ビザの申請手続きについて
東北大学で留学生として学ぶためには「留学生ビザ」が必要です。
【大学推薦による国費外国人留学生（文部科学省奨学金留学生）】
① 所属する予定の部局から、国費留学生の採用の連絡を受けたら、パ
スポートの取得手続きをしてください。また、国費留学生としての受
入証明書作成のため、所属する予定の部局に写真２枚を送付してくだ
さい。
② 国費留学生受入証明書を持参のうえ、直接在外公館へ出向き、査証
を申請してください。
③ ビザが発給されたら、パスポートの査証欄に Government
Scholar の記載があることを確認してください。
【大使館推薦による国費外国人留学生（文部科学省奨学金留学生）】
日本大使館、領事館の指示にしたがって行いましょう。
【私費留学生】
① 入学許可書を受け取ったら、パスポート取得手続きをしてください。
② 所属する予定の学部・研究科が「在留資格認定証明書」の代理申請
をしています。連絡を受け取ったら、申請書、写真 2 枚、その他必要
とされる書類を返送してください。代理申請を行わない学部、研究科
もありますので、連絡がない場合は、入学先の学部・研究科又は指導
教員等に問い合わせてください。
③ 東北大学から「在留資格認定証明書」が郵送で届きます。
④ パスポート、「在留資格認定証明書」
「入学許可書」を持って大使館
あるいは領事館で留学ビザの発給申請をしてください。
⑤ ビザの発給とともにパスポートと「在留資格認定証明書」が返却さ
れます。
注意：上記以外の資料も求められることがありますので、事前に確認
してください。また、「在留資格認定証明書」は日本入国時に提出し
なければならないので、必ず持参してください。

宿舎
1. 学生寮
東北大学には、留学生及び外国人研究者を対象とした宿舎として、
「東北大学国際交流会館」と「ユニバーシティ・ハウス三条」があります。
東北大学国際交流会館は、本学で教育・研究に従事する外国人研究
者及び外国人留学生の宿舎として、教育・研究の国際交流の促進に資
することを目的に 1983 年 11 月 (1989 年及び 1994 年に増築）に開館
しました。
ユニバーシティ・ハウス三条は、国際化をけん引できる人材の育成、
8 人を 1 ユニットとする居住構成、安心・安全・快適な生活環境、夏
季休暇期間中の短期利用などを基本コンセプトとした教育的施設の学
生寄宿舎として 2007 年 4 月に開館しました。

2. 民間アパート
留学生課では皆さんの学生生活や研究活動がスムーズに開始できるよ
う、アパート探しに役立つガイドブックの配布や、物件情報の提供、
説明会の実施などの支援を行っています。また４月と９月には、言葉
に不安のある新規渡日の留学生を対象に、アパート探しの手助けをす
る学生サポーターの協力を得ることができます。アパート探しについ

渡日後の諸手続き
渡日後、大学や区役所等で様々な手続きをすることになります。す
ぐに行う必要のある諸手続きには次のようなものがあります。
●大学での手続きとオリエンテーション

□ 指導教員へのあいさつ（事前に連絡してから訪問すること）

●住所のある区役所での手続き
【戸籍住民課】
□ 外国人登録
来日後、90 日以内に外国人登録を行う必要があります。
→必要なもの：外国人登録申請書、パスポート、
写真 2 枚（W4.5cm×L3.5cm）
手続き後、約 2 週間で外国人登録証明書が交付されます。証明書を区
役所で受け取るときにもパスポートが必要です。また、外国人登録証
明書は外出する時は常に携帯しなければいけません。携行しなかった
場合、20 万円以下の罰金に処されます。

□ 外国人登録証明書・外国人登録原票記載事項証明書
新規に外国人登録をする場合は、同じ窓口で「外国人登録証明書交付
予定期間指定書」を発行してもらいます。更に「
（外国人）登録原票
記載事項証明書」の申請をします。
（証明手数料が 1 通 300 円）
この証明書は、外国人登録証明証が未発行の期間に、郵便局や銀行で
預金口座を開設する時に必要です。文部科学省奨学生は奨学金受給に
郵便局口座が必要なので必ず申請してください。

【保険年金課】
□ 国民健康保険の加入
在留資格が「留学」である留学生は、留学期間に関わらず、国民健康
保険への加入が義務づけられています。外国人登録と同時に国民健康
保険加入手続きを行ってください。後日「国民健康保険被保険者証」
が発行されますので、医療機関にかかる場合は必ず提示してください。
保険料は、前年度日本で所得のない人、または少ない人は減免されま
す。
□ 国民年金の加入・保険料免除申請
国民年金は、加入者が高齢になったり障害を負った時に保険金を受け
取ることができる制度です。20 歳以上の留学生は、区役所で外国人
登録と国民健康保険の加入手続きをする時に、国民年金加入の手続き
も必ず行ってください。学生や所得の低い人は申請すれば保険料が免
除になる場合があるので、加入と共に保険料免除申請をすることがで
きます。免除審査結果の通知が郵送される前に年金の請求書が届きま
すが、審査結果が届くまで支払いをしないでください。免除審査の結
果通知葉書は申請してから約 1 ヶ月後に届きます。所得がある場合や
免除申請しない場合は、毎月 1 万円以上の保険料支払いが必要になり
ます。また免除申請は毎年行なう必要がありますので注意してくださ
い。

病気・けが
渡日前は忙しいと思いますが、食事や睡眠を十分とって、健康状態
を最良に保ってください。アレルギーの検査なども済ませてくると、
万一の場合に安心です。持病がある場合は、常備薬か医師の処方箋を
持参するとよいでしょう。到着直後は、気候の変化、時差の影響で体
調を崩すことがあるので、無理なスケジュールは立てず充分な休養を
とってください。
また渡日後、緊張や、環境の変化によって、精神的にも不安定にな
ることがあります。一人で悩まず、大学の保健管理センターや国際交
流センターの留学生相談室などで気軽に相談してください。

the Japanese Government Scholarship program. In addition, please

If you are staying in Japan under a student visa, you can obtain
permission for your dependent(s), such as spouse and/or children, to
stay in Japan with you for one or two years under a Family ( 家族滞在
Kazoku Taizai) visa.
Warning: If your family enters Japan under a Short-term ( 短期滞在
Tanki Taizai) visa (i.e. a tourist visa), it will be very difficult to exchange
this for a Family visa once you have entered Japan.

Housing
1. Student dormitories
Tohoku University has dormitories for housing international and
Japanese students. These are Tohoku University International House
and University House Sanjo.
Tohoku University International House was opened in November,
1983 (the facility was expanded in 1989 and 1994) as a dormitory for
foreign students and foreign researchers who engage in education
and research, for the purpose of promoting international exchange in
education and research.
University House Sanjo was opened in April, 2007 as a dormitory for
students under four basic concepts; fostering of human resources
that can take the initiative in internationalization, forming each living
unit organized by eight students, offering secure and comfortable
living environments, and allowing for short-term usage during
summer holiday season.

Proceedures after arriving in Japan
After arriving in Japan, you will have to perform a number of
formalities at the ward office ( 区役所 Kuyakusho) of the ward in
which you will be living, and at the university. The following must be
performed promptly.

You must undergo alien registration within 90 days of their arrival in
Japan.
Required items: Alien Registration application, passport, 2
photographs (L4.5cm x W3.5cm).You will have to pick up your
Certificate of Alien Registration about two weeks after your
application has been submitted. When picking up the certificate from
the ward office, you must present your passport. You must carry your
Certificate of Alien Registration with you whenever you leave your
residence. Failure to do so can result in a fine of up to 200,000 JPY.

When applying for a new Certificate of Alien Registration, it is
advisable to obtain a Certification of Registered Information on the
Registration. This certificate requires a separate application. Each
certificate costs 300 JPY.
This certificate is necessary to open postal or bank accounts while
your Certificate of Alien Registration application is being processed.
This is particularly important for Japanese Government
(Monbukagakusho) Scholarship students, as they must open a postal
account to receive their scholarship money.

Illness and injury
Although you will be busy with preparations for coming to Japan,
please take time to get plenty of rest and good food, and take care of
your health. It is also advisable that you undergo allergy testing
before your arrival. If you have any chronic conditions for which you
require medication, bring the doctor's prescription. We advise that
you avoid planning a busy schedule immediately after your arrival, as
you may feel unwell due to the different climate and jet-lag.
It is also normal to feel psychological stress due to nervousness and
the change of environment. If you are feeling distressed, please do
not hesitate to inquire about counseling at the Health Administration
Center or the Counseling Room at the Center for International
