査証（ビザ）と在留資格

Accommodation
日本に入国しようとする外国人は、入国目的や在留
中の活動内容・滞在期間にあった在留資格の査証（ビ
ザ）を自国の日本大使館（領事館）で受けなければな
りません。
短期滞在査証を除き、
査証（ビザ）の取得申請には、
多くの場合、日本の法務省入国管理局が発行する「在
「在
留資格認定証明書」
が必要になります。あらかじめ
留資格認定証明書」を取得した上で査証申請する場合
には、取得しないで申請した場合と比較して、短期間
に査証を取得できます。同証明書は日本の受入大学・
企業などが、本人に代わって入国管理局で申請するこ
とができます。
京都大学には、外国人研究者および留学生のための
宿泊施設「国際交流会館」があります。滞在中の住ま
いについては受入教員に相談してください。

詳しくは、
International researchers will need to apply for a
Japanese visa. The type of visa necessary will depend
on the activity type and/or the length of stay.
The application for the visa should be made at the
Japanese Embassy/Consulate in the researcher's home
country. It is recommended that a "Certif icate of
Eligibility", issued by the Immigration Bureau of the
Ministry of Justice, be obtained for most visa
applications (excluding Temporary Visitor visas). The
Cer tif icate has the advantage of speeding the
completion of immigration procedures. A hosting
university or company can apply for it as the applicant's
proxy.
International researchers may apply for accommodation
at the Kyoto University International Houses.
Please consult with your host professor about
housing in Japan before arrival. For further information,
please refer to the Housing section (P.11-).
保険
医療機関にかかる際、保険に加入していないと、高
額の費用を支払うことになります。自国で保険に加入
している方はその保険会社に届出をし、その保険が、
日本滞在中の疾病・傷害の医療費用に適用されない場
合は渡日前に海外旅行傷害保険に加入することをおす
すめします。
なお、日本の公的な医療保険に加入しなければなら
ない場合があります。
詳しくは、2. 法律上の手続き（1）（P.3 ∼）を参照
の上、受入教員（受入部局担当者）へお問い合わせく
ださい。
＜京都大学で受入れる外国人研究者の在留資格について＞
京都大学で研究活動を行なう外国人研究者は、通常
「教授」
・
「文化活動」
・
「短期滞在」のうち､いずれか
の在留資格で渡日、在留することになります。
「教授」
京都大学もしくは日本の教育研究機関・
財団から日本滞在中の経費・報酬が支払
われる場合
日本への持込禁止・制限物品
日本へは銃器、麻薬等のほか、知的財産権を侵害す
る物品等、法律により持込みが禁止、または規制され
ているものがあります。違反した場合、法令により厳
しく罰せられますので、絶対に違反しないようにして
ください。
持込禁止・制限物品の詳細は下記税関のウェブサイ
トで確認してください。
「文化活動」報酬を伴わない学術・芸術上の活動で、
経費出途が日本国内外の団体、機関もし
くは私費の場合
「短期滞在」国際シンポジウムに出席するなどの目的
で渡日する場合
※短期滞在査証には、在留資格認定証
明書の交付申請制度はありません。
※査証免除措置国・地域から渡日し、在
留が短期間の場合、査証免除の措置があ
ります。詳しくは、

出入国港にて
3 ヶ月を超える在留資格をもって日本に滞在する外
国人には、在留カードが発行されます。
（在留資格が
「短
期滞在」の場合、および、その他の在留資格であって

も在留期間が 3 ヶ月等の場合は、発行されません。
在留カードは、成田、羽田、中部および関西国際空
港に到着する場合は、原則、入国審査時に交付されま
す。その他の出入国港より入国する場合、住民基本台
帳登録（P3）後に、登録された住所宛てに郵送され
ます。

Insurance
Medical expenses can be costly without insurance.
Contact your insurance agency to ask about overseas
accident and health coverage. If the insurance policy
does not cover overseas medical costs, we recommend
enrollment in an overseas travel accident insurance
policy before coming to Japan.
Researchers may be required to enroll in a Japanese
medical insurance.
For further information, please refer to the "Legal
Procedures" (P.4-) and ask your host professor or a staff
at the afﬁliated department.
<The Status of Residence for Kyoto University International Researchers>
International researchers visiting Kyoto University
are usually able to enter and stay in Japan with one of
the following three status of residence types:
"Professor" "Cultural Activities" or "Temporary
Visitor". Once a research program has been decided,
please ask your host professor to begin the necessary
application process.
Articles Prohibited and Restricted by Japanese Customs
"Professor": receives a stipend or salary from a
Japanese university or educational/research
institution during stay in Japan
In addition to weapons and narcotic drugs, it is
forbidden to enter Japan carrying articles which violate
intellectual property rights or copyrights. There are also
other items which are regulated by customs. Violations
of customs regulations may result in severe punishment,
so please be sure to comply with law in this respect.
For further information on prohibited and restricted
articles, please refer to the Japan Customs website:
"Cultural Activities": engages in academic/artistic
activities without salary. Receives a stipend
from a university or educational/research
institution, or self-supporting
"Temporary Visitor": visits Japan for a short-term, for
purposes such as attending a symposium
*A Certiﬁcate of Eligibility is not necessary
for those who will enter Japan on a
"Temporary Visitor" visa.
*There are many countries/regions with
which Japan has bilateral agreements
which waive the need to obtain a visa for a
short-term stay. Please inquire at the
Japanese Embassy/Consulate in your
home country about this requirement.

At the Port of Entry/Departure
A Resident Card will be issued to the foreign
nationals who have a status of residence with a period
of stay of over three months. (The Card will not be
issued for a Temporary Visitor's Visa or the period of
stay is three months.)
For foreign nationals arriving at Narita, Haneda,
Chubu, and Kansai Airports, the Card will be issued
after the immigration examination in principle. For
those arriving at other airports, the Card will be sent to
the registered address after they have done the procedures
at the City/Ward Ofﬁce (P.4).

在留カード（または外国人登録証明書）や健康保険証は、預金口座開設時など身分証明書として日本での生活
に必要となる場合が多くあります。住所が決まったら、すぐに手続きしてください。
京都市区役所・支所および宇治市役所の所在地は、P.49 を参照してください。
A Resident Card (or an Alien Registration Card) or one of the Japanese Health Insurance Cards are often
requested for identification purposes when opening a bank account and other matters in Japan. We strongly
recommend that all international researchers complete these procedures as soon as possible.
Please refer to the map for Kyoto City Ward Ofﬁces and Uji City Hall (P.49).
他市から京都市または宇治市に転入する場合
① 旧居住地区の市（区）役所・支所で転出届を提出し、
転出証明書をもらう。
② 転出証明書、旅券（パスポート）、および在留カー
ド（または外国人登録証明書）を持参し、新居住
地区の市（区）役所・支所で、転入届を提出します。
住民基本台帳登録
日本に 3 ヶ月を超えて滞在する外国人は、居住地
の市（区）役所・支所で日本での居住地を登録しなけ
ればなりません。
（居住地を定めてから 14 日以内）
※正当な理由がなく、来日後もしくは居住地を変更後、
90 日以上居住地の届出をしなかった場合は、在留資
格取消しの対象となりますのでご注意ください。

日本の公的医療保険には、勤務先などを通じて加入
する健康保険と、その対象者以外が加入する国民健康
保険があります。
必要書類
① 旅券（パスポート）
② 在留カード
（空港で交付されなかった場合は不要）
＜国民健康保険＞
保険に加入すると、保険証が発行されます。加入者
は病院または医院で保険証を提示すると、診療費の 3
割だけ支払うことになります。
在留カードの常時携帯義務
在留カード（または外国人登録証明書）は、外出時
に常に携帯しなければなりません。16 歳未満の方に
ついては、在留カードの常時携帯義務が免除されてい
ますので、常時携帯する必要はありません。
① A "Notiﬁcation of Moving Out" (Tenshutsu Todoke)
must be submitted to the local City/Ward Office
where you are moving out. You will then be issued
with a "Change of Address Certificate" (Tenshutsu
Shomei-sho).
② The "Change of Address Certif icate" must be
submitted together with your passport, resident card
(or alien registration card), and a "Notification of
Moving In (Tennyu Todoke)" to the new local City/
Ward Ofﬁce.
All foreigners residing over three months in Japan
must register their place of residence at their local City/
Ward Ofﬁce (within 14 days of moving-in).
*If you do not register within 90 days after arriving or
changing the address without a legitimate reason, your
status of residence may be cancelled.

Public Medical Insurance Policy
Obligation
There are two types in Japan; one that is joined
through an employer, the other is the national health
insurance for those who are not employed.
All the foreign nationals except for those under 16
are obligated to carry their Resident Card (or Alien
Registration Card) with them at all times.

在留カードの有効期限
在留カードの有効期限は、在留期間の満了日までで
す。16 歳未満の方については、在留期間の満了日か
16 歳の誕生日の早い方が有効期間となり、その前に
居住地を管轄する入国管理局にて在留カードの更新申
請をする必要があります。
在留期間更新が許可された場合、新しい在留カード
が交付されます。
必要条件
在留期間が 3 ヶ月を超えていること
※ 3 ヶ月以下の在留期間であっても加入できる場合
があります。（在留資格「短期滞在」を除く）
詳細は居住地の市（区）役所・支所へお問い合わせく
ださい。
必要書類

住民票の写し
居住関係を証明するもの。記載事項は、氏名、生年
（目的により）国籍・地域、
月日、性別、日本での住所、
在留資格等です。必要な場合は旅券（パスポート）や
在留カード（または外国人登録証明書）など、身分を
証明できるものを持参して、居住地の市（区）役所・
支所で申請します。
（郵送でも取得可能です。
）有料（1
枚 300 ∼ 350 円程度）となります。
保険料の支払い
保険料は 1 年ごとに決められ、日本での前年の収
入などで計算します。1 年間の保険料は、10 回に分
けて 6 月から翌年 3 月まで毎月支払います。
※何度病院で診療を受けても、年間の保険料は変わり
ません。
Expiration Date of the Resident Card
Once enrolled a health insurance card will be issued.
The card must be shown whenever treatment is received
at a hospital or clinic. Card holders only need to pay
30% of medical expenses.
The resident card will expire on the expiration date
of period of stay. For those under 16, the card will
expire on the expiration date of period of stay or their
16th birthday, whichever comes first. If their birthday
comes first, they need to renew the validity period of
the card before the expiration date.
The card will be renewed when an application for an
extension of the period of residence is granted by the
Immigration Bureau in the region.

The length of stay is over three months.
*You may enroll the insurance although your length of
stay is three months (except for those with a
temporary visitor visa). Please contact the local City/
Ward Ofﬁce for more details.
Copy of the Certiﬁcate of Residence
This will be the proof of your residence. Your name,
date of birth, sex, address in Japan, nationality/region
and status of residence, etc. are written on the
certificate. To get a copy of the certificate, take your
passport or resident card (or alien registration card) to
the local City/Ward Office (also available by post). It
will cost 300-350 yen for each.

Payment of Health Insurance Premium

If moving within Kyoto or Uji City
The annual premium is paid in ten (monthly)
installments from June to March. Calculation of the
annual premium is based on the applicant's previous
year's income in Japan.
*Once the insurance premium is set, it does not change no
matter how many times a policy holder receives medical
treatment during the year.
A "Notif ication of Change of Address" (Tenkyo
(Tennyu) Todoke) must be submitted together with your
passport and resident card (or alien registration card) to
the local City/Ward Ofﬁce to register the new address.

保険料の納付方法
① 普通銀行またはゆうちょ銀行からの口座振替（要
手続）
。
② 普通銀行、ゆうちょ銀行、市（区）役所・支所、
またはコンビニエンスストアで、納付書による支
払い。
高額療養費
入院や手術などで、同じ月内に同一の医療機関に高
額な医療費を支払った場合、自己負担限度額を超えた
分について、払い戻しを申請することができます。
＜国民健康保険の加入者の場合＞
京都市居住者の場合、対象月の 3 ∼ 4 ヶ月後に通
知が来たら、市（区）役所・支所で手続きします。宇
治市居住者の場合は通知が来ないので、対象月の翌月
に市役所で手続きをします。
申請の際、病院が発行した領収書が必要なので、領
収書は大切に保管しておいてください。
保険証
病院に行くときは、必ず保険証を診察受付で提示し
てください。保険証は居住地以外でも使えます。

京都市居住者の場合、毎年 3 月頃に、国民健康保
険証に記載されている住所宛に、次年度の国民健康保
険料を判定するため、「所得申告書」が送られます。
必要事項を記入して、期日までに居住地の区役所・支
所に返送してください。宇治市居住者の場合は申告書
が来ないので、対象月（毎年２月から３月頃）に市役
所市民税課で手続きをします。これを忘れると、次年
度の保険料額の判定ができません。万一期日までに申
請し忘れた場合は、保険証を持って居住地の市（区）
役所・支所に行き、必要な修正をしてください。
「国民健康保険の手
国民健康保険に関する詳細は、
引」（日・英・中・ハングルの 4 ヶ国語表記）を参照
してください。京都市（区）役所・支所、および京都
大学国際交流サービスオフィスにて入手可能です。
国民健康保険が使えないとき
・正常な妊娠・出産
・経済的理由による人工妊娠中絶
・美容整形、健康診断、予防注射、歯の矯正等
・けんか、故意や違法行為による病気や怪我
保険証を持たないで病院へ行ったときは
費用の全額を支払ったときは、病院または医院で発
行された領収書、明細書、世帯主の預金通帳と保険証
を市（区）役所・支所に持参し、手続きをします。審
査の後、診療費の 7 割がもどってきます。

また、70 歳未満の人が入院する場合、居住地の市
（区）役所・支所で発行される「限度額適用認定証」
を受診の際に医療機関へ持参すれば、最初から自己負
担限度額分だけを支払うこともできます。

This scheme provides a refund for the portion of
medical expenses that exceeds the established limit for
expenses paid at the same medical institution in a single
month.
Insurance Card
<National Health Insurance Policy Holders>
Policy holders must present the insurance card at the
reception desk before receiving treatment. This
insurance is valid throughout Japan.
Several months after the treatment, policy holders
living in Kyoto City will receive a notif ication of
eligibility for a refund from the city ofﬁce. Please ﬁle
for a refund with this notification. Those who live in
Uji City will not receive it. Please ﬁle for a refund the
month following the month of the treatment.
You will need the receipts provided by the hospital/
clinic to apply for the refund, so make sure to keep the
receipts.
Health Insurance Regulations
・It is against the law to lend, borrow, buy or sell the
health insurance card and such activities are subject
to punishment.
・If you change address, you must notify the new
City/Ward Office within 2 weeks. Also, if you are
moving into or out of Kyoto City, update your
insurance payments at the City/Ward Office of the
old address.
・Expired health insurance cards cannot be used. Ask
the City/Ward Ofﬁce to issue a new card.
・Photocopied health insurance cards are not accepted.
・If policy holders enroll in employee's health
insurance, they must return their cards to the City/
Ward Ofﬁce.
Alternatively, if the patients under 70 years of age are
hospitalized, and if they present a certiﬁcate issued by
their City/Word ofﬁce showing the predetermined limit
for the portion of medical costs to be borne by the
patient (gendogaku tekiyo ninteisho), then they will
only be required to make a payment up to that limit.

An Income Declaration Form (Shotoku Shinkokusho)
is sent to National Health Insurance (NHI) policy
holders living in Kyoto City, around March to determine
the premium for the next ﬁscal year. Please ﬁll out the
form and send it back to the office by the deadline.
Residents of Uji city will not receive this form in the
mail, and are asked to go to the municipal tax division
of the city hall to fill it out when the time comes
(February to March every year). The premium for the
next year will not be calculated correctly otherwise.
Those who forget to complete this process, will have to
go to the City/Ward Office with their NHI card for
adjustment of the premium amount.
Details of the NHI are explained in "The National
Health Insurance Guidebook" in four languages
(Japanese/ English/ Chinese/ Korean). This brochure is
available from the City/Ward ofﬁces in Kyoto City, or
the International Service Ofﬁce, Kyoto University.
Receiving medical treatment without an
insurance card
People who forget to bring the card when receiving
medical treatment must pay the entire amount of the
bill. However, they can ﬁle for a reimbursement later by
taking the card, the receipt, statement and bankbook in
the name of the head of family to the City/Ward Ofﬁce.
After processing the claim, the City/Ward Office will
reimburse 70% of the medical expenses.

＜注意事項＞
在留期間の満了の日までに在留資格変更許可申請ま
たは在留期間更新許可申請を行った場合においても、
在留期間の満了日から２ヶ月までに入国管理局での手
続きを終えない場合は、不法在留となりますので、必
ず余裕をもって申請してください。
一時的な帰国や、他国への旅行等で日本を出国する
時は、まず、受入教員や所属研究科事務室に連絡して
ください。
＜みなし再入国許可＞
有効な旅券および在留カード（または外国人登録証
明書）を所持する者が、出国する際、出国後 1 年以
内（在留期限が出国後 1 年未満に到来する場合は、
その在留期限まで）に再入国する場合は、原則として
再入国の許可を受ける必要がありません。
出国する際には、必ず再入国出国記録（ED カード）
の該当欄にチェックを入れ、在留カード（または外国
人登録証明書）とともに提示してください。
みなし再入国許可により出国した者は、その有効期
間を海外で延長することはできませんのでご注意くだ
さい。
そのため、現在の在留期限が切れた後に再入国する
予定であれば、まず在留期間の更新をすませてくださ
い。
在留期間の更新
手続きは、在留期限の 3 ヶ月前から行なうことが
できます。

If researchers wish to temporarily leave Japan during
the contract period, they must notify their host professor
and their administrative ofﬁce in advance.
<A special re-entry permit>
When foreign nationals with a valid passport and a
resident card (or an alien registration card) re-enter
Japan within one year of the departure (or by the
expiration date of the period of stay if it expires within
one year of the departure), they will not be required to
apply for a re-entry permit, in principle.
You have to check the box on the Embarkation and
Disembarkation Card for Reentrant (ED card), and be
sure to present the ED card with your residence card
(or alien registration card) at departure.
If you leave Japan with a special re-entry permit, you
cannot extend the valid date of the permit in abroad.
Therefore, if you re-enter Japan after the expiration
date of the period of stay, please extend your visa in
Japan.

When a child is born
研究者の家族が渡日し、長期間研究者と同居する場
合、
その家族は「家族滞在」という在留資格の査証（ビ
ザ）の発給を受ける必要があります。
日本滞在中に子供が生まれたら、下記の手続きを忘
れずに行なってください。

researchers in Japan past the duration of the "Temporary
Visitor" visa of your country.

＜子供のいる家庭への助成＞
出産一時金の支給
日本の公的医療保険に加入している家庭は、出産一
（申請が必要です）
時金が支給されます。
乳幼児健康診査および予防接種
出生届を出すと、市（区）役所・支所から案内が届
くので、指定された病院や会場で受けてください。
子ども医療費支給制度
日本の公的医療保険に加入している家庭は、自治体
から子供の入院・通院にかかる医療費の補助が受けら
れます。詳しくは居住地の市（区）役所・支所に問合
せてください。
在留資格認定証明書が交付されたら、これを家族に
送付します。家族は、この在留資格認定証明書と、そ
の他の必要書類を準備し、自国の日本大使館・領事館
にて「家族滞在」という在留資格の査証（ビザ）申請
をします。
申請に必要な書類は国によって異なるので、
自国の日本大使館・領事館へ問合せてください。
＜研究者が渡日前の場合＞
研究者が渡日する前に、本人の在留資格認定証明書
の交付申請と同時に家族分の在留資格認定証明書を申
請する場合（家族が研究者より後に渡日する場合でも）、
国際交流サービスオフィスで代理申請を行なっています。
ただし、研究者本人の在留資格認定証明書交付代理
申請が完了している場合は受付けできません。
Required Procedures
① Send or take the birth notice (postcard) that is
attached to the Mother-Child Health Handbook to
the City/Ward Ofﬁce.
② The mother or the father living with the child must
register the birth by taking the birth certificate
(Shussho Shomei-sho) issued by the hospital and the
Mother-Child Health Handbook (Boshi-kenkotecho), and receive a birth registration receipt
(Shussho Todoke Juri-Shomei sho) and a Certiﬁcate
of Residence for the parents and the child (within 14
days after the child's birth)
③ Apply for the Certif icate of Eligibility status
“Dependent" for the child to the Immigration
Bureau by taking the receipt (from ②), the parents'
passports and the Certificate of Residence for the
parents and the child, and receive a Resident Card
for the child (within 30 days after the child's birth).
<In the case that the researcher is already in Japan>
You should ﬁrst go to the immigration bureau in your
region to apply for a "Certificate of Eligibility" on
behalf of your family members.

the issue date in principle.

registers, that indicate the relationship between the

⑤ A copy of the front and back of the researcher's
Resident Card (or Alien Registration Card) or
Certiﬁcate of Residence
⑥ Off icial documents that show the researcher's
income or ability to support their family during the
entire stay in Japan.
(e.g. a tax receipt or other document proving income)
⑦ A document showing the researcher's position at
Kyoto University (e.g. a certiﬁcate of acceptance)
⑧ A self-addressed envelope with ¥380 postage
attached (those who wish to have the certiﬁcate sent
back to them)
Also, contact your home country's embassy/consulate
in Japan to obtain a passport for the child, and add the
child to your Japanese health insurance policy as soon
as possible.
<Subsidy for Households with Children>
Lump Sum Birth Allowance (Shussan ichiji kin)
Japanese National/Employees' Health Insurance
subscribers are eligible to receive this allowance.

Check-Ups and Vaccinations
The City/Ward Off ice will send guidance about
medical check-ups and vaccinations to families that
registered the birth of their child. Please go to the
appointed hospitals or venue.
Discounted Medical Treatment for Children
Japanese National/Employees' Health Insurance
subscribers are eligible for discounts on medical
expenses for hospitalization and check-ups for children.
For further details, please contact the City/Ward Ofﬁce.
After receiving the Certiﬁcate of Eligibility for each
family member, send them to your family. Your family
should then bring the Certificates of Eligibility along
with the other necessary documents to the Japanese
Embassy/Consulate in their country to apply for the
"Dependent" visa. The documents necessary will vary
according to each country. Please inquire at the
Japanese Embassy/Consulate in your home country.
<Prior to the researcher's arrival in Japan>
Kyoto University International Service Office can
apply for Certif icates of Eligibility on behalf of
researchers' families if the family's application is
requested at the same time as the researcher's (even if
the family is to enter Japan at a later date than the
researcher). However, the ofﬁce cannot process family
documents once the researcher's application has been
completed.

To ﬁnd an apartment, visit the Kyoto University COOP "Renais" or a real estate agency near the location of
choice. Housing consultation and the viewing of
properties are free of charge; however, commission will
be charged by the realtor when signing a contract.
It is customary in Japan to pay key money and a
deposit in addition to the monthly rent when renting an
apartment. The key money and deposit generally add
up to the equivalent of two or three months rent. Most
apartments may also ask for a guarantor to co-sign the
lease.

これらの公共サービスは、家主が管理していること
があるので、まず家主もしくは賃貸不動産業者に問合
せてから手続きを始めてください。
公共サービスの使用料（公共料金）の支払いは、普
通銀行・ゆうちょ銀行・コンビニエンスストアででき
ます。また、口座振替で自動払いする方法もあります。
ごみの収集日、分別の方法は地域により異なります。
詳しくは居住地の市（区）役所・支所、また家主や隣
近所の人に聞いて、ルールに従ってください。
京都市では、「家庭ごみ（生ごみ類・紙類など）」と
「資源ごみ（缶・びん・ペットボトル・プラスチック
製容器包装）」はそれぞれ指定のごみ袋に入れて出さ
なければなりません。指定のごみ袋は、市内のスーパ
ーやコンビニエンスストアで購入してください。また、
家具・ふとんなどは「大型ごみ」（有料）として京都
市大型ごみ受付センターに収集を申込んでください
（TEL：0120-100-530、携帯電話からは 0570-000247）。

included in the rent.
Utility fees can be paid at a bank or convenience
store. They can also be set up to be withdrawn directly
from a bank account.
Collection days and the rules for separation of trash
by type will vary depending on the area in which you
live.
For detailed information, please ask your landlord,
neighbors or the City/Ward Ofﬁce, and follow the rules
when disposing of trash.
Kyoto city requires that “household refuse" (garbage/
paper items) and “recyclable garbage" (aluminum cans/
glass bottles/PET bottles/plastic containers and
wrappings) put out for collection be placed in specially
designated bags. These bags can be purchased at
convenience stores and supermarkets in Kyoto City. To
dispose of large items such as furniture or bedding (for
a fee), please contact the Kyoto City Large Garbage
Collection Center at 0120-100-530 or 0570-000-247
for cell phones.
Rules for putting out and separating garbage in Kyoto
City are detailed in the “Guide on garbage disposal in
Kyoto" (in Japanese, English, Chinese and Korean).
The booklet is available for free, at the City/Ward

自動車運転免許証

日本では、自動車や自転車は左側通行です。運転手
同様、同乗者も、自動二輪に乗る時はヘルメット、普
通自動車に乗る時はシートベルトを着用しなければな
りません。交通規則は非常に厳重で、例えば飲酒運転
などは厳しく罰せられます。車を買った場合は、新車
は 3 年目に、それ以降は 2 年ごとに車両検査を受け
る必要があります。自動車賠償責任保険にも必ず入ら
なければなりません。
＜日本で免許を取得するとき（京都府の場合）＞
日本で運転免許を取得するには、日本の交通ルール
を勉強する必要があります。学科テストは、英語でも
受験できますが、技能のテストは日本語で受験しなけ
ればなりません。

Driver's License
In Japan, vehicles are driven on the left side of the
road. Drivers and passengers alike are required to wear
seat belts in cars and helmets on motorcycles. If found
to be driving under the inﬂuence of alcohol, the driver
will be severely punished. Car inspections are required.
The first inspection is 3 years after the purchase of a
new car, and then every 2 years thereafter. All vehicles
must be insured.

In order to obtain a Japanese driver's license in Japan,
it is necessary to study Japanese traff ic rules and
regulations. While the practical test is only conducted
in Japanese, the written test may be taken in English.

you should make the request at the time of application.

自転車について
安全のため、自転車に乗る際は以下の規則を必ず守
るようにしてください。
＜防犯登録＞
自転車購入時に、その店で防犯登録をすることが義
務づけられています。登録には、健康保険証などの名
前と住所が確認できる身分証明書と 500 円が必要で
す。登録の有効期限は 5 年です。購入時に販売店か
らもらう登録カードの控えは必ず保管しておきます。
他人から自転車を譲り受けるときは、自転車店で登録
カードを自分名義に書き換えてもらいます。もし、盗
難にあったら防犯登録カードの控えを持って近くの交
番に届け出ます。

<Buying a bicycle>
Besides buying a bicycle new, there is always the
option of buying one used from the numerous Recycle
Shops that operate within Kyoto City.
Do not abandon the bicycle when leaving the country.
Be sure to make the necessary arrangements to have it
picked up as oversized garbage (see page 34), or have it
reused by taking it to any of the previously mentioned
shops that deal with used bicycles.
Road Restrictions
Roller skates, roller blades, inline skates, kickboards,
etc. are prohibited from use on roads that are shared
with cars, bicycles and/or pedestrians. Note also that
parks often have rules against their use.
<Crime prevention registration>
Bicycle registration (bohan toroku) is required by
law. Bring identification and proof of address when
purchasing a bicycle. The cost of registration is ¥500.
Registration is valid for 5 years. Please make sure to
keep the receipt given by the shop. If the bicycle is
registered in someone else's name, be sure to change
the registered name. If the bicycle is stolen, report to
the police with the bicycle registration receipt.

保育所（園）
保育所（園）は、児童福祉法により、保護者が働い
ていたり、病気にかかっているなど、日中に家庭で保
育ができない状態にある乳幼児を、保護者の委託を受
けて保育することを目的とした児童福祉施設です。幼
児教育や集団生活に慣れさせるため、といった理由で
は入所の対象となりません。施設によりますが 1 歳
未満から小学校就学前までの児童が入れます。費用は
扶養者の所得に応じて決まります。公立と私立の保育
所があります。
日本語がよく話せないときは
京都市では、日本語指導が必要な児童生徒の在籍す
る学校に、日本語指導ボランティアや通訳ボランティ
アを派遣し、日本語指導を行うとともに、各校におけ

The International Center offers Japanese language
courses to international students and researchers of
Kyoto University. The first (spring) semester is from
April to July and the second (fall) semester is from
October to February. Applicants will be given an
interview or a placement test at the beginning of each
semester.
One day a week classes are offered at roughly three
levels: elementary, intermediate and advanced.
The three day a week course, consisting of 6 classes
(9 hours) a week, is a beginner's level course designed
for those who wish to concentrate on studying the
Japanese language. Once registered, participants must
attend all classes; therefore, it is necessary for them to
ﬁrst obtain permission from their host professor before
registering.
Distance learning classes for intermediate Japanese
are also offered at the Uji and Katsura campuses.
A course catalogue and registration packet are
available twice a year, around late March and late
September, at faculty/graduate school offices and the
Foreign Student Division. They are also available on
the Internet at the address below.
It is not possible to enroll after the registration
deadline, and the classes are not open to students' and
researchers' family members.
The Center also offers a short “Japanese hiragana"
course before the beginning of each semester. No
application is required. For further information, please

京都大学国際交流センターでは、本学の留学生と外
国人研究者を対象に、日本語教育を行なっています。
前期（春季）が 4 月から 7 月、後期（秋季）は 10 月
から 2 月まで行なわれます。受講前にクラス分けの
ための面接や日本語能力判定試験が行なわれます。
週 1 回開かれるクラスでは、レベルと時間帯に合
ったクラスを、初級・中級・上級から選択できます。
初級レベルの人のためには週 3 日クラスもありま
す。
日本語を集中的に勉強したい人のためのコースで、
週 6 クラス（9 時間）授業があります。全ての授業に
参加しなければならないため、コースの履修にあたっ
ては、受入教員の許可が必要です。
宇治キャンパス・桂キャンパスでは、中級レベルの
日本語遠隔講義もあります。
授業案内と申請書一式は、年 2 回、3 月と 9 月の
下旬に、学部・研究科等事務室と留学生課で配付して
います。また、以下のサイトでも閲覧・ダウンロード
ができます。
なお、受講申請締切後の途中参加は、原則として認
められません。留学生や研究者の家族は受講できませ
ん。
また、国際交流センターは、各学期の開始前に準備
クラスとして、日本語初心者のためのひらがなク

＜外出・就寝時の心得＞
・外出や就寝時には、戸締り、電気、ガス、火の元（ア

確実に点検する。
＜盗難・紛失＞

・預金通帳やキャッシュカード、クレジットカードな
どを紛失したり盗まれたりしたら、発行した金融機
関にすぐに支払停止を申請する。また警察にも届け

・負傷者がいる時は、119 番（消防署）に電話して
救急車を呼び病院へ運ぶ。

許証番号・自動車（バイク）の車両番号・加入して
いる保険会社・保険証書番号を確認する。

Before moving out of a rented house/apartment, give
the landlord or the real estate company at least one
month’s notice in advance (see your contract for exact
requirements). If the notice is given at the last minute,
the next month’s rent will be charged.
Clean the accommodation thoroughly and return it to
its original condition, otherwise repair fees will be
deducted from the deposit (Shiki-kin). When disposing
of large-sized garbage such as household furniture,
futons, bicycles, etc. contact the City/Ward Ofﬁce.
According to the law, air-conditioners, TVs, washing
machines, clothes driers, refrigerators and computers
cannot be disposed of as large-scale garbage. Contact
the shop where the appliance was purchased, electronic
stores, or the manufacturer to arrange for disposal. In
all cases, a disposal fee will be charged.
