[1] 2012年9月28日、県知事表敬にて、黒岩祐治知事を囲んで。 On 28th September 2012, at courtesy call to the prefectural governor, With Mr.Yuji Kuroiwa, Governor of Kanagawa Prefecture [2] はじめに FOREWORD 2012 年度神奈川県海外技術研修員受入事業の修了に伴い、 「海外技術研修員報告書」をまとめましたのでここにご報告いたし ます。 この事業は、地域からの国際貢献の一環として、神奈川県が開発途上国等の人材育成を支援するため、1972 年から実施してい る事業です。今年度は5か国(中国、カンボジア・ウズベキスタン・エクアドル・リビア)から7名の研修員を受け入れ、受入 数の累計は 579 名になりました。 この報告書は、国際研修センターに滞在した各研修員が専門研修で学んだことや、日本滞在中に得た体験、印象等を簡潔にま とめたものです。研修員が研修先で学んだことを活かし、母国の発展のために精いっぱい力を注いでいくことを、私たちは心か ら期待しております。 また、研修員たちは日本の文化を学ぶ機会としてホームステイや様々な県内のイベントに参加し、多くの県民の方々の温かさ に接することができました。県民の皆様との交流は、研修員たちの心にいつまでも残ることでしょう。ここに深く感謝申し上げ るとともに、この事業を通して築かれた交流関係が今後とも継続され、それぞれの国・地域との相互理解が深められますことを 願っております。 最後に本事業の実施にご協力並びにご厚意を賜りました多くの関係者の皆様に、この場をお借りして厚くお礼申し上げます。 2013 年 3 月 神奈川県 公益社団法人 青年海外協力協会 With the end of Kanagawa Prefectural Government Overseas Technical Trainees Program as of 2012, we hereby publish the “Overseas Technical Trainees Report”. This program has been carried out since 1972 by Kanagawa Prefectural Government as part of activity of international contribution by regions which is in purpose of supporting the development of human resources of developing countries. For this year, we accepted 7 trainees from different counties (China, Cambodia, Uzbekistan, Ecuador and Libya) of which add up to 579 in total. This report briefly includes experiences and knowledge of what each trainee stayed in the international training center had impressed acquired by the time in Japan. Please be informed that reports will only be published in Japanese and English version. We are strongly encouraged they could help developing their own countries by taking advantage of those they have acquired in training. In addition, as an opportunity to learn Japanese culture, they have participated in a lot of activities such as home stay and prefectural events and had close communication with many friendly residents which they would never forget. Hereby, we would like to convey thanks and will for closer communication from county to regions going forward. At last, it was much appreciated those who had help and support to this program. Volunteering in Tohoku-Iwate The experience that impressed me the most was when we went to Tohoku, Iwate prefecture. The devastation and desolation was overwhelming. But there are lots of people who are helping each other. When we went volunteering, I could experience how hard Japanese are working together to overcome this tragedy. We spent three days volunteering. First we prepared some areas for growing crops and flowers. In these areas once where houses of many families that now can’t live there but can use the space to grow vegetables or flowers. Then we helped cutting and making ropes for an oyster farm. Most of the population in this area was fisherman but after the tsunami they lost everything so we helped a little. The first time a saw the real state of this affected area I felt so overwhelmed. I was very difficult to try to understand their pain and sorrow. It was difficult but in the end I felt I could help a little. I was so happy I could help even if it was so little the work we did. I am thinking about that the most important point int is to support our country's government to provide an excellent infrastructure development, by getting support from Japanese experts to improve the skills for Libyan engineers. Make strong relationship and cooperation between Libya and Japan for so many specializations. The conclusion My life in Japan was filled with a lot of new learning, in every place that I have been. I could find something new. We spent a lot of special moments together, as sisters and brothers, especially for the stuffs they always helped us, and I can't forget those th moments when we traveled or studied together. We traveled so many places around Japan, like: Yokohama, Tokyo, Kamakura, Nagano, Kyoto, Miyagi, Ebina, Iwate, Saitama, Enoshima and Osaka. I had also joined in so many group-activities group like: (Ebina International tional Society), JICA (Japan international cooperation agency)and Talk salon society. Before I came I heard about Japanese people and how respectful they are, but when I arrived I was shocked by Japanese culture , the most kind and respectful that I have met in my life. Sometimes I feel Japanese and Arabic Islamic culture have many common points. Before I came Japan I loved Japan because of its technology and high development of infrastructure, but now I love Japan because of the people I met.
