ティ・エンパワーメント・イニシアチブ」（CEI）の一環としてシマビが出資する水道・衛 生プロジェクトのプログラム・コーディネーター。このプロジェクトは、IRC 及びシマビ が共同で推進している。 【国際】 ●キャンペーン：NGO から EU への要請：水・衛生分野にもっと投資を ウォーターエイド及びティアファンドは、イギリス政府に対し、欧州連合議長国として の立場を活かして、水及び衛生分野に関して、質量ともにより改善された援助をただちに 確保するよう要請するキャンペーンを開始した。 ●国連サミット：グローバル規模の計画のなかで無視されている水問題 ストックホルム国際水研究所（SIWI）のエグゼクティブ・ディレクター、アンダース・ バーンテル氏によれば、近々開催が予定されている 2005 年国連世界サミットでは、世界各 国約 170 名のリーダーによってグローバルな行動計画が承認される予定だが、この計画に おいて、疾病対策や貧困の撲滅における「水」の重要性が無視されているという。 ●民営化：貧困層への水供給を実現できるか スウェーデンのアナリスト、フレドリック・シガーフェルト氏は、「ファイナンシャル タイムズ」紙に掲載された投稿のなかで、「水道事業の民営化は貧困層のためにならない」 とする水関連活動家の主張に反論している。シガーフェルト氏は、開発途上国における水 道事業の民営化が通常は「良好な結果」を残していると主張しているが、一方で、新たな 研究によれば、1990 年代の官民パートナーシップ（PPP）は高い率で失敗に終わったこと が明らかになっている。 【今週の発言】 ●ファティマ夫人（30 歳、タマル、ガーナ） 西アフリカを襲った豪雨を一因とするコレラの発生により、過去数ヶ月間で数百名の犠 牲者が出た。 ●アフリカ、世界水週間：アフリカ各国閣僚は「衛生問題に優先的な配慮を払うべき」と 主張 ストックホルムで開催されている「世界水週間」に出席しているエチオピア、レソト、 ウガンダの水関連担当閣僚は、衛生問題にもっと優先的に取組み、資源を投入するよう求 めた。 ●エチオピア：意欲的な水・衛生プログラム開始へ エチオピアは今後 7 年間かけて、6000 万を超える国民全体を対象に、清浄な水と基本的 な衛生アクセスを普遍的に（ユニバーサルサービスとして）提供するプログラムを開始し ようとしている。 ●ケニア：コミュニケーション重視のアプローチを採用する水関連サービス機関 ケニアは、国内の水関連部門の包括的な改革に関するコミュニケーション戦略を開発・ 実施したアフリカ最初の国となった。 【中東及び北アフリカ地域】 ●サヌア（イエメン）：豪雨によって暴露された首都の杜撰な水計画 2005 年 8 月 18 日・19 日にイエメンの首都サヌアを襲った豪雨によって、大規模な洪水 が発生し、多くの溺死者が出た。これにより、この都市の水管理計画の欠陥が明らかにな った。 ●イラク：フセイン政権下で干拓された湿地のほぼ半分が回復 サダム・フセインはシーア派の蜂起を抑えるため、古代から残る国内の湿地帯の干拓を 進めたが、現在ではほぼ半分が回復し、人間・動物ともに、伝統的な居住環境が保護され る望みが出てきた。 【アジア・太平洋地域】 ●イラン：コレラ発生で農家に 5550 万ドルの損失 イランにおいてコレラが発生し、政府が青菜類の栽培・販売を禁じたため、国内農家は 少なくとも 5550 万ドルの損害を被っている。 （Vilnius）及びアリトゥス（Alytus）の削除に続く措置である。 【西欧・北米地域】 ●フィンランド：開発援助では水供給を優先すべき（世論調査） 公的な世論調査において、フィンランド国内回答者の半数以上は、開発援助において優 先すべき項目として水供給を挙げた。 ●アメリカ合衆国：ハリケーン「カトリーナ」、最も懸念される清浄水の供給 米国のメキシコ湾岸地方を襲ったハリケーン「カトリーナ」の被災者にとって、清浄な 飲料水へのアクセスが最大のニーズとして浮上しつつある。電気・空調とも使用できない 状態で、被災者に水を供給し続ける必要がある。また、蚊が媒介する疾病の危険も高まっ ている。 【著名人関連】 ●アマゾンウォッチ：エクアドルでのシェブロン／テキサコ、熱帯雨林汚染訴訟によるト ラブルが増加 環境保護団体「アマゾンウォッチ」によれば、エクアドルにおけるシェブロン／テキサ コは、過去の石油採掘権に基づくテキサコの事業運営をめぐって、エクアドルの熱帯雨林 における環境問題を扱う「世紀の裁判」で不利な状況に追い込まれつつある。 ●テムズウォーター・チリ前社長、罰金刑に チリの証券規制当局である証券・保険監督庁（SVS）は、テムズウォーター・チリ社及び 水道事業者エスビオの前社長エデュアルド・ヴァーデュゴに対し、支払い・契約をめぐる 不正により、16 万 2000 米ドルの罰金支払いを命じた。 ●WSP スタッフの動向 WSP 水・衛生プログラム（WSP）本部において知識管理アナリストを務めたハイウォン・ チャ・キム（Hywon Cha Kim）は、9 年間にわたる WSP コミュニケーション担当チームでの 専属勤務を経て、プログラムを辞任した。 ●モンバサ水道職員に対する批判 先日発足したモンバサ上下水道公社のディレクター数名が、モンバサ市長の親戚・友人 であるとして批判に晒されている。 ●南アフリカの学生、ストックホルム青少年水道賞を獲得 南アフリカの学校によるチームが、その発明により、2005 年度ストックホルム青少年水 道賞と賞金 5000 米ドルを獲得した。発明は「夜間消費水量最小化器」と呼ばれ、小規模な プロジェクトに関する実績モニタリング業務 カナダ国際開発庁（CIDA）は、2004～2008 年にインドネシアで実施される「スラウェシ 水・衛生プロジェクト」（SWASH）に関して、実績モニタリング業務（推定請負価格 11 万 米ドル）を提供するため、コンサルタントへの業務委託を検討している。 ●バングラデシュ：ディシャリ衛生イニシアチブにウォーターエイドが参加 ウォーターエイド・バングラデシュは、WSP-SA、プラン・バングラデシュ、ダカ・アー サニア（Dhaka Ahsania）・ミッションと提携する形で、地方政府ベースの衛生イニシアチ ブ「ディシャリ（Dishari）プロジェクト」に参加した。 【新たに得られた教訓】 ●スラムからの需要に対応するバンガロール水道事業者 インドの都市バンガロールの例を見ると、パフォーマンスの改善と説明責任を求めるス ラムからの要請に関して水道事業者による対応を開始させるうえで、外部からの要因がど の程度影響を及ぼしうるかが分かる。 ●南アジア：総合的な衛生対策は、「特効薬」ではない 南アジア水衛生プログラム（WSP-SA）が委託した最近の研究では、バングラデシュ、イ ンド、パキスタンで実施されている総合的衛生対策は、村落地域における衛生という面で の「特効薬」ではないと述べられている。 ●エチオピア：学校におけるトイレ不足の影響が最も深刻なのは 10 代少女 干ばつの被害を受けやすいエチオピアの周縁化された地域ベニシャンガル・グムツ （Benishangul Gumuz）においてウォーターエイドが実施した新たな調査によれば、学校に おける適切な衛生設備の不足により最も深刻な影響を受けているのは 10 代の少女たちで ある。 【最新テクノロジー情報】 ●家庭用水処理：ネットワーク拡大で認知も改善 家庭用水処理・安全保存促進国際ネットワーク（The International Network to Promote Household Treatment and Safe Strage, HWTS）は、これまでの 20 加盟機関から、70 加盟 機関以上へとネットワークを拡大した。新規加盟の多くは開発途上国の機関である。 【資料・新規刊行物】 International Campaign: NGOs call on EU to spend more on water and sanitation WaterAid and Tearfund have launched a campaign calling on the UK government to use its presidency of the European Union (EU) to immediately secure more and better aid for water and sanitation. UN Summit: water neglected in global plan A global plan of action due to be approved by some 170 world leaders at the upcoming 2005 UN World Summit neglects the importance of water in fighting disease and eradicating poverty, said Anders Berntell, executive director of the Stockholm International Water Institute (SIWI). Privatisation: can it get water flowing to the poor? In a commentary published in the Financial Times, Swedish analyst Fredrik Segerfeldt counters the arguments of water activists who say that water privatisation does not benefit the poor. While he claims that water privatisation in developing countries has usually had “good results”, new research has revealed high rates of failure for public-private partnerships (PPPs) in the 1990s. Mexico: municipalities refuse to pay water debt The mayor of Nezahualcóyotl, Luis Sánchez Jiménez says he will not pay the water debt it owes the Mexico state water commission (CAEM), until better services are provided. Brazil: government expects a million new water tanks Brazil's federal government expects the construction of one million water tanks to irrigate and provide potable water to the semi-arid regions by end-2008. Central & Eastern Europe Lithuania, Marijampole: HELCOM removes another Hot Spot from Baltic Sea major polluters list On 12 August 2005, the Helsinki Commission (HELCOM) officially removed the city of Marijampole from the list of the Baltic Sea’s most significant pollution sources. This follows the removal of Vilnius and Alytus earlier in June. Western Europe & North America Finland: water supply among development aid priorities, opinion poll In a public opinion poll over half of Finnish respondents mentioned water supply as a priority for development aid. USA: Hurricane Katrina, clean water top concern Access to clean drinking water is the biggest emerging need for the victims of Hurricane Katrina that hit the US Gulf Coast. With no electricity or air conditioning, people need to stay hydrated. There is also an increasing risk of mosquito-borne illnesses. Former president of Thames Water Chile fined Chile's securities regulator (SVS) has slapped Eduardo Verdugo, the former president of Thames Water Chile and water utility Essbio, with a US$162,000 fine for alleged payment and contract irregularities. Mombassa water officials under fire Some of the directors of the recently launched Mombassa Water and Sewerage Company have come under fire. They are allegedly relatives and friends of the mayor of Mombassa. South African students win Stockholm Junior Water Prize A South African school team won the 2005 Stockholm Junior Water Prize and USD 5,000 for their invention, called the ‘Nocturnal Hydro Minimiser,’a revolutionary solution to minimise the need for water in small-scale irrigation. Projects Latin America: Cost-effective Solutions to Reach MDGs in Sanitation in Coastal Cities project The Inter-American Development Bank has approved a regional project Cost-effective Solutions to Reach MDGs in Sanitation in Coastal Cities. Indonesia: performance monitoring services for the Sulawesi Water and Sanitation Hygiene CIDA project The Canadian International Development Agency (CIDA) is considering retaining the services of a consultant to provide Performance Monitoring Services (estimated value USD 110,000) for the 2004-2008 Sulawesi Water and Sanitation Hygiene Project (SWASH), Indonesia. Bangladesh: WaterAid joins Dishari Sanitation Initiative WaterAid Bangladesh has joined the local government based sanitation initiative, Dishari project, as a partner with WSP-SA, Plan Bangladesh and Dhaka Ahsania Mission. Lessons Learned Bangalore water utility responds to demands from slums The Indian city of Bangalore is showing how external forces can influence a water utility to begin responding to demands from slums for improved performance and accountability. South Asia: total sanitation approach no ‘magic bullet’ The total sanitation approach as implemented in Bangladesh, India and Pakistan is no ‘magic bullet’ for rural sanitation, says a recent study commisioned by the Water and Sanitation Program-South Asia (WSP-SA). Ethiopia: teenage girls hardest hot by lack of school latrines A new study by WaterAid in Benishangul Gumuz, a remote, drought-prone and marginalised region of Ethiopia, has shown that teenage girls were hit the hardest by a lack of decent school sanitation. Technology Update Household treatment: expanding network gaining recognition The International Network to Promote Household Water Treatment and Safe Storage (HWTS) has expanded from 20 to more than 70 participating institutions, many from developing countries.
