The Faculty of Liberal Arts was created from the former Kagawa Normal School and the former Kagawa Youth Normal School. The Faculty of Economics was created from the former Takamatsu Specialized School of Economics. In July 1955, Kagawa Prefecture College Agriculture joined the university as the Faculty of Agriculture. In April 1966, the Faculty of Liberal Arts was renamed the Faculty of Education. In April 1981, the Faculty of Law was established. In October 1997, the Faculty of Engineering was established. In October 2003, Kagawa University amalgamated with Kagawa Medical University (*). In April 2004, National University Corporation Kagawa University was established. In April 2004, the Graduate School of Management was established. In April 2004, the Kagawa-Ehime Universites’ Graduate School of Law was established. Kagawa University now consists of six faculties (Education, Law, Economics, Medicine, Engineering, and Agriculture), five graduate schools at Master's level (the Graduate Schools of Education, Law, Economics, Agriculture, and Management) and four graduate schools for Ph.D. courses (Medicine, Engineering, Kagawa-Ehime Universites’ Graduate School of Law and the United Graduate School of Agricultural Sciences, Ehime University) (＊) Kagawa Medical University In October 1978, Kagawa Medical University was established. In April 1983, the University Hospital was established. The Saiwai-cho campus, located in central Takamatsu, houses the three faculties of Education, Law, Economics; as well as five graduate schools: the Graduate School of Education, the Graduate School of Law, the Graduate School of Economics, the Graduate School of Management and the Joint Kagawa-Ehime Universities’ Graduate School of Law. The Faculty of Engineering and Graduate School of Engineering (Ph.D. courses) is in the Hayashi-cho campus in the southern part of Takamatsu. The Faculty of Medicine and its Graduate School of Medicine (Ph.D. courses) is situated in Miki-cho. The second Miki-cho campus houses the Faculty of Agriculture, its Graduate School of Agriculture (Master's courses), and the United Graduate School of Agricultural Sciences, Ehime University (Ph.D. courses). Other facilities attached to the university are dotted around Kagawa Prefecture in Takamatsu, Sakaide, Nagao-cho, and Aji-cho. The collection consists of 650,000 books in the main library, with a further approximately 130,000 books in the Faculty of Medicine branch, 20,000 books in the Faculty of Engineering branch and 100,000 books in the Faculty of Agriculture branch. Access to this collection is available through the library's automated catalogue system with micro-computer search-stations. Students can also read books in the libraries. A large volume of video and audio materials has been collected and is also available. The libraries offer other services such as photocopying, inter-library loans, researching academic references, etc. Please inquire for details at the library inquiry contact. Presentation of a non-transferable library card is required each time a book is borrowed from the library. Branches of the Health Center are also located in the two Miki-cho campuses and at the Hayashi-cho campus respectively. A public health nurse is stationed at each branch. At the Faculty of Medicine branch a doctor is in residence. a) Personal health checkups Students who have any worries about the condition of their health are encouraged to consult the Health Service Center or its branches. Telephone counseling is also available. b) Psychological advice The Health Service Center offers the services of professional counselors to help individual students who are dealing with personal psychological problems such as personality problems, problems with personal relations, and any doubts about academic progress or future career goals. Counseling therapy is provided. Beds are available for students who feel sick. d) Self-assessment corner Instruments to measure physical conditions such as height, weight, weight of inner adipose tissues, blood pressure, grip, eyesight etc can be freely accessed and used by students under the supervision of a nurse. C) Common Research Institute It is the responsibility of all researchers and students to acquaint themselves with the regulations of common research institutes when they use the various facilities. D) Buying Food and Daily Necessities There are a number of stores and cafeterias on the campuses run by the Livelihood Cooperative Association, called Seikyo, or koopu (coop), for short in Japanese. If you invest and become a member of Seikyo, you will receive discounts on books, CDs, etc. The investment fee paid is refunded in full when you have completed your period of research or study and are ready to return to leave Kagawa University. Cafeteria 8:15 ~ 13:30, 17:00 ~ 20:00 (Mon. ~ Fri.) -11- ２ 入国・在留の諸手続 （１）査証の取得 外国人が日本に入国するためには、予め海外にある日本公館において、入国目的・期間 に合った査証を受けなければなりません。 査証は、日本公館に申請してから取得までに、２～３か月かかることがあります。この 点に注意し、充分な時間の余裕を持って、予め日本公館に手続の方法を確認してください。 また、場合によっては、日本の法務省入国管理局で発行される「在留資格認定証明書」 が必要になることがあります。このときには、日本にいる関係者（一般的には、受入研究 機関の研究者）と連絡をとって相談してください。この申請には、受入研究機関が発行す る証明書などが必要になるので、そのための時間も考えに入れた方が良いでしょう。在留 資格認定証明書の発行には、１～３か月が必要です。 （２）在留手続 A 在留資格 日本に入国しようとする外国人は全て、空港にある日本の入国管理事務所で審査を受け ます。入国を許可されるとパスポートに「上陸許可」のスタンプが押され、在留資格と在 留期間が決められます。在留資格は、日本国内で行うことのできる活動を示すもので、こ の資格以外の活動は厳しく制限されていますので、注意してください。 研究者に与えられる在留資格には、以下のようなものがあります。 ＜在留資格＞ 教授 ＜日本で行うことができる活動＞ 日本の大学やこれに準ずる機関又は高等専門学校で研究、研究の指導又は教育をする活 動（教授、准教授、助手などとして迎えられる外国人） ＜在留期間＞ ３年又は１年 ＜在留資格＞ 研究 ＜日本で行うことができる活動＞ 日本の公私の機関との契約に基づいて研究を行う業務に従事する活動（「教授」の在留 資格に相当する活動を除く。） ＜在留期間＞ ３年又は１年 -12- ２ Procedures for Entry to and Residence in Japan （１）Obtaining a Visa To enter Japan, you must first obtain a visa from a Japanese embassy or consulate indicating the purpose and length of your stay . It may take from two to three months to process your visa application at the Japanese embassy or consulate office. With this in mind, you should therefore check with the embassy or consulate about the application procedure well in advance of your intended departure. In addition, you may be required to obtain a Certificate of Eligibility issued by the Ministry of Justice Immigration Bureau in Japan. This certificate is issued when an application is made on your behalf by your contact in Japan (generally, a member of the staff of your host university). You should therefore consult with your academic advisor regarding this matter. As part of the application process, your host institute is required to issue such documents as a letter of guarantee. Therefore, you should also begin this application procedure well beforehand, as the application process for a Certificate of Eligibility will also take one to three months. （２）Procedures for Staying A) Status of Residence All foreigners arriving in Japan from overseas must undergo screening by an officer of the Immigration Administration Bureau at the airport of entrance. Once you pass the screening, an "Entry Permit" will be stamped in your passport, and the status and length of your residence will be authorized at the same time. The Statuses of Residence indicates the scope of activities you may carry out in Japan. Keep fully in mind that activities other than those stipulated in your status of residence are severely restricted : Those who intend to conduct research or receive education at universities are assigned one of the following statuses of residence. Status of Residence: Professor (visa) Authorized Activities in Japan: Research, research guidance and educational activities at universities and affiliated institutes or at advanced technical schools designated as Koto senmongakko in Japan. (Foreigners welcomed with the status of “professor,” “associate professor” or “assistant.”) Period of Stay: 1 year or 3 years Status of Residence: Researcher (visa) Authorized Activities : Research activities performed under a contact with public or private institutes in Japan (excluding activities described under the status of “professor”). Period of Stay: 6 months or 1 year 〈Status of Residence〉: Trainee (visa) 〈Authorized Activities in Japan〉 Activities to learn and acquire technology, skills or knowledge at public or private organizations in Japan (excluding the activities described in the “college student” and “pre-college student”). Period of Stay: 6 months or 1 year B) Alien Registration Certificate All residents in Japan who do not hold Japanese citizenship and plan to live in the country for more than 90 days are required by law to register for an Alien Registration Certificate. Application and all changes to be made to this certificate must be made at your local municipal office. All forms pertaining to the Alien Registration Certificate are written in both English and Japanese. a) Application Application must be made within 90 days from the date of your arrival in Japan or within 60 days from the date of his birth if a child is born in Japan. (Refer to [5] for the registration procedure if a child is born in Japan). The form, "Application for Alien Registration," is obtainable at the Alien Registration counter at your local municipal office. You will be required to submit with the application your passport and two 3.5 cm ×4.5 cm photographs (passport type). For a child who is 15 years old or younger, photographs are not required. However, the child is required to sign on the papers for registration. This card will not be issued to you right away as all the submitted information must be processed. This usually takes at least two weeks. You will be informed when to pick up the card by a postcard that the municipal office will send you. All registrants are required to carry this card at all times and present it to any public official upon request. You will be required to submit with the application for replacement your alien registration card, passport, and two 3.5 cm × 4.5 cm (passport type) photographs taken within six months of the day of submission. 〈Documents required〉 ・passport ・two photographs taken within six months of the day of submission(3.5 cm × 4.5 cm) ・your current valid alien registration certificate e) Returning the alien registration certificate If you leave Japan without obtaining a re-entry permit, you will be required to return the Alien Registration Certificate to the Immigration Officer at the point of departure. -17- （３）在留中の手続 在留に関する手続は、本人が入国管理局へ行き、窓口でパスポートと外国人登録証明書 を提示し、申請を行います。申請の際、入国管理局の担当官から申請の目的、在留活動、 在留状況などについて質問されたり、追加の書類の提示を指示される場合があります。 申請許可、不許可が決定されるまで、数日かかるのが普通です。 手続に必要な費用は、手続によって異なります。支払いは現金でなく、「収入印紙」（郵 便局やコンビニエンスストアで購入できます）を使います。 再入国の許可 A 許可されている在留期間内に一時出国し、再び日本に入国して在留しようとする場合に 与えられている許可です。 この許可を得ておけば、海外の日本公館で改めて査証を受け る必要がありません。１回限りの許可と、度々出国して再入国する人のための数次入国許 可制度があります。 再入国の許可の有効期限は、在留期間の満了日を越えることはできないこととなってお り、また最長は３年です。 ＜必要書類＞ ・再入国許可申請書（用紙は入国管理局にあります。） ・パスポート ・外国人登録証明書 ・収入印紙（１回限り：3,000円、数次：6,000円） ・身分を証する文書等（代理人等が申請する場合） Ｂ 在留期間の更新の許可 与えられている在留期間を超えて、今までと同じ活動を行うために、引き続き日本に在 留しようとする場合に必要な許可です。 この許可を得ようとする場合には、現在の在留期間が満了する日までに申請をしなけれ ばなりません。（通常、２か月前から受け付けます。） また、在留期間の更新が認められた場合、認められた日から１４日以内に、市町の事務 所に変更登録の申請をして、外国人登録証明書の記載の書換えを受けて下さい。 -18- （３）Procedures During Staying You will need to apply at the immigration office for any permission related to your status of residence. When making an application, your passport and alien registration card are necessary. An official may, if necessary, ask you about the purpose of your application, your activities and situation in Japan, etc., and may ask you to supply additional documents and/or data. Usually, a number of days are required for an application to be approved or rejected. You will also be required to submit a non-refundable fee in the form of revenue stamps which can be purchased at the post office or sometimes is available at an office within the municipal office. The charge differs depending on the application. A) Re-entry Permission You must acquire a re-entry permission to retain the same status of residence if you plan to leave Japan temporarily and return to Japan to continue your residence within your authorized period of stay. Then, there is no need to obtain a new visa from a Japanese embassy or consulate abroad. While a re-entry permission is, in general, valid only for one time, a multiple re-entry permission is also available for people who travel overseas frequently. The term of validity of re-entry permission is limited to within the date of expiration of period of stay and the maximum is three years. 〈Documents required〉 ・application for re-entry permit (the form is obtainable at the Regional Immigration Bureau) ・passport ・alien registration certificate ・revenue stamps (¥3,000 for re-entry permit, and ¥ 6,000 for a multiple re-entry permit). ・documents certifying of the position( in case of the agent applying ) B) Permission to Extend Period of Stay This permission is required if you wish to extend your stay in Japan under the same status of residence beyond the initial period of stay. You should apply for and obtain an extension at the regional immigration bureau no later than the expiration date of your authorized period of stay. (Applications are usually accepted up to two months in advance.) (commission certification, family register) ・ revenue stamps (4,000 yen) Status of Residence: Trainee ・ application for Extension of Period of Stay ・ passport and alien registration card ・ documents certifying the substance of the training, location, duration and conditions of stay from accepting organization. ・ list of trainees from accepting organization. ・ documents certifying supporter's occupation and income. (Commission certification, family register) ・ revenue stamps (4,000 yen) C) Permission to Change Status This permission is required if you wish to cease your present activity and engage in a new activity which falls outside those permitted by your current status of residence. (in case of part-time professor) ・documents certifying the activity and its duration of the person concerned, and the outline of the organization (in case of cultural activities visa) ・documents certifying the career (in case of cultural activities visa 1 ) （４）Accompaniment or Bringing Family Members The spouse or children of a foreigner residing in Japan under the status of “Professor”, “Researcher”, “Cultural Activities” are eligible for the resident status of "Dependent." This status is defined as follows: Status of Residence: Dependent (visa) Authorized Activities in Japan: The daily activities as spouse and dependent children of those authorized to reside in Japan under the status of “Professor”, “Researcher”, or “Cultural Activities”. Period of Stay: 6 months, 1 year or 3 years If the accompanying family was planning a long-term stay of more than three months and mistakenly enters Japan under the status of “temporary visitor,” (normally called a “tourist visa”), to change their visa status while in staying in Japan. Dependents staying in Japan for more than 90 days must also apply for alien registration. Status of Residence: Temporary Visitor (visa) Authorized Activities in Japan: Sightseeing, vacation, sports, visiting family, going on site inspection tours, participating in lectures/meetings, business contacts or other similar activities during a short period of stay in Japan. Period of Stay: 15 days , 30 days or 90 days Your spouse or children are eligible to apply for and obtain visas from the Japanese Embassy in your country. You can also apply for a certificate of eligibility as a proxy, then have your spouse or children submit the certificate to Japanese Embassy in your country to receive their visas. The latter procedure takes less time than the former and is usually processed quite smoothly. -23- （５）子どもが生まれたときは 日本で子どもが生まれたときは、以下のような手続が必要です。 ○母子手帳の交付 研究者又はその配偶者が妊娠したときは、母子手帳の交付を受けることができます。 この手帳は、妊娠中の母胎や胎児から６歳までの子どもの発育状況等を管理するための ものです。また、定期検診、予防接種時にも活用でき、育児の説明も記載されています。 交付を希望する場合には、病院及び市町役場に備え付けられている申請書に記入し、市 町役場で手続をしてください。 ○出生届 医師の発行する証明書をもらい、出生の日から１４日以内に、出生届を居住地の市町の 窓口に提出します。申請に基づいて、出生届受理証明書が交付されます。（入国管理局で 在留資格及び在留期間の取得のため必要です。） ○旅券申請 それぞれの国の大使館又は領事館で申請します。 ○外国人登録 出生した子どもが９０日を超えて滞在する場合は、出生の日から６０日以内に出生届受 理証明書を添えて、市町の窓口で外国人登録をします。 ○在留資格及び在留期間の取得許可申請 出生の日から６０日を超えて在留するときは、在留資格を取得しなければなりません。 出産の日から３０日以内に出生届受理証明書を添えて、入国管理局で申請します。 ○在留資格及び在留期間の取得許可の届出 在留資格及び在留期間の許可取得後、１４日以内に子どもの旅券と外国人登録証明書を 持って、市町の窓口で届出をします。 以上、外国人の入国・在留の手続について概説しましたが、詳しいことは市販の次の図 書が参考になります。 ○「外国人のための入国・在留・登録手続の手引」 （出入国管理法令研究会 編、日本加除出版（株）発行、和英対訳） -24- （５）If a Child is Born in Japan The following procedures are required if a child is born to a non-Japanese resident while in Japan: Issue of maternity passbook (mother and child health handbook) When a researcher or his spouse becomes pregnant, the passbook is issued on request. This passbook aims to help the pregnancy progress smoothly and help a child of up to six years of age grow up healthily. Regular check-ups and immunization records are made in the passbook and information and advice on raising a child is also provided in it. To obtain a maternity passbook, make an application for one to your local municipal office. Birth Registration Certificate Obtain official certification of the supervising physician and submit the birth registration application to municipal office of the city or town where you reside within 14 days of the date of birth. A Birth Registration Receipt Certificate will be issued based on application. (This certificate is required by the regional immigration bureau for application of status of residence and extension of period of stay.) Passport Application Apply for a passport for the newborn child at the embassy or consulate office of your home country in Japan. Alien Registration If the child will stay in Japan more than 90 days, Take the birth registration receipt certificate to the municipal office within 60 days of the date of birth and complete alien registration for the newborn child. Application for visa status of residence and Period of Stay If the child will stay in Japan more than 90 days, Take the Birth Registration Receipt Certificate to an immigration bureau office within 30 days of the date of birth. Registration of visa status of residence and Period of Stay Take the child's passport and alien registration certificate to your local municipal office within 14 days of obtaining the visa status of residence and period of stay for the newborn child. For more details, please refer to “A Guide to Entry, Residence and Registration Procedures in Japan for Foreign Nationals” (a bilingual text published by the Japan Immigration Association), which is obtainable in bookstores. In addition, Foreign Resident General Information Centers in the following eight locations across Japan provide information and advisory services concerning immigration and residency for foreigners living in Japan. These centers handle consultations and guidance both over the telephone or by direct visits. Generally speaking, the residence is mainly for international students. However, it is also possible for researchers and other academics visiting Japan to stay there. International House is for students from abroad as well as visiting foreign researchers. When a room becomes available at the residence, it will be advertised. The period of stay is as a rule limited to one year, but in the case of insufficient other applicants, the period can be extended for another year. For further details, please consult the Educational Office, the General Affairs Division, at the Medical Faculty. The location and facilities available are as follows. Application for a reservation should be made to the Contracts Section 2, Contracts Group or to the Administrative Section, Administrative Division, at the Faculty of Medicine at least 5 days before the day you hope to start your stay. The location and available facilities are as follows. The Saiwai-cho Kaikan (at the Saiwai-cho campus). Address: 1-1 Saiwai-cho, Takamatsu. Facilities: 2 special single rooms, 7 regular single rooms, 3 Japanese rooms (6-mat, 2-mat, and 21-mat rooms). Points to note: -Special rooms are equipped with toilets and baths -Guests in the regular rooms are asked to use the communal bathroom on the first floor, open from 5.00 p. m. until midnight, 24:00. -Air conditioning is charged separately. N.B. A “2-mat room” is approximately 3.3 square meters in size. Akatsuki-Sou (a five minute walk from the Faculty of Medicine campus) Address: 505-18 Maedahigashi-machi, Takamatsu. Facilities: 3 regular single rooms, 1 regular twin room, 1 special twin room, 2 Japanese 12-mat rooms. Points to note: -The special room and regular rooms are equipped with their own toilet and bath. -Guests in Japanese rooms are asked to use the communal bathroom on the first floor. -Air conditioning is charged separately （４）Private Housing Private housing can be divided into two general types: Apartments- usually of one to three rooms with a bathroom and kitchen. Rental rates vary depending on facilities and location. Rental houses- usually Japanese style As a rule, rented properties are not furnished. You may, therefore, need to either rent or buy necessary furnishings if you choose to rent private housing. -31- A 民間宿舎の借り方 不動産屋は、アパートやマンションを斡旋しており、入口の窓に土地や貸家などの価格 や間取りを書いた貼り紙をしてあるので、すぐに分かります。 自分の希望条件（家賃、部屋の広さ、台所やバス・トイレの有無、交通の便など）を伝 えると、適当な部屋を紹介してくれます。気に入れば実際に部屋を見せてもらい、気に入 らなければ断ってもかまいません。案内料は無料です。 気に入っても少し考えたり、誰かと相談してから決めたい場合は、そのことを不動産屋 に言って下さい。不動産屋に行くときは、一人でなく、先輩や日本人の友人などに同行し てもらった方が良いでしょう。 高松市内の1DK（バス・トイレ付き）アパート・マンションの家賃の相場は、２万円か ら６万円程度です。 a 賃貸関連費用 日本では、契約するときに敷金、礼金、仲介手数料などを支払い、家賃も前払いするの が習慣になっています。そのため、合計で家賃の４ ７か月分のお金を用意する必要があ ります。 ○手付け金 気に入った物件を仮に予約するための費用。契約した場合、費用の一部に充てられます が、予約を取り消した場合には、返金されないこともありますので注意してください。 ○敷金（保証金） 家や部屋を借りるとき、家賃の滞納や損害補償の担保として預けておくお金。部屋を出 るときに家賃の滞納分や部屋の清掃、備品の修理などに充てられます。残った金額は返納 されますが、追徴される場合もあります。金額は通常家賃の１ ３か月分です。 ○礼金（権利金） 習慣的に必要な経費で、貸し主に謝礼の意味で支払うものです。退居する際にも返金さ れません。金額は通常家賃の１ ２か月分ですが、必要のない物件もあります。 ○仲介斡旋料（手数料） 物件を紹介した不動産屋に支払います。通常家賃の１か月分です。 ○前家賃 入居する月の分の家賃を支払います。月の途中で契約した場合は、契約した日からその 月の月末までは日割りで支払います。 -32- A) Renting Private Housing Real estate agencies have information on apartments and condominiums available for rent. These offices have advertisements in Japanese for houses and apartments posted in their shop windows. Tell the agent the kind of apartment you are looking for (budget, size, transportation needs, how long you are planning to stay etc.). The agent will then suggest housing that may suit your needs. You may then ask to see the property. If you do not like it, you may tell the agent so. There is no charge for making inquiries and viewing various places. If you like the property, but would like to think about it, or consult a friend before making a decision, tell the agent so. When renting through a real estate agency, it is better to go with someone who is familiar with life in Japan, such as an experienced foreign person or a Japanese friend. This is very important. In Takamatsu, a so-called “1DK” apartment (Japanese for a ‘one-bedroom flat with a dining room and kitchen’) with its own bathroom will cost you between ¥ 20,000 and ¥ 60,000 per month. a) Rent-related costs When finalizing a contract to rent in Japan, it is customary to pay tetsukekin, (the holding deposit), shikikin (a security deposit), reikin (key money) and chukai assenryo (agent’s fees) in addition to the rent that should be paid in advance, usually one month’s rent. You will need a total of four to seven months’ rent for all of these fees. The tetsukekin is a deposit paid before signing the rental contract to indicate your interest in the property. This deposit will be applied to part of the fees you must pay upon signing the contract. However, please note that the deposit may not be refundable if you decide not to rent the property. The shikikin is applied to the costs of cleaning and any repairs of premises that may need when you move out. Any money remaining is returnable to the tenant, but extra charges may be levied in some cases, too. The shikikin is usually the equivalent of between one month’s and three month’s rent. As a rule, the longer your stay, the less money returned. In some cases, no money is returned. The reikin or kenrikin, an expense required by custom, is an honorarium paid to the landlord to show your gratitude. It is not returned to you when you move out of the premises. This usually amounts to the equivalent of one or two months of rent. These days many rental properties may not require it. The chukai assenryo is the fee, usually the equivalent of one month's rent, that is paid to the real estate agent who introduced you to the rental property. Advance rent: Rent should be paid for the month you are moving in. When a rental contract has been signed after the month has already begun, the advance rent may be prorated to the day. -33- b 賃貸契約の仕方と注意 貸主と借主の間で話がまとまると、賃貸契約書が作成されます。契約書は必ず内容を十 分理解して押印（サイン）をしてください。 賃貸契約には、通常、連帯保証人が必要です。連帯保証人は、借り主が家賃を支払わな い場合などに代わりにその責任を負わねばなりません。連帯保証人は、「独立の生計を営 む成人」であることが条件ですので、指導教員等に相談してください。 契約書の多くは和文で書かれているので、契約の際には連帯保証人に同行してもらうと よいでしょう。契約書や敷金・礼金などの領収書は保管しておいてください。 契約期間は通常２年間です。更新したいときは、１か月前までに家主に申し出てくださ い。 B 住居費 民間のアパート、マンション等に住む場合、家賃のほか、共益費（管理費・雑費）、公 共料金を支払う必要があります。 a 家賃 毎月の賃貸料。毎月末日までに翌月分の家賃を支払います。 b 共益費 階段や廊下、エレベーターなど住人の共用部分を維持・管理するために住人が出し合う 費用です。家賃に含まれる場合と別の場合があります。 c 公共料金 電気、ガス、水道、電話などの料金は家賃とは別になります。通常、それぞれ取り扱う 会社に各自で使用した分の金額を、現金か銀行の口座引き落としによって支払います。 C 電気 香川県の家庭用電気器具の周波数は、６０ヘルツ、使用電圧は１００ボルトです。海外 から持ち込まれた電気製品を使用する場合は、電気店などで相談して、そのまま使用しな いようにしましょう。 小豆島・直島町を除く香川県全域には四国電力が、小豆島・直島町には中国電力が電気 を供給しています。 -34- b) Rental contract procedures and precautions Once details have been settled between the landlord and the potential tenant, a rental contract is drawn up. Since the contract is legally binding once concluded, make sure you fully understand its terms before signing it or stamping it with your name seal (inkan, if you have one). Furthermore, a joint surety is usually needed when concluding a rental contract. The joint surety must bear the responsibility for any rent etc that the tenant fails to pay to the landlord. A joint surety must be an ‘adult who makes an independent living’. Please consult with your supervisor concerning this matter. Since almost all rental contracts are written in Japanese, it would be a good idea to ask your joint surety to accompany you when you sign the contract. Keep valuable documents such as your contract and receipts for your shikikin (security) and reikin (key money) in a safe place. Rental contracts are usually renewed every two years. If you would like to renew the contract, you must give the landlord at least one month’s notice. Often, they will contact you beforehand. B) Rent and Other Fees After you have moved in, you may be required to pay monthly maintenance fees for the upkeep of common facilities and utility charges in addition to your rent. a) Rent (yachin) The monthly rent is usually paid a month in advance. b) Maintenance fees (kyoekihi) These are fees paid by all the residents of a building to cover the management and maintenance of common facilities, such as stairwells, hallways, and elevators, and other areas shared by the tenants. In some cases these charges may be already included in the rent, but sometimes they are not. c) Utility charges (kokyo-ryokin) Most people are charged separately for utilities like electricity, gas, water, and telephone. You may be requested to pay these directly to the individual utility companies, either by cash or by debit payments from a bank account. C) Electricity In Kagawa Prefecture all electrical appliances run on a frequency of 60 Hz and a voltage of 100V. If you want to use electric appliances brought from abroad, you should consult an electric appliance store and purchase a suitable adaptor. The Shikoku Electric Company, Shikoku Denryoku, supplies electricity to all areas of Kagawa Prefecture except the islands of Shodoshima and Naoshima. The Chugoku Electric Company serves the Shodoshima and Naoshima areas. -35- a 使用開始の申込み 最初に、ブレーカーのスイッチを「入」にしてください。電気が流れていることを確認 したら、安全ブレーカーまたは分電盤についているはがきに記入して、電力会社に送りま す。はがきに記入するのは住所、氏名、使用開始の日時、メーター番号です。また、電力 会社に直接申込みをすることもできます。 b 料金の支払い 電気の使用量は毎月確認されます。支払いは郵便局やコンビニエンス・ストアでできま すが、郵便局や銀行の口座からの自動支払いを利用すると便利です。 c 問い合わせ・トラブル・使用中止のとき 電気に関する問い合わせ、トラブルの発生、使用を中止するときは、近くの電力会社へ 連絡してください。 D 水道 日本の水道水は浄化されていますが、大学内では生水を飲まないようにしましょう。水 道に関することは、各市町役場の管轄です。 a 使用開始の申込み 各市町役場の水道局に直接問い合わせてください。申込みの際には、氏名、住所、使用 開始の日時を知らせます。 b 料金の支払い １か月に一度、所によっては２か月に一度、メーターの検針があります。支払いは郵便 局や銀行の口座からの自動支払いが利用できます。 c 問い合わせ・トラブル・使用中止のとき 水道に関する問い合わせ、トラブル発生、使用を中止するときは、各市町の水道局に連 絡してください。このとき、氏名と領収書に書かれた「使用者番号」を知らせるようにし ます。 -36- a) Application First switch on the safety breaker to on, 「入」(iri). After confirming that the electricity is flowing properly, fill in the postcard which is usually attached to the breaker and send it to the electric company. You will be required to fill in your name, address, the date of your move, and your electric meter’s serial number. You may also apply directly at the electric company and have them deal with these matters for you. b) Bill payment The meter will be read monthly. Bills are payable at post offices, convenience stores and banks or by automatic bill payment from your bank account or postal account. c) Inquiries, problems, discontinuing service If you have any questions or problems relating to the electricity in your home or want to discontinue the service, contact your electric company directly. D) Water Though tap water is purified in Japan, you should not drink unboiled water on campus. The water supply is under the jurisdiction of the local municipal office. a) Application Application for water service must be made directly with your local municipal water department. Information required on the application form includes your name, home address and the date when you want the water service to begin. b) Bill payment The meter will be read monthly or bi-monthly, depending on the area you live in in the prefecture. Bills are payable at any post office or by automatic transfer from your bank account. c) Inquiries, problems, discontinuing service Call your local water supply bureau if you should have any questions, problems or wish to discontinue service (i. e, when you leave at the end of your rental contract). The information that you will be required to give over the phone is your name and your user number which is written on your water bill. -37- E ガス 都市ガスとプロパンガス（LPガス）の２種類があります。ガス器具を購入するときは、 住む家のガス設備がどちらの種類かを確かめておく必要があります。 都市ガスは、高松市、坂出市、丸亀市、善通寺市、多度津町、宇多津町、琴平町でのみ 利用できます。ガスを供給している会社は四国ガスです。 なお、ガスは有毒ですので、取扱いには十分注意しましょう。ガス漏れを探知する小型 の警報機は、ガス会社で販売されており、低価格で取り付けることができます。 a 使用開始の申込み ガスを使用する前には、最寄りの四国ガス又はLPガス販売店に連絡してください。係員 が来て、使用できるようにしてくれます。危険ですから、自分ではしないでください。 b 料金の支払い ガスのメーターは毎月検針されます。支払いは郵便局や銀行の口座からの自動支払いが 利用できます。 c 問い合わせ・トラブル・使用中止の時 ガスについての問い合わせ、トラブルは四国ガス又はLPガス販売店に連絡してください。 使用を中止するときには、少なくとも１日以上前に四国ガス又はLPガス販売店に連絡する ようにします。 -38- E) Gas There are two kinds of gas: ‘city gas’ or LPG, liquified petroleum gas. Before purchasing any articles requiring the use of gas, it is necessary to check which type is used in your home. City Gas, (Toshi-gasu in Japanese) is available only in Sakaide, Takamatsu, Kotohira, Utazu, Marugame, Tadotsu, and Zentsuji. It is provided by the Shikoku Gas Company. Since gas is hazardous, you should be careful when you using it. To detect gas leaks a small compact machine can be purchased from your gas company for a very small cost and plugged into an electrical outlet. a) Application To have gas supply started to your home, call Shikoku Gas Company or an LPG dealer. A serviceman will be sent to your home to provide the required service. As it is very dangerous, do not try turning on the gas yourself. b) Bill payment The gas meter is read monthly. Payment can be made at any post office or by automatic bill payment from your bank account. c) Inquiries, problems, discontinuing service You must contact the gas company or your LPG dealer directly if you should have any enquiries, problems, or wish to discontinue the service. To discontinue the service, you are required to inform Shikoku Gas Company or your LP gas dealer at least one day in advance. -39- （５）居住習慣に関する注意事項 日本の文化、生活習慣は外国とは異なるため、家主や隣人と思わぬ所でトラブルが起き るかもしれません。日本の居住習慣には従うようにしてください。特に、次の点には注意 が必要です。 A 換気 日本の気候は湿潤なため、特に夏場は、湿度が高いのでカビが発生しやすくなります。 家屋内のカビの発生には注意してください。家主とのトラブルの原因になりますので、普 段から充分に換気を行うことをお勧めします。 B 屋内の手入れ 部屋、備品などを破損したり汚したりした場合、自費で修理する必要があります。また、 退去時には自費で現状に回復させて部屋を明け渡す習慣があります。もし改装をしたい場 合には、必ず事前に家主に了解を得てください。 C 宿舎の共有、騒音など 日本では一般に、家主の許可なく一つの宿舎を何人かで共有することは、契約上からも 認められません。また、騒音をたてたり、アパートの廊下など共有部分で食事を作ること などは、日本の習慣では行儀の悪いこととみなされます。 D ごみの出し方 ごみは住んでいる地区によって、決められた場所、日時に収集されます。家主または近 所の人に聞いて確かめておきましょう。ごみは、燃えるもの、燃えないもの、缶・びん・ ペットボトルなど、何種類かに分けて出します。燃えるものは週１回か２回、燃えないも のは週１回の収集が普通です。ごみの分け方や収集については、それぞれの地区ごとに決 まりがあります。これらは大変難しいので、詳しくは各市町役場の清掃担当係に問い合わ せてください。ゴミ袋はスーパーやコンビニで買うことが出来ます。ゴミは、決められた 場所に、決められた日時に出す必要があります。 -40- （５）Precautions Concerning Daily Living Customs Since Japanese culture and customs may differ from those of other countries, misunderstandings may arise between tenants, landlord and neighbors over unexpected matters. Please be aware of the daily living customs of Japanese people. Particular attention should be given to observing the points described in the following subjections. A) Ventilation Due to the high level of humidity in summer in Japan, mold tends to grow quickly on house/apartment walls or its furnishings, especially in the bath and bathroom. Please be careful about preventing the growth of mold in your home, as this may cause a problem between you and your landlord. You are encouraged to keep your home well ventilated to prevent the growth of mold. Cheaply priced Anti-mold sprays, cleaners, and mold removers are available at supermarkets and are very effective in removing mold and keeping such areas clean. B) Interior Care Repairs for nay damage to your rented house/apartment or its furnishings, must be paid for by the lease. As a custom, you, the tenant is required to restore everything to its original condition at your own expense before moving out. If you wish to make any renovations or alterations during your stay, you must first obtain permission from your landlord. C) Cohabitation, Noise and Other Matters It is usual in Japan to rent a house/apartment to a single tenant or a stipulated number of people (i. e., a family), and such a clause is usually included in the rental contract. It is considered a violation of the contract for additional people to live in the rented house/apartment without obtaining the permission of the landlord. According to Japanese custom, it is also considered bad manners to be noisy or cook in the hallways or other shared areas of apartment buildings. D) Garbage Disposal Household garbage is collected at a designated place, day and time depending on the area in which you live. It is best to ask your landlord or neighbors for this information. Each city and town in the prefecture has its own rules and regulations regarding sorting waste into inflammable, non-inflammable waste, glass and plastic bottles, and certain other categories. Inflammable waste is usually collected once or twice a week, while non-inflammable waste is collected once a week. The rules and regulations are rather complex. Please contact the Sanitation Department of your local municipal office in details. Plastic garbage bags, gomi-bukuro, can be purchased at supermarkets and convenience stores. Items must be placed in these bags before leaving them at a designated garbage collection point by the time on the day for collection of that type of garbage. -41- ＜高松市のごみの出し方（一部）＞ a 燃やせるごみ 生ごみ、紙くず、繊維くず、木・竹製品、テープ類、紙おむつ、少量の枝・枯葉等 ・・・指定収集袋（有料）に入れて出してください。 b 燃やせないごみ プラスチック製品、陶磁器類、皮製品、ガラスくず、小型家具、複合素材製品等 ・・・指定収集袋（有料）に入れて出してください。ガラスくずなど危険なものは、 新聞紙等で包み、「危険」と表示してから袋に入れてください。 ｃ 有害ごみ 乾電池、水銀体温計、蛍光管等 ・・・乾電池・体温計は透明な袋、蛍光管は購入時の段ボールケースに入れて出し てください d 缶・びん・ペットボトル ガラスびん、スチール缶、アルミ缶、ペットボトル ・・・乳白色・半透明ポリ袋にいっしょに入れて出してください。 スプレー缶は中身を使い切り、穴をあけて出してください。 e 紙・布 新聞・雑誌・段ボール ・・・新聞、雑誌、段ボールは種類ごとにひもでしばって出してください。 洋服、下着、シーツ、タオル等 ・・・乳白色・半透明ポリ袋に入れて出してください。 f プラスチック容器包装ごみ ラップ類、ポリ袋、カップ類、パック類、食品トレイ、発泡スチロール等 ・・・乳白色・半透明ポリ袋に入れて出してください。中身を完全に使い切るか取 り除いて出してください。 g 粗大・臨時ごみ 大型家具、大型日用品、引っ越しなどで出るごみ、その他（焼却灰、鉄アレイ等） ・・・自分で処理施設に搬入するか、電話で 「粗大ごみ受付センターTEL087-834-0366」へ収集を申し込んでください。 E 宿舎退去時 宿舎を退居する際には、退居予定日の１か月以上前に家主に連絡して下さい。直前に申 し出ると、次の月の家賃も請求されます。敷金から部屋の清掃、備品などの修理・修復の 費用を支払い、余りがあれば返金されますが、足りなければ追徴されます。また、電気、 ガス、水道、電話などの公共料金の精算を忘れないようにしましょう。 -42- Sorting waste rules in Takamatsu (an extract) a) Inflammable waste Kitchen waste, paper, cloth, wood or bamboo goods, tapes, paper diapers, small quantities of branches or dry leaves ・・・Put in designated plastic bags (for collection). b) Non-inflammable waste Plastic goods, chinaware, leatherware, pieces of glass, small furniture ・・・Put in designated plastic bags (for collection). Dangerous garbage such as pieces of glass should be wrapped up in newspaper. Please write on the bag “危険”(‘Dangerous’) before putting such items in plastic bags. c) Hazardous waste Dry cell batteries, mercury thermometers, fluorescent lamps ・・・Dry cell batteries and mercury thermometers should be put in clear plastic bags. Fluorescent lamps are supposed to be put in the corrugated cardboard cases that came with the lamps upon purchase. d) Cans, bottles, and plastic bottles ・・・Put these items in either white or clear plastic bags. Items do not need to be separated. Spray cans should be disposed after use, and should be punctured. e) Paper and cloth/clothing Newspapers, magazines, and cardboard ・・・Items should be tied up in bundles. Clothing, underwear, sheets, and towels ・・・Put in either white or clear plastic bags. f) Plastic container and packing waste Gladwrap, plastic bags, plastic cups, plastic packs, plastic food trays, styrofoam ・・・Put these items in either white or clear plastic bags. Remove or cleaning off any food contents etc. g) Large waste and special waste Large furniture, large electrical appliances, large household articles ・・・You can take these items to a special disposal area by yourself or call the Sodai Gomi Uketsuke Center, Large Waste Reception Center, at 087-834-0366.(for charged collection) E) Moving Out of Your Rented House/Apartment When you decide to move out of your rented house/apartment, you should give your landlord at least one month’s notice. If you fail to give the notice, you will be charged the next month’s rent. The landlord will use your shikikin (security money) for cleaning, to make repairs and restore such property as the house/apartment and/or its furnishings, and if there is any left, will return the balance of your shikikin (security money) to you. If the shikikin does not cover all expenses, you will be asked to pay the difference. Do not forget to settle your electricity, gas, water, telephone and other utility bills when moving out. -43- ４ 日常生活 （１）気候 日本は、温暖で、地域にもよりますが比較的季節がはっきりしています。１年を春、夏、 秋、冬の４つの季節に分けており、日本人は昔から季節感や季節毎の祭り、記念行事など を大切にしています。カレンダーの上では１月から新しい年が始まりますが、学校や会社 は桜が咲き始める頃、４月から３月までを１学年（年度とも言います）としており、入学 や入社、進級も４月になります。４、５月頃は比較的暖かく過ごしやすい季節と言えます。 ６月から７月にかけては「梅雨（つゆ）」と言い、何日も雨が降り続き、湿気が多くカビ が発生しやすくなります。夏は気温の高さよりも湿気の高さに閉口する外国人が多いよう です。秋になると次第に気温が低くなり、銀杏をはじめ多くの落葉樹が紅葉、落葉します。 冬は、地域によってはかなり雪が積もるところもありますが、香川県ではひと冬に２、３ 回降る程度です。 香川県は、日本の南西部にあたる四国の北東部にあります。 東西９２キロメートル、南北６１キロメートルの半月形をした香川県は、日本で最も小 さい県です。県南部は緑の讃岐山脈が連なり、北部には讃岐平野が広がっています。地形 は南が高く、緩やかな勾配をなして、北は瀬戸内海に面しています。海岸線の延長は６９ ０キロメートル、海面には１１０程の島が点在しており、非常に美しい風光です。 香川県の気候は「瀬戸内海気候」と呼ばれるもので、四季を通じて温暖で雨が少なく、 日照量は年間２１００時間以上、平均年間降水量は１１００ミリメートルです。 -44- ４） Daily Life （１）Weather The Japanese climate is generally mild, although the weather does differ somewhat depending on the region. The year is generally divided into four seasons: spring, summer, autumn and winter. The Japanese people have cherished an appreciation of the changing seasons in seasonal festivals and commemorative events, etc. for a long time. However, in Kagawa Prefecture there is usually snow only about two or three times per winter and does not stay on the ground for long. Kagawa Prefecture is located in the north east of Shikoku in southwest in Japan. Kagawa is crescent shaped, the smallest prefecture in Japan, approximately 92 kilometers from east to west, and 61 kilometers from north to south. In the south of the prefecture there is the lush, green Sanuki mountain range. The Sanuki plains gently incline towards the north, while the northern part of the prefecture faces the Seto Inland Sea. Kagawa has around 690 kilometers of coastline and the nearby sea is dotted with around 110 islands, which creates a very beautiful landscape. The area enjoys the so-called ‘Inland Sea Climate’: meaning that it is mild throughout the year and has little rainfall. To open an account, you should go to a bank during its office hours (usually from 9:00 to 15:00, Monday to Friday) with your alien registration card or passport as personal identification and your name seal, if you have one. Since name seals (inkan) generally function in the same way personal signatures do in the West, and a stamp made with such a seal is as legally binding as a personal signature, you should be careful to keep your inkan in a safe place. You can buy a Japanese name seal at a stationery store, or have one made with your name on it at an inkan specialty store. However, most banks will also allow non-Japanese people to open bank accounts using their personal signatures instead of name seals. B) Automated Teller Machine Cards You can request an Automated Teller Machine (ATM) card (called a ‘cash card’ in Japan) when you open a bank account. With an ATM card, you can make withdrawals from and deposits into your bank account, make payments from your account by bank transfer, etc. both during teller window hours and beyond teller window hours. You can also use your ATM card for withdrawals at the ATM machines of other banks for a service charge from around 105 yen. The hours an ATM card can be used vary from bank to bank, but in most cases they are from 8:45 to 19:00 Monday to Friday, and from 9:00 to 17:00 on Saturdays and Sundays. A service charge of about 110 yen may be deducted from your account when you make ATM withdrawals on Saturdays, Sundays and holidays. Ask the bank for details. C) Automatic Bill Payments for Utilitiesy When you are living in a private house department, you can arrange to have your monthly charges for utilities paid automatically from your bank account. Inquire at your bank about the matter for details. D) Making Cash Deposits You can make deposits into accounts at your own bank and accounts in affiliated banks at the teller window or with your ATM card at an automated teller machine. Inquire at your bank about service charges and affiliated banks that will accept your ATM card. E) Remittance of Foreign Currency, Exchange of Foreign Currencies, Travelers Checks Remittance of foreign currency, exchange of foreign currencies, and travelers checks are handled at some banks and main post offices. -49- F 口座の解約 銀行口座を解約するときには、通帳、キャッシュカードを提出します。印鑑の用意を忘 れないようにしましょう。 （４）郵便局 A 郵便 郵便料金は、郵便物の形状、重量によって異なります。国内郵便は、はがきは全国一律 ５０円、封書は２５グラムまで８０円、国際郵便は、はがきは全世界共通７０円、封書や 小包は形状、重量、地域によって異なりますので、詳しくは郵便局で配付している「POST OFFICE GUIDE」を参照してください。 郵便物には国内、国外とも料金分の切手を購入して所定の位置に貼り、道路脇などに設 置されている赤い郵便ポストに入れます。郵便ポストには口が二つのものもあり、普通郵 便と国際郵便、速達などを分けて入れるようになっています。料金が分からない場合、郵 便物がポストに入らない大きさの場合、重要なものを送る書留扱いとする場合などは、直 接営業時間内に郵便局に持ち込みます。切手及び官製はがき（切手が印刷されているもの） は、郵便局及び〒マークのついた看板のあるコンビニエンスストアや小売店などでも入手 できます。封筒や切手の貼っていない絵はがきなどは、文房具店、コンビニエンス・スト アなどで扱っています。 受取の印鑑、サインなどを必要とする小包や書留が配達されたとき、不在だと配達員は 郵便物を持ち帰り、不在配達通知書を置いていきます。これらの小包や書留は、不在配達 通知書と外国人登録など身分証明書、印鑑を持参して、指定の郵便局で受け取ることがで きます。 また、国内で引っ越したときは、転居元あるいは転居先の近くの郵便局にある転居届用 のはがきを出しておくと、旧住所あての郵便は１年間転居先に転送してくれます。 -50- F) Closing Your Bank Account You will be required to submit your bank book and cash card when closing your bank account. Since the details of these services, the sign-up charges and the monthly usage fees vary from company to company, you will need to choose the plan that best serves your needs. You will need to have your passport and certificate of Alien Registration when you sign a mobile phone contract. E) Public Telephones Public telephones can be used with 10-yen or 100-yen coins, prepaid telephone cards, or an IC card. Telephone/IC cards are available at kiosks or automated vending machines. Some public telephones can also be used to make international calls. F) Connecting to the Internet Though there are a variety of ways to connect to the Internet , such as ADSL, ISDN, PHS or cable (optical-fiber) connections, broadband (ADSL or cable) has become very popular in Japan. Features of the various Internet connections are as follows. a) ADSL (broadband) Since ADSL uses the existing phone line, installation is easy. Though speeds of 8 to 50 mbps are advertised, the actual speed your connection achieves depends on such factors as the line condition and the distance of your site from the telephone exchange. To get ADSL, you need to make a contract with an Internet service provider (ISP). Please obtain permission from the landlord to have cable connected before you order service from an ISP, since installing cable to the building itself requires additional work and an additional fee. c) ISDN Since ISDN uses digital phone lines, communication quality is assured throughout Japan. Communication speeds are from 64 to 128 kbps. Please consult a provider for further details. d) Dial-up This traditional method of connecting to the Internet uses a standard analog phone line. Connection speeds are generally 28.8 to 56 Kbps, depending on line conditions and the speed of your computer’s modem. To set up a dial-up service, you need to open an account with an ISP and choose a plan based on the amount of time you expect to be on line each month. e) PHS When the services of a PHS carrier are used, it is possible to connect to the Internet without installing a telephone line. Communication speed is about 64 Kbps and the service is provided by a PHS communications carrier such as DDI Pocket or NTT DoCoMo. f) Cable TV line In some cases, the cable TV line at some condominiums (‘mansions’) can be used to connect to the Internet. Notes on Connecting to the Internet Since it is not unusual for a number of companies to be involved in the process of installation, you should confirm the areas of responsibility for each company. Even if one company will handle everything, you should ask the company for details concerning (1) their areas of responsibility in installation and the costs involved, (2) whether you will be buying, renting, or leasing the equipment, and (3) the monthly charges. These expressways link the major cities in Shikoku such as Takamatsu, Kochi and Matsuyama together and furthermore, thanks to a direct connection to the Seto Chuo Expressway and other national expressways, Kagawa is getting closer to other major cities in Japan. Hard work is still under way on extending the expressway it to the east of Takamatsu. C) Major Ports Major ports in Kagawa are Takamatsu, Marugame, Sakaide and Takuma. Ferries depart daily for areas in Kagawa Prefecture (such as Shodoshima island), Honshu and Kyushu. When purchasing a ticket for ferries leaving for Beppu, Kobe and Osaka, a passenger list form must be filled in and presented with the payment to the ticket office. For trips to Osaka, Kobe and Kyushu, cabins are available at an extra charge. The JR railway has four lines departing from Takamatsu; the Kotoku line to Tokushima, the Yosan line to Matsuyama, the Dosan line to Kochi, and the Seto Ohashi line over the Seto Ohashi bridge to Okayama. The Kotohira railway has three lines; the Kotohira line to Kotohira, the Nagao line to Nagao, and the Shido line to Shido. When you frequently use the same train route to commute, purchasing a ticket of coupons or a pass is a good way to get a discount. Since the JR group companies operate a network of train lines throughout Japan, traveling around the country is very convenient. When using JR, besides a passenger ticket (josha-ken), you may need other special tickets, such as a limited express (tokkyu-ken), express (kyuko-ken), reserved seat (shitei-ken), special reserved car or ‘green car’ (guriin-ken) ticket. If you plan to use a limited express train or a special reserved car, you should buy your limited express train or special reserved seat ticket together with your passenger ticket. There are also various discounted tickets available. Inquire about this at a station office. Tickets for long-distance travel within Japan are sold at the ‘Green Windows’ at JR stations. Reservations and purchases can also be made at Seikyo, the university coop. E) Buses The local bus companies that serve the Kagawa area are Kotoden, Kotosan, Shodoshima, Okawa, Shikoku Ryokaku Tetsudo, and Naoshima bus companies. You can find bus stops on streets. The bus schedule is shown at each bus stop. You should board the bus from the back door. Take a ticket (seiriken) from the ticket dispenser. Please take care not to lose this ticket. Listen for the name of the stop. When your destination is announced, press the buzzer located beside the seats or on the ceiling. The bus fare, which is listed on the fare chart placed at the front of the bus, is charged based on the number on the ticket. Place both the ticket and the exact amount into the fare box. If you use the same bus route frequently, you might find having a pass or ticket coupons convenient. The taxi is available for hire if the red lamp in the right hand side of the taxi’s front windscreen is on. When the taxi stops, the back left hand door will open automatically. The taxi fare consists of the base price of ￥550 or ￥560 depending on the size of the taxi, plus the fare which is calculated based on distance and time. Therefore, even if the taxi stops at traffic lights or is caught in a traffic jam, the meter will continue to tick away. Also, the taxi fare will increase by 20% between 11:00 p. m. and 5:00 a. m. The fare is displayed on the meter by the driver’s seat. Tipping is not necessary. G） Automobiles If you would like to drive an automobile in Japan, you should either obtain an international driver’s license beforehand in your home country or transfer the driver’s license of your home country into a Japanese driver’s license after your arrival in Japan. To apply for a Japanese driver’s license, you will need to go to the nearest Driver’s License Testing Center. You will need to bring a valid driver’s license issued overseas. You also need to certify that you stayed in the country where it was issued. If the date of issue is not shown on the license, you also need to obtain a document certifying the date of issue. You also will need a Japanese translation of your driver’s license. The translation must be prepared at the embassy of the country where the license was issued, or at a JAF office. You also will need to present your alien registration certificate, passport and one photo for your license application (3 cm long×2.4 cm wide). There is a simple written test on Japanese traffic rules and a practical driving test. International driver’s licenses are valid for one year and not renewable in Japan. Due to traffic congestion and parking problems in major cities, other forms of transportation are often more convenient. Furthermore, if you decide to drive a car or motorcycle in Japan, you must have liability insurance, as medical and compensation claims in the event of an accident could be very expensive. There are general hospitals, specialized clinics and private clinics in Japan. Where you go depends on the nature of your illness or injury. It is a good idea to familiarize yourself in advance with the hospitals and clinics in your neiborhood (their specialities, consultation hours, holidays, etc.) Most Japanese hospitals or clinics do not require appointments. However, many dental clinics do. It is wise to call in advance to make sure. If you are visiting a particular hospital or clinic for the first time, you will have to fill in some forms. Afterwards, wait in the waiting room until your name is called. The wait can be quite long in large hospitals, such as university hospitals. After you have been examined, you must wait once again until your name is called to pay the doctor’s fee and to receive your medicine, if any, and pay your bill. If you are given a prescription rather than the medicine itself, you should take it to the nearest drug store where a pharmacist fills your prescription, and then pay the bill for the medication there. -67- B 外国語による受診 日本の医療機関では、医師はある程度英語を理解できますが、受付などでは、日本語以 外はまず通じません。あなたが日本語を話せない場合は、通訳のできる人に付き添っても らうとよいでしょう。 英語や他の日本語以外の言語で診療できる医療機関で診療を受けることを希望するなら ば、普段から情報を集めなくてはなりません。あなたの日本人の友人や同僚に聞いてみる のも良いでしょう。近くの外国人が情報を持っているかもしれません。また、外国人登録 をした際に市町の窓口で尋ねてみるのも一つの方法です。 C 薬局・薬店 風邪薬、頭痛薬、胃腸薬などの市販薬は一般の薬局で買うこともできます。ただし、医 師の処方箋なしで薬局で手に入れることのできる薬は限られているので、希望する薬が手 に入らないこともあります。 （９）保険等 A 海外旅行傷害保険 海外旅行に出かけるときに海外旅行傷害保険に加入するように、研究のために来日する ときも、海外旅行傷害保険に加入することをお勧めします。 日本は医療費が高く、事故、急病のため、医療機関で診察、治療などを受けた場合は、 高額の費用がかかります。その際、海外旅行傷害保険に加入していれば、負担が軽くて済 みます。 しかし、海外旅行傷害保険が適用されない病気（既往症、慢性疾患や歯科治療等）やけ がもありますので、加入する保険の約款をよく読んでおきましょう。また、日本での研究 活動を順調に進めるためにも、来日前に医師の診察、治療を受けて体調を整えておきまし ょう。 -68- B) Medical Treatment in Foreign Languages The majority of Japanese doctors understand English to some extend; however, most receptionists speak little English. If you do not speak enough Japanese, it is a good idea for you to have someone accompany you who can interpret for you when visiting a doctor. If you wish to receive medical care in English or another language, you are advised to collect information beforehand on hospitals or clinics that provide such foreign language services. It may be a good idea to try asking your Japanese friends or colleagues. Other non-Japanese friends may also be able to recommend a suitable hospital or clinic. You could also ask about the matter at the alien registration counter of your municipal office. C) Pharmacies/Drugstores Over-the-counter medicine for colds, headaches, stomach troubles, etc. can be purchased at general pharmacies. However, since the medicines that are obtainable without a doctor’s prescription are restricted, you may find that you cannot purchase the medicine you are looking for over the counter. （９）Insurance A) Traveler’s Insurance We recommend that you sign up for traveler’s insurance before leaving for Japan. Since medical services can be expensive in Japan, if you receive an examination or treatment for an accident or medical emergency, the cost will be fairly high. If you are enrolled in traveler’s insurance, it would help lessen your burden of payment. Be sure to read the terms of your traveler’s insurance carefully, as there are illness (e. g., pre-existing/chronic conditions or dental care) and injuries that may not be covered. We recommend that you have any medical condition treated before you come to Japan to ensure that your research in Japan will go smoothly. -69- B 国民健康保険 国民健康保険制度は、医療費の負担を軽くするために、普段からお金を出し合い、病気 やけがをしたときの医療費に充てようという相互扶助を目的としたもので、日本国内に住 所を持つ全ての人が、公的医療保険に加入する「国民皆保険制度」です。 外国人登録を行い、１年以上の在留資格のある人は、同伴家族も含めて、国民健康保険 に加入しなければなりません。 国民健康保険制度に加入すると、保険料の支払い義務が生じますが、医療機関で国民健 康保険被保険者証を提示することにより、かかった医療費の３割の負担で、病気やけがの 治療が受けられるため、万が一、海外旅行傷害保険から支払われる保険金の限度額を超え る費用を要する病気やけがをした場合にも安心です。また、海外旅行傷害保険では対象外 の歯科治療、既往症、慢性疾患などにも適用されるほか、規定の出産育児一時金も支給さ れます。 保険料は、住んでいる市町、所得や世帯人員などによって異なります。 市町の外国人登録窓口で外国人登録を済ませた人は、あわせて、国民健康保険担当課で 加入手続を行ってください。 詳しいことは、市町の国民健康保険担当課に問い合わせてください。 （１０）香川県の公共施設等 高松市や香川県内の図書館、美術館、スポーツ施設等についての詳しい情報は下記のホ ームページを参考にしてください。 ○香川県 http://www.pref.kagawa.jp/foreigner.shtml ○高松市 http://www.city.takamatsu.kagawa.jp/ENGLISH/index.html （１１）日本語の学習 A 日本語学校の選択 日本語学校を選択する際の基準は、まず、入学しようとする日本語学校が、財団法人日 本語教育振興協会によって認定されたものかどうか確認してください。同協会が、文部科 学省の設定した「日本語教育施設の運営に関する基準」に基づき認定した日本語学校であ れば、外国人が安心して日本語を学習できる環境・条件を備えている施設と思ってまず差 し支えないでしょう。同協会の認定した日本語学校は３６８施設あり（２００６年４月現 在）この概要は次の図書が参考になります。 -70- B) National Health Insurance The National Health Insurance Program in Japan is an insurance to reduce the individual’s medical cost in the event of illness or injury through a system of mutual payments and assistance. It is called “the National Comprehensive Health Insurance Program” and is a system requiring everyone with an address in Japan to enroll in some form of public medical health insurance. If you have an alien registration certificate and status of residence in Japan for at least one year, you and your dependents are obliged to enrol in National Health Insurance. If you subscribe to this program, you must pay monthly premiums. You will be issued an insurance card, which allows you to receive medical treatment at only 30% of the cost by showing the card at medical facilities. National Health Insurance can also partially cover fees for illnesses and injuries that may exceed the limit paid by your traveler’s insurance. It may help pay fees for treatment for dental care and treatment for pre-existing/chronic conditions not covered by your traveler’s insurance, as well as fees for a midwife. The premiums for National Health Insurance vary according to the area where you live, according to your income and according to the number of people in your family. The school year begins in April and ends in March the following year. Many children start going to nursery school and kindergarten from the ages of three or four, and enter elementary school in the year that they turn seven. After six years of elementary school education, they receive another three years of schooling in junior high. After graduation from junior high school, most proceed to high school(for three years); others seek employment, and some go on to specialized colleges like polytechs, (for five years), where they undergo job-related education. Furthermore, the number of students who, after graduating from high school or attaining the same level of qualification, proceed on to university (usually for four years, or six years for certain fields like medicine) or to junior college(for two years) has been increasing considerably. It is a good idea to take along someone who can interpret for you when you go to inquire about enrolling your children. -73- B 幼稚園・保育所 親が共働きや病気などの理由で子どもを保育できないときに、子どもを預けることがで きるのが保育所で、０歳児から小学校入学前までの子どもが対象です。一般的な開所時間 は朝７時から夜６時まで、費用は子どもの年齢とその家庭の前年の所得を基に決められま す。詳しい問い合わせ、公立保育園への入園申込みは、居住市町の社会福祉課へお尋ねく ださい。 幼稚園には公立と私立があり、満３歳以上の子どもが入園できます。公立幼稚園への入 園申込みは、居住市町の教育委員会または園へ直接行います。私立の場合は、園に直接相 談する必要があります。 C 義務教育（小学校・中学校） 公立の学校は、地域によって通う学校が指定されています。授業は全て日本語で行われ ます。授業料は不要ですが、給食（ほとんどの学校で実施されています）の費用や教材費 の一部、修学旅行の費用などは払う必要があります。 公立中学校の入学試験はありませんが、私立や一部の国立学校では選考試験があります。 公立学校への入学申込みは、外国人登録証明書を持って市町の教育委員会で行ってくだ さい。なお、私立学校の場合はその学校へ直接申し込む必要があります。 D 高等学校（高校） 高等学校は義務教育ではありません。公立高校・私立高校のどちらへも申込みをするこ とができます。高校に入学するためには、日本の中学校を卒業していることまたは海外の 学校へ９年間以上通学していることが必要です。また、国語・社会・理科・数学・英語の ５教科について、日本語で行われる入学試験を受けなければなりません。 公立および私立高校への入学申込みは、外国人登録証明書を持って学校へ直接行ってく ださい。 E 大学 入学申込みの方法などは大学によって異なるので、希望する大学について予め調べてお く方が良いでしょう。原則として、日本または海外の高校を卒業し、大学が実施する入学 試験に合格する必要がありますが、これは非常に難しいものです。 -74- B) Nursery School and Kindergarten A child, with parents who are both working or who cannot take care of him/her because of health problems or other reasons, can be nursed at nursery school. Infants and children who are under school age can attend nursery school. Nursery school is usually open from 7:00 a. m. to 6:00 p. m. The fee is based on the age of the child and the family’s previous year’s income. For more information, or for registration at a public nursery school, please visit the social welfare section at your local municipal office. Privately owned nursery schools will take applications directly. A child of, or older than, three years old can enter kindergarten. There are public and private ones. To register your child into a public kindergarten, contact the school board at your local municipal office or visit the kindergarten directly. To register at a private kindergarten, you must apply at the particular kindergarten. C) Compulsory Education (Elementary School and Junior High School) A school age child has right to attend a public school assigned by the local school board. All classes are conducted in Japanese. A tuition fee is not required. However, since most schools provide lunch, it is necessary to pay this fee. Fees for certain learning materials, as well as those to cover the cost of school-sponsored field trips and excursions, may be required. It is not necessary to take an entrance examination to enter into a public junior high school. However, private schools and some national schools require students to take examinations. To enter a public school, it is necessary to register at the school board office in the local city or town office. Please bring your Alien Registration Certificate and your child’s card when registering. Registration for enrolment at a private school must be done directly at the school. D) High School High school attendance is not compulsory. Your child may register at either a public or private school. To enter a high school, you must have graduated from a Japanese junior high school or have had nine years of schooling abroad. The child must also take entrance examinations in Japanese covering five subjects: Japanese, Social Studies, Science, Mathematics and English. To register for a public or private high school, the child must apply directly at the school. You may need your Certificate of Alien Registration and your child’s card when applying. E) University It is advisable to check with the university you wish to apply for as admission requirements vary according to each university. However, the basic admission requirements for Japanese universities include graduation from a Japanese or overseas high school, as well as taking and passing the university’s entrance qualification examination. -75- （１３）買い物 A コンビニエンス・ストア 駅周辺、住宅地などほとんどの地域で、早朝から深夜まで営業している（一部２４時間 営業）コンビニエンス・ストア（略してコンビニといいます）があります。日用品や食品 （生ものはあまり扱っていません）、雑誌、コピー、ファクシミリ、宅配便などを扱って います。値段はスーパー・マーケットに比べると少し割高ですが、夜間や早朝に急に必要 になったときに便利です。米、塩、たばこ、酒類は一部の店舗で扱っています。 B スーパー・マーケット、ディスカウント・ストア 日用品や食品の買い物は多くの人がスーパー・マーケット（略してスーパーといいます） を利用しています。店舗の規模にはかなり開きがありますが、大きいところでは日常生活 に必要なものはほとんど揃いますし、値段も比較的安くなっています。 また、電化製品や一部の日用品などを特に扱い、値引きをしているディスカウント・ス トアなどもあります。スーパーやディスカウント・ストアの広告は、契約している新聞の 間に挟んで配達されてきますので、広告を見ながら住んでいる地域に近い便利な店を探し てみるとよいでしょう。 C デパートメント・ストア 百貨店または略してデパートといいます。衣類、食品、電化製品など、品質の比較的高 いもの、海外のブランド品なども扱っています。贈り物や品質の確かなものが必要なとき はデパートで買うのが確実ですが、品物によってはほとんど値引きをせず、定価販売にな っています。 -76- （１３）Shopping A) Convenience Stores Convenience stores open from early morning until very late at night (many are now open 24 hours a day) and can be found easily in the vicinity of stations and in residential areas, etc. They sell daily necessities, food (except for fresh fruit, vegetables, raw meat and fish), magazines, etc. Most also offer photocopying, facsimile, and courier services. Prices tend to be somewhat higher those at a supermarket. Nonetheless, they are very convenient when you suddenly need to buy something early in the morning or late at night. Some of them also sell rice, salt, cigarettes and liquor. Recently many stores also have online services enabling you to pay bills and buy tickets for concerts, etc. B) Supermarkets, Discount Stores Most people generally use supermarkets (called “supa” for short in Japanese) to buy their daily necessities and food. Considerable differences exist in the size of Japanese supermarkets. The larger ones stock almost everything necessary for daily life, and their prices are comparatively low. In addition, in many supermarkets there are also areas that are basically discount stores that sell electric goods, some daily necessities, etc. at reduced prices. Advertisement fliers from supermarkets and discount stores are often placed inside newspapers and delivered along with the newspapers to subscribers. Such fliers may be useful to find the store nearest you and for information about special bargain sales, etc. C) Department Stores Department stores, called “depato” in Japanese, sell clothing, food, electric goods, as well as various comparatively high-quality goods including foreign “name” brands. When you need to buy a gift or something of good quality, it is a good idea to use a department store. You can dial 110 from anywhere in Japan to call the police. If you are using a public telephone equipped with a red button for emergencies, dial after pressing the button. No coins are required. If you use a public telephone without a red button, first put in a 10-yen coin and then dial. The coin will be returned to you afterwards. In an emergency, if you don’t speak Japanese, remember to speak clearly and slowly in English, explaining the main points you want to communicate. Calmly explain the following once you are connected to the police: －What has happened(a burglary, a traffic accident, etc.) －The address (name of the city, town, and house number) of the place where the crime/accident occurred and/or landmark buildings/spots in the area. (If you are using a public telephone, the address of its location should be written in Japanese on the receiver or on the telephone box.) －If anyone has been injured. －Once you hear sirens approaching, go out to a noticeable spot on the street to signal the police car. If your apartment or house has been burgled, and your bankbook or cash card has been stolen, you should process the appropriate forms to stop payment at your bank or financial institution immediately. B) Fires If there is a fire and you want to call a fire engine, or if there is a sudden illness or serious accident for which you need an ambulance, you should call the fire department by dialing 119 from anywhere in Japan. If you are using a public telephone with a red button for emergencies, dial after pressing the button. No coins are required. If you are using a public telephone without a red button, first put in a 10-yen coin and then dial. Your coin will be returned to you afterwards. Calmly explain the following once you are connected to the fire department: －Whether you need a fire engine for a fire or an ambulance for a sudden illness or serious accident. In the case of fire, mention whether anyone has been injured. －The address of the location of the fire or where the ill/injured person is, or a landmark building/site in the vicinity. No fee for ambulance is charged, but the patient may have to pay fees for medical treatment in the hospital. Most apartment buildings are equipped with small fire extinguishers, and so familiarize yourself in advance with how to use them. Many apartments are equipped as well with fire alarms with a red button. If you press the button when a fire breaks out, a bell will start ringing to inform and warn people in the vicinity. As most Japanese houses are made of inflammable materials, great precaution must be taken against fire. Small-scale earthquakes in particular occur quite often. Most of them last about one or two minutes. Please prepare yourself and be mindful in the following ways so that you can remain safe in the event of an earthquake. A ) Basic Advance Preparations －Prepare such items as a radio, a first-aid kit, a flashlight, two or three days' worth of food and beverages, matches, copies of your passport and other important identification papers, money, a dictionary, writing materials, a change of clothing and some blankets if possible, a sleeping bag, etc., and put them in a knapsack that should be kept near a door so that you can quickly take it out should an earthquake occur. －Write your name, address, telephone number, blood type, country of nationality, number to contact in an emergency, etc. on the knapsack. －Check out in advance the location of the place where you should take refuge in your area (usually a nearby school, park, etc.). －Decide in advance on the place where your family ,etc. should meet if any member gets separated during a major earthquake. －Furniture that is likely to topple over, such as bookcases and chests with shelves should be secured with metal braces. This particularly should be done to prevent such heavy furniture from falling on you while you are asleep. Metal fittings designed to prevent furniture from toppling over are sold in supermarkets, discount stores, and elsewhere. -81- ○普段から高いところにあまり物を置かないようにしましょう。（地震で落ちてくると 危険です） ○地震や緊急の時に助け合うことができるよう、近所の人と知り合いになっておきまし ょう。 ○眠るときには、倒れやすい家具やガラス窓から離れましょう。特に頭は安全になるよ うにします ○地震の後の火事を防ぐため、ガスの元栓はこまめに閉めましょう。 B 地震が起こったら ○あわてて外に出ないで、布団や座布団で頭を守り、倒れやすい家具やガラス窓から離 れて大きな揺れがおさまるまで待ちましょう。テレビやラジオで地震の情報を聞き、必要 に応じて避難場所に避難しますが、絶対にエレベーターを使ってはいけません。 ○ガスの元栓を閉め、電気のブレーカーを下ろし、火事が起こるのを防ぎます。 ○室外にいる場合も落下しそうなものや壁から離れ、頭をかばんなどで守ります。車や バイクなどに乗っている場合は、止まって揺れがおさまるのを待ちます。 C 大地震が起こったら ○テレビやラジオの情報に従い、できれば備えてある非常持出袋を持って避難します。 ○必要以上に電話をかけると回線が混み合い、緊急の電話がかけられなくなるのでやめ ましょう。 ○自動車で避難してはいけません。道路が混み合い、救急車や消防車が通れなくなりま す。 ＮＨＫでは、大地震などの大きな災害が予知される場合に、教育テレビを除くテレビ放送 の副音声及びラジオ第２放送を通じ、英語で災害緊急放送をします。 （３）台風 日本には毎年夏から秋にかけて（特に８月、９月）台風が襲ってきます。台風が近づく と風雨が強まり、まれに停電、断水が生じます。台風が近づいたときは、ガラス戸を補強 したり、庭の植木鉢やベランダの物干しなどが風で飛ばされたりしないように注意しまし ょう。地域によっては、増水、崖崩れなどが起こる場合がありますので、テレビ、ラジオ、 消防署等の情報に注意をしてください。 -82- －Avoid as much as possible keeping heavy objects in high places(as they prove dangerous if they fall when an earthquake occurs). －Get to know your neighbors so that you can help each other in the case of an earthquake or other emergency. －Stay away from heavy furniture and glass windows when you sleep. Particularly try to sleep with your head in a safe spot. －Turn off all gas outlets carefully during an earthquake to prevent fires from breaking out afterwards. B) If an Earthquake Occurs －Don’t rush outdoors. Cover your head with a cushion or a quilt, distance yourself from glass windows and large furniture that seems likely to topple over, and wait until the major shaking stops. Listen to the earthquake information that will be broadcast on radio or television, and, if necessary, take refuge in the assigned refuge spot in your area. In such circumstances, never use the elevator. －Turn off all gas outlets and lower electric circuits to prevent fires from breaking out. －If you are already outdoors, distance yourself from walls and objects that seem likely to fall and protect your head with your handbag or briefcase. If you are in an automobile or on a motorcycle or bicycle, stop and wait until the major shaking stops. C) If a Major Earthquake Occurs －Follow the information presented on television or over the radio, and take your pre-prepared emergency bag and go to a designated refuge spot, if possible. －Avoid using the telephone unnecessarily, because if the lines become too congested from over-dialing, it may become impossible to make emergency calls. －Don’t travel to your refuge spot by car, as crowding the roads with vehicles could make it difficult for ambulances and fire engines to get through. NHK uses the sub-channel on its general broadcast channel (not the Education Channel) and its No. 2 radio station to broadcast emergency information in English in the event a major earthquake, or if some other major natural disaster, etc. is predicted. （３） Typhoons Typhoons strike every year from summer to autumn (especially in August and September) in Japan. When a typhoon approaches, rainfall becomes rather heavy and occasionally is there a power failure or suspension of the water supply. When a typhoon approaches, you should close your glass doors firmly and be careful about securing potted plants in your garden or hanging clothes on your verandah so that they are not toppled over or blown away.
