地域事務所の将来像の実現に向けた組織改革に、本プロジェクトと平行して継続して取り組ん
でいく必要があることから、これを計画局配属予定の長期専門家の TOR に付加する予定。
３－８－６　「ア」国公用語の使用について
「ア」国の公用語はダリ語とパシュトー語であり、十分な英語力を有する人材はごく少数であ
ることから、C/P の十分な理解を得るために、「第９条　成果品等」に記述の成果品等はダリ語及
びパシュトー語による報告の作成を行う。同様の目的のために、これに限らず、委員会等での配
布資料についても適宜両言語版を用意し、また両言語の通訳を入れるなどの工夫をする必要があ
る。
３－８－７　体制モデルの作成について
プロジェクト目標のとおり、本プロジェクトは「カブール地区における道路維持管理体制」の
構築を目的とするものであるが、ゆくゆくは本プロジェクトで作成した体制を「維持管理体制モ
デル」として、各地方事務所と本省との関係に適用していくことを想定している。
プロジェクト実施期間中に、他地域事務所の現状、他地域事務所に展開していくにあたっての
留意点などを取りまとめておくことが望まれる。
３－８－８　パイロットプロジェクトの実施について
「ア」国における支援活動は、ようやく戦後の緊急援助期から復興期に入った段階であり、組
織の構築や人材の CD とともに、基本的なインフラの整備事業も同時に進めていく必要性が高い。
道路維持管理分野においても、「ア」国政府による現状維持管理は全く実施されていない状況であ
り、ドナーの支援によってこれまでに建設された道路も、ドナーによる維持管理がなされない限
り日に日に傷んでいく状況である。また、長期間にわたる戦争を経験してきたアフガニスタン人
にとって、自らのキャパシティを向上するためのモチベーションの維持においても、目にみえる
形の成果は重要である。かかる状況下、「ア」国における技術協力プロジェクトでは、パイロット
プロジェクトの規模を一般的なものに比して大きく設定する効果が認められており、本プロジェ
クトもこれに倣っている。
一方で、パイロットプロジェクトはあくまで職員及び組織の CD を目的とした研修の一環とし
て実施するものであり、この点に益するよう配慮する。また反省会ワークショップを通じて、研
修者自身が仕事の仕方について考えて気付きを得、情報が共有されることで「ア」国にあった仕
事の仕方が構築されるとともに、MPW 組織として知見が集積されることが望ましい。
また、今回は FA による実施と外注による実施との両方を計画しているが、効果をより高める
ために、例えば両者に隣接する区間の維持管理業務を実施させ、成果を競わせるなどの工夫も一
案である。
なお、パイロットプロジェクトの実施区間選定にあたっては、MPW の道路整備計画との整合
性をとるとともに、実施区間の治安状況にも十分に配慮すること。
