Our City has developed with blessings of abundant natural beauty
and a heritage rich in tradition. Cherishing the efforts of those who
have gone before us, we hereby adopt this charter, pledging to
always strive for :
●A City where the songs of birds can be heard in
parks and forests around a beautiful lake.
●A City where the people enjoy abundant lives
amid flourishing culture.
●A City where friendship is fostered among the
people and extends to others around the world.

市木　かりん
湿地や水辺に広く栽培されるアヤメ科の
多年草。毎年6月下旬、紫、白、絞り
などの花が咲き乱れます。

霧ヶ峰高原に群生するユリ科の多年草。
緑の草原に黄色いじゅうたんを広げたよ
うな花々は、高原の夏の風物詩として親
しまれています。

山地に自生し、高さは15ｍにも及ぶミ
カン科の落葉樹。初夏には黄緑色の小
花が密生し、木を美しく飾ります。

バラ科の落葉高木。市内のかりんはマ
ルメロと呼ばれる種類に属し、春に淡
いピンクの花をつけ、秋には芳香を放
つ黄色い果実が実ります。

Irises, perennial plants of the genus Iris,
grow in abundance along the shores of
Lake Suwa and the many rivers flowing
into it. In late June each year, irises of
purple, white, dapple and many other
colors bloom.
A perennial plant of the order Liliaceae

Plateau. The yellow carpet of day lilies on
the grassy fields adds poetic charm to this
tableland in summer.
This deciduous tree of the Rutaceae family
grows naturally in the mountains of Suwa,
often reaching a height of 15 meters. In
early summer the tree is beautifully
adorned with countless yellow-green
blossoms.
A deciduous tree of the order Rosales. The
quinces in Suwa City, which belong to the
Marmelo variety, blossom pale pink in the
spring and bear sweet-smelling yellow
fruits in the fall.

Suwa City is situated in a basin surrounded by mountains some distance from the oceans. Its
climate is therefore an inland climate characterized by cool summers and cold winters. The
annual temperature range is quite wide with four distinct seasons, and the rainfall is limited.

諏訪市は、諏訪湖や霧ヶ峰高原、豊富な温泉などの天与
の自然資源や、諏訪大社をはじめとする歴史や伝統文化遺
産に恵まれ、また、高度精密技術に裏打ちされたハイテク産
業を擁し、地域の中核都市として着実に発展してきました。
近年では、市民の価値観の多様化が進む一方で、社会
の少子高齢化や国際化、高度情報化が進展し、地方分権
改革の推進や広域行政の重要性が増大するなど、地方自治
体は大きな転換期の中にあります。また、東日本大震災や予
想を超える局地的な暴風雨、台風、竜巻、洪水などの自然
災害により、これまで以上にきめ細やかな安全・安心のまち
づくりが求められています。
このような状況をふまえて、私たちは、誰もが住み慣れた
地域で、生涯にわたり安心して暮らせるまちづくりを進めてい
かなければいけません。諏訪市では、第五次総合計画にお
いて「自然の恵みと地域の活力が調和するやさしさとふれあ
いのまち」を市の将来像とし、市民や企業、NPOなど多様な
主体と行政が連携して行政運営を推進しています。
この市勢要覧をご覧いただき、諏訪市について理解を深
めていただきますとともに、明日のまちづくりのためにご助言を
いただければ幸いです。

Mayor's Message
Suwa is blessed with divine natural resources such as Lake Suwa,
Kirigamine Highland, abundant hot springs, historical and traditional
cultural heritages, including Suwa Taisha. Suwa is an area that has lots of
high-tech industry backed by high precision technology. This Southern
Nagano city has steadily developed as a very important area in this region.
In recent years, while people’s concept of values has become more
multifaceted, local governments are at a major turning point with low birth
rate and longevity, internationalization, developing highly-networked
information, promotion of decentralization, and increasing importance in
large regional scale administration. Because of the Great Eastern Japan
Earthquake, unexpected volume of spotted storms, typhoons, tornados,
floods, and other natural hazards, efforts to help communities in the case
of natural disasters has become more finely-tuned than ever to ensure the
safety, security and welfare of our communities.
Given such situations, we must promote creating communities where
anyone can enjoy lifelong reassured lives in their familiar areas. In Suwa,
we have set “A Hospitable Community, Coexisting in Harmony with
Environment and Provincial Authority” as a future image for the fifth
comprehensive plan, and the government is pursuing administrative
management in cooperation with citizens, enterprises, NPOs, and other
various entities.
We hope you will find this municipal handbook will help you enrich
your understanding about Suwa, and any advice that you can give us
regarding any additional information that can be added to this handbook
would be most appreciated.

History and Traditions
諏訪大社上社本宮
最も古い神社の一つであり、全国に一万以上の分
社を持つといわれる諏訪社の総本社。明治になる
たけ み な かたのみこと
まで大国主命の次男、建御名方命の末裔といわれ
あらひとがみおおほうり す わ し
る現人神大祝諏方氏が祭祀を司りました。
Suwa-Taisha-Kamisha-Honmiya
(The Upper Shrine of the Grand Shrines of Suwa)
Suwa has one of the oldest Shinto shrines in Japan. It
is the head shrine for over 10,000 branches of
Shintoism all over Japan. Arahitogami Oohouri Suwa,
is believed to be the descendent of Takeminakata-nokami, who oversaw the shrine until the Meiji era.

御騎馬
江戸時代まで、八ヶ岳から引き出され御柱
屋敷で休めた御柱は、高島藩主や高遠藩
ご かんの ほうり
主、大祝、家老や五 官 祝 など十数騎の騎
馬行列に先導され、ひと月後に諏訪大社（４
社）社殿の四方に曳き建てられました。騎
馬行列は明治になって一度は途絶えました
が、明治11年に復興し普門寺や神宮寺地
区に受け継がれています。
Okiba (The Cavalcade )
Until the Edo period, Onbashira (huge fir trees)
were cut down and pulled out of Yatsugatake
mountains, then are erected in the four corners
of the Suwa Grand Shrines (4 shrines) led by
over ten cavalcades of the Takashima clan
leader, the Takato clan leader, Oohouri, Gokanno-houri, etc. These cavalcades stopped once
in the Meiji era, however, they started again in
1878 and the tradition remains still at Fumonji
and Jinguji districts.

The Suwa area of Shinshu (Nagano prefecture) has the
Kirigamine Plateau, Lake Suwa, and one of the oldest shrines, of
the Grand Shrines of Suwa. As long ago as the Old Stone Age,
people inhabited this area with its natural blessing. In the Jomon
period (8,000B.C.-300B.C.), there were already a large number of
small settlements, where the Jomon culture, among the most
advanced in this country then, flourished. Stoneware and
earthenware, which are the traces of their lives in those days, are
often found in various parts of the city today.

According to the Kojiki, or Ancient Tales (completed in 712),
Takeminakata-no-kami (the God of Takeminakanata), to whom
the Upper Shrine (Kamisha) of the Grand Shrines of Suwa is
dedicated, came to Suwa and developed this area. Since then the
Suwa-Oohouri family, believed to be the descendents of
Takeminakata-no-kami, governed the Suwa area.
During the age of civil wars (for about 100 years after 1467),
Suwa was under the rule of Takeda Shingen, the powerful daimyo
of the next-door province of Kai. Then it became the territory of
Hineno Takayoshi, a military commander of Toyotomi Hideyoshi.
Takayoshi constructed Takashima Castle, well-known as the
floating castle of Suwa (The current castle tower was rebuilt in
1970.). Oohouri started to serve Tokugawa Ieyasu under the name
of Suwa after he gave the position to his brother, and the area
came under the rule of Suwa (Takashima clan) again. This
ascension finally ended in the Meiji era.
The history of Suwa has thus been shaped hand in hand with the
worship at the Grand Shrines of Suwa, the sacred rites and
festivals that take deep root in the lives of the locals. Among the
traditions handed down for hundreds of years till today is the
Onbashira festival in which huge fir trees are cut down in the
mountains and the trunks are erected in the four corners of the
shrine precincts of the Suwa-Taisha. The Jugoya
Festival Sumo Wrestling is a sumo dance dedicated to
the god of Suwa. Also, after the Omiwatari (God's
Crossing), the Miwatari ritual is performed at the
jagged ridge of broken ice running across the lake.

Shikinen Zoei Onbashira Taisai
(The Grand Onbashira Festival once every six years )
According to "Suwa Daimyojin Ekotoba (the Suwa Grand
God Picture Scroll)" written in the Muromachi period, the
Onbashira festival has continued for over 1200 years. It
also tells us how the festival carried on in those days. The
festival is held once every six years, in the years of Tiger
and Monkey of the Oriental zodiac cycle. People living in
Suwa call this festival "Onbashira" and get together to
celebrate this big event.

The long history and beautiful natural environment of Suwa
have had their effects on people who live in this area. They are
honest, hard-working and enterprising. No wonder Suwa City has
produced many prominent figures in Japanese culture.
Hirabayashi Taiko, a female proletarian writer, was active as a
crusader for women's emancipation and social justice. Fujiwhara
Sakuhei laid the foundation of weather forecasting in this country
as the director of the Central Meteorological Observatory and
developed a part of the Kirigamine Plateau as an airfield for glider
flight. Iwanami Shigeo, as the founder of the nationally famous
Iwanami Shoten publishing company, expended private funds on
the promotion of culture and education and was awarded the first
Cultural Medal as a publisher. Thanks to him, the Shinshu Fuuju
Library in the city houses all the books published by Iwanami
Shoten. Nimura Yeichi lived an active life as a world-class dancer
performing mostly in the U.S.A. Fujimori Eiichi, an archeologist
known for his study of the Suwa region in the Jomon period,
advanced his theory of farming in the mid-Jomon period. And
Nitta Jiroh, a novelist, left such masterworks as "HakkodasanShino-Houkou" and "Takeda Shingen."
In this cultural and natural environment, the citizens are full of
creative vigor and aspire to enlightenment. There are a number of
art galleries and museums in the city. The Suwa City Museum
shows the natural and cultural history of Suwa. The Suwa City
Museum of Art prides itself on being the first public art museum
in Nagano prefecture. The Suwa City Taizi Harada Art Museum
displays the works of Taizi Harada, an artist who resides in Suwa
City. The Sunritz Hattori Museum of Arts shows craft objects,
including the "Shiroraku Teacup," which is a national treasure.
Also on display at the Kitazawa Museum of Art are superb "art
nouveau" glassworks of the late 19th century Europe.

標高1,500〜1,900mにかけてなだらかな草原が広
がる霧ヶ峰高原。ニッコウキスゲに代表される高原の
草花を楽しみに、多くの観光客が訪れます。

The Kirigamine Plateau is a wide expanse of rolling hills
1500 to 1900 meters above sea level. A large number of
hikers and tourists visit this place to enjoy the flora there,
the representative of which being Nikko day lilies
(Hemerocallis middendorffii).

愛されるまち
霧ヶ峰は日本のグライダー発祥の地でもあり、大空を音も
なく滑空する姿を見ることができます。
諏訪湖は周囲１６㎞と長野県で最も大きく、海のない
長野県にあって「諏訪のうみ」として親しまれてきました。
豊富な魚介類も生息し古来より漁業が盛んで、現在でも
ワカサギ漁などが行われています。水上は休日ともなると
遊覧船やヨット、ボートなどで賑わい、湖畔をウォーキン
グする人も多く、湖畔公園・なぎさ・足湯などは、憩い
の場として多くの市民や観光客が訪れます。
The natural beauty of Suwa is the pride of its citizens, who have
been cooperating to preserve it. It has also been an inspiration to
Japanese naturalists.
The tableland of Kirigamine stretches 15km from north to south
and 10km from east to west. Blooming in profusion from spring
through fall are Japanese azaleas (Rhododendron Japonicum),
orange-yellow Nikko day lilies (Hemerocallis middendorffii) and
purple scabioses (Scabiosa japonica). The panoramic view of the
North, Central and South Alps, the majestic Mt. Fuji, the
Yatsugatake mountains at close range and Mt. Asama with its
smoke rising is literally breathtaking. There are three high moors
at Yashimagahara, Odoriba and Kurumayama. These high moors,
distributed along the southern boundary of Suwa, are all
designated as national natural monuments. Kirigamine is also
known as the birthplace of glider flying in this country. On fine
days, you may spot gliders flying gracefully in the azure sky over
your head.
Lake Suwa has always been dear to the hearts of the people
living in this area. Sixteen kilometers in circumference, it is the
largest lake in Nagano prefecture. Called "the Sea of Suwa" from
olden times, the lake has always been the lifeblood of the
inhabitants in this landlocked area. Fish and shellfish living in this
lake have contributed to active fishing, especially fresh-water
smelt fishing, from ancient times. On holidays, tourists as well as
the citizens of Suwa enjoy rowing boats, riding pleasure boats or
wind-surfing on the lake, or relax in the parks along the lake.

中世の古文書に記録が残るほど長い歴史を有する諏
訪の温泉。江戸時代には各地より自然湧出する温泉が
浴用や洗濯などに使われていました。その後、時代と街
の発展とともに活発に利用されるようになり、現在では豊
富な湯量を誇る温泉郷として年間を通して多くの人々が
訪れています。湖畔やJR上諏訪駅構内の足湯、古い
建物や千人風呂で人気のある片倉館、さらに中央自動
車道諏訪湖サービスエリアの温泉など、特色ある温泉施
設も数多くあります。また、一般家庭をはじめ企業や学
校などにも温泉がひかれているほか、市内各所に70 ヶ
所余りの共同浴場があり、多くの市民が温泉の恵みを受
けています。
諏訪の名物といえば花火も有名。四方を山に囲まれて
いることから、その音が山々に反響して迫力ある重低音
となって体全体に響くなど、花火の好適地でもあります。
毎年8月15日の諏訪湖祭湖上花火大会は、打ち上げる
花火約4万発、見物客も約50万人と全国有数の規模を
誇っています。9月に行われる全国新作花火競技大会は
全国の煙火師による芸術性の高い花火が特徴的。さら
に夏の間には毎夜のように花火が打ち上げられます。

The hot springs of Suwa have a long history. In fact, use of
hot springs here is recorded in documents of the medieval
times. In the Edo period, people used the hot water gushing
forth naturally at various locations in town for bathing and
washing. Then, with the advance of times, active utilization of
hot springs started, and today a great number of tourists visit
this hot-spring resort, which boasts the great abundance of hot
water output. The unique hot spring facilities in the city include
the foot baths by the lake and at JR's Kamisuwa Station, the
time-honored Katakurakan Mansion known for its "thousandperson" bath (sennin-buro) and the hot spring bath in the Lake
Suwa Service area of the Chuo expressway. Hot spring waters
are piped into private homes, enterprises and schools, and there
are more than 70 neighborhood bathhouses in all parts of the
city. Thus the citizens enjoy the blessings of hot springs in full
measure.
Suwa is also well-known in Japan for the fireworks.
Surrounded on all sides by tall hills, the explosions of fireworks
reverberate in the basin, shaking the bodies of the spectators.
The fireworks display over Lake Suwa on August 15 boasts one
of the grandest scales in Japan. As many as 40,000 fireworks
are shot up before 500,000 spectators. Also, the Original
Fireworks Competition held in September is characterized by
the highly artistic fireworks shown by pyrotechnists from
around the country. During the summer months, you can enjoy
fireworks over the lake almost every night.

While mutual assistance functions in local areas have been declining due to changes
in social environment, Suwa city is pursuing development of a mutually supportive
region, building a network with households, communities, and welfare organizations.
For the increasing elderly population, we are meticulously trying to improve in areas
such as, home nursing services as well as health promotion and care prevention to
assist elderly citizens to enjoy independent lives. We are developing a closer tie to
associated organizations to strengthen child-support systems, and are also working on
the enrichment of life support and employment support to assist children in single

諏訪湖や河川の水質環境は、市民の努力によりおおむね良好な状

持するため、環境美化や環境愛護活動の取り組みを支援しています。
諏訪市は諏訪湖や霧ヶ峰高原などの自然環境に恵まれ、諏訪大社
上社周辺や片倉館などの歴史的町並みや文化的建造物を有している
ことから、これらの優れた資源を活かした景観づくりを推進。霧ヶ峰
高原では美しい自然を後世に引き継ぐため、積極的な自然環境の保

The water quality of Suwa Lake and its tributaries has been maintained by the

快適で暮らしやすいまちづくりに向けて、生活基盤や社会環境の整
備も重要な施策です。諏訪市では、清らかな水と豊富な温泉に恵ま
れた生活環境を守るため、効率的で安定した水道温泉事業の運営を
推進。下水道の普及率は平成24年度末に99.2%となり今後は施設の
老朽化に伴う更生・更新工事や耐震化の対応が課題となっています。
ごみの排出量は、市民・事業所などの協力で減少していますが、
循環型リサイクル社会の構築に向け、さらなるごみの分別やリサイクル
を進めるとともに、広域ごみ処理施設の建設や、ごみ最終処分場の
設置について早期の着工・運用に努めています。
日常生活や経済活動を支え防災上も重要な道路網。まちづくりや
将来の交通需要を考慮した都市計画道路の見直しを図り、老朽化す
る橋の増加に対応し、長寿命化修繕事業を推進。歩道の設置や自
転車道の整備など、景観の保全に配慮した安全で快適な道路環境
整備にも取り組んでいます。また、上諏訪駅周辺のにぎわい再生に
向けて市営駐車場の利活用に努め、将来の交通弱者の増加対策と
して公共交通を基幹とした交通体系の構築を図っています。
住環境整備と東海地震などの大規模地震に備えた住宅耐震化、
市営墓地および火葬場の環境整備も進めています。

To achieve a pleasant city in which to live, improvement of social infrastructure and the
environment is necessary. In Suwa city, to protect our environment, water quality and
abundant hot springs, we promote water conservation. The sewage treatment standard
became 99.2% in 2013. Now we endeavor repairing or earthquake-proofing old and new
buildings.
The amount of trash has been reduced due to the efforts of citizens and companies. We
hope to move toward a "society without trash," we are bearing our share of responsibility
in carrying out the collection and classification garbage and rubbish and promoting the
use of environmentally friendly products. The city is working to realize a more pleasant
living environment by the use of correct methods of waste disposal, pollution prevention,
protection of the sources of its water supply and improvement of waterworks.
Roadway networks are important both for daily life and disaster prevention. We review
urban planning, roadway construction and the transportation demands of the future, we
work on rebuilding or repairing old bridges, create new footpaths and bikeways and
develop roadways conserving the beautiful natural scenery. Also, we are trying to
structure convenient public transportation by using city parking lots more efficiently, etc.
Suwa City has been included in the earthquake disaster prevention area designated for
the predicted Tokai Earthquake and the earthquake disaster promotion area designated
for the predicted Tonankai, Nankai Earthquakes. The city is providing necessary
information for earthquake disaster and taking measures that include quake-proofing of
private houses. The city is also trying to improve the environment of the city graveyard
and crematorias.

Industries vitalize the city. For manufacturing industries, we support them by
promoting cooperation with other businesses and recruiting. For tourism, we always
do our best to welcome tourists who want to experience beautiful nature and cultural
assets in Suwa so that they can have a memorable tour. We aim for regeneration of
retailing in the central city, and developing of the suburb area at the same time to
make a "Suwa Brand". For farming and forestry, we try to inspire the youth by giving
them a chance to experience agriculture. We are maintaining the forests and recycle
resources to prevent landslides and to protect the water sources. For fishing, we are
putting our efforts into protecting smelt fish and carp from birds to maintain our
fisheries.
Improving environmental health is also a big priority for us. We promote recruiting

近年、想定を超える豪雨による水害の発生や東海地震などによる
被害が想定されるなか、諏訪市では「減災」の取り組みによる災害に
強いまちづくりを進めています。治山・治水対策や建物の耐震強化、
市民の生命や財産を守る防火・防災体制や危機管理体制の強化を
推進。市民の自主的な防災活動や、地域の自主防災組織を育成し、
市民の防災意識の高揚にも努めています。
消防体制は平成11年に諏訪圏域6市町村による広域消防に移行し
連携強化を図ってきましたが、広域的かつ効率的な出動体制が築け
るよう、平成27年に諏訪広域連合において組織の一元化を予定して
います。
当市の刑法犯は平成16年をピークに減少傾向にありますが、高齢
者や子どもを狙った新しいタイプの消費者トラブルが増加しているた
め、消費生活に関する知識の普及啓発や相談体制の充実を図って
います。
防火・防犯活動も警察署や関係団体などと連携を深め、啓発や地
域力の増強により犯罪や事故のないまちづくりに努めています。また、
高齢者や障がい者などの交通弱者が被害に遭わないよう、交通安全
教育と施設の整備も進めています。

Concerning the recent flood damage by cataract and the predictable disaster of the
Tokai Earthquake, we, in Suwa City, are developing a strong community by working
on "lessen disaster" project. We are promoting the Emergency Measure concerning
Soil and Water Conservation, the earthquake resistance for building, and to strengthen
fire protection or disaster prevention and risk management to protect people's lives
and estates. We also make efforts to raise people's awareness of disaster prevention by
developing people's self-motivating disaster prevention activities and community
voluntary disaster prevention organization.
As far as fire fighting is concerned, we promoted cooperation by transferring to
broad area of six municipalities in the area in the year of 1999, however, we will aim
for the unification of the Suwa City organization in 2015 so that we can establish
broad area and efficient call-out system.
Suwa City's crime rate has decreased since it hit a peak in 2004, however, new
types of consumer scams that target seniors and children have increased. Therefore,
we are promoting enlightenment and advice services regarding consumers' affairs and
information.
For fire protection and anticrime, we have increased cooperation with the police
and related associations to make efforts to maintain a community without crimes or
accidents by enhancing enlightenment and community power. Additionally, we are
developing traffic safety education and facility upgrading so that seniors and
handicapped people won’t encounter mischief.

私たちの身近には、性別・年齢・国籍・ハンディキャップなどを理由
に人権が侵害される恐れがあります。そのため、あらゆる政策分野に
人権尊重の精神を反映させ、生涯にわたる教育の中で理解を深める
取り組みを進めています。また、男女共同参画社会づくりのための法
律や制度は整えられてきていますが、固定的な役割分担意識はまだ
残っているのが現状です。男女が性別にとらわれることなく個性と能力
を発揮してともにいきいき暮らせる社会を実現するために、市民と協働
して事業を推進しています。
若者が国際的な感覚や知識を身につけるため、諏訪国際交流協会
と連携してセントルイス市（アメリカ）をはじめとする姉妹都市との交流を
推進。外国籍市民の増加と定住が進む中、相互理解の機会と外国
籍市民のコミュニケーション支援および生活支援の充実にも取り組み、
ともに助け合うまちづくりに努めています。

So that our community can solve complex needs and community issues on their
own, a sense self-government consciousness is expected because of the environment
of social change, which has lead to a decline of community consciousness.
We often face violation of human rights due to gender, age, nationality, or disability
in our society. We are promoting fairness, tolerance and social justice for all people.
In regard of formation of a gender-free equal society, despite the laws and systems
that are enforced in our society today, the mindset of traditional gender roles still
remains. We are influencing businesses and cooperating with citizens to work towards
a society where anyone can enjoy an active life, exercise their personal qualities and
capacities, regardless of gender, religious or racial differences.
So that young people can obtain the international awareness and knowledge, Suwa
International Friendship Association in cooperation with St. Louis (USA) promotes a
sister city exchange program. A recent increase in foreign immigration has
necessitated the need for mutual understanding and a communication support system
for foreign citizens so that we can help each other.

市民一人ひとりがまちづくりに主体的に関わっていくために、諏訪市
では市民の総意と総参加を基本とした開かれた行財政運営を心掛け
ています。
市民と市長がより身近に意見交換ができるよう、各種団体との懇談
会を開催することはもちろん、はがきやファックス、電子メールを活用し
市民の声を直接聴く体制を整えています。また、広報紙の充実を図る
とともに、ホームページでは音声読み上げや、外国語への変換機能等
を備え、高齢者や障がい者、外国人など誰もが情報を得られるよう考
慮された運用を行っています。さらに、「かりんちゃんねる」では、防災
情報やさまざまな行政情報を、文字と音声で提供しています。
財政運営にあたっては厳しい経済状況をふまえ、限られた財源の重
点的かつ効率的な配分に徹し、簡素合理化と事務事業の見直し等に
よる経費の節減合理化を推進しています。
諏訪市議会は市民から選ばれた15名の議員で構成されています。
年4回の定例会と緊急の案件につき開催される臨時会とがあり、市の
仕事、条例・予算・契約などについて活発な議論が交わされ、市の
発展に尽くしています。

Individual citizens must play a major role in determining the goals of the city
government. In Suwa City, open administrative and financial management is being
conducted along the consensus of its people.
To hear the voice of the citizens directly, the mayor not only has consultation
meetings with various organizations but also accepts people's opinions by mail, fax or
Email. The city also issues various PR bulletins for better communications with the
citizenry. Its website (home page) provides read-aloud function and translation
function to in different languages to offer information for everyone including elderly
people, disabled people and foreigners. Also, Suwa City's cable television channel
"Karin Channel" offers information on disaster prevention and other measures in the
city both in writing and audio format. In public finance, great care is taken to use the
financial resources wisely and efficiently. In view of the current recession in Japan,
the city is doing everything to save cost through simplification, streamlining and
review of its office works.
The City Assembly is comprised of 15 representatives elected by the citizens. There
are plenary sessions four times a year and extraordinary sessions which are held to
discuss emergency matters. To improve the lot of Suwa and its people, lively
discussions are taking place on municipal projects, ordinances, budgets, contracts,
etc.
