Older source material has been included where it contains relevant information not available in more recent documents. 5 日本語訳は，法務省入国管理局による仮訳である。 6 FEBRUARY 2009 UGANDA 近年の歴史 フリーダムハウスの 2008 年 7 月 2 日発表の Freedom in the World 2008, Uganda（世 界における自由ワールドレポート 2008：ウガンダ）は、2007 年の出来事をまとめたも ので、次のごとく述べている。 「1962 年に英国統治から独立してからしばらくはウガンダの政情は不安定なものであ った。ますます独裁的指導者となっていたミルトン・オボテ大統領は、1971 年にイデ ィ・アミン少将により追放された。何千人もの人を殺害するというアミンの蛮行の記事 が世界的なニュースとなった。1978 年にタンザニアに侵攻したアミンの軍隊はタンザ ニア軍とウガンダからの亡命者達により追い返され、これが命取りになってアミンは失 脚した。1980 年に不正選挙でオボテが返り咲き、北部ウガンダ出身者たちをバックと し、南部ウガンダの少数民族が主体の反対派グループを激しく抑圧した。 「オボテは、1985 年のクーデターで再び追放される。政情は悪化し、1986 年にヨウェ リ・ムセベニ率いる国民抵抗軍が権力を握るまでつづいた。多数派支配民主主義がアフ リカにおける宗教的・民族的緊張を増幅させていると主張するムセベニは、「無党制」 を導入し、いかなる党派にも属さないと言われている唯一の政治組織である国民抵抗運 動（NRM）だけが自由に活動できるようにした。このシステムは 20 年間続いた。 「ムセベニと NRM は、2001 年の大統領選および議会選挙に悠々と勝利を収めた。人 権団体および援助国によれば、国営メディアその他の公式報道がムカベニ大統領候補支 援のために動員され、ほとんどの公認政党の活動を禁じて反政権グループを妨害した。 しかしながら、ムサベニが公開競争においても勝ったであろうと言うのが大方の見ると ころであり、観測筋によれば、実際の投票・集計プロセスはかなり透明性の高いもので あったという。 野党は、大統領選挙は不正操作されていたと主張し、続く議会選挙を ボイコットした。一方では、議会における NRM の安定多数が、軍などの支配勢力とつ ながりのある団体出身者を含む多数の特別利益代表により強化される結果となった。 「2002 年に下院を通過した政党および政治団体に関する法律は、登録した政党は全面 的に活動できるという条件を定めた。2003 年の憲法法廷では、法の一部には政党の実 質的な活動を妨げており、憲法違反であるとの判決が下された。この判決にもかかわら ず、NRM が国の政治を支配し続けた。2004 年の憲法法廷は、政党活動の自由に対する 制約を無効とした。2005 年の国民投票により、政党禁止を解除することと、大統領の 三選禁止を撤回することが承認された。その結果、ムセベニは 2006 年に再選されるこ とが可能となった。 「ムセベニの対抗馬である民主変革フォーラム(FDC)のキザ・ベシグエが亡命先から戻 り、大統領選への出馬を発表した。その後、彼は、反逆、テロ、レイプおよび武器不法 所持の疑いで逮捕された。2006 年の大統領選挙では、在任期間の長さを生かして、ム サベニが 59%の票（公式発表）を得て、ベシグエに勝利した。同時に行われた議会選 挙では、NRM が絶対多数を獲得した。ベシグエにおいては、後にレイプの疑いは晴れ たものの、2007 年末時点で、反逆のケースはペンディングのままである。 「近隣国との間の緊張関係は最近まで続いている。特に、コンゴ共和国(DRC)、ルワン ダおよびスーダンとの間に緊張関係がある。たとえば、2007 年 11 月には、ウガンダ軍 は、無法者のコンゴ人ローラント・ンクンダ将軍に忠誠を誓う軍隊と国境地帯で衝突し 6 This COI Key Documents contains the most up-to-date publicly available information as at 1 January 2009.
