はじめに
このたび,本学の教員に着任された皆様に心より歓迎の意を表しますとともに,本学で
のご活躍を期待申し上げます。
着任されたばかりの皆様にとっては,これから本学で職務を行うに当たって,職務上気
をつけなくてはいけないことは何か,必要なことはどこへ問い合わせたらよいのかなどに
ついて,理解しにくい面も多々あると思います。
そこで本書では,皆様方にはじめに知って欲しいこと,是非理解しておいていただきた
いことを精選し,コンパクトにまとめてみました。
もとより,本学の職員として必要な事柄は本書に記載されたことに尽きるわけではあり
ませんが,まずはじめの参考資料として一読くださり,活用いただきますよう,お願いい

It is a pleasure to welcome you to Hokkaido University and to have the
opportunity to be a part of your success.
It might be difficult in the beginning to know what you need to take care
with and to whom you should inquire if you need assistance.
This booklet contains a brief outline of the things that are initially helpful to
know and what we would like you to understand.

1 職員の倫理について
本学においては,勤務する役員及び職員の職務について国民の疑惑や不信を招く行為の防止を図り,
本学の業務に対する国民の信頼を確保する目的から,役職員倫理規程を定めています。

【Interested parties mean:】
① Business operators related to contracts such as contracted operators or ones which are going to apply
for contracts.
② Applicants to our university, students who get a disciplinary action, their relatives or interested parties.

Prohibited acts with anyone other than interested parties
It is prohibited to accept entertainment or receive property benefits beyond what is considered a reasonable
level of social courtesy. Such an example would be repeatedly accepting entertainment from a particular
party, even if they are not classified as an interested party.
Others
Dissertation Examination Officers shall not accept offers of entertainment or property benefits from students
submitting their dissertation (Article 16-2, Hokkaido University Regulations Concerning Academic Degrees.)

【ハラスメントとは】
相手をその意思に反して不快,不安に陥れる言動(いじめ,嫌がらせ,辱め)
セクシャルハラスメント
職員による他の者を不快にさせる性的な言動(相手が不快に感じた場合にセクハラとなる。)
【2タイプに分類】
・対価型:教育・研究上の地位を利用して性的な要求や誘いかけを行い,その対応によって利益また
は不利益を与える。
・環境型:相手の意に反する性的な言動や要求を行うことにより,就業・修学意欲を損なわせ,不快
感や不利益を与える。
アカデミックハラスメント
職員が本学の職務上・研究上の地位を不当に利用して,他の者の権利を侵害,又は人格を辱める言動
3 研究活動において行ってはいけないこと
研究活動において,次に掲げるような不正行為及び不正使用が社会的に報じられることがあります。

【Harassment is:】
Unwelcome verbal or physical conduct which causes discomfort and is harmful to recipients (e.g. bullying,
humiliation or abuse)
Sexual Harassment
Sexual harassment refers to unwelcome verbal or physical conduct of a sexual nature (in case such
conduct causes discomfort to the recipient.)
【Two types of sexual harassment】
- “Quid pro quo” (something for something) type: unwelcome sexual advances or requests by taking
advantage of a position of authority, and giving the recipient benefit or detriment depending on his/her
response
- “Hostile environment” type: unwelcome sexual advances or verbal or physical behavior of a sexual nature
which has the effect of interfering with an individual’s work and academic performance
Academic Harassment
Academic harassment refers to inappropriate remarks and/or behavior that make use of the position in the
university to violate others’ rights or to harm the recipients’ dignity and self-esteem.

Prohibited acts concerning research
Inappropriate actions in research activities and misuse of funding listed as below can be reported to the
public.
① Fabrication, falsification and plagiarism of research and its data
② Misuse of research funding such as fake order (deposits,) salary, rewards and business trip
The University has been making the following efforts to prevent the above actions;
- Having established a “Code of Conduct for Scientists in Hokkaido University” for the purpose of indicating
responsibilities of all scientists who do research activities.

「研究費不正使用防止研修」を実施

※ 研究活動上の不正行為及び研究費の不正使用が疑われる場合には,調査委員会において調査を実施
し,不正行為及び不正使用が存在したと認定された場合には,就業規則等の定めるところにより懲戒等
の処分を受けることがあります。
なお,当該不正が競争的資金に係る場合には,当該資金の配分元から厳しいペナルティーを受ける
こととなります。
例えば,代表的な競争的資金である科研費では,文部科学省等から最大 10 年間,科研費の交付が停止
されます。
自ら不正使用に関与していない場合でも、研究資金の管理責任者としての責務を全うしなかった場
合(「善管注意義務違反」)には、最大 2 年間応募が制限されます。
4 研究安全について
(1)放射性同位元素(RI)の使用
RI を使用するためには,事前に取扱者として放射線施設(管理部局)に所属部局を通じて登録す
る必要があります。
【登録の流れ】
:登録の申請 → 全学教育訓練受講 → 健康診断受診で「判定:可」
→ RI 施設が実施する教育訓練受講
新規登録後も,毎年更新の手続を行うことが必要であり,その際には改めて教育訓練を受講すると
ともに,健康診断を受診し,健康診断の結果の判定が「可」である必要があります。なお,RI は承
認を受けた放射線施設内でしか使用できないので注意してください。また,RI を新規に購入又は譲
り受ける場合などは所定の手続きが必要です。詳細は所属部局等の担当事務へご相談ください。

* If any inappropriate actions are suspected, they will be looked into by an investigating committee. The
individual responsible for the action can receive a disciplinary sentence in accordance with the Employment
Regulations if the action is recognized inappropriate.
If the said action is related to competitive funds, he/she will be given a severe penalty by the body that is the
source of the funds.
In case of Grants-in-Aid for Scientific Research, which is a major competitive fund called “Kakenhi”, The
Ministry of Education, Culture, Sports, Science and Technology will suspend awarding the grant for up to ten
years.
Even if not related to misuse, up to two-year suspension for application may be imposed in cases where you
have not fulfilled your responsibilities as a manager of the research fund (violation of “Good manager's duty of
care.”)

Research Safety
(1) Use of Radioactive Isotopes (RI)
For the use of RI, it is necessary to register with a radiation facility as a supervisor through the
Administration.
【Registration Process】Apply for registration → Take a training course at the University→ Have a medical
examination and get a clear result back → Take a training course at an RI institution
Once registered, you need to renew your registration every year by retaking a training course and getting
a clear result from a medical exam. Please note that RI can be only used in the registered facilities.
Newly bought or given RI must be registered and managed. Please contact the administrative staff in
charge of this matter for more detail.

(2) Use of X-ray Equipment
For the use of X-ray, registration as a supervisor is required. (It is unnecessary if you are registered as an
RI supervisor.)
【Registration Process】Applying for registration → Taking a training course at the university → Having a
medical examination and getting a result back as “Possible”
It must be applied to Labor Standards Inspection Office when X-ray equipment is newly installed or
relocated. The application must be turned in to the Health and Safety Section of the General Affairs
Division via your administration department to up to 40 days before the day construction begins. Please
contact the administrative staff in charge of this matter for more detail.

(3)国際規制物資の取扱い
国際規制物資を使用する場合は,
「核原料物質,核燃料物質及び原子炉の規制に関する法律」に
基づき文部科学大臣の許可を受けなければなりません。ただし,ウランやトリウムについては,数

家畜伝染病病原体又は届出伝染病等病原体を所持する場合には,事前の手続が必要です。なお,二

(3) Handling of Internationally Regulated Substances
Permission from the Minister of Education, Culture, Sports, Science and Technology is required for the
use of internationally regulated substances based on the Law on the Regulation of Nuclear Source
Material, Nuclear Fuel Material and Reactors. Uranium and Thorium, however, need different kinds of
permission depending on the amount. Please note that the following are internationally regulated
substances, all of which must be registered and managed as such:
uranyl acetate, uranyl nitrate, thorium oxide, thorium nitrate, uranium oxide, uranium nitrate,
triuranium octoxide, sodium uranyl acetate, thorium chloride, uranium dioxide, magnesium uranyl
acetate, uranyl formate, and more.

(4) Handling of Narcotics

(7) Procedure for possessing and handling pathogen
When handling pathogens of which BSL (Biosafety Level) is Level 2 or higher, an application to the head
of the department/bureau is necessary, which will be examined by a committee. For possession of Type 2
pathogens, Type 3 pathogens, pathogens of animal infectious diseases designated by law or notifiable
infectious diseases, prior application is required. Type 2 pathogens include “botulinum toxin” and Type 4
pathogens include “Shiga toxin.” For more details of the procedure, please refer to the website below

5 安全保障輸出管理について
国際的な平和及び安全の維持のため,武器そのものの他,高性能な工作機械や生物兵器の原料となる
細菌など,軍事的に転用されるおそれのある物及びその技術が,大量破壊兵器等の開発者やテロリスト
集団などに渡ることを未然に防ぐために輸出等を管理することが法令上求められています。

研究室における非正規職員の雇用について
各研究室において研究室の運営上必要な場合には,外部資金その他の経費で,特任教員,契約職員や
短時間勤務職員などの非正規職員を公募の方法により雇用することができます。非正規職員を雇用しよ
うとする場合には,労働者との紛争を防止するため,雇用年限等の労働条件,雇用手続き等について,
あらかじめ所属部局等の担当事務にご相談ください。
また,研究室で実施する業務を他者に依頼する場合であって,かつ,依頼する相手方との間に使用従
属関係が存在するような場合には,季節的・一時的なものであっても,雇用契約を締結する必要があり,
その報酬については「給与」として支給しなければなりません。

5 Security export control
For maintaining international peace and security, export control is required under the law in order to prevent
certain goods and technology which could be diverted to military use, such as weapons, high performance
machine tools, and bacterium which could become biological weapons, falling into the hands of developers
of mass destruction weapons or terrorist groups.
Accordingly, when exporting/carrying samples and research equipment abroad, accepting
students/researchers from other countries, interacting with overseas researchers, and making a presentation
abroad, it is necessary to confirm whether the permission of the Ministry of Economy, Trade and Industry is
required for the goods to export, technology to transfer, technical contents for presentation, acceptance of
students or researchers to accept or teaching contents such as research exchange with a co-researcher in
another country and presentations overseas. Therefore, it is required that a prior confirmation sheet and a

Employment of a Laboratory Contract Worker
Contract workers including teaching staff and full- and part-time staff can be hired through a public
advertisement for the position when needed for running a laboratory. Please contact the staff in charge of this
matter in your administration department about terms and conditions such as a contract period and
employment process beforehand for preventing dispute with employees.
Also, when you ask someone to do certain tasks and the person is subordinate to you, an employment
contract is necessary even if it is seasonal or temporary. The payment must be given as a “wage.”

本学では,ソフトウェアライセンスの適切な使用を推進するために,学内で利用されている全て
のパソコン等を対象とした調査を実施しており,本学において新たにPCを使用する場合には「P
C等管理台帳」の提出をお願いしたうえで当該PCに調査を終えたことを証するステッカーを貼付
することにしております。
このため,本学に採用後30日以内にPC毎にソフトウェアライセンス証書(使用許諾書)等を

For the purpose of ensuring that software licenses are used appropriately, a survey of all computers used
in the campus is conducted. A person who starts using a computer is required to submit the PC
Management Register Form and put a registration sticker.
Please confirm the software license certificate of each PC and submit the PC Management Register Form
with a copy of certificate within 30 days after employment. Please note that you will have all the
responsibilities of the software such as inspection expenses to report to an external organization, and any
payments including compensation in case of not submitting the form.

一防火区画あたり指定数量 0.2 倍の保管数量を厳守(システムで状況確認)してください。

・管理にあたっては,一般の薬品と区分し,盗難されることのないよう,施錠ができる堅固な金属製等

・作業環境測定の実施が必要です。実施していない場合は,対象箇所の調査の際にお申し出ください。

Hazardous Materials based on the Fire Service Act
Hazardous materials storage per compartment for fire prevention should be less than 0.2 times the
legal limit (check the quantity with the Chemical Management System.)

Poisonous and Deleterious Substances
- A person responsible for the management and handling of each substance must be selected.
- These substances must be managed separately from general chemicals. Please store in a metal
strong safe box with lock and have the key managed and under control by employees as protection
against theft.
- Follow the rule concerning signs of “Poisonous for non-medical purposes” and “Deleterious for
non-medical purposes.”
- Fill in the Chemical Inventory Form in the Chemical Management System when you use those
substances, and take inventory regularly.
- Unused poisonous and deleterious substances or empty containers for the substances shall be
properly disposed readily.
If an accident occurs, including theft, report it to the office immediately.

Organic Solvent and Specified Chemical Substances (Industrial Safety and Health Act)
- Please refer to page 19 of “Guidelines for handling chemical substances.”
- Local ventilation equipment (a draft chamber) should be installed. Registration and voluntary periodic
inspections are required (it must be notified to the Labor Standards Supervision Office by 30 days
before installation or renovation.)
- Measurement of working environment is required. Please notify is there is any place which is not
measured (ask the staff in your administration department.)
- Have a special medical examination (ask the staff in your administration department.)
- Follow the rules concerning safety labeling.

9 個人情報の保護について
個人情報の取扱いが重要視される中,本学では「独立行政法人等の保有する個人情報の保護に関する
法律(平成 15 年法律第 59 号)
」等を踏まえて,本学の規程において,保有個人情報の漏えい,滅失
又はき損の防止その他の保有個人情報の適切な管理のために必要な措置を定めています。

Personal Information Protection
While handling of personal information is being emphasized, we have set up the regulations including
measures for prevention of leakage, loss or damage of personal information, and for proper management
based on “Act on the Protection of Personal Information Held by Independent Administration Agencies, etc.”
(1) What is Personal Information?
Personal Information is information about a living individual which can identify the specific individual.
(2) Examples of Personal Information at the University
① A student’s name, age, date of birth, address, phone numbers, course, result of medical checkup,
grade report, student record, school report, entrance exam score and ranking, personality evaluation,
course timetable, etc.
② A faculty member’s name, age, date of birth, address, phone numbers, etc.
③ An email address which can identify the specific individual
(3) Points to Consider for Handling Personal Information

Purpose specification
When retaining personal information, the purpose of utilization must be limited to cases in which it is
necessary for work and the purpose specified as much as possible.

Prohibition of utilization other than for intended purposes
・ Utilizing retained personal information for reasons other than the intended purposes is prohibited.

③ 適正な取得,利用目的の明示
偽りその他不正な手段によって個人情報を取得してはいけません。また,個人情報を取得する
ときは,本人に対して,その利用目的を明示しなければなりません。
④ 第三者提供の制限
法令で定める場合を除き,業務に関して知り得た個人情報をみだりに他人に知らせ,不当な目
的に利用してはいけません。
(4)適切な管理等
昨今,新聞報道等で,個人情報の漏えい事案が多く報じられています。個人情報の漏えいを防止する
ため,当該情報パスワードを設定するなどの必要な措置を講じ,適切な管理に努めてください。また,
職場の秘密情報や個人情報等を扱うパソコンには,ファイル交換ソフト(Winny 等)をインストールし
ないでください。
万が一保有する個人情報が漏えいするなどの事案が発生した場合には,速やかに所属部局長に報告し
てください。

10 研究者総覧作成に係る教育研究活動状況等の入力について
学校教育法施行規則第172条の2において,大学に対して,各教員が有する学位及び業績の公表が
義務付けられており,本学では,各教員が有する学位及び業績等は,
「研究者総覧」において,ホーム
ページで公表しております。
「研究者総覧」は,科学技術振興機構(JST)と国立情報学研究所(Nii)が共同運営している「
ReaD&Researchmap(R&R)
」等のデータを活用しており,研究者(正規教員,特任教員,博士研究
員,学術研究員,非常勤研究員)はR&RのID取得及び学位や業績等の入力が必要となります。
R&R は,研究論文,科学研究費及び特許等の情報を外部システムから容易に取り込むことができ,手
入力は大幅に削減されるほか,研究教育活動を支援する便利な機能が利用できる利点がありますので,
R&R に業績等を入力くださるようお願いします。

Proper acquisition and clear expression of the purpose of use
Personal information should not be acquired by deception or other wrongful means. When acquiring
personal information, the purpose of utilization must be notified to the person.
④ Restriction of provision to a third party
Except a case in which the provision of personal data is based on laws and regulations, acquired
personal data in work should not be provided to a third party or used for unjustifiable purposes.
(4) Proper Management
Cases of personal information leakage have been in the newspapers lately. In order to prevent personal
information leakage, please take measures necessary for proper management such as setting a
password on such information. Also, please do not install file sharing software (such as Winny) in a
computer which deals with confidential information in the workplace or personal data.
In the event of leakage of retained personal information, please report to the head of the
department/bureau promptly.

Entering Academic Activity Information into the HU Researchers Database
Universities are obliged to disclose teachers’ educational and research achievements by the Ordinance for
Enforcement of the School Education Act Article 172-2 and the Hokkaido University disclose those
information in the “HU Researchers Database” on the HU website.
The HU Researchers Database use data such as “ReaD & Researchmap (R&R)” which the Japan Science
and Technology Agency (JST) and the National Institute of Informatics (Nii) jointly administrate and
researchers (regular teaching staff, specially-appointed teaching staff, post-doctoral fellows, research fellows
and part-time fellows) are required to apply for your ID and register your degrees and research achievements.
By using the R &R system, informations such as research articles, scientific research funds and patent can
be easily retrieved from external system, works of manually entering information will be reduced drastically, and
convenient functions to support research and educational activities are available. Therefore, please make sure to
register your information into the R& R.

1 Working Hours

しく使用してください。
(1)職員証は常に携帯して下さい。
(2)職員証を他人に貸与し,又は譲渡してはいけません。
(3)次の場合には速やかに再発行の申請を部局事務担当へ申し出てください
① 職員証を紛失,盗難等により失亡したとき。
② 職員証が汚損,破損等により使用できなくなったとき。

A staff ID card is a smart card providing authentication and issued to executives and regular employees
in Hokkaido University.
It identifies employees in Hokkaido University and is also used as an entrance pass to facilities. Since it
includes your personal data, please follow the rules listed below and use your staff ID card properly.

1 物品等の発注について
物品を購入する場合は,本学が定めるルールにしたがって,必要な手続きを執る必要があります。
1件の契約金額が100万円未満で,かつ本学が指定する取引先(主要取引先)に対しては教員自ら発
注できます。それ以外については原則として所属部局等の担当事務を通じて発注することになりますの
で,ご注意ください。
なお,教員が発注したものについては,当該教員自らが納品物の確認(検収)をする必要があります。

Purchase Orders for Goods
It is necessary to take a procedure based on rules for the purchase of goods.
Teaching staff can make a purchase by themselves if the amount of the contract is less than one million yen
and the purchase is from a company designated by the University (main business connection.) Other than
those, orders should be made through your administration department.
When teaching staff have ordered goods, acceptance inspection should be conducted d by their own.
If the delivered goods will not go through the delivery reception center, a teaching staff who ordered and
another staff (not student) should confirm the purchased goods and seal on the delivery statement.

教育研究の遂行上必要とされる講演,原稿作成,翻訳等で労働者としての性質を有していない業務を
不継続かつ一時的に第三者に依頼する場合には,謝礼を支払うことができます。

Out-of-Pocket Expenses
It is possible to pay out-of-pocket and be reimbursed, in case where such a payment arose suddenly during
a conference or overseas business trip and the educational or research activities could be affected by
non-payment. If you use a Corporate Card, you can pay such expenses without paying out-of-pocket.
Since there are rules and restrictions for reimbursement and use of a Corporate Card, please check the
details beforehand.

情報ネットワーク等について
本学の情報ネットワークについて
本学情報ネットワークの「北海道大学情報ネットワークシステム」(総称:HINES(ハイネス)・
Hokkaido university Information Network System)は,札幌キャンパスでは,1Gbps の通信速
度でパソコンを接続して利用できる環境にあり,我国の学術情報ネットワーク(SINET)をバックボー
ンとして,インターネットに接続されています。遠隔地施設は VPN 接続で,それぞれ札幌キャンパス
と接続されています。
学術交流会館等の全学施設では,無線 LAN 等によるネットワーク利用が可能です。
ネットワーク利用に関する基礎知識や利用手続きについては,「HINES-WORLD 北海道大学情報
ネットワーク利用案内 2010.4」をご覧ください。
また,ネットワークに関する情報や手続きについては,次のウェブページをご覧ください。
各部局等には,HINES 部局担当者が配置されており,当該部局等のネットワーク管理,申請の受付,
通知等を行っています。
なお,ネットワークを利用するためには,シングルサインオン(SSO)システムにログインし,情報

2 学内共通システムへのアクセス方法について
本学の教職員が学内の各情報システムを利用する際に,一つの ID/パスワードによる統一的な認証に
より,それぞれのシステムにアクセスが可能な「シングルサインオン(SSO)システム」が稼働して
おります。
当該システムの利用については,本学の教員として採用後,各部局の庶務担当を通じて,各教員宛に
「SSO ID 通知書」を発送していますが,未だ同通知書が届いていない場合は,所属部局の庶務担当者
に問い合わせ願います。

Information Network System
University Information Network System
Our information network called “Hokkaido University Information Network System (HINES)” is available
through a PC at 1Gbps on the Sapporo Campus. It is connected to the internet using Science Information
Network (SINET) as a backbone. Each off-campus facility is connected to Sapporo Campus by VPN.
The network is available by wireless LAN in all facilities such as Conference Hall.
Please refer to “HINES-WORLD 2010.4” for the details of the basic knowledge and procedures needed to
use the network.
Also, please see the website below for information about the network and the procedures.
In each bureau/department, there is a person in charge of HINES who manages the network, accepts
applications, notifies, etc.
It is required to log in to the Single Sign On (SSO) System, select the Information Initiative Center Portal

How to Access HINES
When a member of faculty or staff uses the internal information system, “Single Sign On (SSO) System” is in
operation, which makes a user accessible to each system by unified certification with one ID/password.
After a faculty member is employed, a “Notice of SSO ID” is sent to him/her via the General Affairs Section
by mail. If you have not received the notice yet, please ask the person in charge of this matter in your
administration department.

2 全学教育及び総合教育への協力について
本学の「全学教育」は,教養科目と基礎科目からなっており,多様な学部を擁する総合大学としての
メリットを生かし,各学部の専門教育担当教員は全学教育を担当しています。

Cooperation for General Education and Comprehensive Education
General education in Hokkaido University consists of subjects for liberal arts and basic subjects. Taking
advantage of the university with various schools, teaching staff for specialized courses in each department
also covers general education courses.
Since 1995, general education has been provided in conjunction with the whole University including schools
with responsibility (Faculty of Letters, School of Education, School of Law, School of Economics and
Business Administration, School of Science, School of Engineering and Center for Language Learning,) ones
with quasi-responsibility (School of Pharmaceutical Sciences and Pharmacy and School of Agriculture,) other
schools (School of Medicine, School of Dental Medicine, School of Veterinary Medicine and School of
Fisheries Sciences) and institutes.
Your cooperation will be appreciated regarding teaching general education subjects.
Students enroll in the first year of HU are to go to the next grade of the enrolled department after mainly
completing the General Education Course at the General Education Department. Course instructors
supervise students by cooperating with all school departments.

3 シラバス・成績などの入力(教務情報Web)について
本学では,シラバスや学生の成績評価等については,「北海道大学教務情報 Web 入力システム」で管
理しています。各教員は,定められた期限までに同システムに必要な情報を入力することが求められて
います。
本システムにより入力・確認できる事項
① シラバスの入力・確認
② 成績評価報告の入力・確認
学生からの成績評価に関する申し立て等に対応するため,成績評価報告後においても成績評価の根拠と
なる資料(答案,レポート,授業への参加状況等)の保管が必要ですので,ご留意ください。
なお,「全学教育科目」については 4 年間の保管をお願いしています。「専門科目」及び「大学院の授
業科目」については各部局で取扱いが異なりますので,ご確認ください。
③ アンケートの回答
北海道大学教務情報 Web システムで行う「単位の実質化アンケート」に回答することができますので,
ご協力願います。

3 入試実施業務について
入試業務は,教員の重要な責務であることを必ずご理解願います。
(1)本学の学部学生の入学試験は,全教職員の協力のもと行う全学支援体制をとっています。そのた
め,所属学部の入試だけに関与するという形態をとっていません。そのため,学部を持たない研究
施設の教員も試験監督等の業務が割り振られ,これらの業務に従事することになります。
従事することが求められる入学試験は次のとおりです。

Entering Syllabus/Grade Information (Educational Information Web System)
Syllabi and grades are managed by “Hokkaido University Educational Information Web System” in this
university. All teaching staff are required to enter necessary information into the system by the designated
deadlines.
Available contents in this system:
① Entering and reviewing a syllabus
② Entering and reviewing a grade report
Please note that it is necessary to keep reference documents for the basis of grading such as an answer
sheet, paper and attendance record even after reporting the grade in order to respond to any student
allegations regarding the grading.
Such documents of the “General Education subjects” should be stored for four years. The way to manage
the documents from “Specialized subjects” and the “graduate school subjects” depend on a department.
Please check how to handle them in your department.
③ Answering a questionnaire
A questionnaires “Questionnaire of Stricter Requirements for Credits” can be taken on the system. Your
cooperation will be appreciated.
④ Student lists for reference

For the use of the system, it is necessary to submit an “application for Web Grading System”. Please ask
staff in the academic affairs section of your department.

Entrance Examinations
Please understand of the entrance examination work is one of the most important duties for faculty.
(1)
We have a supporting system with cooperation of all faculty members for the entrance examination for
undergraduate admission. We have a supporting system for the University entrance examination for
undergraduate admission that involves the cooperation of all faculty and staff. Therefore, you should
expect to be involved with examinations outside your department. Teaching staff in research facilities
which have no department are also allocated duties such as supervising the exam.
Entrance exams of which duties are allocated are as follows:
① National Center Test for University Admission (Saturday and Sunday in mid-January)
② The Secondary Exam (The first day: February 25, 26, The second day: March 12)
③ Admissions Office Entrance Exam (mid-November) (Some departments do not have this exam.)
④ Entrance exam for returnees (mid-November)
⑤ Entrance exam for self-supported international students (mid-February)
Note: Proctors in ① are required to attend briefings about listening exams and for proctors, and proctors
in ② are required to attend a briefing for proctors. Please confirm the briefing schedules and attend the
required briefings to understand your duty.
(2)
Entrance exams for transfer and graduate school are held at each department. You are
required to assist with the examinations.

(3)学部編入学試験及び大学院学生の入学試験は,各部局で試験を実施しています。所属する部局に
おいてもこれらの入試に係る業務に従事することになります。

外国人留学生の受入れについて
外国人留学生(以下「留学生」という。)の受入れ及び受入れに関する基本的な手続きについて,簡
単に説明します。
(1)留学生の種類
留学生は,留学経費がどのようにまかなわれているかによって大きく2つの種類に分けられます。
① 国費留学生:日本国政府(文部科学省)による奨学金を支給される者
② 私費留学生:それ以外の者
※① 国費留学生はさらにその選考方法により,次の 3 つの種類に分けられます。
a. 大使館推薦:各国の日本大使館で応募し,国費留学生として採用された者
b.大学推薦:海外在住者で受入大学からの推薦により国費留学生として採用された者
c. 国内採用:在学している私費留学生のうち,学業成績が優秀でかつ経済的な援助を必要とす
る者であって国費留学生として採用された者
このうち,a については,多くの場合,学生から教員あてに,事前に受入内諾に関する依頼があ
り,所属名での受入内諾書の発行が求められます。
その後,正式に文部科学省から本学あてに文書で受入依頼があり,国際支援課から,受入内諾及
び学生の専攻に応じ,各部局等の教務担当経由で指導教員の依頼を行います。
※② 私費留学生は,学生自身が自分の専門にあった指導教員の情報を本学HP等で調べ,メール等で
指導教員に直接受入れの申込みを行います。メール等を受け取った指導教員は,当該部局等の事務(教
務担当)に確認の上,手続きを進めます。
北大への留学希望者に対する情報については,留学生センター・ホームページ(以下,「HP」という。)
をご参照ください。
(2)留学生の受入れ支援制度
① 在留資格認定証明書交付申請書類提出の取次について
国際支援課では,初めて来日する留学生が「留学」査証を取得するために必要な書類である「在留資
格認定証明書」交付申請書等の入国管理局への取次を行っています。申請に際しては所属部局長の公印
が必要な書類がありますので,所属部局等の事務(教務担当等)にお問い合わせ下さい。
② 渡日時サポーター制度について
初めて来日する留学生が,札幌あるいは函館に到着後,スムーズに生活や勉学(研究)を始めることが
できるように,学生が空港への出迎えから宿舎等への入居手続き,公的機関における手続きの補助まで
サポートを行います。毎年2月及び8月に所属部局(教務担当者等)
,留学生センターを通じてサポータ
ーの募集を行っています。
③ 外国人留学生用宿舎について
北海道大学には,留学生用の宿舎があり,毎年1月及び7月の下旬頃に所属部局(教務担当等)を通
して入居者の募集を行っています。宿舎の概要等については,Handbook for International Students
(以下「ハンドブック」という。)及び HP をご参照ください。
④ 日本語の学習について
留学生センターでは,留学生のために 4 月及び 10 月に日本語コースを開講しています(初級のみ年
4 回開講:4 月・6 月・10 月・12 月)
。受講を希望する学生は,HP より定められた期限内に申込み
手続きを行います。詳細については,ハンドブック及び HP をご参照ください。

Acceptance of International Students
Here is a description of acceptance of international students and its basic procedure.
(1) Categories of International Students
There are two types of international students, categorized by their finances.
① Japanese Government Scholarship Students: Recipients of a scholarship from the Japanese
government (Ministry of Education, Culture, Sports, Science and Technology)
② Self-supported international students: Other than the above
※ ① Japanese Government Scholarship Students are divided into three types by selection method.
a. Embassy recommendation: Students who applied through the Japanese Embassy and were
selected as the scholarship recipients
b. University recommendation: Students who applied from overseas through the University and
were selected as the scholarship recipients
c. Domestic selection: Students who had been self-supported students of high scholastic standing
needing financial aid, and were selected as the scholarship recipients
In most of the case of “a”, a candidate asks a faculty member for previous informal consent, and
then for a letter of informal consent from the head of the department.
Later, Ministry of Education, Culture, Sports, Science and Technology sends a written request to
the university for acceptance of the student, and the Division of International Services sends a

(2) Support system for Accepting International Students
① Submission of the Application for Certificate of Eligibility as an agent
The Division of International Services submits documents necessary for an arriving international student
to obtain a “College Student” visa, such as “Application for Certificate of Eligibility” to the Immigration
Bureau. Please ask the administration office (e.g. the Academic Affairs Section) about application since
the form requires the seal of the institute’s Dean.
② Support system for newly incoming international students
The support system for newly incoming international students is a support system by other students to
pick up at the airport, help to move in and file documents to public offices for international students
coming to Japan for the first time. The supporters are recruited through the Academic Affairs Section in
February and August every year.
③ Dormitories for international students
In Hokkaido University, there are dormitories for international students. The application for the room
rental is available through the Academic Affairs Section at the late January and July. Please refer to the
Handbook for International Students or the website for the outline of the international houses.
④ Japanese language courses
The International Student Center offers Japanese language courses starting in April and October
(Introductory levels start in April, June, October and December.) Application should be made online by
the deadline. Please refer to the handbook or the website.

⑤ 外国人留学生賃貸住宅連帯保証制度について
この制度は,留学生がアパート等に入居する際,留学生住宅総合補償に加入していることを条件に,
大学として連帯保証を行うものです。申込みは,国際支援課で行います。詳細については,ハンドブッ
ク及び HP をご参照ください。
⑥ 大学を通して応募する民間団体等の各種奨学金について
留学生が翌年度の受給を希望する場合には,所定の登録期間に受給候補者として登録する必要があり,
登録していなければ各種奨学金に応募することができません。指導教員は,受給候補者として登録され
た留学生の成績等の評価を行います。奨学金応募の流れ及び選考手続きの詳細については,ハンドブッ
ク及び HP をご参照ください。
⑦ 国際本部相談室
心の健康,文化適応,学業,人間関係, 将来に関する悩みや, その他の学生生活・日常生活で起こる問
題について,国際本部のカウンセラーがともに解決策を考え,助言します。相談の方法等詳細について

⑧ 留学生サポート・デスクについて
留学生が何でも気軽に聞けるピア・サポートです。サポート・デスクの留学生スタッフは,日本語と

⑤ Guarantee System for International Students’ Rental Housing
The University can become a guarantor for an international student renting an apartment on condition of
having a policy of the Comprehensive renters insurance for foreign students studying in Japan. The
application will be made through the Division of International Services. Please refer to the handbook or
the website for the details.
⑥ Private scholarship application through the university
If an international student wishes to apply for a private scholarship or grant of the next academic year
through the University, registration as a candidate is required during a designated period. A student who
has not registered as a candidate cannot apply for these scholarships. Supervisors evaluate the grades
of the registered students. Please refer to the handbook or the website for the details of the
application/procedure of these scholarships.
⑦ OIA Counseling Room
Counselors in the Office of international affairs can help international students with problems or give
advice on mental health, intercultural adjustment, study issues, interpersonal relationships, anxiety for
future or any troubles in student/daily life. Please refer to the handbook or the website for the details
how to consult with a counselor.
⑧ The ISC Student Support Desk
The ISC Student Support Desk provides a peer support service for international students and you can
feel free to visit the desk. Staff of International students at the desk can speak Japanese and English
(some of staff can speak other language such as Chinese) and support you friendly. Operation hours

ファカルティ・ディベロップメント(FD)について
(1)ファカルティ・ディベロップメント(FD)とは
教員が授業内容・方法を改善し向上させるための組織的な取組の総称。具体例としては,教員
相互の授業参観,授業方法についての研究会,新任教員向けの研修会などがあります。大学設置
基準及び大学院設置基準により,その実施が義務化されています。
(2)本学での取組
全ての部局等においてFDを実施しています。また,全学的な取組として,新任教員(採用後
5年以内)を対象に,ミニレクチャーとワークショップを組み合わせた体験型の合宿FD研修を
年2回開催しておりますので,必ず参加するようにしてください。

Faculty Development (FD)
(1) What is Faculty Development (FD)?
Faculty development is a general term for organizational efforts to improve course content and methods,
such as faculty observation, workshops of teaching methods, workshops for new teaching staff, etc.
Carrying out faculty development is obligated by the Standards for the Establishment of Universities and
the Standards for the Establishment of Graduate Schools.

Efforts in Hokkaido University
Every bureau/department carries out faculty development. Also as an organizational effort,
experience-based faculty development training camps are held twice a year, which are a combination of
lectures and workshops for newly employed faculty members (within five years since employment.)
Please do not fail to attend them.

なお,競争的資金の使用ルールに反した悪質な不正使用事案が判明した場合には,就業規則に基
づく学内処分に加え,当該資金の配分元から応募資格停止,加算金を含めた資金返還等の厳しいペ
ナルティーを受けることとなりますので,くれぐれもご注意願います。
(4)財団法人等から職員が受領した寄附金の取扱い
財団法人等から本学の職員個人に研究助成金等が助成された場合において,その目的が当該職員
の職務上の教育研究等を援助使用とするものであれば,私的に経理することなく当該職員が改めて

(3) Rules on Use of Competitive Funds
Rules on use of each competitive fund are defined, thus please follow the rules. If you have any questions
concerning use of competitive funds, please refer to the website stated in (2) and ask the person in
charge of this matter in your administration department.
In cases where malicious use of competitive funds against the rules comes out, severe penalties such as
suspension for applying grants for the same organization and restoring funds with additional charge will
be imposed in addition to on-campus punishment under the Employment Rules.
(4) Donations provided to employees by foundations
If an employee receives donations by a foundation personally as aid for research at the University, the
employee should donate the money to the University.

科研費に係る研究成果報告書の提出遅延行為について
科研費の交付を受ける研究者は,補助条件に定められた義務を果たさなければなりません。
当該義務の中でも,研究終了後に「研究成果報告書」を提出することは,国民から徴収された税金等で
まかなわれている科研費による研究の成果を広く社会・国民に知ってもらう上で重要な役割を担うもの
です。
このため,科研費の配分元である文部科学省及び(独)日本学術振興会では,
「研究成果報告書」の提出
遅延行為に対して,補助事業の停止,取消,補助金の返還といった厳しいペナルティーを設定していま
す。
また,これらペナルティーの対象となった研究者の所属機関に対しては,名称等の情報を公表する等
のペナルティーを課せられる場合があります。このような事態が本学で発生することは,本学に対する
社会・国民の信頼を裏切ることを意味し,掛かる事態を招いた研究者は,本学の信用を失墜させたとし
て懲戒等の処分対象となる可能性があることに留意し,「研究成果報告書」の提出遅延を発生させるこ
とがないよう,計画的に科研費による研究を進めることを心がけてください。
6 大型研究設備及びオープンラボの利用について
(1)大型研究設備の利用について
本学が所有する高度な研究機器のうち,学内外の研究者に開放するために登録されている機器
(同位体顕微鏡装置,超高精度電子ビーム描画装置,ナノスケールX線結晶構造解析装置など)使
用することができます。使用できる機器の種類や手続き等の詳細は下記 URL をご参照ください。

(2)創成研究機構のオープンラボの利用について
民間等との共同研究及び受託研究等を行う研究者に対して,創成研究機構で管理しているオープ
ンラボスペース(創成科学研究棟,北キャンパス総合研究棟3号館,北キャンパス総合研究棟 6 号
館)を公募により貸し出しています。公募は,オープンラボスペースに空きが生じたときに行いま

Delay of submission of the project-completion report for Grants-in-Aid for Scientific Research
Researchers awarded Grants-in-Aid for Scientific Research (Kaken-hi) are required to fulfill the obligations
listed under the terms and conditions. Since the research grant funds are covered by taxes, the submission
of the “Project-completion Report” plays a particularly important role in publicizing the results.
For this reason, the sources of the grants; The Ministry of Education, Culture, Sports, Science and
Technology and The Japan Society for the Promotion of Science, impose severe penalties for late
submission of the report, including suspension or cancellation of the grant activities or request for a refund of
the sum awarded.
The research institution to which a penalized researcher belongs also can receive penalty such as disclosure
of their name. Such a situation in our university means that we would betray the public trust. Please keep in
mind that the researcher who causes such a situation may receive a disciplinary punishment for destroying
the credibility of the university, so please perform well-planned research with the grant that does not result in
a delay when submitting the report.

Large-scale Research Facilities and Open Laboratories
(1) Use of Large-scale Research Facilities
Some of our advanced research instruments such as an isotope microscope system, ultra-high precision
electron beam lithography system and nanoscale small angle X-ray structure analysis system are open
to researchers both within and outside the university. Please refer to the website below for the details of

1年以内で貸し出します。利用者にはレンタルスペースの利用料(維持管理費を含む。)のほか,当該

“Rental Space” in Mid-Campus Open Laboratory Buildings
Rental spaces in Mid-Campus Open Laboratory Building No.1 & No.2 are aimed at conducting research and
solving a small space problem for education and research. If your application to the President is accepted,
the rental space will be leased within one year. Users must pay actual costs for utility expenses at the rental
space besides the rent including maintenance fee. Please refer to the website below for the details.

Traffic Control on Campus
Internal shuttle bus service is operated as well as traffic in the campus is controlled for the purpose of
environmental measures and traffic safety.
(1) Campus Traffic Safety
Please follow the rules written below.
- Speed limit in the campus: 25km/h
- To yield to pedestrians
- Temporary stop and reduced speed
- No parking on the campus streets
- No parking except at the parking lot of the institute where you belong

How to enter the campus by vehicle (cars, motorbikes, etc.)
The ways to enter the campus by vehicle are as follows:
① In the case where you use a vehicle to go to work year-round
- An application is necessary for an entrance pass and IC card.
- If your staff ID card has been issued, it will be the IC card.
- The admission pass should be displayed in your car where it is clearly visible from outside.
- The IC card allows you to pass through a gate by holding it over a reader.

②臨時で入構する車両の場合
業者や来客が臨時に入構する場合には,その都度臨時入構証の交付を受けることが必要です。
・
臨時入構のできる門で発行される臨時入構証(有料又は無料)及び精算券を受け取り入構します。
・
入構後,臨時入構証に必要な事項を記入し,訪問先の確認印及び必要事項を記入の上,出構時に警備員へ
返却します。
・
臨時入構許可車両のうち,無料対象車両(大学業務車両・緊急車両等)以外については,臨時入構料とし
て300円/回の負担が必要です。

② In the case of temporary use of a vehicle
When a visitor enters the campus, a temporary entrance pass must be issued every time.
- Collect a temporary entrance pass (free/charged) and a ticket at a gate for temporary entrance and enter the
campus.
- After entering the campus, fill out the entrance pass, have a confirmation seal of the person you visit and
return it to a security guard at the exit.
- Vehicles except ones free of charge (the university businesses, emergency vehicles etc.) will be charged
300 yen at a time.

■構内循環バスの運行について
構内循環バスを事務局前から創成科学研究棟前まで運行しています。運行時間は,午前 8 時20 分か
ら午後 8 時 30 分まで,朝・夕は 10 分間隔,日中は 15 分間隔で運行しています。
運行経路図は図 2 でご確認ください。
なお,構内循環バスは,本学関係者以外又は本学用務以外の乗車は,お断りしております。

■Internal Shuttle Bus Service
The shuttle bus service is operated between the Administration Bureau and Sousei Research Building.
Service hours are from 8:20am to 8:30pm, and the service intervals are every 10 minutes in the morning and
the evening, and every 15 minutes in the daytime. Please see the figure 2 for the route.
The service is only available to members of the university or for the university business. Please see the

Hokkaido University Tokyo Office
The Hokkaido University Tokyo Office is situated in the Sapia Tower located at Nihonbashi Exit of Tokyo
Station as our hub in the Tokyo area.
The office is equipped with PCs, fax/a color copier/LCD projector facilities, a video conferencing system,
workspaces, small conference facilities (for up to 12 people), large conference facilities (for up to 24 people)
and more. The office fulfills a variety of roles including those listed below. Please feel free to visit and use the
facilities.
- Provision of a base for the activities for Hokkaido University staff and faculty members (e.g.,
meetings, organization of materials, liaison/coordination, media response)
- Supply of university information (e.g. PR publications on the university and its entrance
examinations, magazines introducing undergraduate/graduate schools and other organizations,
DVDs introducing the university)
- Base of students’ job-hunting activities
- Alumni exchanges

1 国立大学法人制度のポイント
北海道大学は, 国立大学法人として設置・運営されています。平成16年から導入された国立大学
法人制度は,国の行政組織の一部の位置づけであった従来の国立大学を,それぞれの大学が独立した
法人格を持つ組織に変更したもので, これにより次のような仕組が取り入れられました。

自主的・自律的な運営が可能となりました。
法人化前は,管理運営組織の編制や人員の配置の大きな部分は国によって管理されていましたが,法人化後は
大学の判断により柔軟かつ機動的な編制・配置が可能となりました。
・ 予算についても,法人化前の国の予算配分は使途を特定した配分方式となっていたのに対し,法人化後は運営
費交付金として使途を特定しない渡しきりの予算で配分されるため,大学の判断で弾力的な使用が可能となり
ました。

このほか,独立の法人格を持つことにより,大学の責任と判断で行える事柄が増えました。
民間的発想や手法を取り入れるようにしました。
総長を補佐する理事を複数名置き,総長が主導するトップマネジメントを実現し,戦略的・機動的な大学運営

ました。

この6年間の目標の達成状況を事後に国に置かれた委員会が評価し,評価結果が次期の中期目標の策定や国から

Institution of National University Corporations
Hokkaido University is operated as a national university corporation. The incorporation of national
universities in 2004 changed national universities from parts of national government organizations into
independent corporations. This brought structures as follows.

It has enabled us to manage independently and autonomously.
・ Major parts of the governing structure and the personnel appointments used to be under national control before
the incorporation. After that, it became possible to organize the structure and assign personnel flexibly and agilely
at the university’s discretion.
・ Before the incorporation, the national budget was distributed for particular purposes. Now it is allocated as
Management Expenses Grants which the purpose is not specified and no adjustments are unnecessary. That
allows us to use the grants flexibly at the university’s discretion.
・ Corporate status increased matters that the university can deal with on its own judgment and responsibility.

Concepts and ideas of private sectors have been introduced.
・ Strategic and agile university management can be conducted by having several executives for supporting the
President and implementation of the top management led by the President.
・ We have “Administrative Council” as an organization to deliberate on important matters concerning management,
which external members also participate in for introducing external opinions.

・ The national committee evaluates the achievement of the six-year objectives, and the results are reflected in the
next midterm objects and allocation of national grants (Management Expenses Grants).

本学の収入・支出予算の状況について
本学の運営に必要な経費は,その約4割を国からの交
付金(運営費交付金)すなわち国民の税金により賄わ
れています。私たちはそのことを十分認識して大学を
運営することが必要です。また,運営費交付金の額は
年々減少していますので,外部資金など運営費交付金
以外の収入(自己収入)の割合を高めるとともにムダ
を減らし効率的な経費の支出に努める必要があります。

29ページの4及び5で説明した第三者機関による評価を含め,本学では以下の3つの評価活動が行われます。
(1)自己点検・評価
すべての大学は,その教育研究水準の向上に資するため,当該大学の教育及び研究,組織及び運営並びに施
設及び設備の状況について自ら点検及び評価を行い,その結果を公表することが求められています。
(学校教育法第109条第1項)
(2)機関別認証評価
すべての大学は,その教育研究等の総合的な状況について7年ごとに,文部科学大臣の認証を受けた第三者
評価機関(認証評価機関)による評価を受けることが求められています。(同法第109条第2項)
(3)中期目標期間評価(法人評価)
国立大学法人については,上記(1)(2)に加え,中期目標期間終了後に当該中期目標に定められた事項
ごとに,その実績を明らかにした報告書を国立大学法人評価委員会に提出し,評価を受けることが求められて
います。(国立大学法人法第35条,独立行政法人通則法第34条第1項)
(2)及び(3)の評価については,いずれもまず各大学が自ら点検評価した結果をもとに第三者が評価を行います。

〈Reference 1〉Budget Situation
Necessary expenses for our university management are 40
percent covered by national grants (Management Expenses
Grants), from taxpayers’ money. We should be aware of this
when managing the university. Because of the decreasing
grants year by year, it is required to increase external funds
(our own income) in addition to the Management Expenses
Grants as well as to reduce waste and to expend effectively.
〈Reference 2〉Midterm Targets and Plans
As described in the paragraph 4 of page 30, each national
university corporation makes six-year midterm plans based on
six-year midterm targets.

〈Reference 3〉Evaluation Activities
There are three evaluation activities including the evaluation by third parties described in the paragraph 4 and 5 of
page 30.
(1) Self-monitoring and Self-evaluation
All universities are required to monitor and evaluate their own education/research, organization/management
and facilities/equipment for improvement of their education and research standards, and to disclose the results.
(Paragraph 1, Article 109 of School Education Act)
(2) Evaluation by Certified Institutions
All universities are required to be evaluated by evaluation institutions certified by the Minister of Education,
Culture, Sports, Science and Technology (certified evaluation institutions) for the overall state of education and
research every seven years.

(3) Performance Evaluation over the Midterm Objective Period (Evaluation of National University Corporation)
For national university corporations, in addition to the above (1) and (2), it is required to submit achievement
reports by each midterm target after the end of the term, and to be evaluated.

As to the evaluation described in (2) and (3), third parties evaluate based on results of self-monitoring and

2 本学の運営組織・意思決定等
本学では,総長が主導するトップマネジメントを実現し,戦略的・機動的な運営が可能となる運営組
織体制としています。
○ 法人を代表し,その業務を総理するのは,総長です。
○ 重要事項の決定は,総長と7名の理事で構成する役員会の議を経て,総長が決定します。
○ 重要事項の企画・立案等を行うために,総長室を置いています。総長室には,「企画・経営室」「教
育改革室」「研究戦略室」「施設・環境計画室」の4室があります。各室は,総長が指名する理事及び
役員補佐,本学の専任教授または准教授のうちから若干名,事務局長,その他総長が必要と認めた者で
構成されます。
○ 経営に関する重要事項については,経営協議会の審議を経て役員会で審議します。経営協議会は,学内
委員12名(総長,理事,総長が指名する教育研究組織の長)と学外委員12名(経済界,官界,教育界,
卒業生,その他の外部有識者)で構成されます。

Governing Structure and Decision Making
Hokkaido University realizes the top management system led by the president, and enables strategic and
agile management.
April 1, 2013
- It is the President’s duty to represent and administer the corporation.
- Important decisions are made by the President through the Board of Executives composed of the President and the
seven executives.
- There is the Executive Office for planning of major projects. The Executive Office includes the office of “Planning and
Management”, “Education Reform”, “Research Strategy” and “Campus and Environment Planning”. Each office is
composed of executives, executive advisors, several professors/associate professors, the director-general designated by
the President and others approved as necessary members by the President.
- The Board of Executives deliberates major matters concerning administration through deliberation by the
Administrative Council. The Administrative Council is composed of 12 internal members (the President, executives and
deans of education/research organizations designated by the President) and 12 external members (experts from
industry/government/education, alumni and other intellectuals.)

教育研究に関する重要事項については,教育研究評議会の審議を経て役員会で審議します。教育研究
評議会は,総長,理事,教育研究組織の長や各学部の教授会が選出する当該学部の教授等で構成されま
す。(平成 25年 10 月 1 日現在は 50名)
○ なお,全学的に重要な意思形成を行うに当たり事前に意見を聴取したり,全学的に重要な決定の執行

As to major matters concerning education and research, the Board of Executives deliberates
through the Education and Research Council. The Education and Research Council is composed
of the President, executives, deans of education and research organizations and professors
selected by a faculty council of each department. (As of April 1, 2013, there are 50 members.)
There is the Dean’s Meeting composed of department deans for an opinion survey to make a
major decision and liaison and coordination concerning implement of the decision.
There are offices in charge of specific affairs such as the Office of International Affairs, the
Admission Center and Creative Research Institution. In addition, there are various committees
to deliberate specific matters.
We have two auditors for auditing of the corporation. The auditors are able to submit an opinion to
the president or the Minister of Education, Culture, Sports, Science and Technology based on the
result of audit if they find it necessary.

3 本学の教育研究組織・事務組織
〔教育研究組織について〕
本学の教育研究組織は,34ページの図3のとおりですが,その主な特徴は次のとおりです。
○
大学院に重点を置いた組織編制
本学は先導的・学際的な研究と知識の教授を行い,主として高度の研究者を養成することを目的とし
ており,大学院に重点を置いた組織編制(大学院重点化)をとっています。大部分の教員は原則大学院
に所属し,学部の教員を兼務するものとされています。
○ 大学院について学院・研究院等を設置
学校教育法上,大学院に置くことが通例とされている「研究科」は,教育上及び研究上の基本組織(学
生所属組織でもあり,教員所属組織でもある。)ですが,本学では,研究科以外の基本組織として「学
院」「研究院」等を置いています。
これは,学生所属組織と教員所属組織を分離し,教員の所属組織として,研究上の目的に応じ,かつ
教育上の必要性を考慮して編制される研究院と,大学院学生の所属組織として,教育上の目的に応じて
編制される学院をそれぞれ設置するものです。
なお,公共政策学分野では「連携研究部」「教育部」を置いています。
○ 附置研究所,全国共同利用施設,学内共同教育研究施設等の設置
本学では3つの附置研究所と,本学にとどまらず全国の研究者の利用に供する3つの全国共同利用施
設,さらに学内において部局を超えて共同での利用に供する20の学内共同教育研究施設等を置いてい
ます。
また研究科,研究院や学部,附置研究所に附属する教育研究施設もあります。
〔事務組織について〕
本学の事務組織は,本部事務局等と部局の事務部で構成されています。本部事務局等の構成と主な職
務内容は35ページの図4のとおりです。
また,部局の事務部の区分は以下のとおりです。

Organizations of Education and Research, and Office Organizations
[Education and Research Organizations]
Education and research organizations of Hokkaido University are as the figure 3 in page 34. The features are
as follows.
 Organizations Focused on Graduate Schools
Hokkaido University focuses on the graduate schools for the purpose of cultivation of sophisticated
researchers through leading and interdisciplinary research and the passing on of knowledge. Most of
faculty members belong to graduate schools, and are also in charge of undergraduate education.
 Establishment of “Gakuin”, “Kenkyu-in”, etc. in a Graduate School
“Kenkyu-ka (a graduate school)” is generally established as a graduate school under School Education
Act, which is a fundamental organization of education and research belonging to both graduate students
and faculty members, while Hokkaido University establishes “Gakuin (a graduate school), ”
“Kenkyu-in (a faculty), ” etc. as fundamental organizations besides “Kenkyu-ka.”
The University aims to separate a graduate school into organizations for graduate students and for
faculty. A faculty organization is organized as Kenkyu-in for the purpose of research and in
consideration of necessity for education. A graduate student organization is formed as Gakuin designed
for educational purposes.
A field of public policy has “Renkei Kenkyu-bu (a faculty)” and “Kyoiku-bu (a graduate school).”
 Research Institutes and Centers
Hokkaido University has three institutes, three centers for internal and external researchers, and 20
research centers for internal researchers.
Some graduate schools, faculties, schools and institutes have attached education and research
institutes.
[Administrative Organization]
An administrative organization of Hokkaido University is composed of the Administration Bureau and
administration offices of each department. The composition and the duties of the Administration Bureau is as
the Figure 4 of page 35.
