目次 Index Risk & Architecture Workshop 2014 Risk & Architecture Workshop 2014 in Ishinomaki, Japan 石巻ワークショップの概要／ Outline 【目的】 P.3 Risk & Architecture Workshop 2014 目的 / Purpose P4-5 石巻ワークショップ概要 / Ishinomaki workshop Outline P.7 石巻ワークショップスケジュール詳細 / Schedule Details P.8-9 石巻ワークショップテーマ詳細 / Theme Details P.10~ RAW について / About RAW P.10 組織 / Organization P.11 ワークショップが目指すもの / The Project's Philosophy P.12-13 経緯 / Historical backgroung of the Association 沿岸部に甚大な被害をもたらした東日本大震災。あれから３年が経とうとする石巻では、最大の被災都市としてそ の復興に世界が注目する中、 様々な動きが具体的に始まっています。そんな中、 私たちが体験した「自然災害のリスク」 についていま一度皆で考えてみる機会が必要なのではないでしょうか。 そこで私たちは、被災後の石巻市において、 「リスクマネジメント」という視点から都市を捉え直す事を考えました。 国内外の専門家、都市や建築を学ぶ学生が被災地の現状に触れながら、自然災害のリスクに対応することを出発点と したデザイン提案を地域の人とともに考えます。そうしたデザインが、単なる防御であることを越えてどう都市生活 を豊かにする可能性があるかを考えるワークショップを行います。 このワークショップが目標とするのは、ワークショップでの提案を具現化する道筋をたてるという目標以上に、地域 で具体的な課題に取り組む人々が、各自のプロジェクトを実現する中でどうそれがリスクマネジメントを同時に実現 できるかという可能性を感じてもらうことです。 川湊から生まれた石巻は、自然との力強い関係を再構築するポテンシャルを持っています。リスクを正しく認識す ることで、自然への応答がむしろより良い都市デザインのきっかけとなることを学び、災害弾力性と質の高い暮らし P.14 協力 / Supporters を両立した石巻の将来像を共有することを目指した企画です。 Three years have passed since the Great East Japan Earthquake, which devastated large areas of coastal cities in Tohoku Region. As the biggest city among the Tsunami hit area, Ishinomaki started to recover from the chaotic situation and has developed several ongoing projects from citizen's level to municipal level. Such actions stand as proof on how developed societies reorganize new born post-disaster cities against increasing natural disasters. Thus, it is a good moment to think about “ City and Natural Disaster Risk ”. Risk & Architecture Workshop (RAW) aims to re-organize the city from a Risk Management point of view. International and local experts together with students will propose designs based on Risk Management ideas, in collaboration with local people who are actively working in Tsunami-hit areas. In this way, RAW emphasizes the role of design in decreasing the vulnerability of urban areas to natural disaster, while in the same time, improves the quality of urban living. Apart from aiming for future prospects for implementation, the goal of RAW Ishinomaki is to create awareness on the possibility of involving Risk Management ideas into ongoing/future projects, to help local activists, NPOs, institutional representatives, and citizens. Born from river and sea, Ishinomaki has the potential of reconstructing a strong connection to nature. By recognizing risk as an opportunity to design for natural-engaged future cities, RAW will share the possible perspective for both resilient and liveable Ishinomaki. 2 3 Risk & Architecture Workshop 2014 in Ishinomaki, Japan Risk & Architecture Workshop 2014 in Ishinomaki, Japan 石巻ワークショップの概要／ Outline 石巻ワークショップの概要／ Outline 【内容 /Content】 【参加費用／ Participation Fees】 2014 年 3 月 11 日～ 22 日（12 日間）の間滞在型のワークショップを行い、地域の課題やリスクマネジメントに [ 日本からの参加 ] ついて学びながら、2030 年の石巻の都市像を描きます。 参加費 24,000 円 ワークショップは、以下で構成されます：調査、シンポジウム、提案作成、展示、出版。（展示・出版は WS 終了後） 内訳：仙台での宿泊費 / 石巻での宿泊費 / 仙台 - 石巻の移動 / 講師代 ワークショップでは、リスクマネジメントの考え方を理解することから始めます。その後、石巻を訪れ現地調査や地 参加費に含まれないもの：仙台までの交通費、食事代等 域の人へのインタビューを行います。仙台に戻り、専門家にアドバイスをもらいながら広域でのシナリオと具体的な # 支払い手続きについて 敷地での提案を作成します。最終的に、石巻で市民の前で発表会を行います。 2 月中旬を目処に口座振込で徴収致します。 Risk & Architecture Workshop Ishinomaki 2 weeks (11– 22.03.2014). Starting by Ishinomaki-Sendai / Travel expenses between Tokyo-Sendai understanding Risk Management from the presentation of experts, participants will go to Ishinomaki for site surveys excluded : Air plane fee (Europe-Japan) and interviews. Afterwards, they will work on elaborating proposals for specific sites and problems back in Sendai.
