INTRODUCTION 概要
The purpose of the evaluation was to evaluate the operations of Non Profit Organisation
Midorinodam Kitasagami against the requirements of the QUALIFOR Programme, the SGS
Group’s forest certification programme accredited by Forest Stewardship Council.
審査目的は、森林管理協議会(Forest Stewardship Council)から認定されている SGS グル
ープの森林認証プログラム(QUALIFOR プログラム)の要求事項に対して、特定非営利活動
法人緑のダム北相模の森林管理オペーレーションを評価することである。

The scope forest is owned by one family in the city and the NPO conducts the forest management
activities based on the agreement with the land owner.
審査対象の森林は、同市内の一家族により所有されており、特定非営利活動法人緑のダム北相模
は土地所有者との合意に基づき森林管理活動を実施している。
Currently there are no plans for land sale, acquisition and extension of area by the NPO and the
owner..

Implementing maintenance activities for inadequately managed forests by citizens and
enhancing/maintaining various forest services such as watershed protection, under the severe condition of
forestry that forest owners and forestry people can not manage their forests well because of timber price
slump and labour aging.
材価の低迷や高齢化などにより、所有者や林業者により適切な森林管理を実施することが難しい状況下にお
いて、手入れの行き届いていない森林の整備を市民の手で実施し、水源涵養など森林の持つ多様な機能を維
持・増進すること。

Company History 組織の沿革
The NPO is a volunteer forestry group, who started its activities in 1998, aiming at promotion of
forestry maintenance by citizen. It was legally registered as a Non Profit Organisation in February
2002. The forest in the assessment scope is a privately owned forest (41.1ha), located in
Wakayanagi, Midori-ku, Sagamihara-city, Kanagawa Pref. Japan. The NPO made a contract with
the owner for using the forest; and the NPO is conducting the forest management activities.
特定非営利活動法人緑のダム北相模は、市民による森林整備事業の推進を目的として 1998 年よ
り活動を開始した森林ボランティアグループである。2002 年 2 月に特定非営利活動法人として法
的に登録された。審査対象の森林は神奈川県相模原市緑区若柳に所在する 41.1ha の私有林である。
同会は、所有者と森林使用契約を締結し、対象森林において森林管理活動を実施している。
2.4
Organisational Structure 組織構成
The NPO’s article of association defines the NPO’s organisation consisting of eight responsible
personnel: one representative of board members, five board members and two internal auditors.
These core members take lead in managing the NPO by taking in other members’ requests and
opinions.
Currently, there are around ninety registered members in the NPO and they conduct forest
maintenance and operation works and also monitoring activities. There are no contractors
involved in the forest management by the NPO .
同会の定款は、8 名の責任者、代表理事、5 名の理事、そして 2 名の監事による組織構成を示して
いる。これらの中心会員は他の会員の要望や意見を受け付け、同会の管理において中心的役割を
果たしている。
現在、同会の登録会員は 90 名程度であり、それらの会員により森林整備、施業、及びモニタリン
グ活動が実施されている。同会による森林管理に請負業者は関与していない。

Ownership and Use Rights 所有及び使用権
The forest is owned by one family, who has permanent ownership of the forest. The NPO has use
right of the forests based on a forest use contract with land owners.

対象森林は、一家族によって所有され、所有者は永続的に森林を所有する権利を持っている。一
方、同会は土地所有者との森林使用契約に基づき当該森林の使用権を保持している。
The NPO conducts various activities that mainly focus on providing members opportunities to do
field work, nature observation and forestry experience in the forest. As the forest management
objective of the NPO is protecting forest resources and enhancing various forest services through
their activities, harvesting timbers is conducted in very limited scale.
同会は会員に森林での野外活動や自然観察、林業体験をする機会を提供することを主眼に、様々
な活動を実施している。同会の森林管理の目的は、活動を通じ森林資源の保全及び様々な森林の
サービスの増進を行うことであるため、木材生産は非常に限定的な規模で実施されている。

Other Land Uses その他の土地利用
The first objective of the NPO’s forest management is not timber production but forest
maintenance by citizens. Therefore, the NPO conducts various activities such as production of
charcoal and honey and recreations including environmental education programs. Meanwhile,
there is a trail, named Tokai Nature Path, in the forest and many hikers visit the forest.
同会による森林管理の主目的は木材生産ではなく、市民による森林整備である。そのため、同会
は、木炭や蜂蜜生産等の生産活動及び、環境教育も含めたレクリエーション活動等の様々な活動
を対象森林内で実施している。一方、対象森林には東海自然歩道が通じ、ハイカー等の利用も多
い。
2.8
Non-certified Forests 非認証の森林
The NPO manages “Obara Honjin Forest“(about 80ha) located in the same city. The forest has not
been included in the assessment scope since MA in 2005 and remains out of the scope area. The
main reason why the area is excluded from scope is that it is difficult to gain understanding of over
thirty forest owners on FSC certification.
Nevertheless, the NPO undertakes the forest management activities in Obara Honjin Forest under
the same forest management policy committing to FSC P&C as in the scope forest.
同会は同市内の「小原本陣の森」(約 80ha)を管理している。この森林は 2005 年の本審査以降
審査範囲に含まれておらず、引き続き含まれていない。この森林が認証範囲から除外されている
主な理由は、30 を超える森林所有者から FSC 認証に対する理解を得ることが難しいことである。
一方、同会は、FSC 原則と規準の遵守を約束した、認証森林と同じ森林管理方針に基づく森林管
理活動を小原本陣の森で実施している。
The NPO rarely harvests timbers; therefore certified and non-certified timers are not handled at
the same time. The NPO makes clear which log is harvested from the FSC-FM certified forest and
which is from non-certified forests during harvest and transport by using transport documents.
同会は木材の収穫をほとんど行っていないため、認証及び非認証木材が同時期に取り扱うことは
ない。又、同会では、輸送文書により、収穫時及び輸送中に、FSC 認証森林からの木材と非認証
森林からの木材を明確に区別している。

Planning process 計画プロセス
The NPO has the forest management plan, named “Sagami-lake Wakayanagi and Arashiyama
Forest, Forest Management Plan” (last update in August 2010). The plan includes background
information of the forest, applicable environmental regulations, long term management policy and
short term operating plan, various social activities of the NPO, ecological survey and monitoring
programs. The plan is consistent with “Kanagawa Prefecture Regional Forest Plan” and
“Sagamiko Town Forest Maintenance Plan”, however, it has not sought approval from the local
government as an official forest operational plan. Because the NPO does not rely on subsidy from
the local government and uses their own fund such as membership fees at implementing forest
management activities. The plan is reviewed every 5 years. The plan is uploaded on the NPO’
web site.
同会は「相模湖若柳・嵐山の森/森づくり計画書」(最終更新 2010 年 8 月)を作成している。
この計画書には、対象森林の概要、環境保全上の適用を受ける規制、長期的な管理方針及び短期
的な作業計画、同会が実施している様々な社会的活動、生態系調査及びモニタリング事業が含ま
れている。本計画書は、神奈川県地域森林計画及び相模湖町森林整備計画への整合性を図りつつ
作成されているが、公式な「森林施業計画」として行政に対し、認定を申請してはいない。この
理由は、同会は行政からの補助金に頼らず、会費等の自らの資金で森林管理活動を実施している
ためである。この計画書は 5 年毎に見直されている。又、同計画書は同会のホームページ上で公
開されている。
Progress and deviation from management plan are identified through monitoring during monthly
field work. Monitoring results on operation are shared among NPO members during morning and
closing meeting held at the beginning and end of the NPO’s field work. The progress and deviation
from initial forest management plans and financial plans are compiled into annual report, and
discussed and approved at the NPO’s annual general assembly. . The NPO has internal audit for
spending, which is conducted every year before the general assembly.
管理計画からの進捗及び逸脱は月例の野外活動中のモニタリングを通じて特定される。施業に関
するモニタリングの結果は NPO の野外作業の始めと終わりに開かれる朝礼と終了の会合におい
て、NPO 会員間で共有される。当初の森林管理計画及び予算計画に対する進捗と逸脱は年次報告
書にまとめられ、同会の年次総会にて議論、承認されている。NPO は総会前に毎年行われる、支
出に対する内部監査を行っている。
Currently there are three sub teams; 1) Inochi no Mori Sengen (Declaration on Forest of Life), 2)
Forest Nova, 3) Bosei no Mori in the NPO and each team is allocated a responsible area and
conducts forest management activities at each allocated area.
現在、同会においては、3 つのサブチーム、1)命の森宣言、2)フォレストノバ、3)望星の森が構成
されており、それぞれ担当区域を設け、森林管理を実施している。
3.4
Harvest and regeneration 収穫及び更新
The NPO prepared its own forest resource database (Shinrin Chosa-bo) based on the forest
resource database of the prefecture regional forest plan, on-site survey and interviews with
landowners and/or neighbours. The database consists of “Polygon” as the minimum unit of
compartments and the polygon map is prepared. The stand volume and growth based on this
polygon is estimated from “Simplified Stand Yield Table (former Sagamiko town and former Fujino
town, both of which are currently Sagamihara-city)” prepared by the prefecture and used as the
basis of planning.

The forest management objectives of the NPO is not timber production but forest maintenance by
citizens, therefore, they do not produce timbers intensively. At present, thinning and other
silvicultural operations are implemented in the forest. Timbers are only produced from thinning
operation and the amount is very small. As for 21.5 ha plantation in the forest, the NPO plans to
conduct thinning and/or selective cutting for creating multi-storied stands or mixed stands. Since
the certificate was issued, no clear cutting has been conducted in the scope and the NPO does not
have any plan of clear cutting. At some small bare areas created from landslide, the NPO
planted chestnut (Aesculus turbinata) trees. There is no new plantation in the scope except the
plantation of chestnut. Although there is no forest and operational road in the scope, the NPO
conducts trail maintenance operations to minimize negative environmental impact (mainly soil
erosion) from degradation of trails.
同会では、神奈川県地域森林計画における森林簿を基礎とし、現地踏査、所有者や近隣土地所有
者への聞き取り調査を実施し、独自の森林簿を作成している。森林簿では、神奈川県地域森林計
画と同様に、林分データの最小単位を「ポリゴン」とし、ポリゴン図が作成されている。このポ

同会の活動目的は、木材生産ではなく、市民による森林整備であるために、現在のところ、活発
な木材生産活動は行われておらず、間伐及び保育作業のみが実施されている。木材は、間伐作業
からのみ生産されており、その数量は非常に少ない。対象森林内の 21.5ha の人工林について択伐
又は間伐施業による、複層林化もしくは混交林化が計画されている。認証取得以降、皆伐は実施
されておらず、又、今後も、皆伐の計画はない。又、崩落等により生じた小面積の無立木地では、
トチノキが植栽されている。このトチノキの植栽以外に、新しい植林は対象範囲にない。対象森
林には林道・作業道はないが、同会は歩道の劣化による環境への悪影響(主として土壌浸食)を
最小にするため歩道維持作業を実施している。

The NPO conducts monitoring activities at monthly field work, which is usually held on the second
Sunday of the month. Changes to note, such as new damage or discovery of unknown species,
etc. are shared by the NPO members during after work meetings and discussed to determine what
actions the NPO should take.

The scope forest is in Sagamihara-city, which is located at the northern part of Kanagawa
prefecture and near the border with Yamanashi prefecture.
認証林は、山梨県境に近い、神奈川県北部の相模原市に位置する。
Sagamihara-city has a population of around 70,000 as of Jan 2010. While significant proportion of
the working class population commutes to Tokyo and Yokohama, the city has industry of
specialised vehicle and electronics as well as agriculture as major sources of employment.
相模原市は 2010 年 1 月時点で約 7 万人の人口である。大部分の労働人口が東京や横浜に通勤す
る一方で、市内には主要な雇用源として農業及び特殊車両や電子産業がある。
There are many private forests in the town, however, ownership of forests is small and forest
owners have other income sources except forestry generally. At present, abandonment of forest
management because of timber price slump and labour aging is recognized as common issues
around the country and the same issue occurs in the region. Meanwhile, there is a dam named
Sagamiko Dam in the town and maintenance and enhancement of forest services is considered
important in the region as water source for urban area of the prefecture. In addition, many urban
people visit forests in the town for recreation purpose because the city is easily accessible from
urban areas and there are trails such as Tokai Nature Path.
同町内の森林の多くは私有林であるが、一般的に所有規模が小さく所有者は林業以外の収入によ
り生計を得ている。現在、材価低迷や林業従事者の高齢化による森林管理の放棄が日本全国に共

As this is the SLIMF scheme, the NPO conducted stakeholder consultation 6 weeks before the
planned evaluations to inform a wide range of stakeholders of the evaluation and ask for their
views on relevant forest management issues. These included environmental interest groups,
local government agencies and forestry authorities, forest user groups, and workers’ unions. All
responses were reported to the audit team prior the re-assessment and examined by the audit
team. Responses received and comments from interviews are recorded at the end of this Public
Summary.
SLIMF 制度に基づく審査のため、同会が審査の 6 週間前に利害関係者協議を行い、広範な利害関
係者に対し審査計画の告知、当該森林管理の問題点に関する意見の聴取を行った。利害関係者に

The Re- Evaluation was conducted in the steps outlined below.

An opening meeting was held at morning meeting of monthly regular activity of the NPO,
conducted in the forest located in Wakayanagi, Midori-ku, Sagamihara-city. The scope of the
evaluation was explained and schedules were determined. Record was kept of all persons that
attended this meeting.
審査対象の相模湖若柳に所在する森林において、2010 年 8 月度の同会定例活動日の朝礼にて、オ
ープニングミーティングが行われ、審査の範囲が説明され、審査日程が決定された。又、オープ

A review of the main forest management documentation was conducted to evaluate the adequacy
of coverage of the QUALIFOR Programme requirements. This involved examination of policies,
management plans, systems, procedures, instructions and controls. The document review was
conducted prior to the field visit in SGS Japan Office.

Field assessments aimed to determine how closely activities in the field complied with
documented management systems and QUALIFOR Programme requirements. Interviews with
staff, operators and contractors were conducted to determine their familiarity with and their
application of policies, procedures and practices that are relevant to their activities. A carefully
selected sample of sites was visited to evaluate whether practices met the required performance
levels.

合状況を確認する目的で行われた。スタッフやオペレーターそして請負業者に対して、彼らの活

before the evaluation.

There were no major negative issues raised from the stakeholders on the management of the
scope forests in response to the notification by SGS. The stakeholders include major NGOs, such
as FSC Japan, WWF Japan and government agencies, such as Hyogo prefectural government
and local municipalities.

closing meeting. Any areas of non-conformance with the QUALIFOR Programme were raised as
one of two types of Corrective Action Request (CAR):

Minor CARs - which do not preclude certification, but must be addressed within an agreed
time frame, and will be checked at the first surveillance visit

MAINTENANCE OF CERTIFICATION 認証の維持
During the surveillance evaluation, it is assessed if there is continuing compliance with the
requirements of the Qualifor Programme. Any areas of non-conformance with the QUALIFOR
Programme are raised as one of two types of Corrective Action Request (CAR):
01.
Major CARs - which must be addressed and closed out urgently with an agreed short time
frame since the organisation is already a QUALIFOR certified organisation. Failure to close
out within the agreed time frame can lead to suspension of the certificate.
02.
Minor CARs - which must be addressed within an agreed time frame, and will normally be
checked at the next surveillance visit

used in operations, by careful considering actual geographical condition.

Streamline Buffer Zones” in regards to better reflect the definition of buffer zones set
by the NPO and to better incorporate actual field conditions.

in 2011 May. (includes map of buffer zone),
On-site observation confirmed that buffer zones were marked on tree trunk using red
paint.
Interviews with NPO members confirmed they understood what the markings were

The audit team confirmed that the NPO has accepted
request for visiting the forest by many groups, when
those group agrees the policy and the guidance set
by the NPO for protecting forest environment and
safe activities. Negative impacts to forest
ecosystem by accepting many visitors in the forests
have not been identified through monitoring activities
of the NPO. One positive observation was reported
regarding this point.
