地震予知は困難です。家族と避難場所を打ち合わせておきましょう。
It is difficult to predict when an earthquake will occur.
You should decide in
advance an emergency gathering point for you and your family.

もし地震が起きたら；If an earthquake occurs;

身の安全を守る(家具の転倒・落下、ブロック塀や窓ガラスの転倒)
Stay away from falling objects inside the house and from damaged concrete
walls or broken windowpanes outside.

消火する Turn off heaters and cookers.
出口を確保する。Keep your exits open.
③
振動が止まるまで（約１分間）
丈夫な机などの下で待つ。
Hide under a study table until the quake is
over (about 1 minute)
④ エレベーターや自動車を使わない。
Don’t use elevators or cars.
⑤テレビやラジオから情報を得る。
Get more information from TV or radio.
⑥緊急以外の電話をかけない。
Telephone only in case of an extreme
emergency.

札幌で大規模な災害が発生したときには、札幌国際プラザ（p.25参照）に「災害多言
語支援センター」が設置され、外国籍市民や海外からの旅行者を支援します。
災害時には、
１）災害情報を英語や中国語に翻訳しホームページや地域FMで発信します。
２）外国人の相談窓口を設置します。
３）避難所を巡回し、外国人の避難者の確認や避難生活の相談に応じます。
また、札幌市では平常時より５ヶ国語の「災害時ポケットガイド」を区役所（p.24参照）、
札幌国際プラザ（p.25参照）などで配布するほか、避難所内の案内表示を６ヶ国語で行
う等の取組を行っています。
When a large scale disaster hits Sapporo, a
multi-language disaster support center will be
set up at Sapporo International Communication
Plaza （See p.24）to support residents of foreign
nationality and tourists.
During a disaster:
1) Information on the disaster will be translated
into languages such as English and Chinese on
the website and announced on the regional FM
radio.
災害時ポケットガイド
Multi-language “Pocked-sized
Disaster Guide” is provided at
every ward office.
2) A consultation window will be installed for foreign nationals.
3)Support center members will rotate around evacuation shelters to identify
evacuees of foreign nationality and offer personal consultations concerning their
situation.
In addition, the city of Sapporo created a “Pocket-sized Disaster Guide.” It is
distributed at ward offices (See P.24) and Sapporo International Communication
Plaza (See p.25). The guide is written in 5 languages. Evacuation centers will
provide information in 6 languages.

３．トラブルに巻き込まれた場合 In Case of Trouble
日本人の知り合いに立ち会ってもらうと良いのですが、次のことに注意しましょう。
You should ask Japanese friends for help. Be careful about the following matters.
a．民事事件
Civil Procedures
(1)交通事故に遭った時
Automobile accidents
・警察に連絡し、警察官の立ち会いを求める。
Call the police.
・相手の住所・氏名・電話番号を聞く。
Ask the driver for his/her name, address, and telephone number.
・相手の自動車免許証を見せてもらい、番号を控えておく。
Ask the driver to show his/her driver’s license and write down the number.
(2)家主とのトラブル (p.33 参照) Troubles with landlord
(see p.33)
・都合で即時契約を修了させたい時：解約申し入れ期間相当の賃料を支払うことで解約
できる。
Immediate termination due to unavoidable circumstances on the part of the
tenant: a contract can be terminated by payment equivalent to 1-3 months’ rent.
・貸し主からの契約解除：申し入れ期間後６ヶ月で契約は終了するが、
「正当な理由」*
が必要。
*ⅰ貸し主がその住宅を使う ⅱ借り主の家賃滞納・目的外使用（例えばペットを
無断で飼うなど）がある。
Termination by the landlord: the contract is deemed to be completed six months
after notice with “a justifiable reason*”
＊ⅰ.the landlord himself wishes to use the property. ⅱ.the tenant fails to pay
rent or uses the property for a purpose other than in the contract, e.g. keeping
pets without permission.)
・借り主が建物を明け渡すときには、建物を元の状態戻す義務がある。敷金は退去時の
原状回復の費用を差し引いて返還されるが、その費用や修復の範囲についてトラブル
が起きやすい。それを避けるために：

退去時は家主や管理会社の立ち会いのもとで汚れや破損をチェックする。

納得のいかない修理費を要求された場合は、見積書を請求する。
When a tenant vacates the property, they are obliged to restore it to its origin
condition. Security deposits are often refunded after repair expenses are
deducted for such restoration, but troubles often occur over such expenses. To
avoid them： ①When moving in or out of a property, examine any stains or
damage in the presence of the landlord or a representative of the management
company. ②Negotiate with the landlord for a written repair estimate.
b．刑事事件 Criminal Procedures
弁護士を依頼する権利があります。 You have the right to consult with a lawyer.
(1)刑事事件に巻き込まれた時保障されている権利
You have the following Important Rights in case of Criminal Procedures
①黙秘する権利 The right to remain silent.
②通訳を介して取り調べを受ける権利
The right to be questioned in a language understandable to you with the help of a
competent interpreter.
③逮捕・拘留時に自国の親族もしくは領事館関係者と話をする権利
The right to have a relative or your nation’s consulate notified of your arrest and
detention.
④身体的暴力・拷問を受けない権利
The right to be free from physical violence and torture.
(2)注意すべき点
Important Matters:
①取り調べ調書は後日重要な証拠となる。
What you say during interrogation, and any written report made during
interrogation, can be used as evidence against you in your trial.
②警察官による取調中は弁護士は立ち会えない。
Your legal council is NOT allowed to stay with you during interrogation by the
police.
③暴力・拷問を受けた時は、はっきり記憶しておく。
If something improper happens during your detention or interrogation, remember
the details.

④拘留は継続するが、期限がある。
Your detention may continue for a lengthy time; but in any case, the police
and prosecutors are limited by Japanese law concerning how long you may
be detained.
⑤後に別の犯罪が明らかになった時、再逮捕され、その件で拘留期限が延長される。
You may be arrested on a single charge or crime, held in detention
concerning that charge, and then, if your involvement in other crimes is
later uncovered, be rearrested on another charge or charges (before being
released for the first crime ; the police may then be allowed another
detention period relating to the new charges.
