF、EQAVET は各国の制度を比較可能にするための枠組みであるが、対象分野に関する取り決めは
特にみあたらない。
6-3-3-2 認定の対象
EQAVET は職業教育・訓練の提供や品質管理活動の効果を文書化、発展、監視、評価、向上をしてい
くためのシステムを示す取り組みである。品質に関する原則、条件、指標について共通の基盤を示す。
EQAVET では何らかの認定を行う活動は特に行っていない模様である。
EQF は個人を対象とした認定の枠組みを示す取り組みである。

（２） EQFの体系
EQF の中核は、8 段階の「参照レベル（Reference level）」とされており、各国の資格制度のレベルは、基
礎（「basic」： レベル 1）から上級（「advanced」： レベル 8）のいずれかの「参照レベル」に関連づけられる。
これにより、各国の資格を比較することが容易になり、学習者は国を移動しても同じ内容を学び直す必要が
なくなる。
それぞれのレベルに対し、学習者の学習成果について、知識、スキル、コンピテンス、の 3 つの観点から
説明がつけられる。EQF では、知識、スキル、コンピテンスとはそれぞれ次のように定義されている。

6-3-3-4 実施体制
（１） EQAVET
EQAVETにおいては、関連する活動を行う「EQAVET Network」が設置されている。当該ネットワークの
メンバ ーは、EU加盟国、加盟候補国、EEA（欧州経済領域）加盟国の各代表者、 Social Partners、
Scientific Advisers、European Commission（欧州委員会）代表者で構成されている 1 。
（ア） 加盟国代表者
各加盟国から、基本的に 2 名の代表者が参加する。
そのうち 1 名は、職業教育訓練や資格を担当する省／大臣により任命された者である。通常、同省の中
から実務担当者が就任している。ただし、国の行政体系や担当範囲等により、1 国から複数名の代表者が
任命されている例もある。
もう 1 名は、「National Reference Point」と呼ばれ、各国の職業教育訓練に関する品質保証機関の代表
者である。National Reference Point の主な役割は、既存の関係団体をとりまとめ、国家レベル・地域レベル
において Social Partner（後述）や利害関係者を参加させることにより、当該取組を継続的に実行できるよう
にすることとされている。
（イ） Social Partners
「Social Partners」とは、欧州で一般的に、労使（事業者団体及び労働組合）の代表者を示す 2 。
EQAVET において、Social Partners は、各国内の労働組合、事業主団体、民間企業、商工会議所、技
術・職業訓練機関等を代表する。
EQAVET Network における作業では、Social Partners は次の事項に対応する。
• 各組織等が対象とする分野における職業訓練を通しての、労働市場（成人、高齢者、その他弱者等）
における人材の訓練。
• 社会人の教育・訓練に対する公正なアプローチの提供。特に、極めて重要なスキル（essential skills）や
特定の職業に必要なスキル（job-specific skills）に注目。
• 学習者、保護者、その他のステークホルダーにとって魅力的な職業訓練。
• 労働市場におけるスキルのギャップ（skills gap：ミスマッチ）。
European Trade Union Confederation（ETUC：欧州労働組合連合）、BUSINESSEUROPE、European
Association of Craft, Small and Medium-sized enterprises（UEAPME：欧州クラフト・中小企業同盟）、
European Centre of Employees and Enterprises（CEEP）が“Social Partners”を代表して EQAVET Network に
メンバーとして参加している。
（ウ） Scientific Advisers
EQAVET では、European Centre for the Development of Vocational Training（Cedefop）および European
Training Foundation（ETF）が、技術的・科学的な面の支援を行い、助言機能を果たしている。
Cedefopについては、前述の6-3-3-4（２）（イ）を参照されたい。
ETF は、EU の機関であり、EU パートナー国（主に移行期国（transition countries）および途上国）におけ
る教育・訓練制度の構築に寄与することを目的に 1990 年に設立された。これらの諸国が、教育・訓練・労
働市場システムの改革を通して、潜在的な人的資本を活用できるよう手助けをすることが使命とされてい
る。

（エ） European Commission（欧州委員会)
European Commission（欧州委員会）は、ネットワークの議長となり、各加盟国や Social Partners との協力
のもと、EQAVET の効果的な実施を担保する。
（２） EQF
（ア） European Commission Directorate-General for Education and Culture
European Commission Directorate-General for Education and Culture（DG EAC）は、EUの行政執行機関
に相当するEuropean Commission（欧州委員会）の中で、教育文化を担当する総局（省庁に相当）である。
その中で、EQFに関する事項も担当している 1 。
（イ） European Centre for the Development of Vocational Training
European Centre for the Development of Vocational Training（Cedefop）は、EUにおける職業教育・訓練
の発展を促進することを目的とした欧州機関である 2 。
EQFに関しては、欧州委員会との緊密な協力のもと、分析や調整を通してEQFの実施を支援し、EUにお
ける当該制度の実施に関する問題の比較研究・分析を多数実施している 3 。
6-3-3-5 高等教育との関係
EUでは、ボローニャプロセスを通して、加盟国間における比較可能な高等教育制度の整備を進めてい
る。2005 年に採択された、ボローニャプロセスにおける高等教育の資格枠組みは、基本的に 3 つのサイク
ルで構成されている 4 。
EQFと、欧州における高等教育の資格枠組みとは密接に関連している。両者は互換性を持ち、調整して
実施がされている 5 。
ボローニャプロセスにおける高等教育のレベルと、EQFのレベルの対応関係は次のとおりである 6 。

6-3-3-6 他国の制度との関係
（１） EQFと加盟各国制度との関係
EQFは任意の枠組みであるため、加盟国に対しては公式の法的義務はない。2010 年までに自国の資格
制度をEQFに関連づけ、2012 年までに各資格認定が確実に適切なEQFレベルに対応しておくことが目標
とされている 1 。
